CHAPTER 1 – CSLC INTRODUCTION
Welcome. Welcome to Cadet Staff Leadership Course! (CSLC) This will be the greatest
experience of your summer break! CSLC will challenge you to learn more about leadership,
teamwork and citizenship and will prepare you to lead and manage your corps of cadets.
“Your limits are somewhere up there, waiting for you to reach beyond infinity.”
~ Henry “Hap” Arnold
Bottom Line Up Front (BLUF.) You are in charge of your Success! Use the knowledge and
lessons learned about being a cadet leader and wingman your instructors have shared with you.
All you have to do is apply and build on what you know to be successful at CSLC.
Take your performance to the next higher level by becoming a better version of yourself.
“It is your JOB to be the Best!”
“Your JOB is not done!”
“Finish Strong!”
Discover what you don’t know and make it something you know.
Don’t quit! Allow yourself to be challenged and be “coachable”; learn to overcome
challenges and difficulties. Get involved, follow the rules, cooperate, work together, learn,
graduate and have fun!
Follow the rules! Conduct yourself in accordance with instructions, the Cadet Creed, The
Cadet Honor Code, Campus Student Code of Conduct and Air Force Core Values. Make
good choices and decisions. Failure to do so may result in course removal and being sent
home at your own expense.
Why are you here? You are here to learn about and experience leadership. Take what you learn
and make your JROTC program the best! “The best leaders serve the people they lead.”
The Cadet Guide. You must read and comply with instructions presented in the Cadet Guide.
The Cadet Guide contains information on rules, policies, procedures, conduct and performance of
cadets. Carry the Cadet Guide and have it with you at all times except as otherwise directed by
an instructor or CTO. Your knowledge, understanding, and compliance with this guide along with
your positive and “can-do” attitude will contribute to your success at CSLC.
Special Notices. You are required to comply with all special notices posted in the dormitory and
direction/information from the instructors CTOs. These policies and procedures have been
developed to help you be successful at CSLC, to increase your level of self-discipline and keep
you safe.
Need to Know. Do your JOB, do what is required, conduct yourself in accordance with the Cadet
Creed, The Cadet Honor Code, and like the professional cadet we know you are. You need to
know and be able to recite the Cadet Creed and sing the Air Force Song.

Classroom Etiquette. To get the most out of your CLSC experience, you must participate, take
notes and pay attention. Cadets must not sleep in class. If you feel tired and sleepy, please ask
your instructor for permission to stand in the back of the classroom. You are required to be
respectful and courteous. When you have a question or would like to contribute to the discussion,
please raise your hand and wait to be recognized.
How to ask a question. When asking a question or making a statement, cadets will sit at
attention and raise their right arm so that the upper arm is parallel to the ground and the
lower arm is bent at a 90 degree angle. The hand should be closed as in a fist.
When an instructor enters the classroom at the beginning of class, cadets come to attention.
If more than one cadet is in the room, the first cadet to see the instructor will call the room
to attention. Once class begins, do not call the room to attention if another instructor enters
the room.
At the conclusion of each class, complete the feedback form. You will be given an end-
of-day quiz covering academics for the day. You will hand in your feedback form each
day as part of your end of day quiz.
Breaks during class. If you need to use the restroom during class, ask your instructor for
permission. Depart class and use the most direct route to the restroom and use the most
direct route to return to the classroom. Do not follow the wall flight path during break.

Academic Honor Code. No Cheating! Do your own work.
Physical Training (PT) Procedures.
Overview. PT is an integral part of your cadet experience. Pushing yourself both
physically and mentally will make you better.
If for ANY reason you feel ill, sick, injured or otherwise unable to participate or continue
in any CSLC physical activity, notify your CTO immediately. No one knows your body
and your capabilities and limitations better than you.
Daily Quiz and Feedback Form. At the end of each day’s academic session, you will be given
a quiz over subject matter from that day. You will also complete a daily feedback form. Your
feedback is important! Provide suggestions/ideas on how CSLC can be improved. This is where
you get to “tell us how we are doing” on class instruction, how well the instructor/teacher
performed, CTO’s, the food and facilities. Please be specific.

