Objects 5. (1) The objects of the Corporation are(a) to establish and operate a postal servicefor the collection, transmission and deliveryof messages, information, funds and goods
both within Canada and between Canada andplaces outside Canada;
(b) to manufacture and provide such prod-ucts and to provide such services as are, inthe opinion of the Corporation, necessary orincidental to the postal service provided bythe Corporation; and
(c) to provide to or on behalf of departmentsand agencies of, and corporations owned,controlled or operated by, the Government ofCanada or any provincial, regional or munic-ipal government in Canada or to any personservices that, in the opinion of the Corpora-tion, are capable of being conveniently pro-vided in the course of carrying out the other
objects of the Corporation.

(d) the desirability of utilizing the human re-sources of the Corporation in a manner thatwill both attain the objects of the Corpora-tion and ensure the commitment and dedica-tion of its employees to the attainment ofthose objects; and
(e)the need to maintain a corporate identityprogram approved by the Governor in Coun-
cil that reflects the role of the Corporation asan institution of the Government of Canada.

6. (1) There shall be a Board of Directors ofthe Corporation consisting of the Chairperson,the President and nine other directors appointedas provided in this Act.

By-laws 11. The Board may make by-laws(a) for the administration, management andcontrol of the property and affairs of the Cor-
poration;
(b) for the regulation of proceedings of theBoard, including the establishment of com-mittees of the Board, the time and place forthe holding of meetings of the Board or ofany committee thereof, and the quorum and
procedure at all such meetings;
(c)prescribing the functions, duties andpowers of any committee of the Board and ofthe Chairperson, President, directors, offi-cers, agents and employees of the Corpora-
tion; and(d) respecting administration of contracts re-lating to any business of the Corporation.

poration, a mail contractor is deemed not to be
a dependent contractor or an employee withinthe meaning of those terms in subsection 3(1)of that Act.

Regulations 19. (1) The Corporation may, with the ap-proval of the Governor in Council, make regu-lations for the efficient operation of the busi-ness of the Corporation and for carrying the
purposes and provisions of this Act into effect,and, without restricting the generality of the
foregoing, may make regulations(a)prescribing, for the purposes of this Actand the regulations, what is a letter and whatis non-mailable matter and undeliverablemail, other than undeliverable letters, and
providing for the disposition of non-mailablematter, undeliverable mail and mail on whichsufficient postage is not paid, including thedisposition of anything found therein;
(b) classifying mailable matter, includingthe setting of standards for any class thereof;
(c)prescribing the conditions under whichmailable matter may be transmitted by post;
(d)prescribing rates of postage and theterms and conditions and method of paymentthereof;
(e)providing for the reduction of rates ofpostage on mailable matter prepared in themanner prescribed by the regulations;
(f)providing for the refund of postage;(g)providing for the transmission by post,free of postage, of
(i)letters, books, tapes, records and othersimilar material for the use of the blind,
and
(ii) mailable matter relating solely to thebusiness of the Corporation and addressedto or sent by a person engaged in that busi-ness;

(q) carrying out any international postalagreement or international arrangement en-
tered into pursuant to this Act;(r) dealing with any matter that any provi-sion of this Act contemplates being the sub-
ject of regulations; and
(s)providing for the operation of any ser-vices or systems established pursuant to thisAct.

43. (1) Where the Minister believes on rea-sonable grounds that any person
(a) is, by means of mail,(i) committing or attempting to commit anoffence, or
(ii) aiding, abetting, counselling orprocuring any other person to commit anoffence,
(b) with intent to commit an offence, is us-ing mail to accomplish his object, or
(c) is, by means other than mail, aiding,abetting, counselling or procuring any other
person to commit an offence by means ofmail,
the Minister may make an order (in this sectionand in sections 44 to 47 called an interim pro-hibitory order) prohibiting the delivery, with-out the consent of the Minister, of mail ad-
dressed to or posted by that person (in thissection and in sections 44 to 47 called the per-son affected).
