EAST CAMBRIDGESHIRE DISTRICT COUNCILLORS’ NOTES (APRIL 2010) Climate Change Commitment The Council formally “acknowledges the increasing impact that climate change will have on our community during this century and commits to tackling the causes and effects of a changing climate on our District”. Helping to reduce greenhouse gas emissions from residential properties is where the Council can work to have the most impact. It will provide reliable advice on saving energy, advice on various types of technology such as heat pumps and solar panels, and advice on reliable installers, grants, loans and boiler scrapping schemes. Other aspects are insulation standards for new houses, renewable energy generation, reducing the need for car travel and improving older properties. Plastic Bottle Banks As householders are aware, the Council has regrettably withdrawn its kerbside collection of plastic bottles which it introduced two years ago. This service cut allowed a saving of about £3.50 per household per year, despite Veolia still needing to collect the bottles from the bottle banks, or in black rubbish sacks if residents cannot get to a bottle bank. This cut was not supported by your two District Councillors. Plastic bottle banks may be found at Bottisham Primary School, Brinkley Memorial Hall, Lode Social Club and Westley Waterless Social Club. Also at Stetchworth’s Ellesmere Centre and in Vicarage Close in Swaffham Bulbeck. In Cambridge, they may be found at the Tescos in Milton and Fulbourn. Also at McDonalds and Tescos in Newmarket Road, at the Beehive Centre and at Sainsburys in Coldham’s Lane. All these recycling banks in Cambridge also have receptacles for TetraPak liquid cartons. The TetraPak banks in Brinkley and Westley Waterless have now been removed by TetraPak. (Nearest bank is Depot Rd , Newmarket) Rural Transport Review The Council’s Transport Policy Officer has conducted a comprehensive review of rural transport services in the District. The review looks at the provision of buses and trains, and the Dial-a-Ride and Shopmobility schemes operating into and within Cambridge, Newmarket and Ely. It has also looked at the Community Car and Taxi Voucher Schemes. It has considered the needs of the young, elderly, students, the mobility-impaired and workers who may not have cars or are able to drive. Cambridgeshire County Council has the overall responsibility for transport services, but the District Council advises the County Council and provides funds to help villages in the most need.

Home Boarding of Dogs The Council has introduced an annual licensing scheme for domestic properties which board dogs as a business. Previously, a licence has been required for kennels, but it is now considered essential to cover all premises in the interest of the welfare of dogs and to protect neighbours from nuisance. This provision is covered under existing national legislation dating back to 1963. The licence will allow up to three dogs to be boarded at home from one other property. An inspection of the premises will be carried out before a licence is issued and at other times thereafter. EAST CAMBRIDGESHIRE STRATEGIC PARTNERSHIP Following the first consultation phase, the East Cambridgeshire Strategic Partnership (ECSP) is now developing the new Sustainable Community Strategy, for launch in April 2011. The feedback received during phase one of the consultation (1st March – 20th May 2010) will provide the Partnership with information which organisations and members of the local communities feel to be of importance in East Cambs. As a result, the Partnership will produce a draft new Strategy which will replace the existing Sustainable Community Strategy for 2008-2011 and will run for 20 years, from 2011-2031. This new Strategy sets out how services can be improved and delivered to increase the environmental, social and economic well-being of the district and will act as an overeaching partnership plan for East Cambridgeshire. Hello to you all from Andy and Mags Welcome to the monthly report for March 2010 for our area. We have had 15 crimes reported over the month from around our area. These were as follows: One Harassment in Brinkley with the suspect arrested and charged. Three Burglary dwellings Newmarket Ashley - Cheveley . Two Burglary Other than in a dwelling Two in Stetchworth Please note that all burglaries are not filed first time by officers but are kept open. This is so that any forensic evidence that may be gathered can be checked against the DNA database or fingerprints checked on the fingerprint databases. These databases are not exhaustive and only hold information about people who have been arrested prior to the date of the burglary. It means that if a person is arrested for a criminal offence in the future and their DNA and fingerprints are taken they would be subject to a speculative search on these databases. If a match is found then they would be arrested. One Theft from motor vehicle - at the July Racecourse a car window smashed and handbag taken from under the front seat. Please make sure that when you lock your cars you do not leave any valuables on display but lock them away in the boot out of sight. Three Criminal Damages Two in Dullingham and one in Kirtling. One Theft of motor vehicle Kirtling Three Thefts Cheveley - a handbag was taken from outside a house. One was in Park Road Cheveley - a trailer was unhitched from a van and stolen. If you see this trailer, it has a logo

on the side “ADP HOME CARE LTD” and a makers name on it Eye for Williams Trailer. The registration plate on the vehicle was AU07 FHW. Please do not approach anybody who may be with it but call the Police: 999 if there is a person with the trailer at the time, or 0345 456 456 4 the non-emergency number if the trailer is unattended. One was in Dullingham Ley - a caravan was stolen. It was fitted with wheel clamps but these were cut off using Oxy Acetylene. If you see anything unusual and are not sure what to do, please call the non-emergency number 0345 456 456 4 and let the Police know and it can then be checked out. One distraction Burglary This was in Ashley - three offenders knocked on the door and tried to gain entry saying “they needed to turn off the computer as it was costing the neighbour money”. The occupant did the right thing and refused to allow the men in. One was wearing a white helmet with no visor a security guard type, wearing dark clothing and a fluorescent top with possibly a boiler suit underneath. We all need to be aware of people knocking on doors during the day and report anything suspicious to the Police straight away, even if you have refused them entry and they have left. Speeding Mags and I have been conducting speed checks around our area and I have issued three speeding tickets and a number of verbal warnings to drivers about their driving. I have also reported for summons to court one driver who was doing 51mph in a 30mph limit. Here you will see how they work, what gives them their inspiration and the diverse range of techniques they employ. BURROUGH GREEN CRICKET CLUB I wrote in the March issue of Village Voice about the successes of the Burrough Green Cricket Club 1st and 2nd XI cricket teams, which we hope will continue in the 2010 season. It should do as we intend to continue the youth policy. In so much, Jeremy Freeland is proposing to send a letter to various people (a Focus Group) regarding a Youth Development Fund, to approach supporters who are not regular members of the Club, who would be willing to support such a fund, thus avoiding taking funds that we use to support the Club on a general basis. Jeremy would be willing to discuss further details regarding the Youth Development Fund to anyone interested in getting involved – it seems a worthwhile idea, as it encourages youngsters to play cricket and ensures the future of Burrough Green Cricket Club. (Jeremy’s number is 01638 507519). To change the subject, the Club are on the look out for 1st XI cricketers of good standard to help the push towards Senior League Cricket. As mentioned before, some of the first teamers are attending university and obviously have some problems playing in every match. NETS : this year it has been decided not to enter the Bottisham Midweek League, but to replace the fixtures with a regular Wednesday night net at the Green, commencing on April 28th, weather permitting. The 2010 cricket season starts on Saturday 1st May with a home matvch B.G. 1st XI v Barley Cricket Club, The B.G 2nd XI will also start on Saturday 1st May with an away fixture v Needlingworth Cricket Club. The remaining fixtures for both teams will be issued on our fixture card before the season starts and available to all supporters. Two friendly matches will have been played (weather permitting) on 18th April 2010 against Dullingham CC at Burrough Green and on 25th April away to Horseheath CC. During the close season, work has been completed on the pavilion as it was looking shabby, with the exterior refurbished with plastic cladding. A new scoreboard has been fixed to enable the match scores to be clearly visible. Concrete slabs are being laid so that the exterior benches can be fixed to them; other problems are being looked into. The Cambs Cricket Association Annual General meeting was attended by several cricket club officials, the 1st XI captain, Mark Ward, collected the award (shield) for winning the CCA Junior League Division 2(a), the first League trophy the club hasc won since 1997. NEWS FROM LINTON VILLAGE COLLEGE I’m not sure if the readers of this column are aware, but since the autumn term we have launched a new website at the College and we’re really pleased with it. Tony Kelly, our press officer posts stories about events at the College in the news section on a weekly basis, so another way to keep up with what our staff and students have been doing is to browse the site: www.lvc.org. One story that local residents will find of particular interest is to do with the Linton Heritage Project that is happening at the College. The scheme has been awarded a £25K grant by the Heritage Lottery Fund and the idea behind the project is to help our young people find out about the history of their school site. In March, 20 LVC students spent the weekend digging for buried treasure on the College grounds. The Governors had given them special permission to dig under a section of the Henry Morris lawn, as long as they put the turf back very carefully! They worked closely with the professional archaeologists from Oxford Archaeology East and the enterprise was co-ordinated by Lesley Morgan, our Arts Development Manager. The students were delighted by their finds and are impressively knowledgeable about them: highlights include several Neolithic flint tools from around 3000BC and Roman pottery, roof tiles and a kitchen colander. Some of the pottery is thought to have been produced locally, while other pieces were probably imported from Oxfordshire, the Nene Valley and Southern France. The