NOTICE FOR INVITING PROJECT PROPOSALS ON RED SANDERS

The National Biodiversity Authority (NBA) invites Research · Proposals on Red Sanders (Pterocarpus santalinus) which can be submitted by Academic Institutions, Universities, National Institutes, recognized R&D institutions, as laid down in the guidelines attached herewith. The duration of the project should not exceed a period of two years.

CALL FOR PROPOSALS

The National Biodiversity Authority has identified the focus areas of research on Red Sanders to be submitted in the prescribed format on following topics: -

1. Thrust Areas:

1. Study on the demand and supply, end uses and requirements of the wood industry; international wood price and factors governing the price in international market and developing the strategy to- regulate supply of Red Sanders wood.

2. Identification of variation existing within the natural populations for various wood properties, wood qualities and growth characteristics, reproductive and morphological characteristics and identification of unique populations;

3. Study to understand the process of formation of heart wood , factors affecting the quality and quantity of it.

4. Identification of superior clones suitable for various location across States in different agro-climatic conditions and conduct of multi-locational clonal trials across states in India with the suitable clones

5. Identification of utilization for plantation grown Red Sanders wood within India, Value addition and bio-prospecting of various parts of Red Sanders tree apart from furniture making, extraction of dye.

6. To improve the quality of Red Sanders plantations and reduction of maturity period of the tree without losing the quality.

7. Development of population specific polymorphic co-dominant molecular markers for the use of molecular finger printing to reveal origin of timbers seized and also usage in forensics and also gene-cological zonatons.

8. Development of Micro-propagation and Macro-propagation protocols for mature candidate plus trees; protocols or methods for establishment of ex-situ Provence resource stands and establishment of Seeds Production Areas for supplying quality seeds of Red Sanders.

2. Who are eligible to apply?

Academic Institutions, Universities, National Institutes, recognized R&D institutions are eligible to apply.

3. Duration of the Research: The duration of the research should not exceed a period of two years

4. How to apply?

Proposals should be prepared in the prescribed application format given in the "Guidelines for Submission of Research Proposals on Red Sanders" in Annex-2. Proposals prepared by the Principal Investigator (PI) should be forwarded by the Head of the Institution. If the project is a joint venture, then it should be explicitly mentioned. The complete Guidelines which inter alia provides details on the scope and coverage of research grants, procedure for invitation, submission, appraisal, monitoring and review of research projects along with norms of funding, terms and conditions governing research grants and various prescribed proforma are available on the website of the National Biodiversity Authority at www.nbaindia.org.

5. Submission of proposals

Five hard copies of the application in the prescribed format and a soft copy through email or CD are required to be submitted. The application complete in all respects should be sent by Registered/Speed Post in a confidential sealed envelope by on or before 16-07-2018 to the address given below.

Tender for submission of Research Proposals on Red Sanders

I. Introduction

The Biological Diversity Act (2002) and Rules (2004) heralded a significant era in the way India wished to conserve, manage and share the benefits of biological resources and associated knowledge in a fair and equitable manner. Its legal provisions enable India to fulfill its obligations as a signatory to the Convention on Biological Diversity (CBO). The money received towards benefit sharing from the users of the biological resources will be shared with the conservers of the biological diversity or for the socio economic development of holders of the traditional knowledge who helps in conserving biological resources.

2. Pterocarpus santalinus (Family: Fabaceae) with the common names Red Sanders, Red Sandalwood and Saunders wood is a species of Pterocarpus endemic to the southern Eastern Ghats mountain range of South India. In natural condition, it grows in fragmented forest landscapes of southern Andhra Pradesh and in a few sporadic patches in Tamil Nadu and Karnataka States and is highly restrictive distribution. The Red Sanders is listed as an endangered item in the IUCN Red List and also included in Apper:~dix II of the CITES. Hence, the export of Red Sanders is banned in India by India's Foreign Trade Policy vide sl.no.188 of Chapter 44 of Schedule II of the lTC (HS). The Directorate General of Foreign Trade (DGFT), through a notification dated 241h October 2013, relaxed the export policy for Red Sanders wood and permitted the Govt. of Andhra Pradesh and the Directorate of Revenue Intelligence to export the confiscated/seized red sanders wood in log form measuring 8584.1363 MT and 1200 MT respectively, totalling 9784.1363 MT.

