U.S. Chamber of Commerce

Dear Colleagues,

2009 was another difficult year for millions of people facing challenges from both the economy and natural disasters. As a result, corporations around the world responded to a wide range of corporate social responsibility and development needs. Once again, as they have done for the past nine years, the U.S. Chamber of Commerce’s Business Civic Leadership Center (BCLC) provided much needed leadership and support for many of these efforts. During 2009, BCLC:• launchedtheTogetherforRecoverycampaignandwebsiteprovidingaccesstobusiness

tools and resources to help millions of Americans get through the economic crisis;

• publishedafirst-of-its-kindstudyandtoolkitforcompaniestopartnerwithnationaldevelopment agencies to address global challenges;

• supportedongoingdisasterresponseandrecoveryeffortsinAmericanSamoa,thePhilippines, Indonesia, Cedar Rapids, and Galveston;

• establishedanongoingdialoguewithHUD,theDOT,andtheEPAabouttheroleoftheprivate sector in the Sustainable Communities Initiative;

• engagedwithNOAA,theWhiteHouseOfficeofSocialInnovation,theCorporationforNationalandCommunityService,andmanyothergovernmentagenciesandnonprofitstakeholdersoncommonissues.

Over the course of the year, BCLC also built out its social media capabilities and established a presenceonTwitterandFacebook.BCLCearnedmediacoverageformembercompaniesinmanyoutletsincludingFox,NPR,Politico,andmanyvenuesontheWeb.BCLC’sPartnershipAward also set the record for the largest CSR competition on Justmeans.com.

Aswelookaheadto2010andBCLC’stenthanniversary,IampleasedtoreportthatBCLCisheaded in the right direction. It is building its capabilities to support the business community’s effortstobealeadingpartnerwithpublicandnon-governmentalagenciesandpartofthesolutionforaddressingthemostpressingdevelopmentchallengesofourtime.Theachievementsofthe past year, as well as specific objectives for BCLC’s major programs, are summarized in the following pages.

BCLC’s Disaster Assistance and Recovery program is dedicated to helping businesses communicate and collaborate with each other and with thenonprofitandgovernmentsectorstomakedisasterrelief,recovery,andreconstructionactivitiesmoreeffective.Withafocusoncommunityresiliencebeforedisastersandlong-termeconomicrecoveryafterwards,theprogramis a mechanism for sharing the latest ideas on disaster assistance, practicing recoveryplans,highlightingthegoodworkofcorporatecitizens,andhelpingtorebuildthelivelihoodsofpeopleaffectedbyextremeevents.

released A Critical Role, made possible by Allstate, which highlights the top 10 policies that states need to recover well from disasters andisbasedongroundbreakingresearchbyDanielAlesch,ProfessorEmeritusattheUniversityofWisconsin–GreenBay;

wrote a white paper, What a Successful Recovery Looks Like, submitted as part of a packagetothefederalgovernmentworkinggrouponlong-termrecovery;

inpartnershipwithIBM,re-launchedtheJobs4Recovery website to promote employment opportunitiesindisaster-affectedareas;

hosted two important webinars:
