Your proposal and any supporting documents must be in English and should include the following:

Terms of Reference
1. Background and Objectives
The Individual Consultants work assignment falls in the framework of the project
“Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks”, financed
by the United Arab Emirates (UAE – hereinafter the ‘Project’).
The Project aims at the restoration and reconstruction of the historic landmarks
of Mosul, notably the emblematic Al‐Nouri Mosque, and its celebrated, leaning
Al‐Hadba Minaret. The project also includes two churches in the Old City of
Mosul. Through rebuilding and restoration of cultural heritage in the Old City of
Mosul, the project will contribute to job creation, the return of displaced
Mowslawis, skills development and important steps towards reconciliation.
The Project is being implemented within the framework of the UNESCO flagship
initiative ‘Revive the Spirit of Mosul’, launched by the UNESCO Director‐General
in 2018, and focusing on the human dimension of reconstruction.
As part of the reconstruction process for two of the four sites included in the
Project – the Al‐Hadba Minaret and the Al‐Nouri Mosque – an important task is
to ensure the temporary stabilization of those parts of the monuments still
standing after the significant destructions occurred as result of the conflict (ref.
to Annex F – Photographic Documentation).
Considering the above, UNESCO has prepared a detailed design for the
implementation of such temporary stabilization measures on both the Al‐Hadba
Minaret and Al‐Nouri Mosque, which will constitute the basis for this
assignment, aimed at ensuring a proper execution of designed measures on the
remains of both monuments.
In particular, the Al‐Hadba Minaret has lost its shaft and only the pyramidal base
is standing, with some partial collapses that have left uncovered a side of the
internal nucleus.
The Al‐Nouri Mosque has also been almost entirely destroyed, with only the
central dome still standing and the supporting pillars and walls in an unstable
structural condition, due to partial collapses and rotation.
The Consultant is expected to supervise the execution of the designed
stabilization measures, in order to ensure compliance with the provided detailed
design and quality of materials and procedures used during the execution of the
works.

2. Purpose of the Assignment
Within the framework of the project, the “selected Expert”, in coordination with
UNESCO Iraq Office and under the direct supervision of the Senior Project
Officer, shall supervise the execution of the designed interventions for the
temporary structural stabilization of both the Al‐Hadba Minaret and Al‐Nouri
Mosque in Mosul, Iraq.
The Consultant will supervise and monitor the execution of the works, verify the
quality of materials and procedures used by the selected Contractor during the
execution, monitor compliance with safety standards, and verify the actual
implementation of interventions as described by the Contractor to claim interim
and final payments.
The Consultant will benefit of assistance from local UNESCO staff, as required for
a proper implementation of expected activities and completion of required
deliverables.
The assignment will be conducted according to the following sub‐phases:
a) Supervision of a first set of stabilization measures at the base of the Al‐
Hadba Minaret;
b) Supervision of a first set of stabilization measures on the still standing
dome of the Al‐Nouri Mosque, including the supervision of any structural
issue on the structures during the opening of a ‘corridor’ at the base of
the still standing pillars and walls from rubbles;
c) Supervision of a second set of stabilization measures on the remaining
pillars and walls of the Al‐Nouri Mosque, in order to complete the
planned temporary stabilization interventions;
d) Supervision of a second set of stabilization measures on the remaining
structures annexed to the Minaret (conditional to the possibility of
completing the works for rubbles removal at the base of the Minaret).

3. Duties/Tasks and Expected Output
The “selected Expert” will undertake the following specific tasks, in close
coordination with UNESCO Iraq Office, and under the direct supervision of the
Senior Project Officer:
a) Analyse the detailed design and verify on‐site the required logistics
arrangements, including any adaptation that might be necessary for the
effective implementation of suggested measures. Any possible suggested
adaptation shall be thoroughly discussed with the UNESCO Iraq Office, in
particular with the Senior Project Officer and, where necessary, with relevant
Iraqi authorities;
b) Liaise with the selected Contractor in order to coordinate the preparatory
and mobilization phases, including detailing the actual organization of
operation sub‐phases;
c) Liaise with the selected demining company/entity in order to ensure proper
coordination between the required clearance operations (especially the
opening of the cleared ‘corridor’ in proximity of some pillars and walls of the
Al‐Nouri Mosque) and the sub‐phases of work for the implementation of the
designed safety measures;
d) Support UNESCO in supervising the selected Contractor during the actual
implementation of the designed safety measures interventions, including
checking the quality and compliance of materials, equipment and applied
execution techniques/procedures. The Consultant is expected to spend a
minimum of two weeks per month in Mosul;
e) Support UNESCO in verification of the quantities and quality of execution for
all the measures described by the selected Contractor to claim interim and
final payments. The Consultant will have the responsibility of certifying these
payment requests, before submitting to the Senior Project Officer for final
approval;
f) Provide a report on a monthly basis. The report will include description of
activities undertaken, any challenge encountered and any corrective actions
suggested;