CHAPTER 3 – CSLC STANDARDS OF CONDUCT
Cadet Honor Code. Follow the rules! Conduct yourself in accordance with instructions, the Cadet
Creed, The Cadet Honor Code, Campus Student Code of Conduct and Air Force Core Values.
Make good choices and decisions. Failure to do so may result in course removal and being sent
home at your own expense.
Hazing, Harassment, Threatening, etc. Hazing, harassment, threats, bullying, sexual advances
or misconduct of any kind, of a verbal, electronically transmitted and/or physical nature, any
combination thereof toward a fellow cadet, CTO, instructor or any other person(s) associated with
CSLC will not be tolerated. This is a ZERO TOLERANCE rule…any cadet found in violation of
this rule will be immediately turned over his/her instructor and sent home at his/her own expense!
If you are the victim of such behavior, you must contact your instructor, the CSLC Superintendent
or the CSLC Commandant immediately.

CHAPTER 4 – SAFETY, HYDRATION, HYGIENE, MEDICAL, CONTRABAND
Safety. Safety is our number-one priority. Inform your flight CTO If you feel ill or in physical
danger. Flight CTOs are the first line of communication for all immediate safety and health
questions or issues. Knee Locking. While standing in formation, do not lock your knees! Locking
your knees for any extended period can result in fainting. If you are in formation and feel dizzy,
or see a fellow cadet beginning to collapse, you may break formation to take care of yourself or
lend assistance and notify a CTO or instructor.
Note that all CTOs carry band aids. Any further medical/safety concerns and problems will be
referred to the Camp Nurse, located in the lobby of Veda Hodge Dormitory. All problems must
be directed through the Flight CTO.
Emergency Procedures. In case of any emergency, it is vital you remain calm and follow
directions.
Fire. When the fire alarm sounds or you are instructed to leave the dormitory in an
emergency situation, remain calm and immediately proceed to the closest exit or stairwell.
Exit the dormitory in a single-file line to the drill pad, and fall-in at your flight’s designated
location. After all flights fall-in, roll call and accountability will be taken.
Tornado. In the case of a tornado, immediately leave your room, using the same procedures
as outlined in the section entitled, “Movement in the Dormitory,” and head toward the
closest stairwell. Proceed to Veda Hodge Dormitory lobby. Stand along the wall of the
lobby and await further instructions.
Power Outage. In the case of a power outage, you will remain in your own room. Cadets
must remain silent and clam. Be ready to follow further instructions.
Hydration. You will be issued a water bottle. It is mandatory to carry a water bottle all times and
use it often. It is important you stay well hydrated. It is your responsibility to keep your water
bottle filled. The first indications of dehydration include headaches, lack of perspiration (sweat),
cold and clammy skin and dizziness and nausea. If you or you know of someone experiencing any
of these symptoms, notify a CTO or instructor immediately, no matter where or when it takes
place.
Hygiene. Appearance and cleanliness is important to be a good leader. The following are daily
requirements for all cadets. You must shower at least once a day using soap. Male cadets must
shave their face and trim mustaches each day. Female cadets must comply with hair and makeup
grooming requirements. Cadets must use Deodorant. Cadets are required to brush their teeth twice
a day. Hair must be properly groomed in accordance with dress and appearance requirements.
Fingernails will be cleaned and clipped. Finally, in order to maintain basic health standards, it is
mandatory that cadets wash their hands every time they use the restroom. If your clothes smell,
are soiled and need cleaning, ask your CTO to contact your instructor.
CADET STAFF LEADERSHIP COURSE CADET GUIDE
6
Medication. Cadets must turn over all medication to the camp nurse during in-processing on
Monday. This includes all over-the-counter and prescription medication. Medications will be
labeled and kept by the nurse. You must inform their flight CTO of when, and how many times
each day, medications must be administered. You will either be administered medication(s) in the
dining facility or CQ area. If you have an inhaler and are required to keep it with you, inform your
flight CTO and keep it in your possession.
Contraband. Contraband is defined as any item (aside from any personal toiletries, money, keys,
and pictures) not listed on the CSLC Cadet Clothing List. All contraband not previously given to
the cadet’s instructor will be collected by flight CTOs on the first night. Concealing any item
considered contraband will not be tolerated and cadets found to be in violation of this policy may
be dismissed from CSLC and sent home at their own expense at the discretion of the commandant.
Absolutely no electronic devices will be allowed. If brought, these will be collected by instructors
before check-in and will be returned after graduation.

