Structural Condition Assessment of Ryan FieldCTLGroup was retained by Northwestern University to perform a comprehensive structural condition assessment of Ryan Field Stadium. The original portion of the stadium was constructed in 1926 and 1927. Additional seating was added circa 1950. The current seating capacity is approximately 49,000.

Overview

The University wanted to know if there were any immediate safety concerns that needed to be addressed prior to the football season, as well as confirm the feasibility of repairing the structure versus replacement. Results of the investigation were used to help develop a strategy for expansion, upgrading and modernization of the facility.

Our Approach

CTLGroup performed a comprehensive investigation of the entire stadium and facade with the following objectives:

Assess the overall condition of the stadium structure.Confirm the as-built stadium was consistent with information shown on

the original design drawings.Define immediate structural safety concerns along with required remedial

action.Document locations of observed deterioration and determine cause of

deterioration.Evaluate durability of the concrete and potential for future deterioration.Evaluate metallurgy, physical properties and weldability of structural steel.Develop recommendations for repair, durability enhancement and

waterproofing.

CTLGroup worked closely with the Architectural/Engineering design team and the University to provide the information they needed to develop design criteria and renovation program strategies.

Evaluation & Repair of Concrete Utility TunnelsA 65-year old reinforced concrete steam tunnel along Superior Street serves the downtown campus of Northwestern University. Concrete deterioration of varying degrees was evident at numerous locations throughout the tunnel system.

In addition to steam lines, the tunnel houses other utilities and communication lines. Concrete spalling, rebar corrosion and leakage continued to occur despite numerous maintenance repairs overtime. CTLGroup was engaged as the prime design consultant for a comprehensive repair and upgrade of the tunnel system.

Our Approach

CTLGroup performed a comprehensive structural evaluation with objectives to assess overall condition of the tunnel structure, determine need for any emergency repairs, assess structural integrity, and develop repair program options. CTLGroup’s evaluation included:

Visual inspectionEstablishment of station markings inside the tunnelNondestructive testing to confirm tunnel structure thickness and

reinforcing layoutLaboratory testing to evaluate concrete strength, concrete durability

potential, degree of chloride contamination and steel reinforcement properties

These evaluations allowed our team to establish the cause of concrete deterioration, cataloged all areas of distress, and make repair recommendations to extend the service life for the utility tunnels an additional 35 years.

Northwestern University accepted CTLGroup’s repair recommendations. CTLGroup managed the entire repair process of the tunnel system, including repair design, bidding, contract administration and repair oversight. CTLGroup played a key role in the project’s success. Our strong working relationship with the University and contractor overcame many project issues, helping to limit closures of downtown Chicago streets, minimize hospital and classroom noise disruptions, maintain utility services while tunnel repairs were being performed, and keep the project on schedule.

Leakage Evaluation of UIC Building 623CTLGroup was retained by the University of Illinois at Chicago to evaluate the cause of leakage into the building interior at the College of Education, Communication, and Social Work (Building 623).

Our Approach

During the evaluation phase, CTLGroup identified a deteriorated roofing system and severely deteriorated sealants around and between windows. Brick masonry cracking throughout the facades was attributed to inadequate provision for clay masonry volume changes as well as to inadequate support by the continuous shelf angles at floor levels.

CTLGroup prepared a detailed written report that described the findings, conclusions of the evaluation work, repair recommendations and budget estimates. Based on the University’s available budget, CTLGroup prepared repair bid documents with scope-of-work alternates to address the identified problems. Remediation work consisted of shelf angle/through-wall flashing repairs, localized replacement of clay units, repointing of mortar joints, routing and sealing cracks, sealant replacement at windows, and roofing replacement. In addition to bidding assistance, CTLGroup provided the University with field observation during repair construction and worked with the University Architect’s office to provide construction contract administration.

Overview

The buildings are diverse in size and complexity, and range in age from approximately 25 to 75 years old. Facades consist of brick, stone masonry or exposed concrete. Common problems included water leakage, corrosion, masonry deterioration and concrete distress.

Our Approach

The first phase of each project consisted of assessing existing conditions, determining causes of distress and developing repair strategies with cost estimates. CTLGroup worked closely with the University to develop practical and cost-effective solutions to meet University objectives and budgets.

After selection of a repair strategy, CTLGroup designed repairs and developed bid documents. Field observation and contract administration services during repairs were managed by CTLGroup.

Paulina Street Parking Garage RestorationThe Paulina Street Parking Structure is a six-level, 1100-car parking garage built in the late 1970s. Each supported level consists of post-tensioned concrete beams and slabs. Concerns expressed by the University included the presence of slab and beam cracking and spalling.

