1 Initial Greetings

1.1 President of the World Karate Federation Antonio Espinós

The world of Karate is about to experience one of the most anticipated moments in recent history:

the qualification to the Youth Olympic Games Buenos Aires 2018.

The hopes and dreams of thousands of young karatekas will take the stage in a memorable event to

be held in Umag (Croatia) from June 29 to 30; the history of the sport will then be written as the first

Olympic Karate athletes will be earning their tickets to star in the debut of the ancient modality at

the Youth Olympic Games.

We are so proud to have the whole world witnessing our amazing sport in action at the Youth

Olympic Games. The Karate event in Buenos Aires 2018 will be a chance to showcase the talent,

values and many sporting abilities of our modality to the world. While this anticipated moment

comes, we will have one more opportunity to continue inspiring generations of young karatekas in

the memorable Youth Olympic Games 2018 Qualification Tournament.

The city of Umag in Croatia has played a key role in helping us to deliver this vision since the idyllic

seaside city has hosted for the past years the highly successful WKF Youth Training Camp and WKF

Karate 1 Youth Cup. Now, Umag becomes again the heart of young Karate with the first Youth

Olympic Games Qualification Tournament.

This event will add another chapter to the history of our sport; in this sense, I would like to thank the

Croatian Karate Federation and its president Stjepan Celan for the immense support they are

providing to the delivery of this event.

I wish all athletes and coaches the very best at this competition and I look forward to sharing this

historic moment for Karate with thousands and thousands of fans.

It is both, an honour and pleasure to greet you on the behalf of the Croatian Karate Union and the

Organizing Committee of the “2018 YOG Qualification Tournament” and welcome you to Croatia and

unique City of Umag.

We are exceptionally proud that we have been entrusted to organize such an important competition

and will do our best so that the competition is held smoothly and all the participants are satisfied.

Karate speaks all languages and connects all people and generations regardless of race, sex, religion

and political status and by these basic tenets our karate family is well known.

I hope that, along with the event itself, you will have many beautiful and pleasurable moments

during your stay in Croatia and that the city of Umag will remain pleasant memories that you will

always gladly remember.

2.1 About Croatia1

Croatia officially the Republic of Croatia (Croatian: Republika Hrvatska) is a unitary democratic

parliamentary republic at the crossroads of Central Europe, Balkans, and the Mediterranean. Its

capital and largest city is Zagreb. The country is divided into 20 counties and the city of Zagreb.

Croatia covers 56,594 square kilometres (21,851 square miles) and has diverse, mostly continental

and Mediterranean climates. Croatia's Adriatic Sea coast contains more than a thousand islands. The

country's population is 4.43 million, most of whom are Croats, with the most common religious

denomination being Roman Catholicism. Croatia became the 28th member state of the European

Union 1 July 2013.

2.2 About Umag

Umag in Istria is the first city you will reach when approaching Istria from western Europe. Umag

conquers with its allure, diversity and richness of the tourist offer. Umag is a town of around 13,000

inhabitants which with about 45 km of the coastline and interesting hinterland integrates special

features of the whole region and might be the best introduction into a different experience of the

Mediterranean. The hinterland of Umag reveals beautiful hills with fortifications that offer us

magnificent scenery and marvellous history, abundance of autochthonous agricultural specialties and

friendly hosts. Sea in Umag is crystal clear and suitable for swimming from May till October.

- Athletes will only be weighed in their corresponding time slot, which is one hour prior to the

competition of their category as indicated in the table above.

- Only gold and silver medals will be awarded in this competition.

- The Official Draw for Phase 2, will be held in the venue and open to all participating coaches and

athletes

3.6 Age WKF Junior category, respecting the specific age restriction of the Qualification System for Buenos

Aires 2018:

Athletes born between 01.01.2001 and 29.06.2002

3.7 Important registration details

- The Qualification System for Buenos Aires 2018 in force will be applicable:

- Only those athletes who have already provided and fulfilled all details for the Youth

Olympic Games accreditation system, by deadline 24th May 2018, will be able to register.

