Swenson was re- questing to change the city ordinance for the meeting time of the Park District Board. City Attorney Peterson explained that all the Park Board needed was a resolution to change the time. There was a brief discussion about park funding, ball sports, and the pool. The public hearings on nuisance letters was next on the agenda. Corrina Pierce was requesting more time on one of Mark Boyer’s vehicles. McKnight moved to grant up to July 15 for Boyer to remove his vehicle. Ystaas seconded. Motion carried. Todd Duchscher- er was requesting an extension on his notice. Duchscherer needs a staging area for set- ting up equipment. Richter moved to allow Todd Duchscherer to August 5 to work on removing his nuisance and to report back at that time. Ystaas seconded. Motion carried. Claudette Carswell was requesting an ex- tension on her items. Ystaas moved to allow Claudette Carswell until August 5 to remove her nuisance. Richter seconded. Motion car- ried. After reading a letter from Echo Sewell, Richter moved to give Echo Sewell an exten- sion until July 15. McKnight seconded. Mo- tion carried. After reading a letter from Leon Lewis, McKnight moved to give an extension until July 15 to Leon Lewis. Richter second- ed. Some of the vehicles are gone already, so progress is being made. Motion carried. Jerry Barrett was present about his ladder that was damaged. Barrett was requesting half of the cost of the ladder or have the al- ley marked. City Attorney Peterson advised against paying for the ladder. McKnight moved to deny the request from Jerry Bar- rett. Hager seconded. Motion carried. PWS Hirchert was present with his month- ly report. Hirchert thanked Commissioner Ystaas for the use of his trailer. Items dis- cussed were the crews are mowing and trimming up city properties. The electronic collection amounted to 13,000 pounds at a cost to the city of $6000.00. May have to re- think the free collection in the future as well as citywide cleanup week. During cleanup week, some items were not sorted. Some cit- ies have the landfill open and residents haul their own items. Four trees at the Centennial Park need to be removed. Ystaas moved to accept the report as presented. McKnight seconded. Motion carried. McKnight moved to table the Rose Black container home. Ystaas seconded. Motion carried. Commissioner Richter gave a report on the airport and Eddy County. Richter had talked to the county and the ND Aeronautics Commission about a shared airport. NDAC would come to New Rockford to attend a joint meeting. Richter will talk to the county about a meeting date. Ryan moved to approve building permits for Mathew Boelke, reroofing; Donald Olds, shingles; and Kevin Munson, shingles. Hager seconded. Motion carried. McKnight moved to approve housing in- centives for Joshua & Megan Bruggman. Ystaas seconded. Motion carried. Ystaas moved to approve annual liquor and beer licenses for Fraternal Order of Ea- gles, Log Cabin Liquor, Hanson’s Bar LLC, CenDak Cooperative, Buck-It’s LLC, and Dakota Prairie Regional Center for the Arts. Richter seconded. Motion carried. Hager moved to approve the annual gam- ing site authorization for the NR Golf Club. Ystaas seconded. Motion carried. A complaint from Sandra Lies about the “Flats” was read. The tree issue has been taken care of. The city has no ordinances that address landlord and renter issues. The auditor is to draft a letter thanking Mrs. Lies for her concerns and direct her to the Lake Region District Health Unit for her concerns about the renter conditions. A discussion on the paint job for the water tower ended with President Packard to con- tact David Bymoen on the issue. Unpaid parking tickets were discussed. The city could turn them over the the County clerk of court. A summons to have a District Court hearing would be issued. The city does not have a municipal court to handle the tickets. City Attorney Peterson will do some research on the issue for the July meeting. The US Post Office was not able to deliver all of the nuisance letters. After a discussion, Ystaas moved to have the Sheriff’s Depart- ment deliver the vehicle nuisance letters. McKnight seconded. Motion carried. The Auditor reported receiving a letter from the USDA Rural Development stating that USDA concurs with Interstate Engineering that BEK Consulting should be awarded the water project. With no further business, Hager moved to adjourn. The meeting adjourned at 8:19 p.m. Minutes are subject to approval at the next regular Board meeting. Published June 17, 2019 SHEYENNE CITY COUNCIL REGULAR COUNCIL MEETING JUNE 3, 2019 Mayor Hanson called the regular meeting to order with all members present. Minutes of May 6, 2019 meeting were read and ap- proved. Motion Hoffner, second Benson, motion carried. B. Rieger, Facilities Operator, still working on disposing of chlorine in Well #1. Curb stop has not come in yet will follow up. Hy- drants will be flushed June 8th and 9th. Dump ground was cleaned and deficien- cies are done. Dumpsters will be place by fire department for residents to use. No appliances should be placed in dumpsters. Motion Thumb, second Benson to award bid for emergency generator to Interstate Power in amount of $27,200. Electrical bids will now be needed. There has been some settling of dirt around new pump and City has been in contact with Moore Engineering. Motion Hoffner, second Benson to have aw- nings removed by property owners on main street by October 1st. Motion Thumb, sec- ond Ames to grant temporary easement on city lots five feet back to Apex Engineering for Hwy 281 project. Motion Ames, second Hoffner to approve three bingo permits. Park board would like to assume responsi- bility of property to north of school. Motion Hoffner, second Thumb to replace window above sink in Ostby Hall. City does have a leash law and law enforcement will be called regarding dogs running around town not on leashes. Ystaas moved to approve annual liquor and beer licenses for Fraternal Order of Ea-gles, Log Cabin Liquor, Hanson’s Bar LLC, CenDak Cooperative, Buck-It’s LLC, and Dakota Prairie Regional Center for the Arts. Richter seconded. Motion carried. Hager moved to approve the annual gam-ing site authorization for the NR Golf Club. Ystaas seconded. Motion carried. A complaint from Sandra Lies about the

“Flats” was read. The tree issue has been taken care of. The city has no ordinances that address landlord and renter issues. The auditor is to draft a letter thanking Mrs. Lies for her concerns and direct her to the Lake Region District Health Unit for her concerns about the renter conditions. A discussion on the paint job for the water tower ended with President Packard to con-tact David Bymoen on the issue. Unpaid parking tickets were discussed. The city could turn them over the the County clerk of court. A summons to have a District Court hearing would be issued. The city does not have a municipal court to handle the tickets. City Attorney Peterson will do some research on the issue for the July meeting. The US Post Office was not able to deliver all of the nuisance letters. After a discussion, Ystaas moved to have the Sheriff’s Depart-ment deliver the vehicle nuisance letters. McKnight seconded. Motion carried. The Auditor reported receiving a letter from the USDA Rural Development stating that USDA concurs with Interstate Engineering that BEK Consulting should be awarded the water project. With no further business, Hager moved to adjourn. The meeting adjourned at 8:19 p.m. Minutes are subject to approval at the next regular Board meeting.

SHEYENNE CITY COUNCILREGULAR COUNCIL MEETING

JUNE 3, 2019 Mayor Hanson called the regular meeting to order with all members present. Minutes of May 6, 2019 meeting were read and ap-proved. Motion Hoffner, second Benson, motion carried. B. Rieger, Facilities Operator, still working on disposing of chlorine in Well #1. Curb stop has not come in yet will follow up. Hy-drants will be flushed June 8th and 9th. Dump ground was cleaned and deficien-cies are done. Dumpsters will be place by fire department for residents to use. No appliances should be placed in dumpsters. Motion Thumb, second Benson to award bid for emergency generator to Interstate Power in amount of $27,200. Electrical bids will now be needed. There has been some settling of dirt around new pump and City has been in contact with Moore Engineering. Motion Hoffner, second Benson to have aw-nings removed by property owners on main street by October 1st. Motion Thumb, sec-ond Ames to grant temporary easement on city lots five feet back to Apex Engineering for Hwy 281 project. Motion Ames, second Hoffner to approve three bingo permits. Park board would like to assume responsi-bility of property to north of school. Motion Hoffner, second Thumb to replace window above sink in Ostby Hall. City does have a leash law and law enforcement will be called regarding dogs running around town not on leashes.