Our Approach

CTLGroup’s structural evaluation indicated that the deterioration resulted from corrosion of embedded steel reinforcement. Structural calculations revealed strength deficiencies in several beams and columns. The structure had also previously undergone a repair program that, through the improper use of concrete chipping hammers, led to nicking of numerous post-tensioning tendons. Additionally, some tendons were found to be extensively corroded. In order to reduce repair construction costs, CTLGroup performed a laboratory study to assess the significance of nicked tendons and to develop acceptance criteria for the use of existing damaged tendons.

CTLGroup’s repair design included the installation of post-tensioning repairs, strengthening of structurally deficient members, and installation of a bonded, composite microsilica concrete overlay to slab top surfaces. Construction administration and field observation services were performed during repair construction.

UIC School of Health & Psychiatric InstituteThe former Illinois Psychiatric Hospital building was taken over by UIC and renovated to serve as a classroom and office building. The exterior wall of the 13-story building consisted of face brick and masonry back up with punched anodized aluminum windows and an anodized aluminum and glass curtain wall with masonry back up. The interior sides of the masonry walls were glazed clay blocks. The glass was monolithic and the aluminum framing was not thermally broken.

Our Approach

CTLGroup was engaged by UIC to evaluate the existing building envelope and facade to determine the condition as a result of repurposing of the building for academic use.

Based on the condition assessment conducted by CTLGroup, much of the exterior wall required major repair and replacement. The scope of the rennovation work included removal of the existing punched windows and some of the cladding. All of the curtain wall support framing was left in place as were sections of the existing cladding that were to be over clad. The punched windows were replaced with new windows consisting of a fixed lite of insulating glass glazed in a thermally broken painted aluminum frame. The over cladding was glazed with metal panels. The only work on the interior was a cosmetic sealant joint between the window frame and the glazed clay block interior back up.

Assessment & Repair of Campus Utility TunnelsThe reinforced concrete west campus utility tunnels at the University of Illinois at Chicago have a cumulative length of approximately 1.5 miles. The university became concerned about visible evidence of deterioration and distress in the tunnel system, including cracked, delaminated and spalled concrete with corroded reinforcement, areas of water infiltration and corroded utility support hardware.

Our Approach

The university engaged CTLGroup to perform a condition assessment of the reinforced concrete utility tunnels. CTLGroup evaluated the overall condition of the tunnel structure, concrete chloride levels, and the depth of carbonation and cover thickness. The investigation included review of the original design, construction, and repair records; hands-on condition assessment (including nondestructive testing) of the tunnel system; and laboratory testing of concrete samples.

When the assessment had been completed, CTLGroup developed and prioritized repair recommendations to help the University of Illinois formulate the most economical repair strategy for its various campus facilities. Taking advantage of CTLGroup’s technical expertise, the University was able to make the necessary decisions to repair the utility tunnels, and to develop more effective maintenance plans for the future.

Krannert Center Parking Structure RepairsThe Krannert Center for the Performing Arts Parking Structure was built in the late 1960s and consists of three levels. The lower parking level is a slab-on-grade. The upper parking level originally consisted of a column-supported, reinforced concrete waffle slab. The top level, which is a pedestrian plaza, is also a waffle slab.

Overview

The University requested an assessment of the facility’s condition and a recommendation for repairs. The upper parking level was deteriorating and patch repair programs conducted for the past several years were costing more and more every year.

Our Approach

A condition survey of the facility found extensive spalling, delamination, cracking, and exposed, corroded reinforcing bars. Deck deterioration was attributed to reinforcing steel corrosion. CTLGroup studied repair alternatives, including associated costs, and found that the most cost-effective method of enhancing long-term durability was to remove the waffle slab and replace it with a flat slab.

Upon approval from the University, CTLGroup designed repairs that included the addition of slab pitching and floor drains; the use of microsilica concrete in the new slab; installation of oil separators and a sanitary sewer connection for new floor drains; a high-output, energy-efficient lighting system; extensive surface drainage modifications around the facility; and various revisions to toilets, waiting rooms, and pedestrian walkways to comply with the Americans with Disabilities Act. CTLGroup provided construction contract administration and full-time construction observation services during repairs.

Structural Monitoring of the UNI DomeThe UNI-Dome is a multi-purpose coliseum. The indoor facility is a 424-ft-diameter domed structure seating approximately 16,500 for sporting events and 25,500 for concerts. The original UNI-Dome was a cable-restrained low-profile air-supported roof with compression ring built in 1976 at a cost of $7.5 million. Three times in its history the dome encountered difficulties that caused the roof fabric to sag, accumulate water and subsequently tear.