3. In accordance with the Biological Diversity Act, 2002 and Regulation 3 (3) of the Guidelines on Access to Biological Resources and Associated Knowledge and Benefit Sharing Regulations, 2014, the benefit sharing amount includes an upfront payment of not less than 5% on the proceeds of auction or sale amount to be paid by the purchaser. The NBA decided 5% on the auction or sale proceeds has to be deposited in the designated fund i.e. National Biodiversity Fund (NBF) as benefit sharing component.

4. The NBA has granted approval to the successful bidders who participated in the auction of seized/ confiscated Red Sanders wood to access the same upon receiving the benefit sharing amount from the applicants. The NBA constituted an Expert Committee comprising thirty members including technical and techno-legal experts drafted from various fields to develop a comprehensive policy to ensure the conservation and sustainable utilization of the species and also to suggest modalities for the utilization of the benefit sharing amount realized_ from sale of Red Sanders wood. This committee submitted its report with a set of protection, conservation and

sustainable measures on Red Sanders to the Authority (Governing Body of the NBA).

5. Based on the report of the expert committee, the Research Proposals are

being called for.

11. Scope and Coverage of Research Grants

a) Grant will be released in instalments as decided by the NBA.

b) Fellowship I Salaries and other related charges for research fellows/ associates/ research consultants and supporting staff. The salaries will be paid as consolidated amounts in accordance with the orders issued by the NBA from time to time·. The Principal Investigator (or any of the other investigators) who is employed and already receives a salary will not be paid any salary or honorarium out of the funds sanctioned for the project.

c) Acquisition of equipment not available in the institution or not available for dedicated use in the Project and expendable items, laboratory supplies and expenses for other project-related activities.

d) Cost of domestic travel including participation in scientific conferences I symposia connected with the project.

e) Contingency grants.

f) Not covering the cost of Infrastructure and permanent establishments.

g) Not supporting programmes/ schemes which are already in existence.

Any other expenditure which is considered appropriate depending upon the requirements of a specific proposal, with the prior-approval of the NBA.

Ill. Who are eligible to apply?

Academic Institutions, Universities, National Institutes, recognized R&D institutions are eligible to apply.

IV. Duration of the Research: The duration of the research should not exceed a period of two years

V. Criteria for Selection of Projects

The project proposals will be evaluated by an Expert Committee based on the criteria which includes: -

a) Technical competence of the Institute I organization. b) Experience in Research on biodiversity related matters, cross-sector and

trans-disciplinary and of direct relevance to the subject matter.

c) Sustainability of the project.

d) NBA has full rights to reject the proposal without any notice to the concerned.

VI. Norms of Funding & General Guidelines

The funding for different components of Research Projects will be granted by the NBA as per the Government norms/ rules which are given below:

1. The coordinating Organisation implementing the Project is required to take all the financial and administrative responsibilities for the Project.

2. In case of a multi-organizational Project, PI has to obtain formal consent from the collaborating organizations/scientists. Formal MoU/ Agreement may be worked out detailing the obligations and arrangements stated in the Proposal and got approved by NBA subsequent to the sanctioning of the Project, before the funds are released by NBA. ·

3. International travel is not normally permissible under the Project.

4. It is the policy of NBA that the equipment procured under the Project be optimally utilized. The Principal Investigator shall permit the use of any spare or idle capacity of the equipment to legitimate users from the parent and other Organizations.

5. Approval of the Research Proposal and the grant released for it is for the specific Project sanctioned and the released grant should be exclusively spent on the Project within the stipulated period. Any un-spent balance out of the amount sanctioned must be surrendered to the NBA through a crossed Cheque/ Demand Draft drawn in favour of Drawing & Disbursing Officer, NBA.

6. For permanent, semi-permanent Assets acquired solely or mainly out of the Project grant, an audited record in the form of a register shall be maintained by the Organisation.

7. All the Assets acquired from the grant will be the property of NBA and should not be disposed off or encumbered or utilized for purposes other than those for which the grant had been sanctioned, without the prior sanction of NBA.

8. At the conclusion/ termination of the Project, NBA will be free to sell or otherwise dispose off the Assets which are the property of NBA. The Organization shall render to the NBA necessary facilities for arranging the sale of these Assets. The NBA has the discretion to gift the Assets to the

Organization or transfer them to any other Organization if it is considered appropriate.

