    from three western states pooled their expertise atLake Havasu City, Arizona in mid-March to te t thelevel of cooperation possible among three wings: Arizo na, California and Nevada. t marked the flfSt timeever that inter-state cooperation had been tried.

    Nearly 200 CAP personnel responded to theSAREX on the banks of the Colorado River, at Havasu

    Airport. More than fifty aircraft participated in the exercise, which was the cu lmin ation of six months planning for staffs of the three wings.

    Arizona served as the ho s t, with the LondonBridge Composite Squadron 50 I in the role of theSAREX ba e of operations. The Tri-State exercise scenario cal led for simulation of a joint search and re cue

    Control Center and Integrated Communications Centerenabled the exercise to work smoot hly.

    After a hearty breakfa t , crew reported in earlyfrom their billets upriver at Laug hlin . Aircrews werethen assigned searc h grids a nd flew an average of twohour sorties in grid, while others flew route searc he s.Meanwhile, gro und teams se rved as si mulated searc htargets.

    A total of s ixty-e ig ht co rporate and memberowned aircraft participated during the thr ee-day exercise. One hundred and eig hty- six ES-rated per onnellogged in for duty , and one-hundred and twenty-nine

    sorties were flown.Co-project officer, LTC Ted Suchecki called the

    event an unqualified s ucce s , and proof that CAPpeople have the goodwi ll and professionalism to workacross state lin es for the common good of the community . There are reports of a fo ur-state exercise in theworks for 1998.

    Inland Empire Group 8 Part oTeam During County Wide D.R.E.

    A major earthquake ha s deva sta ted parts of Rivers ide County. Civil Air Patrol volunteers quickly open aba se at Group 18 Headquarter s, joining with the Cityof Hemet and Riverside County disaster relief teams tobring help to the s tricken area. The May 8 h exercisewas only a drill , of course, but the s imulated quakesce nario went a long way toward cohesion among theparticipants , and letting the community know thatCAP is a lways poised to help.

    The seve nty-five CAP volunteers were tasked rigorous ly by the American Red Cra s, the Hemet ValleyMedical Center , two local sc hool di str ict and the Metropolitan Water Di st rict of Riverside County, according to Capt. 0 Fringer , the DRE project officer. Aspart of the sce nario , the ho pital needed critical surgical device s, their own having been de st royed by the

    quake. A CAP aircraft, carry ing a surgical nurse , wasdispatched to Palm Springs to obtain the life-givi ngimplements.

    The Hemet and San Jacinto School district s a lsocalled on CAP aircrews to fly reconnai ssa nce mis s ion sto locate a mi s ing sc hool bus and to check on campu s integrity in the aftermath of the q uake. Threewater department officials also were flown aboard

    Water official D. Puttman lauded Group 18' s response to the community's needs in a story which appeared in the magazine of the California UtilitiesEmergency Association , ALERT:

    The key to effective CAP s upport is to e tabli h astrong relationship with the local CAP Group and involve them. During a recent exercise with MWD , CAPse nt a mis s ion coordinator directly to the IncidentCommand Center while flight crews flew several so rtie to spot damage. CAP also use d its exten ive radionetwork to report damage directly , giving incidentcommand staff real-time damage reports. _(

    Big Bear DisasterRelief Exercise

    The three-day Big Bear disaster relief exercisefrom May 30 through June 1 , simulating a 7.75 earthquake , demonstrated that the Mountain Mutual AidAssociation knows what to do should a major emergency hit the Big Bear Valley.

    The U.S. Air Force Auxiliary Civil Air Patrol)Squadron 6750 and other CAP units from throughoutCalifornia were alerted to provide aerial transport forBear Valley Electric and other Mountain Mutual members assessing simulated damage as required by theEmergency Operations Center (EOC) established at

    the Big Bear City Fire Station under the direction ofChief Brad Lane.

    The simulated earthquake after-effects were complicated by complete disruption of electric power, telephone, and water lines . Supp lanting the downed telephone lines, radio communication was established between CAP commun ic ators at the EOC and out lyin gpoints and between RACES (Radio Amateur CivilEmergency Services) stations at the EOC and the BigBear City airport. RACES is an arm of the Sheriff andthe Fire Departments providing backup communications during an emergency.

    CAP also set up a triage center coordinated withBear Valley Community Hospital to train emergencymedical personnel and test capabi lit y to care for persons injured in such a disaster.