This means that any potential athletes who want to participate in the Qualification

Tournament will have to be registered in the YOG accreditation system. Athletes not

complying with this requirement will NOT be accepted to participate in Buenos Aires 2018

and therefore not allowed to participate at the Qualification Tournament. More details

regarding YOG accreditation system will be provided in due course when information is

released by the International Olympic Committee.

- The athletes not yet qualified through step D.1. and not belonging to the NOC of the athletes

qualified through step D.1. for each weight category will be allowed to compete in the first

phase of the qualification tournament.

- A maximum of one (1) competitor per category and per National Federation can register

for the entire Qualification Tournament.

- Athletes already qualified through D.1. are not eligible to participate in the Qualification

Tournament.

- Only athletes registered by their NF through the online registration process for the

Qualification Tournament will be eligible to participate in Phase 1 and Phase 2. No

additional or onsite registration will take place for the Qualification Tournament. Once the

online registration period is closed, no further registrations will be taken into consideration.

- There is one single registration for the whole Tournament (including both Phases). No

additional registrations will take place between Phase 1 and Phase 2.

- Participation fees: 100€ / each individual athlete registration for those National Federations

who do not register and participate at the tournament with at least one (1) WKF qualified

Referee.

- Each Phase of the Qualification Tournament will follow the same competition programme.

Only athletes duly registered and having performed at least one bout in Phase 1, will be

eligible to participate in Phase 2.

- As a result of the Qualification Tournament, the top (2) athletes in each weight category will

obtain (1) quota place in each of the qualification phases, this means that a total of 4 places

per YOG category will be allocated through Phase 1 and Phase 2, as follows:

Online Registration for athletes through their National Federations will start 4th May 2018 at 12:00 (GMT +0) and close on 6th June 2018 at 12:00 (GMT+0). 3.8.2 Press

- Press accreditation can only be given to professional journalists working for a media and having proof of their credentials.

- Media professionals can register to request press accreditations until 15th June through the

Online Registration. All details and link for the Online Registration will be communicated in

due course.

- Accredited journalists will not have access to the competition area and will be allocated in a

dedicated press tribune. Accredited photographers will have access to their allocated seats

only upon presenting the accreditation cards given to them during registration. Video

recording will not be allowed. A mixed zone will be available for accredited journalists and

photographers.

The minimum level required for coaches to take part in this Qualification Tournament is

“WKF Kumite Coach” certification.

- No coaches will be able to perform such function in the Qualification Tournament if not in

possession of the “WKF Kumite Coach” level.

- Those coaches with the WKF Accredited Coach level only will not be able to perform as

coaches in the Qualification Tournament in Umag.

- Only coaches in possession of the “WKF Accredited Coach” level have access to the “WKF

Certified Kumite Coach Exam”.

- A “Certified Kumite Coach Exam” will take place:

3.8.4 Referees – Minimum level required

The minimum level required for Referees to register and officiate at this Qualification

Tournament is “WKF Qualified Referee”.

- National Federations shall register a maximum number of two Referees among their

Referees with the highest WKF qualification

- Registration of Referees will have to be made exclusively online.

- Online Registration for referees will start on 29th March 2018 at 12:00 (GMT +0) and will

close 2 months before the Qualification tournament, closing 28th May 2018 at 12:00 (GMT

- Those National Federations who do not register a Referee by the established deadline or

those NFs whose Referee does not finally officiate at the tournament, will have to settle the

corresponding fee of 100€ per individual registered athlete for the tournament.

4.3.2. Payment Methods - BANK TRANSFER If you wish to pay for your reservation by bank transfer, you need to pay the required amount within 24 hours from the time of reservation, or at time you receive confirmation of availability from our operators. At the same time, the guest is obliged to send Uniline d.o.o. a confirmation of the payment. In contrary, Uniline d.o.o. is not obligated to carry out the service of the reservation. Uniline d.o.o. is not responsible for outstanding reservations of services caused by not receiving the confirmation within 24 hours (except for Saturdays, Sundays and holidays). 7 Additional Information

7.1 VISA and Travel documents Please check the website of the Ministry of Foreign and European Affairs of the Republic of Croatia http://www.mvep.hr/en/consular-information/visas/visa-requirements-overview/ to see if you are required to have a Croatian visa when entering Croatia.

