Transforming Care for People with Learning

    Disabilities  – Next Steps

Transforming Care is a programme by NHS England and

their partners to try and improve services for people with

learning disabilities and autism. This will enable more

people to live in the community and get the right support.

A progress report is now available, which you can read on

Making Health and Social Care InformationAccessible

From 24th June 2015 all organisations that provide NHS or

adult social care must follow the accessible information

    standard by law.

The aim of the accessible information standard is to make

sure that people who have a disability, impairment or

sensory loss get information that they can access and

understand, and any communication support that they

    need

The accessible information standard tells organisationshow they should make sure that patients and service users, and their carers and parents, can access and understandthe information they are given.

This includes making sure that people get information indifferent formats if they need it, for example in large print,

Personalising Care and Support with IndividualService Funds

There is new in-depth advice to help councils and providers

meet Care Act 2014 guidance on Individual Service Funds(ISFs).

ISFs help people with care needs to have flexible, personalised support, tailored to individual preferences.

It means people and families can choose to live in theirown homes, with their own support and using their own

budgets. The councils that buy those services workdifferently with community organisations and providers ofservices to try and give people a better and less expensiveservice.

ISFs also work well in residential care settings and havebeen used as a model for improving the flexibility of care athome.

You can read the report Individual Service Funds andContracting for Flexible Support on the link below

They are working with NHS England, Public Health

England and the Department of Health to tell them howthey can make health services better. They can do this byusing the skills of people with learning disabilities andautism and paying them for their skills.

    The Tale of Laughing Boy

On 4th July 2013 Connor Sparrowhawk (AKA LaughingBoy), an 18 year old man with learning disabilities died ofpreventable causes whilst under the care of SouthernHealth at Slade House in Oxford. The Trust initiallyattributed his death to natural causes, but a damningindependent investigation demanded by Connor's family

concluded his death could have been prevented.

As part of Connor’s family’s national campaign “Justice forLB (Laughing Boy)” young people with learning disabilitiesworked in partnership with Connor’s family to produce ashort film of Connor’s life incorporating the views of hisfamily and the views of young people about his death andtheir recommendations for positive change.
