There is a need to construct a new progressive narrative rooted in solidarity, humanity and social justice regarding transversal policies of asylum, neighbourhood and the MENA region. Call to Europe IV: ‘Building solidarity in Asylum Policy’ aims to provide the space for a pan European debate on migration, asylum and refugee policies in order to highlight the paths for actual reform and substantial improvement. Session 1 – Building a Common Progressive European Approach on Asylum The objective of the first session of this conference is to examine the political framework of the European Asylum Policy with a goal of putting forward a common, convergent and convincing progressive narrative. There’s a need to move beyond viewing immigration as a tool and framing it predominantly in relation to crises. How to shift focus towards shaping harmonized policies of migration, asylum and refugees? How to build a longerterm political programme, which would hold an impact upon these policies? How to better connect European policy frameworks with those of the Member States? Session 2 – EU neighbourhood policies on conflict and asylum seekers in the MENA region This session focuses on the particular policies of neighbourhood, the MENA region, international trade and development cooperation. In order to advocate a new progressive approach, there’s a need to identify the relevant influential political momentums for initiating and relaunching further debates on the issue. What is needed to reestablish an international network of cooperation for a new progressive approach? How to shift beyond Eurocentric discourses? Which focuses for the external policies, as connected with inflow and access, would translate into shared policies on conflict and asylum?

Format  of  Call  to  Europe  Call   to   Europe  will   have   two   sessions   with   six   speakers   in   each.   Speakers   are   divided   into   three   expert  tables:    1)  academics;  2)  MEPs  and  policy  makers;  3)  Experts  from  civil  society  organisations,  trade  unions  or  NGO’s  (hereafter  civil  society).        Each   session  will   take   two   hours   and  will   be   divided   into   three   consecutive   rounds   of   20  minutes   each  followed  by  a  Q&A  session  of  60  minutes.      In  each  round  one  expert  table  will  answer  a  question  (5  minutes  per  speaker)  and  the  other  two  expert  tables  will   respond   to  the   issues  raised  by  the  previous  contributors   (2.5  minutes  per  speaker).  Thus,  we  kindly  ask  for  a  10  minutes  contribution  from  each  speaker.  Questions  will  be  distributed   in  advance  and  can  be  found  in  the  programme  below.  The  format  of  a  round  is  outlined  in  table  1.
