The motion carried. OLD BUSINESS: Todd Weber, Road Superin- tendent, gave an update on the road department. He discussed a phone call he received from a county resident requesting help in the construction of an entrance road to property he purchased. The Commission decided that this is a private road and there- fore the County could not help. Tree removal and graveling of county roads was also discussed. Todd presented proposals he re- ceived from Bobcat through their government program for the pur- chase of a skid steer and trailer. He is waiting for a proposal from Butler Machinery so no decision was made at this time. Dave Gehrtz discussed a phone call he received regarding the load limit on the gravel road go- ing south from the elevator and if it could be changed during the construction project on Highway 281. Dave Gehrtz made a mo- tion to cover the load restriction signs until the Highway 281 road project through New Rockford is complete. Neal Rud seconded the motion and the motion carried. Ashley Lies, States Attorney was present to give an update. The Joint Powers Agreement for Emergency Management Ser- vices with Foster County was dis- cussed. Dave Gehrtz made a motion to approve the Senior Citizens bud- get for 2020. Neal Rud seconded the motion and the motion car- ried. The Commission reviewed the preliminary 2020 budget and mills. Discussion was held regard- ing the social services redesign and the indirect costs that the County will have to cover. NEW BUSINESS: Allen McKay, Administrator, Lake Region District Health Unit, explained the financials and the preliminary budget request for 2020 for the Health Unit. Donna Anderson, NDSU Ex- tension Agent, and Tim Becker attended the meeting to present a proposal for a recreational pavil- ion at the fairgrounds. Donna also gave an update on the 4-H Pro- grams. Dave Gehrtz made a mo- tion in support of the construction of a recreational pavilion at the Eddy County Fairgrounds on the county’s property. Neal Rud sec- onded the motion and the motion carried. MINUTES OF EDDY COUNTY COMMISSIONERS SPECIAL MEETING

EDDY COUNTY COURTHOUSEAUGUST 8, 2019, 8:30 A.M.

The meeting was called to or-der by Glenda Collier, Chairper-son. Also present were Commis-sioner Neal Rud, Commissioner Dave Gehrtz, and Auditor Patty Williams Neal Rud made a motion to approve the agenda and it was seconded by Dave Gehrtz. The motion carried. Todd Weber, Road Superinten-dent, explained the proposal he received from Butler Machinery Company for the lease of a skid steer and purchase of a trailer. Dave Gehrtz made a motion to accept the proposal from Butler Machinery Company and Neal Rud seconded the motion. The motion carried. Teresa Kluth, Central Prairie Social Services District Director, explained the Social Services Re-design and the indirect costs that are the responsibility of the coun-ty. Wells County, as host county for the district, will be taking over the indirect costs for 2020 and an agreement between the counties will have to be made for the fu-ture years. Dave Gehrtz made a motion to approve the Other General Funds Budget for 2020. Neal Rud sec-onded the motion and the motion carried. The Eddy County Preliminary Budget Hearing will be held at 9:00 A.M. on Tuesday, Septem-ber 17, 2019. Glenda Collier, Chairperson, adjourned the meeting at 10:00 A.M.