CHAPTER 5 – CUSTOMS AND COURTESIES
Five Camp Responses. Anytime you initiate communication with a Cadet Training Officer
(CTO), the following responses must be used in the appropriate manner.
“Yes, Sir/Ma’am”
“No, Sir/Ma’am”
“Sir/Ma’am, may this cadet ask a question?”
“Sir/Ma’am, may this cadet make a statement?”
“Sir/Ma’am, this cadet does not know but will find out.”
Saluting. To salute, you must be either standing or marching at attention. The hand salute is
rendered with pride and as a signal of recognition and respect. Be Proud! When outdoors and in
uniform (for CSLC CTOs and Cadets, PT gear will be considered a uniform), You must render the
military hand salute to all commissioned and warrant officers of the U.S. Armed Forces, officers
of friendly foreign nations, and Cadet Training Officers.
Greetings. You will render one of the following greetings, corresponding to the time of day, to
all instructors and cadet training officers. The greeting changes from “good morning” to “good
afternoon” or from “good afternoon” to “good evening”, the moment you LEAVE the dining
facility. You must learn and memorize the names of all Cadet Training Officers. “CTO (Name)”
will be substituted for the “Sir/Ma’am” portion of all greetings when addressing CTOs. When
greeting a group of men, say: “Gentlemen.” When greeting a group of ladies, say: “Ladies.” When
greeting a group with both ladies and gentlemen, say: “ladies and gentlemen.” You will not
conduct a “mass” greeting for the Commandant, Superintendent, Instructors or CTO’s while in
line for breakfast, lunch, dinner or in the dining room. For example, You will not say: “Area!
Greet Col Shinkle! Squadron Commanders, Flight Commanders and Element leaders as
appropriate (ask your CTO what and when is appropriate) will greet the Commandant,
Superintendent, and Instructors on behalf of their respective Squadron, Flight or Element.
Before Lunch: “Good Morning, Sir/Ma’am”
After Lunch: “Good Afternoon, Sir/Ma’am”
After Dinner: “Good Evening, Sir/Ma’am”
Basic Etiquette. The following procedures will be followed the entire week of attendance at
CSLC unless otherwise directed.
Moving on the right side. When moving other than in formation, cadets will march on the
right side of any hallway, stairwell, or path and square all corners.
Shirts and shoelaces tucked in. Shirts and shoelaces must be tucked in at all times, whether
in uniform or civilian clothing.
CADET STAFF LEADERSHIP COURSE CADET GUIDE
8
“I” no longer exists. Cadets will not refer to themselves in the first person. In place of the
word “I,” cadets will substitute the phrase, “this cadet.”
How to ask a question. Before asking a question or making a statement, cadets will stand
at attention and raise their right arm so that the upper arm is parallel to the ground and the
lower arm is bent at a 90 degree angle. The hand should be closed as in a fist. Once
recognized, the cadets will return to attention and use the appropriate camp response.
When an instructor or CTO enters a room, the cadet will safely and immediately assume
the position of attention. If more than one cadet is in the room, the first cadet to see the
instructor or CTO will call the room to attention. If an officer of equal or higher rank is
already in the room, do not call the area to attention. Call the room to attention again as
the instructor/CTO departs.

CHAPTER 6 - MEALS AND DINING ETIQUETTE
Waiting in Line. While waiting in line in the dining hall, you will stand at parade rest. When
there is room to move forward, you will come to attention, move forward, and reassume parade
rest. The first time a CTO passes cadets while they are in line, cadets will come to attention, render
the proper greeting, and return to parade rest once the CTO has passed. It is not required to greet
the same CTO more than once while in line. Unless otherwise directed, talking is not permitted
while in the dining hall. Cadet(s) are not required to call the hallway or dining room area to
attention and provide a mass greeting to the Commandant, Superintendent, and instructors. No
Mass Greeting while in line for breakfast, lunch or dinner or in the dining hall area. Cadets will
not use the command “Area…Greet” Col Shinkle or Sergeant Deos or any Instructor. See the
Greeting section of this guide for procedures.
Meals.
Drinks. You are required to drink at least one glass of fluid at each meal—this can be
water, sports drink, milk or juice. You may have more than one glass of drink. You may
not drink soda, pop, coke, or coffee.
Food. You are not permitted to have dessert at any meal. Dessert is classified as cake,
cookies, pie, jello, ice-cream etc.
Waiting to be Seated. After receiving your food, march to their flight’s assigned table
while squaring corners (this does not require you to follow the wall.) Once you reach your
seat, l place your tray on the table in front of you and remain standing at the position of
attention until all cadets are present or the CTO gives you permission to be seated.
Consuming your meal. When you begin to eat, do so at the position of “in-seats attention.”
Plates, cups, and silverware will be arranged as displayed in the picture. You will quietly,
without speaking or looking around, consume their food one bite at a time. With each bite,
you will take your hand from under the table and pick up the proper piece of silverware. When
collecting food on the utensil, you may look down at your meal for no more than two seconds
and then must return your eyes to a locked position looking straight forward. You will then
place your hands back under the table. You will repeat this process until full or the mealtime
has ended.