Our Approach

In 1998, a hybrid roof system was installed to replace the air-supported roof. Stainless steel, standing seam roof panels supported by structural metal deck and bar joists form the skin of the peripheral area of the roof (75% of the roof area). The center 45,000-sq-ft polygon is enclosed with an arch-supported, PTFE fabric tensile roof. The new roof system, further modified since the 1998 reconstruction, utilizes a snow-melting system to prevent snow from accumulating enough to damage the roof structure. To provide a backup measure for the evaluation of the condition of the new roof system, CTLGroup installed a structural monitoring system.

The structural monitoring system includes wind speed and direction sensors and strain gages placed on key structural elements near the top of the roof. The strain gages are connected to a data logger that issues an alarm if assigned response values are exceeded for any sensor. The system is accessed remotely for software modification or data retrieval. This system provides continuous, real-time evaluation of the roof structure’s response to high winds, snow-melt or uneven snow accumulation.

Long-Term Noise & Vibration StudyCTLGroup was approached by the University of Toledo medical research campus to examine the long-term effects of construction noise and vibrations on research buildings on the campus. The noise and vibration effects, it was worried, might have a negative impact on the test specimens (animals) within the facilities, potentially causing disturbance on the research being conducted. Our consultants were brought in to determine if the vibrations were to blame.

Our Approach

CTLGroup designed and installed a custom noise and vibration monitoring system. CTLGroup also worked with a clinical specialist to develop an alert system that constantly checks the noise and vibration levels and automatically responds to designated individuals if levels exceed threshold criteria. The sensor systems are all developed in-house via CTLGroup’s structural diagnostics and monitoring group.

Using a collaborative approach, our consultants were able to provide solutions to the university.

Spartan Stadium Structural EvaluationCTLGroup provided specialized engineering, testing and consulting services in connection with a capital improvement program and structural rehabilitation for the 76,000-seat-capacity Spartan Stadium located on the Michigan State University campus in East Lansing.

Our Approach

CTLGroup performed a comprehensive structural evaluation of the east and west stands that were constructed in 1923. Construction consisted of conventionally reinforced concrete bents supporting stepped reinforced concrete tread and riser seating. CTLGroup’s work included visual condition assessment, nondestructive field testing, laboratory testing, structural analysis, structural strength evaluation, and designing structural repairs for the bents. Thompson Hall Façade EvaluationThompson Hall, a 19-story student residential building on the Western Illinois University (WIU) campus, was built in 1969. Recently, the WIU Board of Trustees elected to have an assessment study conducted on the building’s aging façade.

Our Approach

CTLGroup was engaged by Western Illinois University to evaluate the condition of the existing building’s façade to determine the repair or possible replacement of the exterior cladding. CTLGroup conducted document review, visual observations, water leakage testing and infrared thermal scanning of the building cladding to arrive at specific recommendations. The condition study found that the cladding exhibited serious deterioration and questionable structural attachment. The University decided to re-clad the building based on CTLGroup’s findings and to upgrade the HVAC systems and interior finishes. CTLGroup was commissioned by the university to be the Project Architect for the full building renovation.

As the Project Architect, CTLGroup selected the architectural and engineering consultants to assist in the design and preparation of construction documents and specifications for the total removal and replacement of the exterior cladding system with a new aluminum frame and glass curtain wall. Legat Architects was chosen and they designed the new cladding system and interior refurbishment of the dorm rooms. KJWW Engineering Consultants was selected to design the upgrades to the building’s HVAC system.

The total building renovation will cost $20 million and will include an attractive and sustainable facade totaling 154,000 sq. ft. The project is estimated to be completed in August of 2013.

Vanderbilt University Medical Center Floor Slab CTLGroup performed an independent evaluation of the condition of a mechanical room floor slab and adjacent exterior plaza structural slab located on Level 2 of the Hospital Building on medical campus.

Our Approach

CTLGroup conducted a document review relating to the design and construction of the floor slab. A field investigation utilizing non-destructive tesing was performed to evaluate the extent of concrete delamination, spalling and cracking in the mechanical room structural slab. Sample cores were collected for petrographic and chemical tests.

Steam and Pedestrian Tunnel AssessmentThe Virginia Polytechnic Institute and State University commissioned a petrographic examination of sample concrete cores as part of an evaluation of significant deterioration at various locations within their underground concrete tunnel system. Pedestrian tunnels were originally constructed in the 1930s while steam tunnels were subsequently added in the 1970s. Field evaluation revealed delamination of overhead concrete and significant corrosion of embedded steel reinforcement. Petrographic examination of sample cores was used to evaluate the existing condition of the concrete and to identify other possible sources of distress within the existing concrete matrix.