students will continue their study of the artefacts when they visit the Museum of Archaeology and Anthropology in Cambridge. They will also be working with glass artist Clare Sinclair to produce an artwork inspired by their finds and with film-maker Peter Harmer to record a film of their discoveries, ‘Linton in Layers’, to be shown later in the year. Working on the heritage of the College comes at a fitting time as we are moving into the demolition phase of our Vic Hallam building. lLIBRARY SERVICES Have you been to your local library lately? Libraries are not the once stuffy places they used to be: Newmarket library has a great range of facilities and events that are on going. There are sessions for youngsters in the form of baby bounce and tots time reading sessions. There is also a group called Toptime, which is aimed at the older generation, and this group has various events, trips and interesting talks going on. Sunday activities see free craft activities for children, which are regularly themed around literary events, such as the hungry caterpillars 40th birthday. The library also boasts a good selection of CDs, DVDs, and audio books, all which are for loan at a small charge. As well as providing free loan of books, you can also access the internet free . Suffolk libraries also offer a virtual reference library, which can be accessed from home. This features resources such as Britannica on line, which is very useful for those difficult homework questions! Another useful free service is access to ancestory.co.uk, although this is only available at the libraries themselves. So, if you haven't been to your library in a while, it may be worthwhile popping down to have a look and see what is available .You can always have a browse on http://www.suffolk.gov.uk/LeisureAndCulture/Libraries/ to see what our local libraries can offer. MOBILE LIBRARY The mobile library visits Westley Waterless and Brinkley on alternate Tuesdays stopping in Westley by the phone box at 11.45am and on to Brinkley Memorial Hall for 12.05pm. May dates are 11th and 25th. BOOK CLUB I am looking into the possibility of setting up a book club within the village voice area: I am aware that there is one in Carlton, but know of no others locally. Please correct me if wrong! The Red Lion in Brinkley is willing to let a book club meet there...so do you enjoy reading? Do you want to spend time with like minded people who enjoy reading , or would you like to read more and more structure to your reading? It will not be a formal group, more of a social occasion where we all happen to like books, and maybe have a chat about them over a glass of wine. NEWS FROM THE ELLESMERE CENTRE Fen Fungi - Speaker Jonathan Revett will be giving a talk and slide show about fungi on Friday 7th May at 7.30pm. This will be followed up in the autumn with a trip out to see and identify different varieties of toadstool. Light refreshments. All welcome. Cost £4 on the door. First Aid Course – Colin Fordham will be running a First Aid Course at the Ellesmere Centre on either Saturday 12th June or Saturday 19th June (or both if we have enough interest). The price for the one day course will depend on the number of attendees but it should not exceed £50.00 and this will include a certificate and a 3 year First Aid qualification. BRINKLEY PARISH NEWS Brinkley Village Sign You may have noticed that the village sign went missing for a while....this was for a restoration as it was looking tired and untidy. Councillor Josephine Harkins kindly volunteered to restore the old sign with her artistic flair. I am sure you will all agree that it is now back to it's former glory. Thank you to Jo from Brinkley Parish Council. A Note from Jo about our village sign…….. The Parish Council wanted to refurbish the village sign as many people could not see the image depicted on the sign which is of two men working on Brinkley Bells at the bell forge. I did not want to diminish the wrought iron local metal work quality of the village sign (which was put in place in 1977 to commemorate Queen Elizabeth's Silver Jubilee) so I therefore had the village sign treated for rust and specially coated in a bronze powder coated finish, the letters and numbers are depicted in a burnished gold paint as well as the bell that is being worked on in the image. The backing panel has the colours of the sky and grass using colours that would be found locally to make natural paint. We feel that the sign now reads better and the lighter coloured post helps draw the eye to it, where previously the sign was lost when it was painted black. The Jubilee bench opposite the sign will be painted to match the sign in due course. Brinkley Annual Village Meeting All Welcome The Annual Village Meeting will be held on WEDNESDAY 19TH MAY AT 7.30PM in the Memorial Hall. Brinkley Litter Pick On Saturday 10th April, six adults and two children turned out for the Brinkley village Spring litter pick. The village was cleared of litter but sadly empty beer cans and confectionery wrappings made an appearance within 24 hrs of the pick. The litter pickers will none the less keep soldiering on. Thank you to all that helped. Play Area Update Brinkley Parish Council has now been successful in securing the Pathfinder grant monies to refurbish and amend our existing play space on Beechcroft. The alterations will allow a larger age group of 8-13 year olds to enjoy play opportunities and also the design will allow disabled access, special needs play provision and a seating area for parents and visitors.