10
After completion of the meal and permission is provided by the CTO, cadets will take their
tray to the front of the dining hall to be washed. Cadets will then return to their seat. Cadets
will remain at “in-seats attention,” quietly without using words, look directly forward, or
they may lay their “Cadet Guide” on the table and study its contents until they are
dismissed.

CHAPTER 7 – DORMITORY RULES
Male/Female Floors. Female cadets will be roomed on their own floor in the dormitory and
male cadets will be roomed on their own floor. Male cadets are not authorized on the female floor.
Female cadets are not allowed on the male floor. The exception to this rule is when cadets are
properly supervised during Flight Call and at times authorized by the Commandant. If a CTO or
instructor of the opposite gender needs to enter a floor housing the opposite sex, they must be
escorted. The statement “Male/Female on the floor” must be stated in a loud voice upon
entering/exiting the stairwell.
Doors. The doors to each cadet room must be open at all times with the exception of when
changing clothes. Close door when changing and using the restroom.
Movement within the dormitory.
While moving throughout the dormitory, cadets will march at quick time.
Grounding. When in the dormitory hallway and approached by a CTO, cadets will
“ground” themselves against the nearest wall, at the position of attention. When a cadet
approaches the Commandant, Superintendent, Instructor or CTO, the cadet will greet and
continue to move without stopping.
Center Line. When called to the “Center Line,” cadets will ground themselves outside the
doorway of their assigned room. If a cadet is away from his or her room, at “Center Line,”
they will ground themselves against the wall closest their current location. Cadets will not
use greetings while at “Center Line.” It is required that when a cadet leaves his or her
assigned room they must be in uniform (blues or PTs.) This includes the morning “Center
Line.” PTs with shower shoes are acceptable between after morning PT and prior to
changing into the blue uniform.
Stairwells. Cadets will move at the position of attention. Cadets must use handrails while
on the stairs. At no time are cadets to run, jog, stop or stand on the stairs. Cadets will not
“ground” themselves in the stairwells. When passing the Commandant, Superintendent,
Instructors or CTOs, cadets will use the appropriate greeting and keep moving. Do not
stop in the stairwells unless instructed to do so.
No Lying Down. Unless directed by a CTO, cadets will not lie down on bed or floor while
in their assigned room prior to lights out. Cadets may however, sit in the chairs in their
room while studying, preparing their uniforms, etc.

Appendix 7 – The Air Force Song, by Robert Crawford
Off we go into the wild blue yonder,
Climbing high into the sun;
Here they come zooming to meet our thunder,
At 'em boys, Give 'er the gun! (Give 'er the gun now!)
Down we dive, spouting our flame from under,
Off with one helluva roar!
We live in fame or go down in flame. Hey!
Nothing'll stop the U.S. Air Force!
Additional verses:
Minds of men fashioned a crate of thunder,
Sent it high into the blue;
Hands of men blasted the world asunder;
How they lived God only knew! (God only knew then!)
Souls of men dreaming of skies to conquer
Gave us wings, ever to soar!
With scouts before And bombers galore. Hey!
Nothing'll stop the U.S. Air Force!
Bridge: "A Toast to the Host"
Here's a toast to the host
Of those who love the vastness of the sky,
To a friend we send a message of his brother men who fly.
We drink to those who gave their all of old,
Then down we roar to score the rainbow's pot of gold.
A toast to the host of men we boast, the U.S. Air Force!
Zoom!
Off we go into the wild sky yonder,
Keep the wings level and true;
If you'd live to be a grey-haired wonder
Keep the nose out of the blue! (Out of the blue, boy!)
Flying men, guarding the nation's border,
We'll be there, followed by more!
In echelon we carry on. Hey!
Nothing'll stop the U.S. Air Force!
Notes: Crawford didn't write "Hey!"; he actually wrote "SHOUT!" without specifying the word to be shouted.
Wherever they appear, the words "U.S. Air Force" have been changed from the original "Army Air Corps." Words
in parentheses are spoken, not sung.

Appendix 9 – United States Air Force Core Values
Integrity First. Integrity is essential. It’s the inner voice, the source of self-control, the
basis for the trust that is imperative in today’s military. It’s doing the right thing even when no
one is looking.
Service Before Self. Military service is not just another job. It’s an uncommon profession
that calls for people of uncommon dedication. A leader unwilling to sacrifice individual goals for
the good of the unit cannot convince other unit members to do so.
Excellence In All We Do. The Air Force mission often involves the risk of human life and
sometimes, national survival. The obligation to excel is a moral obligation for members of a
professional military service.
