    'Wasteful' TenderMethods

    RIAI Critical of Bye-Law Charges

    THE MINISTER for Finance,Ray McSharry, has been urgedby the Society of CharteredSurveyors to reconsider theproposed building procurementmethods for the Government'soffice decentralisation pro-gramme which will leadinevitably to "a complete wasteof the already depletedresources of a significant cross-section of the constructionprofessions and to a properquality of buildings".

    Thomas D'Arcy, Chairmanof the Society's QuantitySurveying Division, assertedthat "a procurement methodwhich enables full independentconsideration and consequentachievement of the optimum·design solution and its relateddocumentation by oneappointed design team and thepricing of this documentationby several contractor/develop-ers whether as a tender to buildor build/finance, is the mostcost efficient and most easily-assessed approach.

    "The Government's currentmethod, whereby each tendersubmitted by contractors/developers is usually preparedusing a design team, payment ofwhose fees are often conditionalon their tender being accepted,inevitably wastes professionalresources and encouragesreduced performance by thedesign team - in consideringalternative design solutions,cost-in-use factors, etc. - inorder to minimise the potentialamount ofloss. The contractor/developer is also encouraged toproduce the cheapest proposalpossible with only secondaryregard being given to standardsof quality.

    "The present method alsoresults in dissimilar tenderproposals whose merits anddemerits must be assessed andsuch procedures will requiresubstantial technical andadministrative input, of whichthe cost to the State must also beconsidered."

    A T A time when theGovernment has given a much-needed boost to Dublin'sbuilding industry with theCustom House DocklandDevelopment and the extensionof the designated areas, DublinCorporation has made a recentdecision to double the chargesfor Bye-Law Approval. Thisdecision will result in Bye-Lawcharges and planning chargesamounting to 2% of totalconstruction costs, according toa statement recently issued bythe Royal Institute of Architectsof Ireland. The RIAI statementreads:"The Royal Institute of theArchitects of Ireland finds thissituation counter-productivefor the following reasons:"(1) It is illogical to provide arange of financial incentives toencourage much heeded urbanrenewal in the city and at thesame time impose additionalfinancial burdens on develop-ment;"(2) The costs of administering

    the building control system havebeen estimated at approximate-ly I~ ofthe construction cost~projects concerned. A charge2% by the Local Authority 1excessive and must be regardedas penal for some building types;"(3) The increased level ofcharges would be perceived asbeing unfair and will increasesignificantly the incidences ofnon-eompliance;"(4) The burden of this furthercharge in addition to other costswhich makes construction in thecity more expensive than inneighbouring areas wil act as afurther disincentive to renewaland develop;"(5) On a simple building, whereBye-Law charges wouldrepresent 2% of constructioncost, the architects fee for thepreparation of the considerableamount of documentationnecessary for a Bye-Lawapplication, the architects feeelement would be less than I% ofthe total construction cost."

    DecentralisationProgramme Wasteful"IN ITS search for moreapparent competitiveness in theprocurement of buildings, theGovernment has adopted -most recently in its officesdecentralisation programme -methods which are mostwasteful of professional servicesand yet deprive the Governmentof the means offair comparativeassessment," the Chairman ofthe Society of CharteredSurveyors, Harry Whittaker,told the Society's AnnualDinner recently. The Society is

    encourage a more far-sighted,equitable and business-likeapproach.

    Refering to inner city renewaland the financial incentives indesignated areas, Mr Whittakerasserted that: "Within Dublinthis scheme has not been an

    overwhelming success. The lackof a major financial commit-ment by local authority orGovernment, which is a featureof major rejuvenation schemesabroad, is lacking here. TheCustom House Docks Devel-opment Authority waspresented with vacant posses-sion of an entire site with goodtitle and is its own planningauthority - other develop-ments on a major scale will nottake place unless there is anunlikely change in attitudetowards development frompolicitical councillors or othervehicles similar to the CHDDAare crea ted."

    On Dublin's Draft Develop-ment Plan and its assumption ofa co-ordinated transportsolution, he said: "Until now,the Government has maintainedan ostrich-like stance in relation

    Pump and Smallbore HeatingSystems-

    The Do's and Don'ts

    Before addressing thesubject of the· pumpedsystem, I feel it is necessaryto give a little backgroundon what went before it. Inorder to do this it was

    ecessary therefore, to dignto the archives to see'

    what was going on.Pumps could be

    described as the heart of acentral heating system, butit wasn't always that way. Infact, it isn't too long agowhen a pump (or watercirculator, as it was called inthe beginning) was not usedat all. It is only in the last 30years or so when theinstallation of a full centralheating system was a verycostly undertaking andbeyond the means of mostpeople. At that time heatingsystems were designed onthe gravity circulationprincipal and fired by a solidfuel boiler, usually of theclosed type, controlled by ahermostat. Heat was

    generated by the boiler anddissipated by fairly largepipes which carried thewater throughout the houseby gravity circulation. Thisheat was wasted in theroofspace and beneath theground floor.

