The City Clerk’s office will serve as a Mail Ballot Drop-off location for the Statewide Primary Election held on Tuesday, June 5, 2018. Voters can begin dropping off ballots approximately three weeks prior to Election Day. The City Clerk’s office is located at 290 W. Rialto Avenue (corner of Rialto and Willow Avenues).

Military Banner Program

The Human Relations Commission and American Legion Post 422 created the Military Banner Program for the community of Rialto to honor and recognize the men and women who are currently serving, and those who have served, in the military. The City makes the Prescription Discount Card available to residents in collaboration with the National League of Cities (NLC). The card is FREE to all City of Rialto residents, regardless of age, income or existing health insurance. Administrative Services

Budget Development

The City Council approved the Mid-Year budget April 24, 2018. Finance staff continues work on the FY19 Budget. The FY19 Budget will address rapidly growing expenditures for personnel, services, and unfunded liabilities (pensions and retiree medical care) while also considering requirements for capital outlay (new service vehicles and facility improvements). Finance staff is preparing two side-by-side budgets, one with UUT and one without UUT – voters will consider Measure M on the June 5, 2018 election ballot. The FY19 Budget substantially depends upon the outcome of the ballot measure to extend the Utility Users Tax because it represents approximately 20% of the General Fund revenue.

Community Services

Summer Camp Registration

The Community Services Department is currently accepting registration for Summer Camp. The City funds this program using Community Development Block Grant (CDBG) funds. The Department of Housing and Urban Development annually awards CDBG funding to subsidize costs for Summer Camp staffing. The City offers the Camp free to residents who qualify. Tiny Tots and Preschool Graduation

On May 16, 2018, the Community Services Child Development Division will host a graduation ceremony for the Class of 2018 Tiny Tots and Preschool Programs. Congratulations to the young graduates! Drowning Prevention & Safety Day

The Community Services Department, in conjunction with the East Kiwanis Club of Rialto, hosted the annual Drowning Prevention and Safety Day on Saturday, April 7, 2018 at the Tom Sawyer Swimming Pool. Over 50 children participated and enjoyed a variety of safety demonstrations and activities such as face painting, a photo booth, and dunk tank. All activities were free to the public. Aquatic center staff educated the public on unsafe scenarios related to water safety, and the Rialto Fire Department provided resources for children’s car seat safety checks. The Kiwanis Club provided volunteers, donated lunches for participants, and funded costs for Life Guard staff. Our special thanks go to the Kiwanis Club and Fire Department!

Proposition 47

On June 16, 2017, the Board of State Community Corrections of California (BSCC) selected the City of Rialto to receive funding for $996,975 to administer a new grant program for 3 years. The Proposition 47 grant encourages rehabilitation by connecting youth and their families with local resources and service providers. Service providers offer training, education, alcohol/drug and mental health treatment for youth ages from 14-17 years old. The City selected seven local Community Based Organizations to offer treatments for youth facing such challenges. Kids to Parks Day

Kids to Parks Day is celebrated annually on the third Saturday of May, and recognized as a national day of play that connects kids and families with their local, state, and national parks across the Country.

On May 19, 11:00 a.m. to 2:00 p.m., the Community Services Department will host a “Day of Fun” for kids at Fergusson Park featuring waterslides, an obstacle course, relay racing, and barbeque.

In observance of Kids to Parks Day, the youth members of the Community Services Teen Center accepted a Proclamation during the May 8 City Council Meeting.

Employees Coming and Going

Code Officer Chris Dehesa accepted a new Code Enforcement position with the City of Eastvale in Riverside County. Chris was a very compassionate Code Enforcement Officer who truly cared about the community and his co-workers. On April 30, Rindy Mendez and Adrianna Martinez joined the Development Services Department as Administrative Assistants and will provide customer service support to the Development Services Department. Renaissance Marketplace

Construction continues within the Renaissance Marketplace. Tenant improvements for the Cinemark Theater and 24 Hour Fitness proceed toward a summer opening date. In April, Panera Bread commenced construction on its new restaurant, joining September’s Taproom. Several other restaurants and a business class hotel are under consideration.

Renaissance Plaza

The City Council approved a $3.7 million construction loan to Ayala@210 Partners to construct on-site improvements accommodating Cracker Barrel and Sonic, among others. On-site construction commenced the first week of May. Both restaurants expect to open in October 2018. A third user, Holiday Inn Express, expects to commence construction in late 2018.

