     As per the government gazette, the SME foundation is entrusted with the power to wor independentl! for thedevelopment of SME sector of the countr!. The mission and o"#ective is ver! well$defined and approach to "e followedto accomplish them is also well$identified.

      Diversified manpower commensurate with heterogeneous facets of development of SMEs:  Although the

    current manpower of the foundation is not adequate the composition is commensurate with the multi!faceted task requiring e"pertise on finance economics public relations and engineering for the development of SME sector#$here are about %% full time staffs currently working in the foundation# $hey came with diverse background fromengineering to social science# It enables the foundation to undertake a holistic approach for the development of SMEs#

    . Weakness 

    Inadequate finance:  $otal financial resource available to the foundation is inadequate and also volatile# $hefoundation received an endowment fund of $k# &'' core# Interest earned on this fund is the sole source of finance#$he earning on this endowment is inadequate to undertake different activities by the foundation as mandated in thegovernment gazette# $otal proceed earned from the endowment fund depends on the market rate of interest whichvaries over time# $his makes the overall planning difficult for the foundation#

      Inadequate legal backing: Although SME foundation was envisioned as (one stop service) provider in the original 

     planning it is not provided with the adequate legal authority over other relevant organizations let alone bring themunder one umbrella# Although the foundation has the mandate and is better placed to undertake certain activities these

    are taken up by other organizations without involving the foundation# $he credit wholesaling is one e"ample# $hefoundation is better informed about the SME clusters and their composition and need for credits# *ut i t is not involved inthe credit program administered by *angladesh *ank which lacks the sectoral knowledge#

    !. Opportunities   Adequately sensitied environment and political endorsement:  $he importance of SME sector is well 

    recognized in all planning documents# Starting from the &''+ policy paper to , th five year plan all medium and long term plans acknowledged the potential role of SMEs to enhance growth and poverty alleviation in the country# $heformation of the SME foundation itself reflects the commitment of the government to the development of a vibrant SME sector# All these provide a favorable ground for SME foundation to pursue its mandate#

     

     Adequately conducted background work: -otwithstanding its limited resources the foundation has conducted areasonable amount of background work to identify the problems and prospect of the SME sectors# $he foundationhas identified different naturally developed SME clusters with different needs for further development# A number of actions have also been identified based on these studies# All the foundation needs is to enhance the efforts and successfully implement these activities leading to some e"ample of success

    %. Threat   Although the SME foundation was set up in &''( with a num"er of o"#ectives as its mandate, it is !et to mar nota"le

    success. The required institutional reform and support required for an effective and functional are not foreseen. )f thissituation continues, the foundation will not "e a"le to accomplish the o"#ectives of developing a vi"rant SME sectoras envisioned in different planning documents of the government.

    integral part of the strategy:The realization of the Strateg! should facilitate the achievement of the followingstrategic o"#ectives*

    + )mprovement of the "usiness environment+ )mprovement of financial support+ Strengthening of SME competitiveness and promoting entrepreneurship+ Support for "eginners in "usiness $ start$ups

    overnment needs to undertae a three$step strateg! to support the

    development of the SME sector of the countr!. The first step relates to the

    consolidation of the naturall! developed capa"ilities mainl! serving the domestic

    maret. The second step relates the facilitation of their entr! into the e-port

    maret. The third step relates to the enhancement of capacities to thrive into the

    glo"al maret. The first role of the proposed strateg! is protectional protecting

    the naturall! developed capa"ilities. The role in the second and third strateg! is

    promotional promoting the capacities of the SMEs to penetrate into the e-port

    maret and thrive withstanding the glo"al competition. /nder this "road thematicscheme, the following specific components should "e the integral part of the

    strateg!*

     Selective approach to SME development 

     An essential element of a strateg! for the development of the SME sector in

    0angladesh will involve identif!ing niches where small and medium enterprises

    have comparative advantage and higher growth potential. This will mean

    e-ploring maret opportunities on a sustained "asis and mo"ilizing the required

    support services for the promotion of these industries once such niches are

    identified. 1ollection and anal!sis of the relevant industr! related information will

    "e an essential prerequisite for such strategic planning. )t is with this purpose thatthe government has set up the SME Foundation whose mandate is to wor out

    such development strategies for the SME sector in 0angladesh on a continuing

    "asis in close tandem with the private sector. The capacit! and activities of the

    SME Foundation needs to "e strengthened to this end.

      !reating an enabling environment for private investment 

    1onstraints that contri"ute towards a wea ena"ling environment for private

    investment can "e grouped under three "road headings* 2i3 polic! induced

    constraints, 2ii3 structural constraints, and 2iii3 constraints arising out of poor 

    "usiness support services and wee governance. )n facilitating development of 

    the private sector and SME, the primar! role of the government will have to "e to

    create investment friendl! law and order situation, supportive legal and regulator!

    framewor and appropriate macroeconomic policies. These will need to "e

    complemented "! prioritized pu"lic investment designed to ease various

    structural "ottlenecs pertaining to ph!sical and infrastructural facilities, energ!,

    and technolog!. )n addition, the qualit! of governance will have to "e improved toensure relia"le suppl! of "asic services on which honest and efficient "usinesses

    depend.

