Phase 1 Rapid Spread Strict stay at home and social distancing guidelines are put in place, and only

Phase 2 Flattening Non-essential retail stores reopen for curb-side pickup and delivery.

Illinoisans are directed to wear a face covering when outside the home and can

begin enjoying additional outdoor activities like golf, boating & fishing while practicing social distancing.

Phase 3 Recovery Manufacturing, offices, retail, barbershops, and salons can reopen to the public

with capacity and other limits and safety precautions.

Gatherings of 10 people or fewer are allowed.

Face coverings and social distancing are the norm. Phase 4 Revitalization

Gatherings of 50 people or fewer are allowed, restaurants and bars reopen, travel resumes, child care and schools reopen under guidance from the Illinois

Department of Public Health.

The economy fully reopens with safety precautions continuing.

Conventions, festivals and large events are permitted, and all businesses, schools and places of recreation can open with new safety guidance and

Phase 1 – Rapid Spread: The rate of infection among those tested and the number of patients admitted to the hospital is high or rapidly increasing. Strict

stay at home and social distancing guidelines are put in place and only essential businesses remain open. Every region has experienced this phase once already,

and could return to it if mitigation efforts are unsuccessful.

Phase 2 – Flattening: The rate of infection among those tested and the number of patients admitted to the hospital beds and ICU beds increases at an ever slower rate, moving toward a flat and even a downward trajectory. Nonessential retail

stores reopen for curb-side pickup and delivery. Illinoisans are directed to wear a face covering when outside the home and can begin enjoying additional outdoor

activities like golf, boating and fishing while practicing social distancing. To varying degrees, every region is experiencing flattening as of early May.

Phase 3 – Recovery: The rate of infection among those surveillance tested, the

number of patients admitted to the hospital, and the number of patients needing ICU beds is stable or declining. Manufacturing, offices, retail, barbershops and

salons can reopen to the public with capacity and other limits and safety precautions. Gatherings limited to 10 people or fewer are allowed. Face coverings

and social distancing are the norm.

Phase 4 – Revitalization: The rate of infection among those surveillance tested and the number of patients admitted to the hospital continues to decline.

Gatherings of 50 people or fewer are allowed, restaurants and bars reopen, travel resumes, child care and schools reopen under guidance from the Illinois

Department of Public Health. Face coverings and social distancing are the norm.

Phase 5 – Illinois Restored: With a vaccine or highly effective treatment widely available or the elimination of any new cases over a sustained period, the

economy fully reopens with safety precautions continuing. Conventions, festivals and large events are permitted, and all businesses, schools and places of

recreation can open with new safety guidance and procedures in place reflecting the lessons learned during the COVID-19 pandemic.

Until COVID-19 is defeated, this plan also recognizes that just as health metrics

will tell us it is safe to move forward, health metrics may also tell us to return to a prior phase. With a vaccine or highly effective treatment not yet available, IDPH

will be closely monitoring key metrics to immediately identify trends in cases and hospitalizations to determine whether a return to a prior phase may become

necessary.

All public health criteria included in this document are subject to change.

As research and data on this novel coronavirus continue to develop, this plan

can and will be updated to reflect the latest science and data.

Basic Expectations: Masks and Social Distancing 1. Everyone Wears a Mask Every Day Fenwick High School serves approximately 1090 students in grades 9-12. We will be following the Illinois Department of Public Health (IDPH) and Illinois Bureau of Education (ISBE) guidance for High School Students. We will strive for as-stable-as-possible groups within our schedule, but acknowledge that it is impossible for everyone to easily, continuously, and measurably maintain at least six (6) feet of distance from others. Therefore, the expectation is that every individual in the building wears a mask at all times, therefore meeting IDPH/ISBE expectation that we should “require the wearing of face masks if maintaining six feet of distance is not always possible.” There will be extensive signage about continuous mask use, and social distancing whenever possible, throughout the building. This will include signs or posters describing our expectations around the wearing of masks, social distancing of six feet between parties, and specifying, at the entrance of facilities, that sick individuals should stay home. Fenwick High School has procured sufficient face masks to provide two to every student and staff member. Additional masks may be purchased through the Friar Shop. Students and faculty/staff may also wear an N95 or surgical mask if preferred. The expectation is that faculty/staff and students need to clean their facemask between uses or if visibly soiled. Face shields may be used with face masks. 2. Minimize Hallway Traffic And Crowding All hallways will be labeled with signs to direct the flow of travel. Stairways will be labeled as one way, up or down to direct the flow of students during transitions.

