It’s not if there will be another shooting, but when and where. Dignity Health Northridge Hospital nurse Jaquelynn Herrera, left, received the hospital’s September “Daisy” award. Daisy awards are given in recognition of nurses who go above and beyond to provide excellent patient care. California State Senator Bob Hertzberg comments on my RantZ and RaveZ column.

My recent RantZ regarding Senator Bob Hertzberg ELIMINATING the Posse Comitatus law in California drew a quick and defensive response from the senator.

The legal requirement compelling a person to assist a police officer during an arrest when ordered by the officer, prompted the senator to reply to my concerns. I was informed personally by the senator and his staff that a person can still assist a police officer when the officer is confronted with a violent or uncooperative suspect. What is removed is the legal requirement that compels a citizen to assist an officer. So, in other words, a person can still assist an officer if they wish to do so. If they choose to ignore the officer and walk away, there is no violation of law for the person, as there was in the past.

The State of California is working on increasing a host of taxes that will impact all of us in the near future. Plans are underway to modify Proposition 13 to make it easier to increase property taxes for commercial property. Proposition 13 was passed in 1978 by California voters and championed by a man named Howard Jarvis. Prop 13 currently limits the increase on all residential and commercial property to 2% per year. There is a move in Sacramento to split the residential and commercial property tax into separate categories. If changes are made, the end result will be increased commercial property tax. It will be a real burden to most retail stores and all commercial properties. I believe that if the Property 13 tax structure changes, many people will suffer including all of us who purchase goods and services from retail stores.

With the failure of Measure EE, the school district is pleading poverty and claims that they will not be able to pay the bills including teacher’s salaries and benefits in the near future. I know that teachers are not appreciated by some in our society. However, teachers truly deserve our appreciation and financial support for the work they do in trying to educate the youth of our city. What the LAUSD needs to do is restructure the bloated administration structure to reduce costs and put the funds where they are needed most and that is with the local schools and teachers.

The State of California is working on floating a school funding tax for schools throughout the state. The funds will be used for a variety of school projects and improvements in structures. The end result will be additional taxes for each of us to pay.

In addition to the proposed new and additional taxes, the 2/3 majority of voters currently needed to pass tax increases will be reduced to a 50% majority to pass the measures, if the wishes of our Sacramento legislators and governor are realized.

When the FBI comes calling with search warrants, things must not be in order!

The FBI has visited Los Angeles City Hall and other city facilities in recent months. Why would the FBI come calling with armed agents serving search warrants at various government buildings? It does not take much imagination to figure out that something must

be wrong in the political offices of the City of the Angels. Has the Devil invaded the Los Angeles political structure with possible corruption and illegal activity that warrant the Feds to visit Los Angeles City facilities including the office of the Los Angeles City Attorney? Only time will tell what information caused the Feds to obtain probable cause to initiate the move on Los Angeles City Government.

When we examine the current operations of Los Angeles City government, we find that there are checks and balances built into some departments and operations. For example the LAPD has the Civilian Police Commission and the inspector general to make sure operations are run in a legal and proper fashion. The city attorney is the legal authority for the city and answers to the voters. There is no direct check and balance on the office of the city attorney. The City Council and the city controller are independent and also answer to the voters. The Department of Water and Power has a civilian commission and rate payer advocate to oversee certain operations. So, when the DWP recently came under scrutiny the mayor appointed an inspector general to become the watchdog for the department that is currently under investigation.

What does the inspector general do first. Establish facilities and a staff and all the other administrative operations

LAUSD needs to put the funds where they are needed most and that is with local schools and teachers.

that will be necessary to carry out the duties of an inspector general. That will cost additional dollars that we will all pay for it in our DWP bills. I just happened to receive my DWP bill in the mail today. It is a total of $532.05 for two months. I live alone and don’t waste water or power. With the additional costs to operate the DWP, I can imagine that my next bill will be higher to pay for all the new expenses the DWP will have to pay in the ongoing investigations that will take months to complete.

As we can see, the City of Los Angeles is not only a city with an out of control homeless population with rats and other vermin running around, but a City Hall filled with some possible corrupt and illegal activity. Time will tell if we can clean up the city and City Hall......

County Assessor Wins Award for Saving Taxpayers MoneyIn 2019, the assessed value of

properties residential, commercial and industrial in Calabasas was approximately $8.7 billion. That was an increase of $363 million over 2018. That additional value translates to a boost in tax revenues for Calabasas of about $370,000.

The man who oversees the office that makes sure that the most money possible goes back into schools, fire and police is Los Angeles County Assessor Jeffrey Prang.

Prang recently was awarded the “Outstanding IT Project Award” by Government Technology magazine.

Crooner and Calabasas resident Frankie Avalon is one of six honorees at the 20th annual Justice Armand Arabian Leaders in Public Service Awards. The awards will be presented October 24 by the Encino Chamber of Commerce.

