On behalf of the Gisborne International Music Competition Charitable Trust I enclose an application to the Gisborne District Council to waive the cost of hiring the War Memorial Theatre for the 2017 Gisborne International Music Competition.
The Gisborne International Music Competition was conceived in the aftermath of the 1988 Cyclone Bola as both a positive event for the Gisborne community and one that would dispel wider perceptions that Gisborne was ruined. The inaugural competition was held in 1989.
The GIMC has evolved and grown since that time to gain international recognition for its high artistic standard and special character, and is a model for how an event of this type can promote resilience and pride in a once-broken community.
The event seeks to strengthen the economic growth of Gisborne by attracting visitors to the region and by promoting of Gisborne nationally and internationally as a place of high quality art, supported by a dynamic and successful community.
The cultural capital of Gisborne is equally enhanced by providing residents with no-cost access to world-class, live musical performance on a number of different platforms including competition recitals at the War Memorial Theatre, the outdoor Concert Under the Leaves and through community engagement activities at local primary and secondary schools and retirement homes.
The GIMC is an event passionately supported by the community and which contributes to make Gisborne a more positive, prosperous and attractive place to live. I hope the Gisborne District Council will be able to assist us in presenting the 2017 event.

The GIMC promotes Gisborne as a positive place to live and visit regionally, nationally and internationally.

What will you do to address this? The GIMC seeks annual funding from a high number of different sponsors, donors, trusts and individuals, reducing the risk of catastrophic revenue loss.
A reserve has been built to insulate the event from unanticipated loss of income.
New funding sources are actively sought to mitigate the risk that long term donors, who have supported the event for over two decades, will become fatigued.

The Trust is registered as a Charity and as an Incorporated Society.
The Trust is administered by a Board of no less than four and up to a maximum of seven Trustees. Trustees hold office for
a period of three years and are eligible for reappointment.
The Board may appoint Advisory Trustees as it sees fit. Advisory Trustees are not entitled to vote at Board meetings.
The Board meets at least four times per year, with one of these meetings being the Annual General Meeting (AGM).

"How did we do our accounting?"

31 December 2016
Gisborne International Music Competition Charitable Trust has elected to apply PBE SFR-A (NFP) Public Benefit Entity Simple
·Format Reporting- Accrual (Not-For-Profit) on the basis that it does not have public accountability and has total annual
expenses of equal to or less than $2,000,000. All transactions in the Performance Report are reported using the accrual basis
. of accounting. The Performance Report is prepared under the assumption that the entity will continue to operate in the
foreseeable future.
Goods and Services Tax (GST}*
All amounts recorded exclusive of GST except for Debtors and Creitors which are stated inclusive of GST.
Income Tax
The entity is wholly exempt from New Zealand income tax having fully complied with all statutory conditions for these
exemptions.

Independent Auditor's Report To the Trustees of Gisborne International Music Competition Charitable Trust
We have audited the financial components of the accompanying performance report of Gisborne International Music Competition Charitable Trust on pages 3 to 9 which comprises the Statement of Cash Flows for the year ended 31 December 2016, the Statement of Financial Position as at 31 December 2016, and the Statement of Accounting Policies and other explanatory information.
Trustees' Responsibility for the Performance Report
The Trustees are responsible on behalf of the entity for:
(a) Identifying outcomes and outputs, and quantifying the outputs to the extent practicable, that are relevant, reliable, comparable and understandable, to report in the Statement of Service Performance;
(b) the preparation and fair presentation of the performance report which comprises:
• the Entity Information;
• the Statement of Service Performance; and
• the Statement of Financial Performance, Statement of Financial Position, Statement of Cash Flows, Statement of Accounting Policies and Notes to the Performance Report
in accordance with Public Benefit Entity Simple Format Accrual (Not-For-Profit) issued in New Zealand by the New Zealand Accounting Standards Board, and
(c) for such internal control as the Trustees determine is necessary to enable the preparation of the performance report that is free from material misstatement, whether due to fraud or error.
Auditor's Responsibility
Our responsibility is to express an opinion on the financial component of the performance report, excluding the Statement of Financial Performance, based on our audit. We conducted our audit of the Statement of Financial Position, Statement of Cash Flows, Statement of Accounting Policies and Notes to the Performance Report in accordance with International Standards on Auditing (New Zealand) (ISAs (NZ)). Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the financial components of the performance report are free from material misstatement.
An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial components of the performance report. The procedures selected depend on the auditor's judgement, including the assessment of the risks of material misstatement of the performance report, whether due to fraud or error. In making those risk assessments, the auditor considers internal contr<;>l relevant to the entity's preparation and fair presentation of the performance report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity's internal control. An audit also includes, evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the performance report.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our unmodified audit opinion on financial position and cash flows.
Other than in our capacity as auditor we have no relationship with, or interests in, Gisborne International Music Competition Charitable Trust.

Opinion
In our opinion the performance report on pages 3 to 9 gives a true and fair view of the financial position of Gisborne International Music Competition Charitable Trust as at 31 December 2016, and its cash flows for the year then ended in accordance with Public Benefit Entity Simple Format Reporting -Accrual (Not-For-Profit).
Other Matters We have only been engaged to audit the Statement of Financial Position, Statement of Cash Flows, Statement of Accounting Policies and Notes to the Performance Report. No audit has been performed on the Entity Information, Statement of Service Performance or Statement of Financial Performance and accordingly our opinion provides no assurance over these components of the Performance Report.