Sick Day Guidelines ❖ Symptoms Requiring Absence and/or Immediate Pickup if at School

❖ HIGH-RISK Symptoms associated with COVID-19 and other infectious diseases in children: ➢ Fever (above 100.0 F or per clinical judgement with OR without

fatigue/body aches/chills) ■ Respiratory symptoms (cough, congestion, runny nose, sore throat,

shortness of breath) ● Allergy and asthma symptoms are NOT acute respiratory

illnesses. ■ Gastrointestinal symptoms (diarrhea or vomiting) ■ New unexplained loss of taste or smell ■ Tested positive for COVID-19 ■ Had a close exposure to a confirmed COVID-19 case ■ Other Conditions requiring absence:

◆ The first 24 hours of various antibiotic treatments (i.e. strep throat, pink eye, etc.)

◆ Undiagnosed, new, and/or untreated rash or skin condition ◆ Doctor’s note requiring an individualized plan of care to

stay home.

“Immediate Pickup” constitutes within a reasonable amount of time from location, and if there is delay, there must be a delegate for safe pickup from school.

3. If a student was positive for COVID 19, student must follow CDC protocols and remain in quarantine for 10 days and be 72 hour symptom free. A note from the doctor must be provided for return to school and athletics. 4. If the illness is not COVID 19 related a note from the doctor is required stating no quarantine is needed and the student is cleared to return to school. 5. Fenwick nurses will

● Educate parents on recognizing warning signs about when to consult a higher level of care.

● Maintain communication with family and monitor symptoms while the student is home for safe return to school (see below).

● Track this in the secure Fenwick High School community spreadsheet. Notify the Registrar when students are sent home and when they may return.

● Contact the Department of Public Health when necessary ● Continuously maintain the privacy of all students/staff/faculty Per the IDPH and the CDC, as well as the NASN, these guidelines have been recommended for discontinuing home isolation:

Symptom-based Strategy

“At least 3 days (72 hours) have passed since recovery defined as resolution of fever without the use of fever-reducing medications and improvement in respiratory symptoms (e.g., cough, shortness of breath); and 10 days have passed since symptoms first appeared.”

Time-Based Strategy (for those asymptomatic but tested positive)

At least 10 days have passed since the date of their first positive COVID-19 diagnostic test assuming they have not subsequently developed symptoms since their positive test. If they develop symptoms, then the symptom-based or test-based strategy should be used. Note, because symptoms cannot be used to gauge where these individuals are in the course of their illness, it is possible that the duration of viral shedding could be longer or shorter than 10 days after their first positive test.

Travel Restrictions

At this time Fenwick is following the recommendation of the Cook County Department of PUblic Health regarding traveling to states with an increase in COVID cases. If absence is related to travel quarantine, the student may return after 14 day of isolation OR quarantine for 5-7 days and have a negative COVID test done on or after the 5th day returning from out of town. Academic School Support Regarding Illness 1. Fenwick High School will continue to support students with acute or chronic health

conditions. Short-term absences will be handled on a case-by-case basis with the student in touch with their corresponding Counselors. Long-term absences will be evaluated if criteria is appropriate for medical leave or other potential medical accommodations.

2. Utilize distance learning for students that must isolate or are out of school for extended absence when medically appropriate.

When to Visit Health Office While On Campus ● Students should request the teacher to enter them in on the Check- in system on Magnus.

This will allow the student to go to the Health Office independently or with an escort. ● Students may ambulate to office for variety of individualized needs, so long as none of

the following symptoms are present:

◆ Confusion/ “doesn’t seem to be themself”/disorientation ◆ Decreased level of consciousness ◆ Shortness of Breath/Respiratory Distress ◆ Dizziness/Lightheadedness ◆ Spinal Cord Injury/Head Injury complaining of neck pain - DO NOT

Special modifications and extra in-office screenings will be performed by the RN and documented in Magnus Health system There will be clear and concise documentation to monitor and mitigate COVID-19 during the declared pandemic.