The other honorees are Calabasas City Councilman and former mayor, attorney Fred Gaines; Editor and Publisher of the San Fernando Valley Business Journal Charles Crumpley; Deupty Chief LAPD, Kris E. Pilcher, Deputy Chief LAFD Trevor Richmond and Executive Directors of Strength United Kim Roth.

“The honorees were chosen for their dedication to improving the valley community. The Encino Chamber is proud to recognize such outstanding valley citizens,” said Diana Duenas, CEO of the Encino Chamber of Commerce. The awards lunch will be held at the Hilton Woodland Hills. While the disease can be debilitating, for Taylor, it has allowed him to excel in the world of music. He started listening to Johnny Winter playing the blues at the age of 12 and has been hooked on blues and soul music ever since. As one of the youngest guitarists in the area, Taylor plays multiple jam sessions with a variety of people. His repertoire ranges from Muddy Waters to SRV and all the blues in between. As a mostly self-taught guitar player, learning the chords from books and YouTube, he is now taking lessons from master guitarist Don Bogle to hone his craft. Taylor looks forward to hopefully recording soon and sharing his unique blend of blues, soul and rock. with others.

A New High in the London Sky - A Trip to Remember

favorite city I try to do something new, something never experienced.

This trip to London with my daughter it was high tea at the top of The Shard.

The Shard is a 95-story building designed by renowned architect Renzo Piano. It boasts London’s highest hotel, the five-star Shangri la, with its TING restaurant overlooking the Thames and Tower Bridge.

TING offers breathtaking views and a traditional high tea high above the city. We started with a champagne toast to our mother-daughter trip. Tea was the start to our four-day adventure. We sipped our champagne and planned the next few days, shopping, wining and dining, as we nibbled on savory sandwiches of Wiltshire ham, salted cucumber, roast chicken and smoked salmon. The freshly baked scones were served, of course, with delicious Devonshire clotted cream and English strawberry jam. We lingered - as much not to leave the view - as to enjoy the sweets at the end, including tarts, macaroons and cakes.

T I N G serves a selection of t r ad i t iona l black teas, but with a nod to its O r i e n t a l flavor, a selection of J a p a n e s e s and Chinese blends as well.

T h e

name TING derives from the Chinese word for “living room,” and we certainly were as comfortable sipping our afternoon tea as if we were at home - but with a much better view!

Fully sated from our afternoon adventure, we set forth to conquer London stores - Harrod’s for our 2020 day planners (already!) Marks and Spencer for bubble bath, gourmet food treats and more, Primark for fun, inexpensive clothes - we hit them all.

Our home base was the Park International in the heart of Kensington. The hotel’s location in the charming neighborhood meant we didn’t have to walk far for quaint boutiques, flower-bedecked pubs and tiny gardens, where we glimpsed a fox living the city life.

After 48 hours of marathon shopping we took a “day in the country break.” We wanted again, to do something new and different, and the train ride itself was a new experience, as we passed rolling hills, fields of flowers, horses and sheep and the occasional manor house.

Our destination was Furleigh Estate Vineyard and Winery, located deep in Dorset. We found it originally looking at Dorset because it is in the Jurassic area of England, and my daughter is a Jurassic Park fan (The winery did boast a dinosaur statue in their vestibule.)

My first thought was “English

wine is an oxymoron,” but Furleigh and other vintners in England are becoming well-known for their sparking wines.

The owners credit this to climate change and the Dorset grapes - which they turn into internationally acclaimed wines. We took the “Grand Tour,” which included a glass of sparkling wine on arrival, a stroll through the vineyard and a description of the history of English wine. We learned that there are award-winning sparkling wines coming out of England and saw the winery where they are produced.

We had a delightful seated tutorial for four of the Furleigh wines with a sharing platter of local cheeses and charcuterie.

At the end we had the chance to buy some wine, and of course given the reason for our visit, chose the “Tyrannosauras Red” to bring home in commemoration of our visit.

After our gourmet afternoon and train ride back, we decided to keep it close to home and just have a pint and dinner at a pub round the corner from our hotel. We sat outside in the cooling afternoon and enjoyed traditional fish and chips - a London standard, and talked about the next day’s plans.

London is a walking city, and following my 28-year-

old we m a n a g e d some days to do 10 miles - and one unfor-gettable day 22 flights of stairs! But w a l k i n g takes you on unexpected d e t o u r s and seren-d i p i t o u s finds, like

the gorgeous St. Mary Abbot Church on Kensington High Street, with its ancient tombstones and crypts - so many from those in the neighborhood who died in Africa or Egypt campaigns.

You can’t do London dining without Indian food, so we trotted over to Brick Lane our last night for our favorite chicken yikka masala, before heading back to the hotel to pack up our treasures.