    Civil Air Patrol also tested and evaluated its proficiency in searching for damage, identifying it, and reporting the extent to the EOC. Such sorties includedexamining dams at Lakes Silverwood and Arrowhead ,examining the California Aqueduct for damage, assessing damage to bridges and similar structures alongspecified key surface arteries within a 40 -mil e radiusof the simulated epicenter, and assessing damage to

    power lines and microwave towers within the simulated damage area.

    CAP ground teams equipped with four-wheeldrive off-road vehicles and electronic direction findingequipment made close-up inspection of suspecteddamage sites and found a simulated aircraft wreckagepresumably resulting from an earthquake event.

    U.S . Air Force inspectors who evaluated Civil AirPatrol s participation expressed satisfaction with thepreparation and conduct of the exercise.

    an-hour homebuilts crowded the aerodrome by the seaover the Memorial Day weekend.

    The cadets were there to work , but there wereplenty of off-duty hours for airplane watching and bivouac activities. Among the chores handled by cadetsfrom around the states were jobs ranging from Deputy

    Flight s assembly Hall with field phones via a fieldphone switchboard. A portion of the large Hall was setup as Mission Base and the rest was decorated withmaterial that came from National , California Wing ,

    Squadron 60, and other CAP members.Two hundred Seniors and Cadets from different

    Squadrons and a large number of CAP and private aircraft participated in the SAREX and made the largeex-military tarmac look like it was a major staging areafor Desert Storm.

    At 1200 hours the inauguration/ribbon cutting ceremony began with a Cadet Color Guard posting thecolors. Air Force Chaplain Maj . Guy did the invocation. Capt. A. Constant ine, Group II Operations Director and Squadron 60 Commander, addressed the publicand introduced Col. Angelo Porco , CAWG s past com-mander who was the speaker of the day and had justarrived from Los Angeles after a marathon drive to-gether with CAWG s Director of Public Affairs Maj .Wyn Selwyn and Recruiting Director Lt. Col. Beavers.

    Among the dignitaries were Monterey County Su-pervisors, City Mayors, and City Council members.

    Marina City Mayor Mr James Vocelka cut the ribbontogether with Col. Porco . The dignitaries and publicvisited the bustling with activity new Cadet facility ,listened to the SAREX communications at the MobileCommunication Center, and examined CAP Aircraft

    and equipment. Snacks and refreshments were servedwhile Athan Constantine and SAREX personnel had

    the opportunity to answer their questions concerningthe SAREX and the CAP Cadet program.

    By the end of the day the new Cadet Flight had received ten new Cadet applications with their checksready to be sent to National and distributed another 25applications to parents who did not have their check-books with them .

    The real surprise, though , had not yet come. Mon-day morning Athan Constantine received a call fromthe Marina City Manager to join him Tuesday at a lun

    cheon meeting . During that meeting he informed himthat the Marina City Council had voted Monday mornin g to give the new Cadet Flight one more building forstorage purposes, and the Airport Tower (Marina Airport s an uncontrolled airfield and the tower is not bein g used by the airport) for office use and communica-tions facility. When the meetin g was over , AthanConstantine had also in hi s hands two Senior Memberapplications: one from the City Manager and one froma Marina City councilman. :c

    In Civil Air Patrol , we watch cadets grow andtum into successful adults. One suc h fonner cade tis Kim Reed. She i s now the Wing Commander atthe United States Air Force Academy, and after

    grad uation, will be going to England to attendgrad uate school on a Marshall Scholarship . Shewill be studyi ng international relations. Aftergraduate sc hool, Kim expects to attend flighttraining to become an Air Force pilot.

    Kim joined CAP in 1988 . She was a memberof Squadron 36 in San Jose , CA. She se rved invariou s positions including Cadet Commander.Her highest rank eamed was that of Cadet Major.

    Miss Reed worked hard whi le a member ofCivil Air Patrol and her hard work paid off. On 2June 93 she received an appointment to the UnitedStates Air Force Academy. She was nominated byCalifomia Congre ss man Dan Edwards .

    Kim says that her CAP training helped her inmany way s at the Academy. In addition to the ba-s ic military skills and knowledge of military pro-tocol , CAP gave her se lf-conf idence, especia llyfrom working as a taff member at encampments .She goes on to say that once you have done some-thing , it is easier the second time around .

    Wing Commander Reed recently spoke at theCadet Conference in Coronado , CA . The cadetsfound her talk in spirational.

    Kim sa id Don ' t ever give up on your dreamsor goals. But also realize that in order to achievethem , you mu st work hard. Alway s remember thatthe more you put into something, the more yo uwill get out. It 's about giving of yourse lf and mak-ing per so nal sac rifice s for the team. Your goal inCivil Air Patrol should be to contribute al l that yo ucan so that when you leave CAP , it will be betterthan when you started.