Home Repair Assistance

The City provides housing rehabilitation loans to homeowners under the Home Sweet Home Repair Program. The City also provides repair grants for mobile home owners under the Mobile Home Repair Program. Both programs restrict assistance for low-income households. On Line Sales Trends and Consequences

On-line retail continues to increase its share of consumer purchases as illustrated in the chart below. While brick & mortar retail sales grew at a 10% pace during the last 5 years, on-line retail sales grew by 88% over the same period. Internet retailers now capture 15.7% of the market, up from 4% at the turn of the century. What does this mean for Rialto? First, the City receives more sales tax from the County and State pools that collect and distribute sales tax from many on-line retailers like Amazon. Second, Rialto hosts a number of industrial businesses serving prominent internet retailers, including FedEx Ground. Third, Rialto provides a home for some of the largest fulfillment centers, including Amazon. Fourth, Rialto may need to consider repurposing older, obsolete retail space as part of a future General Plan update.

Plan Check Activity

The City received 160 plans for plan check review during April, including the Cracker Barrel restaurant and the final phase for the Santa Barbara apartments on Riverside Avenue. Sater Brothers submitted plans for a new gas station and market at the northwest corner of Alder Avenue and Renaissance Parkway, Panattoni Development submitted plans for the Rialto Fulfillment Center on the former El Rivino Golf Course, and B & B Plastics submitted plans for its 151,000 square foot industrial facility.

New Building Permits

The City issued 198 building permits during April including Septembers Taproom restaurant shell, Panera Bread, Old Navy, and Yogurtland. The City also issued RC Hobbs the final 20 permits for its new single-family home development on Willow Avenue.

Final Building Occupancies

The City issued final Certificates of Occupancy for Walmart and Les Schwab. Although Wal-Mart opened for business one year ago, the City issued the final Certificate of Occupancy only after it completed several outstanding conditions of approval.

Code Enforcement Sweeps

Code enforcement continues its proactive sweep of neighborhoods throughout the City. Please contact the Code Enforcement Division at 909-820-2636 if your neighborhood needs attention.

Projects in the Planning Pipeline

The following projects submitted land use entitlement applications:

Inland Counter Tops proposes a new warehouse building on the north side of Leiske Drive, approximately 400 feet west of Ayala Drive. The Development Review Committee approved the construction of a new 21,450 square foot warehouse building for Inland Counter Tops, Inc.

Table Investments filed entitlement applications to develop a 7,250 square foot Convenience Store/Restaurant with a Gas Station and Drive-thru located at the southeast corner of Riverside Avenue and Santa Ana Avenue. The proposed project requires four Conditional Development Permits, a Precise Plan of Design and a corresponding environmental review.

Western States Engineering received approval to develop a Mobil gas station located at the northwest corner of Foothill Boulevard and Eucalyptus, consisting of a 2,630 square foot convenience store and a 1,920 square foot fuel canopy with 8 dispensers. The applicant intends to submit for plan check in May.

Starbucks Coffee proposes to construct a new 2,052 square foot coffee shop with drive-thru service within the Cedar Hill Plaza shopping center at the southeast corner of Foothill Boulevard and Cedar Avenue. The Planning Commission will consider a Conditional Development Permit on May 30, 2018.

The Development Review Committee reviewed a proposal to construct a 5,755 square foot two-story four-unit apartment building on the west side of Date Avenue, approximately 100 feet south of First Street. The applicant received corrections from the Development Review Committee and is currently revising their plans.

CDRE, LLC intends to construct a new 100,535 square foot warehouse building on a 5-acre site located on Base Line Road between Palmetto Avenue and Tamarind Avenue. The proposed project will require entitlements, site improvements, and a corresponding environmental review.

Operon Group proposes to construct three new warehouse buildings totaling 136,216 square feet on an 8.44-acre site located on Casmalia Street between Linden Avenue and Cedar Avenue. The proposed project will require entitlements, site improvements, and a corresponding environmental review.

Lewis-Hillwood Rialto filed applications and environmental documents to construct four distribution facilities in the Renaissance Specific Plan. Buildings 7, 8 and 9 are proposed on the south side of Renaissance Parkway between Locust and Linden. Building 4 is proposed on Linden Avenue north of Miro Way.

Stacey Augustine filed entitlement applications to remodel an existing building in Downtown Rialto at 148 S. Riverside Avenue and establish a billiards hall, bar and grill.

