The author analyzes public interest liberalism w i t h i n the context o f Ameri- can politics, arguing that the legal-rights approach advocated by activists has signif icantly narrowed their conception o f political action. This book draws upon a wide range o f sources, including classical political theory, contemporary social science models, and quanti tat ive empirical data.

The author attempts to develop a framework for examining all sources o f welfare and the implications for publ ic policy o f using such a framework for analysis. He proposes a model that establishes di f ferent "spheres" of welfare, and uses this model to look a t the net effects on welfare policies.
Norman, Richard. 1987. Free and Equal: A Philosophical Examination of Political Values. New York: Oxford University Press, 178 pp.
Crit ical issues o f "freedom" and "equality" are seen as underlying values in political decision-making processes by this author. He views the attempt to c la r i f y these concepts as more than a philosophical exercise: it i s also a matter o f politics.