Our Approach

CTLGroup performed comprehensive physical and chemical evaluations of the concrete core samples taken from select locations throughout the tunnel system. Results showed concrete of similar composition at both the pedestrian and steam tunnels with an overall ‘fairly good’ rating condition.Cracking and delamination were attributed to corrosion of the embedded reinforcement steel. There was no evidence of deleterious chemical reactions within the cement paste or any other materials-related distress. The cores exhibited prolonged moisture infiltration, which was expected considering age and exposure conditions of the analyzed concrete.

Steam Tunnel Condition AsessmentThe University of Colorado at Boulder commissioned a comprehensive structural evaluation of its reinforced concrete steam tunnel system to assess existing structural conditions and develop repair options and recommendations.

Various sections of approximately 3-miles of reinforced concrete originally constructed in 1909 had exhibited concrete spalling, corrosion, and leakage. In addition to steam pipes, the tunnels also housed water lines, electrical cables and telecommunications lines.

Our Approach

CTLGroup served as the subconsultant responsible for detailed condition assessments, nondestructive testing, materials sampling and generation of as-built drawings. CTLGroup also consulted on the development of repair and construction sequencing recommendations based on a prioritized construction schedule coordinated with both the client and university personnel.

Façade Leakage Repairs at City View CondominiumsThe City View Condominiums consist of two L-shaped, 12-story,

high-rise towers with turrets on the east elevation near the main

entrance. A two-story high plaza is located between the north and

south towers. The building façade is comprised of brick masonry

walls, concrete balconies and metal-framed windows with precast

concrete sills.

Our Approach

CTLGroup has performed numerous façade inspections and repair projects at The City View Condominiums; including but not limited to City of Chicago Critical Examination and On-Going Inspections, parking garage repairs and water leakage repair projects.

CTLGroup surveyed the affected units for interior damage, interviewed the residents affected by water infiltration, and interviewed the property manager and building engineer. The information gathered was used to develop work scope, generate repair drawings and provide cost estimates for the latest building façade leakage repair project. CTLGroup worked closely with the Association and the selected contractor to implement and water test the CTLGroup-specified leakage repairs.

41 East 8th Street Façade RepairsIn 2006 the Forty-One East Eighth Street Condominium Association engaged CTLGroup to conduct the Critical Evaluation periodically required by the City of Chicago. CTLGroup’s evaluation included a condition survey of exposed exterior façade elements (i.e., concrete balconies, railings, masonry walls, etc.) at the building. Based on our work, we recommended that a façade repair program be performed to address observed deterioration of the exterior concrete and masonry elements, and balcony railing distress.

Our Approach

CTLGroup was subsequently engaged to carry out the necessary repairs as defined by the 2006 inspection. Our team began by developing the repair design and bid documents. These included administrative requirements, bid forms, technical specifications and drawings to be used to solicit competitive bids for the proposed repair program.

Once the repair design and bid documents were completed, CTLGroup provided the building owner with bidding assistance. After the bids had been solicited, our team held a pre-bid conference with the prospective contractors to answer questions and prepare any necessary addendum. CTLGroup then reviewed the submitted bids, provided the client with a summary tabulation of the bids and recommended a contractor to perform the repair work.

Finally, our firm represented the building owner in dealing with the selected contractor and consulted the owner on matters pertaining to the repairs. Our team began by developing an agreement between the owner and the contractor based on the project manual. Once the repairs were underway, CTLGroup performed field observations to assess the general conformance of the work with the project specifications and provided written reports summarizing our observations. When the repairs were completed, our team provided the building owner with contract close-out services and prepared recommendations for maintenance and monitoring of repairs.

Kinzie Park Towers Facade Evaluation and RepairsCTLGroup was retained by the Kinzie Park Towers Condominium Association to provide engineering services for repairs in connection with reported water penetration and air infiltration problems at several units within the 34-story building constructed in 2001. CTLGroup also performed the City of Chicago’s Facade Critical Examination program to determine if remedial work would be required pursuant to the requirements specified in the City of Chicago’s municipal code for facade evaluations.

Our Approach

CTLGroup conducted close-up visual inspections and field trial repairs at several locations via swing stage scaffolding locations to determine feasibility and repair options.