Homeward bound on Virgin Atlantic we stored our carry-ons and carefully wrapped box of antique vases, settled in to Premium Economy with a glass of wine, stretched out our legs and flew home dreaming of scones and strawberries and cream.

for school safety legislation and developed a program that teaches how to identify individuals at risk for violence during the very early stages and get them intervention. Common sense gun legislation is another issue they focus on, aligning their efforts with gun reform groups. Many of them are also members of the LAUSD Safe Schools Task Force, and in 2018, they were co-organizers for March for Our Lives Los Angeles.

As a prior social worker and Sociology professor, Mel King, who specializes in abnormal behavior, knew the warning flags were glaring and felt these individuals should have been identified early and stopped to prevent these tragedies. Following Sandy Hook, she created a group with LAPD officers, school principals, teachers, therapists and community members, who were all determined to prevent active shootings in their local schools. The group met with the L.A. school fire inspectors unit, START program from the L.A. County of Mental Health, officers from LASPD and many others

just to gather information, which they then compiled and presented at parent and teacher forums.

The WVR feels lockdown drills and “Run Hide Fight” drills should be mandatory for schools. Furthermore, safety policies should include classroom doors that lock from the outside be locked at all times. Faculty and yard staff should have gate keys, in the event of a lockdown while on the yard. Additionally, circumstances for special needs classes, as well as after school programs need to be factored into school safety policies. They are also strongly against arming teachers, frightening simulation drills, and highly discriminatory random searches.

To put this issue in perspective, in 1958 there was a devastating fire at Our Lady of the Angels School in Chicago, killing 92 students and three nuns. Within one year of the fire, new fire safety regulations were enacted nationwide and 16,500 older schools were brought up to code. Since this tragic incident, there have been no other reports of children dying in the U.S. from school fires. How many children will need to die before our legislators pass nationwide gun reform, lockdown drills and other school safety legislation?

King stated, “students are dying in schools from active

shooters, and our schools and colleges are not prepared enough. We no longer have an alternative, but to train extensively and prepare our students, faculty and staff for the worst case scenario. This cannot be about politics, division or taking sides. This is purely about saving lives. California has the strongest gun laws in the county, yet still gun violence is increasing at epidemic proportions. We are at a critical point in history, where we need to prepare everyone for mass shooters. Unfortunately, it’s only getting worse, and it’s negligent not to train everyone, on how to be prepared.” Students, faculty and staff deserve to feel safe at school.

The sentiment from many teachers is that they want to be prepared or trained for an active shooter event. Laurie Neff Schlichter, a WVR member and former LAUSD teacher, said, “I feel we need to be prepared to deal with the fear and uncertainty that we and the students will feel. One of the ways to mitigate this is to have regularly scheduled lockdown drills.” We need to empower everyone, so they know where to go and what to do. We feel non-simulated and age-appropriate lockdown and campus safety trainings, including how to recognize the warning signs for at risk individuals, should be regulated and mandated throughout the city.

With the support from their Councilmember Bob Blumenfield, they are making sure all L.A. city schools and colleges are conducting lockdown drills. Earlier this year, they approached Councilmember Blumenfield,

asking him to author a resolution supporting pending California lockdown drill legislation. Councilmember Blumenfield agreed lockdown drills are an important step to saving lives stating, “The sad reality is that school shootings have reached epidemic proportions and we need to take steps to make sure our kids are safe and not scarred by this horrific trend. It’s great that we have organizations like the West Valley Resistance who are helping enact important training protocols so students are prepared if the worst is to ever happen,“ he said. On June 5, 2019, the resolution passed unanimously through the L.A. City Council, giving schools in L.A., the city’s full support and blessing for lockdown drill resolutions and legislation. The WVR, who works closely with the councilmember on other issues as well, told us they “absolutely adore Councilmember Blumen-field, because he’s a great person, who does the right thing for the community, people and animals, purely because he cares so much.”

Over the summer, they met with LAUSD Boardmember Mr. Schmerelson, who the WVR warmly refer to as the “Real Deal,” requesting him to author a lockdown drill resolution for LAUSD. Their task was for lockdown drills being mandated every semester, that teachers and yard staff have keys to unlock the surrounding gates, and students be informed about designated safe destinations where they can flee to in case locking down is not a safe option. They also asked for a district lockdown drill accountability system. In

addition, they feel special needs classes and after school program should have their own customized lockdown drills and trainings.

On September 3, 2019, at the LAUSD Board Meeting, when the resolution was presented by Mr. Schmerelson, Superintendent Austin Beutner deemed it an action item, so “beginning in 2020-21, schools will be required to hold at least one lockdown drill each semester so students and staff know how to respond when all doors are locked and no one is allowed to enter or exit the building.

Each school will also develop a plan to rapidly move students to a designed off-campus location when staying on the campus is unsafe. In addition, school employees will receive increased training in recognizing behavior that could escalate to campus violence. Los Angeles Unified will also increase efforts to inform parents about improved emergency response

King expressed deep gratitude to Boardmember Schmerelson and Superintendent Beutner for stepping up to ensure LAUSD schools are as safe as possible, “we need real leaders, who take initiative.”