Third-country nationals who require a visa for Croatia but are holders of valid:

- uniform visa (C) for two or multiple entries, valid for all Schengen Area Member

States;

- visa with limited territorial validity (LTV visa), for two or multiple entries, issued to

the holder of a travel document that is not recognised by one or more, but not all of

the Schengen Area Member States, and which is valid for the territory of the Member

States recognising the travel document;

- long-stay visa (D) for stays exceeding 90 days, issued by one of the Schengen Area

Member State;

- residence permit issued by one of the Schengen Area Member State;

- national visas for two or multiple entries and residence permits of Bulgaria, listed in

Annex I of the Decision No 565/2014/EU;

7.2 Where to apply for a Croatian VISA? Participants who require a visa should apply in person at the Croatian Embassy or, if

available, at the Visa Application Centre in their country of residence.

Please note that visa application shall be submitted no sooner than three months before the intended date of travelling to Croatia. 7.3 Opening Hours (Shops / Public services) During the tourist season, most shops are open from 8 a.m. until 8 p.m. on weekdays, and

many of them are also open during the weekend. Public services and business offices

generally work from 8 a.m. until 4 p.m., Monday to Friday.

TAX-FREE Shopping: Tourist whose purchases exceed 500 KUNA may claim a PDV (VAT) return for all goods except petroleum products when leaving the country with TAX CHEQUE receipts verified by the Croatian Customs Office. Time limit for tax refunds is one year.

7.4 Currency / Credit Cards The official currency in Croatia is the kuna (1 kuna = 100 lipa). 1 € is approximately 7,3 Kuna / 1 US $ is approximately 6,2 Kuna / 1 CHF is approximately 6,5 Kuna. Foreign currency can be exchanged in banks, exchange offices, post offices and in the majority of tourist information offices, hotels and campsites . All major credit cards like: American Express, Diners Club, Eurocard/Master Card, Visa, JCB and Eurocheques are advertised at points of sale, are normally accepted throughout Croatia.

7.5 Electricity Power supply: 220 V, 50 Hz

Our guests should note that power outlets in Croatia are the Continental two-pin type and

that a socket adapter is therefore required.

7.6 Time Zone Umag is in the CET zone - Central European Time (GMT+1 hour).

7.7 Health & Services There are hospitals and clinics located in all the larger towns and cities, while smaller centres have

dispensaries and pharmacies.

Foreign visitors who are covered by health insurance in their own country are not obliged to pay for

emergency medical services during a private stay in the Republic of Croatia if a convention on Social

Security has been signed between Croatia and the visitors’ country of origin, i.e. if they have in their

possession a certificate stipulated by such a convention confirming their right to health care. Health

care (including transport) is used for emergency cases in the manner and according to regulations

valid for Croatian citizens covered by Social Security, with identical participation in health care costs

(participation and administrative charges).

Persons coming from countries with which no such convention has been signed personally bear the

costs of health services rendered.

7.8 Insurance No insurance is arranged for the participants (athletes, coaches, referees, assistants, members of the delegations etc.) at the Qualification Tournament for Buenos Aires. It is compulsory for all participants and members of delegations to have their own medical and personal trip insurance. The Croatian Karate Federation and World Karate Federation assume no liability or responsibility for the lack of insurance from participants and members of delegations. The chiefs of the delegations have to sign the enclosed term of responsibility and send it by 01.06.2018 with the hotel booking form. Without the submission of a valid insurance, no booking for the hotels is possible.

7.9 Weather & Climate Umag has a Mediterranean climate. The summers are hot and dry with an average water

temperature that can rise to 25 degrees Celsius (86° Fahrenheit). In summer Umag has

around 9 hours of sunshine a day. The winters are mild and the temperature does not fall

below the freezing point. It only rains a few days a month except in Autumn when it rains

more.

7.11 Drinking water Tap water is potable in all parts of Croatia.