A licence for these works is forthcoming from East Cambs District Council. From a fairly extensive consultation with children in the village we have endeavoured to please as many children and young people with play provision. The new play area will be a natural play area in its base format with: > A grass mound > Planting and hedging > Butterfly bush > A willow tunnel > Blue bells > An area of long grass and meadow flowers

ELLESMERE GARDEN CLUB Spring Plant and Bulb Sale - Saturday 8th May 10 am until 12 noon in the Ellesmere Centre. The Ellesmere Garden Club is once again holding its ever-popular spring sale. As we have the benefit of the large hall there will be many stalls including bedding plants, fuchsias, vegetables and herbs, Members’ own plants and many choice annuals and perennials. Of course there’s the raffle, coffee and cake and garden bric-a-brac as well. So come early for the best bargains, and stay for refreshments when you’ve made your selection. With free parking and ease of access it’s not to be missed. Why not also take the opportunity to join the club? No, not the Radio 4 version, but our very own, led by one of the Ellesmere Garden Club’s favourite guest speakers, Peter Jackson from Scotsdales Garden Centre. With Peter will be Jon Savage, a trained horticulturalist who has worked extensively in both the UK and South Africa. Do join us at 8PM ON WEDNESDAY 12TH MAY when Peter and Jon will field your questions and problems, and even look at your samples of stems and foliage for identification. Perhaps you have a garden pest problem – bring a sample (well-contained of course!) or a photo of the problem and the team will do their best. ++++++++ Dear friends, Perhaps by the time you read this we will have heard the song of the cuckoo once more, perhaps more than anything else the sound that announces that spring has truly sprung. For the moment I will content myself with rapidly greening hedgerows and a garden that seems to be budding and flowering before my very eyes. Once again my window sills are covered with seed trays and once again I marvel at the miracle of new life as little green shoots push their way through the soil. What promise and hope is held in a tiny little seed! Biblical writers were actually aware of the precious beauty of the natural world but they also had the greatest respect for it as well. The Hebrew poems and songs of praise and lament collectively known as the Psalms express an awe and humility that acknowledges humanity’s place in the created order: ‘When I consider the works of your fingers, The moon and the stars that you have ordained.

What are mortals, that you should be mindful of them; Mere human beings that you should seek them out?’ In the Psalms human beings are seen as a part of creation who itself sings glory to God. With the most exquisite language the psalmist joins in the song of creation’s praise with words:

‘The heavens are telling the glory of God and the firmament proclaims his handiwork. One day pours out its song to another and one night unfolds knowledge to another. They have neither speech nor language and their voices are not heard. Yet their sound has gone out to all lands and their words to the ends of the world.’

Occasionally a catastrophic event will occur that jolts us out of the complacent and arrogant assumption that we have the world under our control. As I write the volcano in Iceland continues to make air travel to and from most of the UK impossible. I feel very sorry indeed for those who are unable to return home and those whose holiday plans have been disrupted. But I can’t help feeling that now again we need reminding that we are but frail human beings. As another biblical writer wrote with devastating honesty:

‘Our days are like the grass; We flourish as a flower of the field; When the wind goes over it, it is gone and its place will know more.’

I hope and pray that by the time you read this those stranded in foreign parts will be safely home. In the meantime there is much we can learn from an erupting volcano. Just under £2000 was raised to give £1665 net after expenses and donors 50/50 share of the proceeds. This result was timely in that major electrical renovation work is due to start any day in Brinkley church to which all net proceeds were given. The Church Council was again fortunate in enlisting the auctioneering services of Nick Beamish, who as ever, managed to employ the beadiest of eyes together with his great good humour. NEIGHBOURHOOD PANELS – CONTINUING TO PROGRESS The latest South area Neighbourhood Panel meeting took place at Kirtling Village Hall on Wednesday 31st March. Darren Dixon, Head of Community Service at the District Council confirmed that, as ever, actions had been taken to address ALL the issues of concern raised by local residents at the last Panel meeting (in January). Meetings with representatives from Newmarket Town Council and Forest Heath District Council have taken place, with a view to reps from both councils being co-opted on to the South area Panel. Full details of the ‘Update on actions’ can be accessed from the Neighbourhood Panel (NP) webpage via the A-Z section of the District Council’s website www.eastcambs.gov.uk (together with the minutes, Profile and all other NP information)

Priorities for action For policing (together with partner agencies) during the next 3 months: • taking preventative measures (in partnership with other agencies) to combat possible increases in seasonal ASB in the Panel area For other partner agencies:. • Fly-tipping • Progression of the Highways issues • ‘Bus services in the Panel area – esp the 10, 10A and 12 services • Dog fouling esp. in Woodditton, Ashley and Burrough Green If you are a dog owner / walker then please always clear up after your dog and dispose of the mess in the dog bins or at your home.

N.B. At a meeting with the County Highways team, it is intended that Panel reps will ask for there to be a 30 mph limit in the central area in all villages.