    Moreover, this method ofgravity circulation did notprovide the householderwith an easy means ofreducing the temperature ofhis radiators - the only waywas via the boiler thermostatand this resulted in a largetemperature drop at thecylinder - which wasunsatisfactory. This meantthat, in milder weather, theradiators were either hotterthan they need be or had tobe turned off completely. Itwasn't unknown forhouseholders to controltheir central heating by

    must be carried above thetank water lineto a heightexceeding the pump head toprevent water discharging,with high pump heads this isoften impossible.

    In case B the vent pipe isnot subject to the pumphead and no extra height isnecessary, but there is atendency to draw air in at

    opening the windows. All ofthis led to the desirability ofa more efficient system ofcentral heating for privatehouses at a cost within thereach of a greater number ofpeople.

    However, in the main, fullypumped systems really tookover; in many cases,employing two pumps-one to the cylinder circuitand the other to the heatingcircuit, controlled bythermostats.

    While pumpsrevolutionised all sectors ofthe heating industry, thereare certain rules which areof cardinal importance and,if ignored, could doirreperable damage to asystem and lead to a totallack of heating comfort forthe central heating owner.These are: (1) Siting ofpump in relation to openvent pipe and cold feed tosystem; (2) Sizing of pumpto meet systemrequirements; (3) Fitting ofby-pass (where necessary);and (4) Flushing the system.

    Lets examine the abovepoints individually.(1) Siting (see diagrams):Incorrect siting of the pump€an lead to all sorts ofproblems such as corrosion,which is probably lised as

    ·"Pump Enemy No. 1",leading to pump failure.There are two main types ofcorrosion - (a) Magnetiteand (b) Oxide. These typesof corrosion can be avoidedwith just a little care andattention.

    (a) Magnetite (BlackOxide Sludge) account forthe vast majority of pumpfailures. The magnetisableproperties of the black ironoxide are attracted to themagnetic field of the pumpmotor causing clogging andseizure.

    (b) Red Oxide (Rust),usually caused by thesystem being constantlyaerated. Pump failure isusually the first indication ofthis problem, followed bymore serious problems,such as pin holing ofradiators.

    In the beginning it wasconsidered that fitting thepump on the return was theideal position due to thecooler water temperatureand thereby not causingdamage to the motor byoverheating. Since thenadvances in technology inthe manufacture of pumpshas produced a smaller,

    more compact and powerfulpump, requiring lesssupport and able towithstand highertemperatures.Consequently, in modernsystems, the ideal locationfor the pump is on the "flow

    .pipe" after the vent and coldfeed pipes, establishing aneutral point in system andwhere air release presentsno difficulty (see diagrams).(2) Sizing: The sizing of thepump is determined by theboiler size, which in turn issized to meet the heatingand hot water requirementsfor the system and to copewith the pressure dropacross the system.(3) Bypass: Experience hastaught us that the extensiveuse of thermostatic valves-combined with thermostaticcontrol to the hot watercylinder in the modernheating system - can oftenresult in a total sh utdown ofthe system. Under theseconditions a bypass - fittedbetween the flow and returnpipes - should be regardedas essential and so preventpumping over into theexpansion tank causingaereation of the system.(4) Flushing of system:Domestic central heatingsystems comprise avariety of materials - steelpanel radiators, copper orsteel pipework, brass valvesand galvanised tanks. Anystudy of corrosion must takeinto account this mixture ofmaterials and the quality ofthe water and other factorssuch as water temperature,flow rate, ingress of air viathe vent pipe or tiny leaks.These factors, combinedwith excess flux and jointingpaste left in the system, alladd up to a fairly dirtysystem. It therefore followsthat the flushing out of theseimpurities are bound to leadto a fairly healthy system-which all adds up tocomfort and efficIency forthe user. Finally, the systemshould be dozed with a goodquality inhibitor.

    Highly-CompetitiveMarketplaceGiven the type of downturnthe building industry hasexperienced in recent times- especially in relation todomestic housing starts-it's not surprising that thepump market in relation tothis sector is highly-competitive. Themarketplace is extremelyprice-sensitive at presentwith today's price per unit inno way reflecting the vastimprovement in pumptechnology and subsequentefficiency and failure rate.

    However, in recent

    The basic principal ofoperation is that one pumpis controlled by a frequencyinvertor which automaticallymonitors the speed of onepump, and as the systemdemand rises the additionalpump (or pumps) arebrought into service insequence, giving a muchsmoother pumpingcondition and dramaticallyreducing excessive pressureand water surge problems.

    The next challenge facedby the research team wasthe development of a pumpdesign specifically for thisnew material. Othercompanies had adaptedfibreglass to existing metalpump designs, resulting inpumps with severe

  • • Frank Brophy - In recognition ofits success to date it was indicative thatFrank Brophy's Redbro Ltd should have received the "IDAIWang Company ofthe Month Award" last September.