WHEN TO CALL 911

● The person is not breathing. ● The person is having difficulty breathing, shortness of breath or is

choking. ● The person has no pulse. ● The person is unconscious, semi-conscious or unusually confused. ● The person has bleeding that won’t stop. ● The person is coughing up or vomiting blood. ● The person has chest pain or pressure persisting more than 3-5

minutes, or has chest pain that goes away and comes back. ● The person has been poisoned or taken an overdose. ● The person has a seizure for the first time, a seizure that lasts more

than 5 minutes, multiple seizures, or has a seizure and is pregnant or diabetic.

● The person has received anti-seizure medication as allowed under the provisions of Education Code Section 49414.7.

● The person has injuries to the head, neck or back. ● The person has sudden, severe pain anywhere in the body. ● The person has an open wound over a suspected fracture or where

bone or muscle is exposed. ● The person’s condition is limb-threatening or other injuries that may

leave the person permanently disabled unless he/she receives

immediate care; for example: lack of feeling or normal color on injured limb (arm or leg); amputation;

● severe eye injury or chemical exposure to the eye. Moving the person could cause further injury.

● The person needs the skills or equipment of paramedics or emergency medical technicians.

● Distance or traffic conditions would cause a delay in getting the person to the hospital.

When Students Should NOT go to the Health Office In order to prevent potential exposure to infectious diseases, promote isolation, and decrease office congestion do NOT send student to Health Office with the following common situations:

1. Paper cuts, small abrasions, picked scabs - have them wash hands and apply band

aid if needed. 2. Minor headaches and/or fatigue - allow them to get snack/drink water first. Better

after 20 minutes? If No they may see the nurse 3. Mild stomach ache and/or nausea - allow to use the restroom, drink water, and

have snack first. Better after 20 minutes? If No they may see the nurse 4. Localized bug bite - if no allergy history and not spread over large area of skin,

apply cool paper towel to area to help prevent scratching Health Office Procedures During Visit:

● Temperature and symptoms will be checked in the office with brief triage to ensure the correct care area provided for student.

● Student will be isolated from triage area if presenting with high-risk COVID symptoms, and will need immediate pickup from parent or guardian.

● Students must wash hands or use hand gel entering and leaving the office ● Students will be provided with a surgical mask ● Students must maintain a 6-foot distancing of other visitors to office ● If congested, line will be outside the Health Office and student will be on designated

Nonpharmacological Intervention (NPI) Recommendations for Communicable Disease ❖ Individual

➢ Avoid close contact with people who are sick. ➢ Stay home when you are sick. ➢ Cover your cough or sneeze into your elbow or a tissue, then throw the tissue in

the trash. Follow with hand hygiene. ➢ Avoid touching your eyes, nose, and mouth. If you do, wash your hands

afterwards. ➢ Wash hands often with soap and water (20 seconds) FREQUENTLY.

■ Education will be provided for using hand sanitizer upon entry and exit of all classrooms, before and after eating, and upon exiting the restrooms.

● Instruction on this will be provided at back to school education and workshops with students, as well as in Professional Development with staff.

■ Signage will be placed throughout the school as a reminder to staff and students.

■ Hand-washing facilities with soap and running water and/or hand-sanitizer (with at least 60% alcohol content) will be available to staff, students, and visitors, in order to ensure hand hygiene.

➢ If you don’t have soap, use hand sanitizer (60–95% alcohol based). ■ We will be using liquid hand sanitizer. Continuing education will be

provided on proper usage. ➢ Clean and disinfect frequently touched objects and surfaces using disinfectant

provided by the school. ➢ Ensure all vaccines are up to date of self and household members. ➢ Promote non-contact methods of greeting

➢ All Students/Faculty/Staff will Complete a Magnus covid 19 survey form prior to the arriving at Fenwick High School to screen for symptoms and contacts . Individuals will be accountable for community standards and policies set forth by the school.

➢ Promote up-to-date vaccinations, including flu vaccine, in accordance with Illinois state law.

➢ Educate parents about Multisystem Inflammatory Syndrome in Children (MIS-C) associated with COVID-19

➢ Evaluate the need for closures on a multidisciplinary task force in conjunction with the DOH, and state law, and emergency public health orders.