9. The Organization I PI will furnish Six-Monthly Progress Report of the work on the Project on half-yearly basis. The first half-year period shall be rounded off to the last date of the sixth month. The subsequent periods of six months shall begin from the first day of the following calendar month. On completion of the Project, ten copies of a self-contained Project Completion Report as per the NBA format on the work done on the Project should be sent to NBA.

1 O.At the time of seeking further instalment of the grant, the Organization I PI has to furnish the following documents:

11. Utilisation Certificate (UC) and Statement of Expenditure (SE) for the previous financial year (in original or copy if sent earlier); an authenticated Statement of Expenditure (SE) including committed Expenditure for the Project until the previous month.

12. Request for specific approval of NBA to carry forward the unutilised grant to the next financial year for utilisation for the same Project, should be sent along with UC and SE, after completion of the financial year.

13. The Comptroller & Auditor General of India, at his discretion, shall have the right of access to the books and accounts of the Organisation maintained in respect of the grant received from the Government of India.

14. The Organization will maintain separate audited accounts for the Project. If it is found expedient to keep a part or whole of the grant in a bank account earning interest, the interest thus earned should be reported to NBA and should be reflected in the Statement of Expenditure. The interest thus earned will be treated as a credit to the Organisation to be adjusted towards further instalment of the grant.

15. The Organisation will not entrust the implementation of the work (except the out-sourced part as approved) for which the grant has been sanctioned to any other Organ.isation nor will it divert the grant receipts to any other Organisation as assistance. In case the Organisation is not in a position to implement or complete the Project, it should, forthwith , refund to NBA the entire grant received by it or the balance grant remaining with it.

16. All the personnel including Research personnel appointed under the Project, for the full/ part duration of the Project, are to be treated as temporary employees and will be governed by the administrative rules/ service conditions (for leave, TA/DA, etc.) of the implementing Organization. They are not to be treated as employees of NBA and will have no liability, whatsoever, for the project staff after the completion of the Project duration.

17. For expeditious implementation of the research Project, PI will take the assistance of the Organization in the process of selection and appointment of staff and payment to them. Pay Scale and emoluments for the posts not

covered under DST's OM are governed by the norms prevalent in the implementing Organisation or as agreed upon in consultation with NBA.

18. The Project becomes operative with effect from the date on which the Draft/ Cheque is received by the implementing Organisation or with-in one month the same. This date should be immediately intimated by the Organisation authorities/ Principal Investigator to NBA.

19.1f PI to whom a grant for a Project has been sanctioned wishes to leave the Organisation where the Project is based, PI/ Organisation will inform NBA of the same and in consultation with NBA, take steps to ensure successful completion of the Project, before PI is relieved. ·

20.1nvestigators wishing to publish technical/ scientific papers based on the research work done under the Project should acknowledge the support received from NBA, indicating the Programme. Investigators are expected to publish a few of their research papers emerging out of the Project in leading Indian Journals.

21 . The comptroller and Auditor General will have the right to access to the books and accounts of the organization for grants received from the NBA.

22. The organization would maintain separate account for the project. The grant should be kept in a bank account and the interest earned should be reported toNBA. The interest thus earned will be treated as a credit to the organization and will be adjusted towards further instalments of the grant.

23. NBA reserves the right to terminate the Project at any stage if it is convinced that the grant has not been properly utilised or satisfactory progress is not being made.

VII. Procedure for evaluation, monitoring and review.

a) Proposals should be made in the prescribed application format (Annex-2) in hard and soft copies and sent to the Administrative Officer, National Biodiversity Authority in response to the advertisement given by NBA. The proposals should be submitted to NBA on or before the indicated last date of submission in the advertisement.

b) Prescribed hard copies of the application and a soft copy of the same through e-mail or CD are required to be submitted. Proposals prepared by the Principal Investigator (PI) should be duly forwarded through proper channel. In case a research proposal involves a network of research institutions, the PI would identify the Lead Investigator from each of the participating Institutions with the approval of the Heads of these Institutions.

c) The applications should clearly identify the research questions, methodologies involved Funds required, human resources, time period and data sources. It

should identify the complete team of Investigators and provide their detailed resumes highlighting their academic backgrounds and publication records. It should also specify the additional personnel support required , both scientific and support staff. It should provide a detailed break-up of the costs consistent with the funding norms.

d) The project should provide timelines and milestones and expected outputs and outcomes.

Monitoring and Review:

The monitoring and review of physical and financial progress of projects sanctioned by the NBA will be carried out by a group of experts or as desired by the NBA.