The firm identified concrete cracks in the vicinity of reported water leakage locations. Spalls and cracks were routed and sealed using an elastomeric polyurethane sealant. A waterproof coating was applied at column construction joints where necessary. Localized concrete delaminations and spalls were observed at several locations. Deteriorated concrete was removed, existing reinforcing steel was cleaned and coated with a zinc-rich primer, new supplementary steel was installed, and repair concrete was placed.

Window perimeter sealants were replaced at reported water leakage locations. All of the window glazing caps (metal-to-glass joint sealants) were replaced and window metal-to-metal joint sealants were replaced. Additional weep holes were provided at reported leakage locations in the window drainage track. Deteriorated hopper window compression seals were also removed and replaced.

Localized deterioration of the balcony railing post pocket grout was observed at several locations. The deteriorated grout was removed and replaced. New sealant was installed around the perimeter of the railing post and epoxy was injected into the railing post to prevent water accumulation below the level of the railing post weep holes. All significant repairs to deteriorated façade were completed in 2012 or stabilized with the intent to be completed in the spring of 2013.

Newport Condominium Façade EvaluationOur Approach

CTLGroup assisted the Association with the 2008 City of Chicago Facade Critical Examination program (Phase 1). In conjunction with the facade inspection program, CTLGroup also performed a field visual review of units with reported water infiltration. Our findings and recommendations were indicated in two separate CTLGroup reports (one report each for the north and south towers) to the City of Chicago entitled, “Critical Examination Report, Maintenance of Exterior Walls and Enclosures, North Tower/South Tower, The Newport Condominium Association, 4800 South Chicago Beach Drive, Chicago, Illinois,” and dated November 30, 2008.

In both reports, CTLGroup recommended to the Association that short-term repairs to the building façade be performed in conjunction with the water leakage remedial repairs in 2009. Recommended short term repairs to the masonry facade included the following:

1. Grind and point all mortar joints between all limestone panels. Rout-and-seal cracks in limestone panels.

2. Provide stone Dutchman repairs, reinforced mortar patches or sealant patches (depending on patch depth and size) at locations of limestone cladding delaminations.

The aforementioned repair work items for the limestone cladding are located at the four building corners (over concrete columns) and the middle of the north and south elevations (over concrete shear walls) at both towers.

Water infiltration has been reported at approximately 16 units. The majority of these leakages are located along the east elevations of both towers, with some units experiencing leakage from more than two different elevations.

You indicated that the Association desires to proceed with the leakage remedial repairs as soon as possible. We recommended that short term masonry repairs be performed in conjunction with leakage remedial repairs since approximately half of the limestone cladding is located at, or in the vicinity of leakage locations. Therefore, by using the same swingstage access equipment to perform leakage and facade repairs, there will be cost savings associated with mobilization/demobilization and overhead protective canopy costs.

Evaluation of West County Center Parking StructureThe West County Center (WCC) is a shopping mall located in Des Peres, Missouri. The WCC incorporates four parking structures. Three of the four parking structures (known as Manchester, I-270 and Ballas) are multi-level structures with asphalt paving on grade used for the lower level, and precast (prefabricated) concrete components for the elevated floor levels. The remaining parking structure (known as Main Mall) is a two-level structure built over retail space, supported by a composite concrete and steel deck structural system topped with a membrane/drainage layer and concrete topping slab.

Our Approach

West County Shoppingtown, LLC and West County Parcel, LLC (West County) hired CTLGroup to perform condition assessment of the four WCC parking structures. During the condition assessment, CTLGroup: documented conditions requiring repair, provided repair quantities and associated preliminary unit repair costs, identified conditions warranting immediate remedial measures to address potential life safety concerns, and provided recommendations to protect the public and vehicles from falling concrete until such time that the repairs are designed and implemented.

National Institute of Health Parking Structure The parking structure of the Building 10 Ambulatory Care Research Facility (ACRF) at the National Institutes of Health (NIH) consists of three levels of cast-in-place reinforced concrete. Each parking level comprises an area approximately 200,000 ft2. The garage was constructed in 1980. Since then, two concrete repair and restoration projects have been performed to address issues related to poor quality original concrete and to maintain the garage in a safe and serviceable condition. Recently, NIH discovered areas of loose concrete on the underside of supported deck levels that represented a serious safety concern.

Our Approach

CTLGroup was engaged to perform an engineering and laboratory investigation of the parking structure. CTLGroup’s investigation consisted of field evaluation, laboratory testing, engineering analysis and cost estimating activities. Results of the investigation indicated that overall the garage was structurally adequate, but exhibited corrosion-related deterioration that ranged from moderate to advanced. CTLGroup then provided repair design services.