❖ Environmental ➢ Daily high touch surface cleaning: Fenwick High School has a plan that complies

with IDPH regulations and CDC guidelines, for the cleaning of the building. ➢ We will continue to follow procedures to ensure cleaning and disinfecting of

surfaces in restrooms, staff rooms, lunchrooms, meeting rooms, classrooms, shared spaces, and drop-off and pick-up locations in compliance with CDC guidelines.

➢ Routine cleaning coordinated with custodial services ➢ Water fountains will be shut off per IDPH recommendation. Only touch free

water bottle filling stations will be in use. Water bottles will be available to those who may forget their reusable bottle at home.

➢ Maintain social distancing in the Health Office and on campus, following local and national guidelines.

➢ If someone tests positive for COVID after being on campus, follow these CDC guidelines

Health Office Isolation and Personal Protective Equipment (PPE) Standards

1. These recommendations are subject to change based on national supply and infectious disease outbreak, as well as clinical judgement and assessment for appropriate protection.

2. In order to prevent cross-contamination between personal and professional environments, as well as to easily identify health office personnel, medical scrubs should be worn by Health Office staff. In addition to standard medical scrubs, closed-toe shoes should be worn on a daily basis. Consider the use of booties if available, to be changed when soiled or broken.

3. It is recommended that spare change of clothes/scrubs should be kept in the office in the case of exposure to body fluids or other circumstances.

4. Appropriate PPE must be considered and donned for the triage, office, and isolation rooms in the Health Office.

a. For on site calls, triage symptoms on telephone and prepare necessary PPE for on-scene response.

5. The CDC now recommends that all HCP use eye protection (goggles or a face shield), in addition to a face mask, for all patient encounters, whether or not COVID-19 is suspected.

6. High Risk Symptoms (see sick day guidelines above) a. Per CDC, “Patients with even mild symptom that might be consistent with

COVID-19 (e.g., cough, sore throat, shortness of breath, muscle aches) should be cared for by HCP wearing all recommended PPE for the patient encounter (gloves, a gown, respiratory protection that is at least as protective as a fit tested NIOSH-certified disposable N95 filtering facepiece respirator or facemask—if a respirator is not available—and eye protection”.

i. HOWEVER, per the AAP surgical masks acceptable in place of N95 respirators if no aerosolizing or splashing procedures are being performed (i.e. nebulizer treatments and intubation).

b. Exposure to HCP per CDC defines exposure as “a close contact is defined as anyone who was within 6 feet of an infected person for at least 15 minutes starting from 48 hours before the person began feeling sick until the time the patient was isolated.Close contact is defined as—

i. a) being within approximately 6 feet (2 meters) of a COVID-19 case for a prolonged period of time; close contact can occur while caring for, living with, visiting, or sharing a health care waiting area or room with a COVID-19 case

ii. having direct contact with infectious secretions of a COVID-19 case (e.g., being coughed on)

c. If such contact occurs while not wearing recommended personal protective equipment or PPE (e.g., gowns, gloves, NIOSH-certified disposable N95 respirator, eye protection), criteria for PUI consideration are met

a. Other conditions may include identified history of migraines, anxiety,scheduled daily medications, integumentary or musculoskeletal, or other dependent on clinical judgement and assessment at time of student presentation to the office.

b. Evaluate the need of escalation of PPE dependent on clinical picture. I.e. draining wounds, potential exposure to blood borne pathogens.

When your student is required to stay Home: Please ensure your student meets the criteria before he/she returns to school.

*Can return when symptom free for 24 hours without fever reducing medications in the event of a non related Covid issue. *Refer to your healthcare provider for possible testing. *Can return when fever-free for 24 hours, without the use of fever-reducing medication And symptoms have improved and 10 days have passed since symptoms first appeared. *If exposed to Covid, the student or staff should be quarantined for 14 days. Once the quarantine is completed return to school if no symptoms appear. *If symptoms appear during quarantining, isolation for 10 days from the time symptoms appeared and the last 72 hours should be symptom free and fever free without medication. Even with a negative test with quarantine you must continue quarantine. *The Magnus survey will indicate if you must stay home. Please complete the survey prior to school daily.
