COI-TVENTIONAL PROJECTS IN THE FJCOMMENDED 1959 TENTH SLICE PROGRAMME

Report by the Infrastructure Committee

The recommended SHAPE and SACLANT 1959 Slice X Programmes, •..as amended(l) s contain conventional .projects, which, after screening "by the Infrastructure Committee, are, estimated at £1.0*98 million and £6.98 million respectively, or a total of £17.96 million., SHAPE'S programme also contains some £52 millions of projects., belonging to new categories of infrastructure "on which there "is, as yet, no decision regarding their eligibility for M T O common financing.

2. Most of the several hundred conventional projects are , merely increments of projects contained in previously approved Slices. It is considered that action on these and others of the conventional projects should not be delayed pending resolution of the eligibility and the problems relative to the new categories of infrastructure.

3. Accordingly, the Infrastructure Committee, on the basis of the International Staff reports, additional information supplied by host countries and the NATO military, and other relevant information, has screened these conventional projects. 5. Accordinglythe Infrastructure Committee recommends that the Council:. ' ' • -

(a) note that the Infrastructure Committee has screened the' conventional projects in SHAPE'S and SACLANTfS, recommended 1959 (Slice X) programmes;

(b) note that it is intended that planning or construction "be initiated on those projects in the remaining part of 1958 or in 1959;

(c) authorise the Infrastructure Payments and Progress Committee to authorise commitment of funds on a case-by-case basis on requests submitted by host countries >for those projects - itemised in.Annexes B and C - on which such action is justified by exceptional financial or RiITO military considerations; *

(d) agree to consider final action on these conventional projects when action is taken on the remaining projects

, ,. recommended bv the NATO military authorities in the 1959 (Slice X) NATO infrastructure programmej and

(e) agreed, however, to authorise host countries to proceed forthwith, under the 2 per- cent rule (A C / 4 ( P P ) R / 7 6 S paragraph. 1 ) j with the .planning of projects, as summ-arised in Annex A , with an estimated cost of £17*96 million, and detailed in-Annexes B and C .