RPD Virtual Neighborhood Watch

Nextdoor is free for residents! Each neighborhood creates its own private Nextdoor website, accessible only to residents of that neighborhood. Rialto residents can use Nextdoor to share information about neighborhood watch issues, local events, and local activities.

Nextdoor was specifically designed to make neighbors feel comfortable sharing information with one another in order to help build stronger communities. Neighborhoods establish and self-manage their own Nextdoor website. Information shared on each Nextdoor site is only visible to members who live in the neighborhood and who have verified their address.

Distracted Driving Operation

On April 12th, the Rialto Police Department Traffic Division conducted an OTS distracted driving operation. The operation’s targeted area was the I-10 overpass at Riverside Avenue. An officer acted as an undercover spotter and was standing on Riverside Ave. at the westbound off ramp with a cardboard sign in hand “warning” passing motorists of what’s about to happen if they were using their cell phones while driving. Not only were we targeting cell phone violations, we were also addressing concerns and complaints about vehicles running red lights at both overpasses. The operation was a huge success and the police department received positive feedback from passing

motorists. The extra attention in the area netted 108 citations -- the majority for cell phone and red light violations.

Pride Platoon Class #14 Graduates

Congratulations to the 28 graduates of Pride Platoon Class #14. Pride Platoon is a 14-week program designed to redirect “at-risk” youth to partner with the positive influences of law enforcement officers as well as other professionals. The Pride Platoon instills such qualities as Pride, Respect, Integrity, Discipline and Enthusiasm.

Fire Department

Arson Awareness Week May 6th – 12th

Each year during the first full week in May, the U.S. Fire Administration (USFA) and the Rialto Fire Department work to raise awareness of the crime of arson and provide individuals with strategies to combat it in their community. This year, the nation celebrates Arson Awareness Week during May 7-13 with a focus on reducing arson at vacant and abandoned buildings. Arson is defined as the willful, malicious, intentional and/or reckless burning of your property or someone else’s. Arson causes multiple deaths and injuries, and millions of dollars of damage each year. Do your part to curb this trend by staying vigilant and reporting suspicious activity. The Inland Empire saw record temperatures and winds in April, which contributed to hundreds of vegetation fires in the region. Your Rialto firefighters deployed to the Moffat Fire in Lone Pine in support of the California Department of Forestry and Fire Protection. Your firefighters helped our neighbors while gaining valuable firefighting experience and the City will be fully reimbursed for its costs. CPR and Basic First Aid Training

2018 Earth Day Event

Every year the Public Works Department hosts an Annual Earth Day Celebration where the community, volunteer groups, schools, businesses, religious groups, etc., comes out to support this special day by working along City staff to clean various locations throughout the City.

The City held this year’s event on Saturday, April 21st from 7:30 a.m. to 12:00 p.m. with approximately 130 volunteers helping with clean-up activities at the following locations:

As part of an effort to make the City Parks a better place to play, the Public Works Department will host Park Clean-Up Days on the second Saturday of every other month from January through November from 8:00 a.m. to 12:00 p.m. Come join in the raking, trimming, shoveling, sweeping, painting and trash clean-up alongside City’s Workers. Alder Avenue and Randall Avenue Widening

The City of Rialto submitted a grant application for two street widening projects through the California SB1 – Local Partnering Competitive Grant Program. Caltrans selected Rialto to receive the requested $2,291,000 in funding to widen Alder Avenue between Baseline Road and Renaissance Parkway, and to widen Randall Avenue between Cactus Avenue and Riverside Avenue. Construction will begin by January 2018.

SCADA System

With the skilled assistance of Rialto Water Services/Veolia, the City and Rialto Utility Authority completed the design and construction of a new Supervisory Control and Data Acquisition system (known as a “SCADA system”) capable of controlling the City’s entire water system including 186.5 miles of water mains and the six wells currently in production serving 11,694 customer connections. The previous SCADA system had been in service since 1986 and required a substantial amount of manual control, which often meant multiple visits to the various well and reservoir sites throughout the City. These visits were necessary to ensure proper operation of the water distribution system and service to the customers. The new system operates remotely to provide real time information to deliver water to customers throughout the service area. The system enables staff to easily:

Track water levels in reservoirs and tanks.

Measure pressure in pounds per square inch (psi) within each service zone and ensure that water is pumped and is flowing efficiently as it is delivered.

Measure how many gallons of water per minute are being delivered.

Regulate pressure through valves that open and close incrementally to adjust the rate at which the water flows.