Watching the fu-ture l ea der s of tomorrow can ' t help but in pire pride .This is the feeling one gets while watching the activi-ties at the annual Cadet Pro gram s Conference held 1416 Feb. at the Naval Amphibious Base in Coronado,Califomia. The event was atte nded by 150 cadets andseniors from throughout California Wing.

    Cadet Project Officer , C/Lt. Col. Steven Skullrsaid that his goal for this conference was For every-one to have fun and enjoy themselves. To make newfriends , experience CAP at a higher lev el than just th esq uadron lev el environment , and work on the sta ndard-ization of cadet activities.

    ries have been co nv erted from their original 108 HP or115 HP Lycoming, to a 150 HP or 160 HP Lycoming.The result is a satisfying sport aircraft. Although out ofproduction , the aircraft can be purchased in aremanufactured 150 HP form dubbed the Hyper Cat.

    If yo u like driving a car lik e the Mazda Miata , youwill probably love the Grumman American AA I . D esig ned by Jim Bede , the early AAl was designed to bea low cost, two seat, sport a ircraft. Bede s int ent was tobuild an aircraft that wo uld sa tisfy exper ienced pilots ,but have an operating and purchase cost compa ra bl e to

    a Cessna 5 0. The a ircraft was intended to be a lowcost , fast, cross co untr y scoo ter , that co uld do aero batics when the pilot was so inclined.     Safety Seminar 2is Big Success

    By ILt. Juan E. Tinnirello CAPSaturday, IS March 1997, Amelia Earhart Senior Squad-

    ron 188 of the Civil Air Patrol sponsored their Safety Semi-nar 21 in cooperation with the Department of Transportation ,Federal Aviation Administration.

    Over 90 people attended the event held at the SquadronHeadqu arters, at the Oak land Airport North Field . Capt.John Matula welcomed the participants and introduced lLt.Juan Tinnirello for a brief story about a CAP miss ion regard-in g a di stress signal from an ELT (Em erge ncy Locato rTransmitter). Lt. Tinnir e llo explained that a distress signalwas rece ived by o ne of the sa te llit es orbitin g th e ear thWednesday, 12 March, 1997 , and the location was Holl ister.The locat ion kept changing and it was difficult to confirm . It

    also transmitted both on 121.5 and 243.0 MHz. Finally Fri-day, 14 March, it was stationary and the loca tion was con-firmed in the vicinity of Napa.

    An aircraft from Reid Hillview Airport , Squadron 80,and a ground team from Squadron 188 were dispatched tolocate the ELT and turn it off. The a ircraft confirmed the lo-cation north of Napa in the v icinity of Oakville Cross Roadbetween the Napa River and Conn Creek. The ELT was lo-ca ted inside a box, under a s tairway, in a winery's ware-house. It has been shipped via UPS and sent to the pilot ofthe winery, from the repair station that insta lled a new bat-tery

    The moral to the s tory is . . . Do not ship an ELT in away that can be ac tivated in transit.

    The f irst speaker was Mike Jones, Oakland Tower Su-pervisor. He mentioned that m os t pilot s do a goo d job incommunicating and compl ying with the tower requests. Hestresse d that the most important item in communica ting ismaking sure yo u understand the instruction given b y thetowe r co ntroll ers. t is much b etter and safe r t o te ll "sayagain" than to proceed to perform a maneuver that is totallywrong and can cause an acc ident. The nex t item h e men-tioned was reporting in the initial co ntac t. First, listen for afew seconds to insure the frequency is clear, then state your

    ca ll sign, position and destination . When reporting pos itionit is better to make reference to a ground loca tion (MormonTempl e, Lake Chabot , etc.) rather than eas t of the a irport777). Another very important item is to repeat tax i informa-

    tion to includ e tax iway name and any " hold short of ' in-structions.

    Mik e provided abundant informati on about r outingfrom and around the a irport, and how to request more directroutes to go to your destination. His presentation was exce l-lent, and generated many ques tions. He continued talking tothe people during the intermission .

    The next speaker was Marlene Larson, a controller fromthe Hayward Tower. Marlene al 0 stated that as a rule , themajor ity of the pilots are very conscientious . One of the re-quests she had was for pilots to be aware of the Oakland air-space when departing Hayward . She mentioned that it is bet-ter for the pilot to request all of the ir intentions at once, in-stead of piecemeal. One other prob lem she mentioned is thatonce the pilot has been cleared for take off, to execute thecleara nce without delay. If for any reason the pilot needs

    time, please state so immediately . She answered nu-merous question s from the audience; her presentation wasexcellent and fi lled with safety suggestions.