g) Participate in regular meetings with UNESCO Iraq team and with relevant
stakeholders, including relevant Iraqi authorities, in order to provide
overviews on progress of works and/or discuss specific aspects that might
arise during the execution of the works;
h) Prepare a final report identifying challenges, difficulties encountered and
suggestions for improvements for future similar works, as well as for follow‐
up activities.
4. Timetable and Deliverables
4.1 Contract duration
The duration of this contract is of three months, starting indicatively/ tentatively
from 1st August 2019 until 31st October 2019. The assignment will be Iraq and
home‐based, with the Consultant being expected to spend at least two weeks
per month in Mosul, Iraq.
4.2 Contract deliverables
a) Prepare a first Monthly Report, especially describing the analysis conducted
on the detailed design, compared to the conducted assessment of the actual
logistics arrangements, the preparatory and mobilization measures, and the
necessary coordination with the demining contractor/entity (ref. to Articles
3.a)/b)/c)/f)/g). The report will also include a thorough photographic
documentation, to be submitted in original format (RAW/TIFF and/or JPG)
Deadline for submission: 31st August 2019
b) Prepare a second Monthly Report, describing the activities implemented,
challenges encountered and actions undertaken. The monthly report will
include any certified payment request to the selected Contractor, as
previously discussed and approved by the Senior Project Officer (ref. to
Articles 3.d)/e)/f)/g). The report will also include a thorough photographic
documentation, to be submitted in original format (RAW/TIFF and/or JPG)
Deadline for submission: 30th September 2019
c) Prepare a Final Report, describing the progress of works during last month
and providing an overview of activities implemented during the assignment,
of the challenges encountered, and of the actions undertaken, including
providing recommendations for future similar works. The Final Report will
include any certified payment request to the selected Contractor, as
previously discussed and approved by the Senior Project Officer (ref. to
Articles 3.d)/e)/g/h). The report will also include a thorough photographic
documentation, to be submitted in original format (RAW/TIFF and/or JPG)

5. Qualifications
The “selected Expert” shall have the following minimum qualifications to be
considered for this consultancy:
Professional experience:
An established professional background in engineering, with a minimum of
15 years in designing consolidation/stabilization interventions on
historical/archaeological structures (mandatory);
Minimum 7 years of professional experience at national and/or international
levels in supervision of works for consolidation/stabilization of
historical/archaeological structures (mandatory);
A proven track record in assessing, documenting, monitoring and
designing/supervising consolidation/stabilization interventions on
historical/archaeological sites through concrete examples (mandatory;
provide at least 3 concrete examples of previous relevant assignments, with
detailed description of assignment and direct functions/responsibilities) –
provision of references for reference checks is mandatory as part of the
submission;
Previous experience in designing/supervising consolidation/stabilization
works on historical/archaeological structures in post‐conflict/post‐disaster
situations (desirable);
Experience of work in similar environment and cultural context (desirable);
Education:
MA in engineering, with a specialization in consolidation/stabilization of
historical/archaeological structures (mandatory);
Competencies:
Ability to establish and maintain effective working relations in a multi‐
cultural, multi‐ethnic environment with sensitivity and respect for diversity;
High level of skills in negotiation and problem‐solving in a crisis/emergency
setting;
Demonstrated competence in all aspects of works supervision, including
capacity of closely monitoring technical/operational and financial aspects of
the work;
Ability to develop clear goals, independently plan and prioritize own work,
work well under tight deadlines and handle multiple concurrent activities;
Positive attitude and strong analytical, interpersonal and communication
skills;
Proven ability to exercise initiative and resourcefulness necessary for
prioritizing multiple components and phases of work.

Reference letters from at least three entities should be submitted as part of
evidence by the individual consultant on meeting the abovementioned criteria/
requirements.
6. Supervisory arrangements
UNESCO Office in Iraq will:
Supervise the overall process and all the activities carried out within the
framework of this Contract;
Provide suggestions on the approaches for the works and the arrangements;
Regularly monitor the effective and timely implementation of the contract
tasks;
Review and approve any adaptations/change required to an effective
implementation of the works;
Review all final deliverables for each task making suggestions and requesting
revisions where necessary
7. Facilities to be provided by UNESCO (if any)
UNESCO will facilitate the local support at the worksite of Mosul, where the works
will be taking place.
UNESCO will provide the detailed design, select the Contractor for the execution of
the works and the demining Contractor/entity for the clearance of the site, as
required for the implementation of certain phases of work.

Annex C
Declaration of Compatibility of the Professional Status The Applicant must sign the following script and enclose as part of the technical proposal:
“I, the submitting individual:
1. Fully understands that this work assignment that I am applying to does not constitute an offer from UNESCO for recruitment or employment or any long‐term commitment imposed on UNESCO. I agree that UNESCO will pay me against quality and timely delivery of outputs and deliverables indicated in the TOR and UNESCO has the right at its own discretion to cancel the contract should the performance be unsatisfactory or UNESCO opts to stop activities related to this work assignment by notifying me its decision in writing or by email at least by one month from the expected date of contract cancelation.
2. Family Ties
a. The Individual Specialist certifies that he/she is not the father, mother, son, daughter, brother or sister of a staff member of UNESCO, of an employee of the ancillary services or of someone who, at the same time, holds a supernumerary contract or contract for individual consultants or other specialists or has a fellowship with UNESCO. b. The Individual Specialist also certifies that, if he/she has a spouse working as a UNESCO staff member, or as an ancillary services employee, the spouse does not work in the same Sector, Bureau or field office in which the Individual Specialist will be working.
3. No Multiple Contracts
a. The Individual Specialist certifies and declares that he/she only holds one contract of any type with UNESCO at any one time. Any failure to respect this condition renders this present contract liable for immediate termination, without notice or indemnity. b. The Individual Specialist certifies and declares that he/she is not a beneficiary of any type of UNESCO Fellowship. Any failure to respect this condition renders this present contract liable for immediate termination, without notice or indemnity. c. The Individual Specialist certifies and declares that he/she does not have incompatible professional status under UNESCO’s provisions governing the contracts for individual consultants and other specialists.