       A differentiated and hassle free indirect ta" system for SMEs

    iven the structural difference "etween the SMEs and their large$scale

    counterparts, there is a case for a differentiated s!stem of indirect ta- for the

    SMEs that will ena"le them to pa! the indirect ta- free from harassment. A

    graduated s!stem of turnover ta- can "e designed for the SMEs for this purpose.

    1ritics argue that a differentiated s!stem will discourage SMEs to grow larger in a

    "id to avoid getting under the 4AT net and that a s!stem of turnover ta- maesthem less attractive suppliers of inputs to other firms who need 4AT certificate for 

    input to ad#ust their own 4AT lia"ilities. 5owever, if the cut$off size limit is

    sufficientl! large to include all SMEs, and the turnover ta- is appropriatel!

    li"eralization measures with a view to providing SMEs easier access to imported

    inputs.

      #argeting public e"penditure towards augmenting demand 

    6ne important factor affecting the growth of SMEs has "een the trend in

    domestic demand. Thus, the rapid growth of the construction sector seems to

    have contri"uted to the e-pansion of SMEs producing non$metallic mineral

    products, particularl! "rics, structural cla! and cement products.9u"lic

    e-penditure directed particularl! towards the agricultural and the rural sector 

    would raise the purchasing power of the rural people. Since the demand structure

    of this segment of the population is more oriented to local products, it would act

    as a stimulus to growth and e-pansion of SMEs.

       Access to credit 

     Availa"ilit! of credit is one of the most important factors for SME development. To

    strengthen targeting of SME credit, 2i3 a census of SMEs containing detail

    information on inputs, output, technolog! and management, 2"3 issuing

    identification card with registration num"er to the SMEs, 2iii3 creating a data"ase

    of SMEs and updating it periodicall!, and 2iv3 creation of detail upazila level map

    of SMEs to identif! cluster are required. A lopsided feature of the SME credit,

    particularl! those under 0angladesh 0an:s refinancing scheme is the

    predominance of trade and other service activities as opposed to manufacturing

    amongst the credit recipients. Thus, 0angladesh 0an data shows that more than

    Overall Outcome through Strategy

    The impact will "e continued economic growth and povert! reduction through the

    development of the SME sector outside the metropolitan areas of Dhaa and 1hittagong,

    aligned with the SME Strateg! 9aper for the government:s forthcoming Seventh Five$ear 9lan. The outcome is increased in the num"er and size of commerciall! via"le

    SMEs, as well as emplo!ment in the SME sector.

    Output 1$  )ncreased medium$ and long$term credit, especiall! to SMEs, SME clusters,

    and 0S1)1 estates in rural areas. SMED9& will comprise a credit line of &'' million for 

    "oosting access to medium$ and long$term financing through 9F)s for eligi"le SMEs 2and

    eligi"le SMEs organized as SME clusters and 0S1)1 estates3 outside the metropolitan

    areas of Dhaa and 1hittagong. The credit line will enhance credit deliver!, in particular 

    to priorit! sectors, consistent with the national industrial strateg! for promoting e-ports

    and high value$added industries. The strateg! targets SMEs in the rural areas and will

    have two components*

    1omponent ANcomprising two$thirds of the credit line 27CC.C million3 and catering to

    the smaller firms of the sector, e.g., cottage industries and micro enterprises. /nder this

    component, 7< will "e earmared for lending to women$led SMEs.

    1omponent 0Ncomprising the "alance 2;;.( million3, the proceeds of which will "e

    online "! the 9F)s to medium$sized enterprises.

     Output $ Strengthened capacit! of SME entrepreneurs to access "an financing. This

    output under the capacit! development TA will support the esta"lishment of incu"ation

    facilities at educational institutions to promote entrepreneurship "! 2i3 identif!ing areas2industr! and?or sector3 for support from incu"ation facilities, 2ii3 developing a countr!

    strateg! with detailed action plans 2and cost estimates3 for incu"ation facilities, 2iii3

    designing guidelines for the selection and graduation of entrepreneurs appl!ing for 

    "usiness incu"ation services, and 2iv3 esta"lishing a se-$disaggregated performance

    monitoring s!stem for incu"ation facilities.

    Output !$ Strengthened managerial and technical capacit! of small and medium sized

    enterprise support institutions 20angladesh 0an, SME Foundation, 0S1)13 and

    participating financial institutions for small and medium$sized enterprise cluster financing.

    This output of the TA will help develop SME clusters and 0S1)1 estates "! "olstering the

    "acward and forward lins of SMEs to the larger, more formal sectors such as the

    e-port industr!. 1apacit! development of SME support institutions will facilitate cluster 

    financing "! "uilding up SMEs a"ilit! to form alliances and clustering, so that small firms

    will grow and cooperate with larger firms, and "! sensitizing 9F) officials to promote

    loans to SME clusters and 0S1)1 estates.

    Output -$ Enhanced women$led small and medium$sized enterprises: access to "an

    finance and financial services. This output of the TA will "oost the capacit! of women

    entrepreneurs: development units at 0angladesh 0an head office and nine "ranches,

    and dedicated women:s dess at 9F)s "! 2i3 standardizing 9F) procedures, 2ii3 facilitating

    dialogue and cross$fertilization of practices among 9F)s, and 2iii3 monitoring of progressin women:s access to and use of financial resources and services. The output will "uild