    The third speaker was Forest Keener, Quality AssuranceSpecialist , from Bay Tracon. Forest provided very interest-ing statist ics about Oak land Airport; it is the fifth in the na-tion in traffic, ahead of San Francisco This was a surprisepiece of information , and the other one is that Bay Traconwill be comb ined with Monterey, Stockton and Sacramentoapproach in a brand new state of the art installation in theSacramento area in the next five years.

    He a lso showed the best way to request Bay Tours, andwhat routing not to request, because it goes against the flowof landing aircraft to SFO.

    Forest answered a score of questions from the audience,most of them to do with crossing the Bay from the northwestor the southeast. He provided a wealth of information andinvited all the participants to visit Bay Tracon in the future.Because of space requirements, not more than ten people at atime can take a tour of the faci lity. The first ten people thatregistered for the sem inar also visited Bay Tracon. The largeaudience gave all three speakers a good hand of applause fortheir interesting and infornlative presentations.

    the hu ge parking lot which se rv es the city's Zoo andthe famed Gene Autry Mu se um. California Wing ,CAP, was there by special invitation from the Lo sAngele s Police Department.

    Among the other eve nt s during the three day swere sea rch-and-re sc ue demonstration s, s imulatedhigh line rescue s and acre s of police and fire apparatu s. A Civil Air Patrol booth , mann ed mo st ly by cadets, formed the centerpiece of CAP partici pation.

Major damage wa s don e tothe glider, but no one was injured . The fli g ht reviewboard det e rmin ed seve ral factors were at th e root ofthe accident. The stud e nt pilot was directed to undergo additional flight trainin g in seve ral areas. Itwas also the first acc ident that we have had where no

    violations of CAPR 60-1 were found. Congratulation s to you all. We have truly be gun to improve oursafety reco rd , but we cannot stop with the se few successes . We mu st continue to in sure our compliancewith CAP re g ulation s and procedures We mu stbroaden our involvement with Ri sk Management.We mu st continue to di sc uss the root causes of ouraccidents , kee pin g that inform ation foremost in ourmind s. We have ju st completed s ix month s of Wingspon so red safe ty se min ars that all aircrews have hadto go through. Be ginnin g 1 September 1997 , tho se

Thi s progra m will be req uir ed once a year and can be held inco njunction with an a nnu a l flight clinic. ES cardswill be modifi ed to contain a field that will indicatewhether or not you have completed the se minar andthe da te you co mpl ete it. Th e re are only four areasthat have to be pr ese nted to th e member s in order tome e t th e co mplianc e requirem ent s of the directiv e.The first and seco nd i s a review of CAPR 60-1 and

    unit s that reque st it. Plea se take advantage of thi sprogram and put it on at your unit on a re gular ba sis.t require s the Squadron to keep the loc al informa

    tion within the pre se ntation up to date. The originalpre se ntation will need to be returned to Wing in atim e ly manner.

    While searc h mi ss ion activity ha s been down ,our CD operations have been up. By the cl o se ofJune , we had completed 810.7 hour s of CD flying ,plu s an additional 200 hour s during the first twoweeks of July. At the pre se nt rate of participation ,we should complete nearly 2100 hour s by the end ofthi s fiscal year. That i s mor e than a 200 percent increase over the total number of CD hour s flown la styear.

    In Tr a ining , we ju s t completed the seco ndCommander s School s graduating over 50 student s

    total b e tween the two sc hool s. We ho p e that allCommander s will attend thi s school during the nextyear or so. Our Cadet sec tion i s about to put on thelarge st encampment in the hi story of Civil Air Patrol. I encourage all Unit Commander s to join theGroup Commander s and my se lf at the graduationce remony to be held on Sunday , 17 August 1997 atCamp San Lui s Obi spo , the encampment s ite.

    As you may know , we have once again experienced fuel reimbursement problem s. I have renewedour efforts to try and get thi s probl em r eso lved once

    and for all. Sever al problem s contribute to the delay sin you getting your fuel reimbur se ment in a timelymanner. The major rea so n deal s with the Form 108itse lf. The requirement for submi ss ion to Wing bythe m ember within 14 day s of the mi ss ion i s not being met by a farge number of our member s and a fewMC s . As you m ayo r m ay not know , once the Form108 r eac hes Wing it mu st be audited for errors andverification of hour s s ubmitted for on the 108 with
