NOVEMBER SPEAKER OF THE MONTH
Amy Clark, Vice-Chairman of the Republican Party of Texas
Amy Clark is a 6th generation Texan, born and raised in Dallas County, and a graduate of Trinity University in San Antonio. Afterwards, she worked in the Washington, D.C., area with the National Rifle Association. Upon moving back to the Lone Star State, Clark continued working with The NRA Foundation as a consultant. She also took on a number of roles in various marketing projects and campaigns before embarking on her most important and rewarding adventure as a stay-at-home mom.
On the political front, Clark has been a precinct chairman, an election judge, a county chairman, the Senatorial District 21 State Republican Executive committeewoman, and in June of this year, was unanimously elected as the Vice-Chairman of the Republican Party of Texas. In each these various roles, she has worked to expand and energize the Republican Party in Texas. She served as chair of the Party Organization committee of the SREC for two terms, and served twice on the state party’s Ballot Integrity Task Force. Clark traveled to both Colorado and Ohio to volunteer for the national Victory effort in 2012, leading a team of 28 to Cleveland with the Might Texas Strike Force.
She was appointed to the Texas Radiation Advisory Board by Governor Perry as a public member in 2009, and won an election in 2011 to a 4-year term on the Wilson County Memorial Hospital Board of Directors.
Clark resides outside of Floresville with her husband, a wildlife business consultant, and their two wonderful daughters. She works as a freelance marketing consultant, and continues to travel across the state presenting to the grassroots on messaging and communication, the legislative process, and getting out the vote.
An NRA life member and university-Model homeschool mom, Clark is passionate about sharing her love of the outdoors, food, football, and the Constitution with her girls. “I am truly blessed beyond measure in my life, and in my opportunity to stand up and speak out for the principles I hold dear,” Clark said. “I fervently believe that America is that Shining City on a hill, and that it is up to all of us—each in our own way—to defend her and preserve our freedoms for the next generation.”
“You and I have a rendezvous with destiny. We will preserve for our children this, the last best hope of man on earth, or we will sentence them to take the first step into a thousand years of darkness. If we fail, at least let our children and our children’s children say of us we justified our brief moment here. We did all that could be done.” --Ronald Reagan
GAIL’S GATHERING’S
G
Gail Teegarden, President Burnet County Republican
Women
I can hardly believe November is next week, and we, as Texans, go to the polls to vote on 7 Propositions for Constitutional Amendments. How exciting to think that we are only one year away from electing our new Republican President. As Republicans, we must unite to issue in a new era of conservatism for our country. You can and need to be a part in insuring this is accomplished. Every Republican in our county, state and nation should want to have an active role. You can start by attending local gatherings of the GOP whether it be the Republican Women, the Burnet County Republican Club, Town Hall meetings, Candidate Forums, and volunteer work at special events. Get involved. Three of your Burnet County Republican Women officers will be attending the Texas Federation of Republican Women's state convention November 5 through 7 in Lubbock to bring back information and ideas for the 2016 election year. Some of the keynote speakers are Governor Greg Abbott, U.S. Congressman Will Hurd, Lt. Governor Dan Patrick, Attorney General Ken Paxton, Comptroller Glenn Hagar, U.S. Senator and Presidential Candidate Ted Cruz, Majority Whip Senator John Cornyn, former Governor Rick Perry, Land Commissioner George P. Bush, Railroad Commissioners Christi Craddick and Ryan Sitton. What a lineup of speakers. There will be training sessions on subjects affecting our state and nation. The information will be shared with our members via the newsletter in December and at the December meeting. Plan to attend all the monthly meetings where you will hear firsthand information regarding our county, state, and nation. Candidates will be there to have one on one conversations with you and you will have your opportunity to ask those questions that are important to you. The November meeting will be held on the 12th and our speaker, Amy Clark, Vice-Chair of the Republican Party of Texas will truly get you excited to be a Republican today.

Burnet County Republican Women General Meeting
October 8, 2015
Reed Building, Burnet, TX
The regular monthly meeting of the Burnet County Republican Women was held on October 80, 2015 at the Reed building in Burnet, TX. Gail Teegarden, President, called the meeting to order at 11:45 a.m. Donna Wilcox, Burnet County Republican Chair gave the invocation and Janice Estill led the pledges to the United States and Texas flags.
Mary addressed the group and ask people to fill out sign-up sheets for food at the next monthly meeting. Gail recognized guests and new members and the elected officials in the audience. She then recognized all candidates running for office in 2016 to give their name and the office they will be running for. One visitor was the author of a few republican books. He covered the books and announced that he had them for sale if anyone wanted one. Gail also recognized other republican club representatives. It was also announced by Mary Jane Avery, President of the Burnet County Republican Club, that the chili cook-off was planned for February 20, 2015 and that all candidates as well as elected officials would be asked to make chili at the event. Gail then recognized all the law enforcement that were our special guests for this meeting. She also thanked Lisa Whitehead and Katherine McAnally for their work to organize the Appreciation Gathering for the law enforcement and first responders on the previous Wednesday night here in Burnet. Jill McAfee then spoke thanking all law enforcement and presented each law enforcement representative with cards of thanks from the club. Gail then asked new members to our club for this year to stand and be recognized along with associate members. We then broke for lunch.
