The C-LIEGE expected outputs/results

Relevant problemThe European Council has set the target to reduce EU greenhouse gas emissions by 20% by 2020.Greenhouse emissions are mostly produced in urban conurbations being a half of overall road transport fuel combusted in urban areas.The negative impacts of urban goods distribution in terms of energy consumption and air pollution are mainly caused from low cooperation among relevant value chain stakeholders as well as from low system efficiency (i.e. low loading factor of vehicles, use of diesel vehicles, low use of information technologies, etc.).Identification of most effective actions and measures for achieving a more sustainable and energy saving freight transport in urban areas is not an easy process because interferes with multiple requirements of stakeholders.

Why C-LIEGE is so interesting and relevantC-LIEGE will address this scenario by setting integrated framework for energy-efficient urban freight transport (UFT) demand management and planning by the promotion of energy efficient and cleaner freight movements in urban areas and defining a novel set of integrated solutions and “push-and-pull” demand-oriented measures.

The key underlying objectives

Define a shared framework for an energy-efficient UFT demand management and planning strategy through a cooperative approach between public and private stakeholders addressed to the reduction of energetic, environmental and socio-economic impacts of freight transport in urban environments.

Effectively transfer good practices and lessons learned among Local Authorities and relevant stakeholders in EU Member Stats to achieve a better matching between supply and demand of UFT, according with energy saving principles.

Increase energy efficiency in freight distribution by changing behaviour of stakeholders and define novel policy approaches and strategies for joint passenger/ freight transport to support a “new culture for urban mobility”.

Provide policy recommendations for improving UFT energy efficiency in EU Member States to support European Commission on the achievement of 2020 targets.

The C-LIEGE project is actually planning the following activities

Investigation and analysis of local/regional initiatives and EU research projects relevant to energy efficient UFT with the aim to establish a comprehensive framework of the current situation in Europe to be shared by two Plenary knowledge-sharing workshops.

Vertical local stakeholders involvement for each C-LIEGE pilot site within 6 EU countries (Bulgaria, Italy, Poland, UK, Germany and Malta) for consensus building and consistent strategies definition towards an efficient and sustainable UFT in European cities and regions by organizing 4 periodic round tables meetings per each pilot city.

Elaboration of novel, shared and energy-efficient “push-and-pull” demand-oriented measures for energy-efficient UFT planning and management in EU cities.

Develop the C-LIEGE toolbox including guidelines for Local freight development plans definition and overall pathway to establish functions, roles and actions of UFT demand manager (City Logistic Manager) for supporting local authorities in the definition of integrated and energy-efficient UFT demand-oriented measures and strategies.

The C-LIEGE project is actually planning the following activities

Establish a local Premium Quality Partnership for freight among Local authorities operators and other relevant stakeholders in the 7 C-LIEGE pilot cities to set out roadmap for sustainable, energy-efficient goods transport and distribution in each city.

Outline an effective Transferability plan for EU Local Administrations on energy saving and sustainable demand management and planning in urban freight transport sector.

Develop an Action Plan recommending to the European Commissions soft measures to make the urban freight transport demand more efficient, sustainable and professional allowing to provide a fundamental input for the energy efficiency dimension of urban logistics actions foreseen in the EC Urban Mobility Action Plan.

Organize conferences and workshops as well as participating in events of other relevant projects to create new co-operations for sustainable and energy-efficient UFT policies amongst stakeholders and target groups on regional, national and EU level.
