community. The current vacancy is the result of a

retirement. The City Council and the City

Administrator will both work collaboratively with

the new Director of Public Works/City Engineer

toward a smooth transition of leadership and

success.

was incorporated

as a municipality in 1911 as a general law city. Rec-

ognized as the “Bridge City,” Rialto is home to a

highly diverse community of over 100,000 residents,

25,000 households, and various industrial and com-

mercial businesses.

The City is governed by a Council / City Administra-

tor form of government. The City Council is made up

of four members elected at-large and one elected

Mayor all serving four-year terms. The City Clerk and

Treasurer are elected officials.

Rialto is a full-service municipality with approximate-

ly 304 full-time employees and 98 part-time employ-

ees. City Departments include Administration, Fi-

nance, City Clerk/Management Services, Community

Services, Development Services, Fire, Police, Human

Resources & Risk Management, Public Works and

City Treasurer.

Public Works Department

The Public Works Department is comprised of

Engineering, Maintenance (Facilities, Fleet, Parks,

Streets), Traffic Safety, Water & Wastewater, Waste

Management, Cemetery (maintenance) and Capital

Projects.

The Director of Public Works/City Engineer is

responsible for the day-to-day operations of the

department and implementing the goals and

objectives and policy direction of the City

Administrator. The Public Works Director/City

Engineer secures the successful delivery of services

through strong and hands-on leadership, budget

administration, planning, and project and contract

administration to ensure the delivery of cost

effective programs and services which are consistent

with the City’s mission to support a better Rialto.

Challenges & Opportunities

The next Director of Public Works/City Engineer will be

presented with a variety of challenges and opportunities to

lead the day-to-day operations of a department consisting of

approximately 37 dedicated employees. The department has

an annual operating budget of $10.8 million for FY19/20 and

a 5-year Capital Improvement Program budget of $282

million. The department currently has several large projects

underway including the Curb, Gutter and Sidewalk Inspection

and Repair project; the Slurry Seal Maintenance Project

occurring in seven zones throughout the City on the minor streets; the Overlay Project for the major arterials

with heavy truck traffic; the Frisbie Park Expansion Project; and the Metrolink Stage 2 Project.

Key Candidate Characteristics

The next Director of Public Works/City Engineer must be

experienced, dedicated, and driven to improve the infrastructure

for the City of Rialto. Reporting to the City Administrator, the

Director will work with a diverse group of professionals, must

have strong interpersonal skills to communicate effectively

when interacting with staff, residents, developers, regulatory

agencies, contractors and elected officials, be able to inspire,

motivate and empower to move towards achieving the goals of

the department and City. The Director will possess the following

competencies:

Leadership A strong leadership style that is inclusive and develops employees through mentor ing,

training and development to ensure success.

Intergovernmental Relations Ability to interact and partner with government officials and City partners at

local, state and federal agencies, local and regional authorities, developers, construction contractors, and public

stakeholders in order to develop strategies for efficient advancement of projects within timeframes and

allocated budgets.

Community Relations Candidate must have demonstrated involvement in community activities.

Experience with working and with understanding the needs of the community is desirable. Candidate should

be able to present a confident image of the Public Works Department and related projects to the citizens of

Rialto.

Communication Ability to effectively write clear and concise documentation and speak professionally

to express ideas, negotiate terms and conditions of the department and numerous ongoing projects, and ability

to demonstrate fiscal responsibility to a variety of audiences.

Budget and Finance Must demonstrate previous exper ience in managing Public Works and Capital

Improvement Program budgets while maintaining fiscal responsibility to all stakeholders.

Strategic Thinking Candidate is able to identify areas requir ing attention and can reach conclusions

and relate alternative solutions; ability to develop short and long-term goals and performance measures for the

department; and ensure continual enhancement towards a strategic vision.

Qualifications

Education: A Bachelor ’s degree is required with

major course work in engineering, public

administration or a related field; and Registration as

a Professional Civil Engineer in the State of

California.

Experience: Six years of increasingly

responsible public works experience including

three years of management and administrative

responsibility. The City Administrator highly

regards California experience and will also

consider all viable out-of-state candidates provided

the type and level of experience is in alignment

with the City needs.

Selection Process

The City Administrator wishes to continue the

City’s tradition of stability and is hopeful that the

candidate selected will make a long-term

commitment. This is a confidential recruitment and

will be handled accordingly. References must be

until mutual interest is established. Candidates are

encouraged to apply by August 5, 2019. The

Compensation & Benefits

The salary of the Director of Public Works/City

Engineer ranges from $139,654 to $187,150 per year.

A mutually agreeable employment agreement will be

negotiated with the selected candidate.

The City offers an attractive benefits package

including:

CalPERS retirement (Classic Member 2.7%@55; New Member 2%@62). Candidates should be aware that the City does not participate in Social Security except for the Medicare portion (1.45%).

Medical/Dental– 100% City-paid or Monthly opt out provision of $1,100.

Vision– $300 per fiscal year for eye exam and/or prescription eyeglasses or contacts for employee only. This benefit is on a reimbursement basis.

Deferred Compensation— City Contribution of $750 per month.

Life Insurance—$150,000 Employee Coverage

Educational Incentive– 7.5% for Master Degree

Tuition Reimbursement- $2,500 per fiscal year

Administrative Leave - 140 hours per fiscal year

Vacation– 120 hours per year

Sick Leave– 120 hours per year

Holidays– 11 per year
