The Spanish nation is composed in the form of State of Autonomies It is one of the most decentralized countries in Europe, along with Switzerland, Germany and Belgium; for example, all Autonomous Communities have their own elected parliaments, governments, public administrations, budgets, and resources Therefore, health and education systems among others are managed regionally, besides, the Basque Country and Navarre also manage their own public finances based on foral provisions.

Description of the parcel may be done, in order to “update” the actual surface (Physical Reality) Generally is described as “After new measurement the parcel is 2.000m2 instead 1.500m2” but not plan given nor name of surveyor

“New surface of the plot is registered if percentage of increase/decrease is : - Less than 5% Directly with no other document than deeds - Less than 20% With a technical report done by a “surveyor” - More than 20% Expediente dominio (Notary or Judge)

In Spain We do have high quality organisations but together the system is a chaos We do believe that changes must be done in Spanish system We do need help to design the “new” system and help for lobbying In Europe We do know Germanic systems and English & Wales system We believe both systems may help us to design our changes We would like to have more knowledge from other European countries We would like to invite other countries to join this initiative

Remarks We must have a system with high technical and Legal Security Surveyors must have a high qualification We believe in Accord Multilateral Collaboration between Administration and private surveyor is a must