After lunch Gail asked Katherine McAnally, member of the nomination committee, to announce the slate of officers to be voted on at the November Meeting. Katherine announced: Gail Teegarden for President, Mary Moore for Vice President, Janice Estill for Secretary, Carolyn Richmond for Treasurer, Barbara Hoffman for Assistant Treasurer, Shirley Hunsburger, Virginia Wortham members at large. Gail then asked James Oakley, Burnet County Judge, to announce our speaker. James first took a moment to thank the law enforcement. He then announced Toni Ann Dashiell as our speaker and listed her impressive history leading all the way to her current position of National Committee Woman. Toni presented a power-point presentation on the procedures for establishing our Republican Platform and the Election procedures. There are 4 basic sections – 1) Debate 2) Convention 3) Platform 4) Challenge.
1) Reince Priebus took charge of the debate procedures to help our candidates from being vilified as they were in
the previous election. He scheduled the number of debates, required the media and spread the debates to
more states.
2) There will be 4 states that will have election before the convention. The County convention will be held on
March 19, 2016. We will have the State convention in Dallas May 12 thru 14. The national Convention will be
held in Cleveland Ohio on July 18-21
3) The Platform will be established at the state convention but this will have many changes in the structure and
process.
4) Toni presented us with a challenge to: 1) Attend at least one convention 2) Submit at least one resolution and
3) Get 10 voters to the polls.
After the very interesting presentation we had a question and answer session.
*Minutes continued on next page
*October minutes continued from the previous page After Toni’s presentation, Carolyn Richmond gave her treasurers’ report showing a balance of $3,423.53 Londa Chandler made a motion to adjourn and Jill McAfee seconded the motion. The motion passed and the meeting was adjourned. Respectfully Submitted, Janice Estill

Dear Burnet County Friends,
I wanted to take this opportunity to highlight one of the most important bills that I carried last session, HB 2053
or, Colton's Law. This bill stemmed from the tragedy surrounding Colton Turner, a 3 year old boy from
Williamson County who was allegedly abused and killed by his mother and her boyfriend. I believe that HB
2053 will make meaningful strides to protect some of our most atrisk children in the Child Protective Services
(CPS) system.
In summary, HB 2053 revises how the Department of Family and Protective Services (DFPS) and the
Department of Public Safety (DPS) respond when children who are the subject of child abuse and neglect
investigations go missing. The bill also expands the type of information included in the state's child safety check
alert list, establishes a training program on the alert list, and requires an annual progress report to the Legislature
on the use of the alert list.
DPS notification of certain missing children
In abuse or neglect investigation cases that have been assigned the highest priority, DFPS must notify DPS if
they are unable to locate the child or family. If DPS locates the child or the family, DPS must notify DFPS of
their location.
With HB 2053, if DFPS is unable to locate a child after 20 days, they must notify DPS. DPS must then notify
the Texas Crime Information Center which oversees the Child Safety Check Alert List, or CSCAL. This bill
eliminates a burdensome and time consuming process in which DFPS must receive a court order to have the
child's family members on the alert list. When every moment counts,
Information in child safety check alert list (CSCAL) HB 2053 expands the information that must be included in the CSCAL, including:
• personal descriptions and identifying numbers of the child and of the family member alleged to have
abused or neglected the child;
• physical descriptions and other information relating to the child's parent, managing conservator, or
guardian; and
• a description of the motor vehicle suspected of transporting the child.
Law enforcement response to child safety check alert Colton's law revises the process of when law enforcement officers locate a child or someone else on the CSCAL.
Under these new procedures, law enforcement officers must contact DFPS
immedia tely and request information from the department about the case. The bill gives officers the
authority to temporarily detain the child or guardian to ensure the child's well - being. If the child is
deemed to be in danger, the officer may take temporary po ssession without a court order.
Alert list training and report The T e xas Commission on La w Enforcement must establish an education and training program on
the CSCAL and make the prog ram available to CPS workers. Peace officers must undergo this
training prior to obtaining their proficiency certificate from the Commission. DPS must also submit
a report to the Legislature on the use of the CSCAL.
I believe that this is a big step towards protecting children that are unable to protect themsel ves. If
you have any questions abo ut Colton's law, or any other piece of legislation, please do not hesitate
to contact our office. It is an honor and a pleasure to serve you all.
Sincerely,
D r. Marsha Farney