    The success story that isRedbro Ltd today is a classicexample of the entrepreneurial"self·made" mould whereby theconfidence and skill of oneindividual has led to the creationof a highly·influential tradingoperation. In Redbro's case theindividual concemed is FrankBrophy and the scale of theachievement can be judged bythe extent of the operationwhich began trading out of agarage over 15 years ago andnow has two manufacturingplants with associated storesand office facilities.

    Frank Brophy has alwaysbeen involved in some segmentof the industry with a particularinterest in the mechanical side.With a former employer he hadproved that air handling unitscould be successfully made inIreland - albeit under licenceas he saw it then - without toomuch difficulty. However, thatexercise proved to be a one-offexperiment so shortlyafterwards Frank realised that, ifhe was to control his owndestiny, then he would have tobe in charge of the entire

    operation.. Consequently, in 1972 he setup in business with two others- one of them being MickReddin - as co-shareholdersand directors. They began in asmall way with the realisationthat they had to establish asecure base if any productionactivity was to be engaged in.Thus they concentrated onagency/distribution businessfor a number of years,beginning with exclusive rightsfor the Trox and Eltron ranges.

    Less than 12 months afterset-up, they were joined by aformer colleague - JohnEnnis who is now SalesDirector - and with this smallteam they proceeded to carveout a special niche forthemselves in the marketplace.However, as the businessdeveloped the othershareholders were bought outby Mr Brophy with Mick Reddinbeing the last to depart in 1979.

    This was a parting muchregretted by Frank but whichwas unavoidable given Mick'sdesire to get out of the businessaltogether. Having tried topersuade him otherwise, Frankeventually accepted thesituation and reluctantly boughthis shares. This left Frank asthe sole shareholder, a situationwhich has not altered.

    MANUFACTURE BEGINSShortly afterwards the decisionwas made to embark on themanufacturing programmewhich had always lain dormantjust beneath the surface ofRedbro's activities. The IDA wasapproached and within amanner of weeks the operationwas off the ground.

    Recognising the company'sshortcomings - especially inthe technical and R & D sphere- a policy-decision was madeto begin, initially at least,manufacturing other-branded

    products under licence. And soit came to pass that Redbro setup a manufacturing process toproduce HMC air handling unitsand Heatovent storage heaters.

    However, since then a greatdeal of time and effort has beeninvested in developing thecompany's own R & D facilitieswith various developmentstaking place over the years toarrive at the point where, whileRedbro still manufacturersheaters under licence forHeatovent, the air handlingunits produced by the companynow carry the Redbro brand.

    To begin with there was acertain resistance to lrish·madeproduce, especially in the ACside of the business. Latterlyhowever, the industry hasaccepted the units for what theyare - top-quality air handlingunits manufactured to exactingstandards capable of matchingall other makes available on themarketplace.

    Additionally, Redbro's effortsat controlling as much aspossible of the manufacturingprocess led to other unplanned-for areas of potential. Now there

    are three other facets to the airhandling manufacturingprocess which earn extrarevenue. These are theproduction of soundattenuators, twin fan units andbalancing dampers.

    Extensive investment in themost up-to·date machinery hasleft the company with sparecapacity in each of these areasover and above that of its ownrequirements. Consequently,dampers, twin fan units andattenuators are now producedas a separate exercise forothers.

    There have also beenunexpected areas ofdevelopment in the heatingsector. A typical example is theenamelling oven which wasspecially developed forRedbro's own uniquerequirements. Given theirexperience in both the airmovement and heatingindustries, they found it easierto devise a system themselvesbest suited to their ownrequirements. However, otherswith similar and/or relatedneeds have asked them todevelop systems for them.

    This is not a business whichis actively canvassed but, whereappropriate and where it can beeasily incorporated into theschedule of the factories, suchwork is taken on.

    OWN DESIGN INPUTWhile Redbro continues tomanufacture storage heatersunder licence for Heatovent, themodels in the range now reflecta significant design input fromRedbro. Over the years theyhave upgraded this range andnow incorporate new advancedcontrols which they havedeveloped into the units.

    Additionally, much time andeffort has been spent indeveloping heating products ofits own. The latest and mostsignificant achievement in thisrespect has been the recentintroduction of the innovativeWarm·Ray heater. This is a veryadvanced product which is

    currently under test with theNational Standards Authority ofIreland.

    These tests and thesubsequent approval sealsanticipated are particularlyimportant given NSAI'sharmonisation with regard toother test houses withi n the EC.Frank Brophy has alwaysstriven for excellence in termsof quality, a factor which is evenmore critical today now thatRedbro's sights are firmly seton the export market.

    Similarly, designadvancements in the AC side ofthe business are also openingup export potential. This isparticularly true in respect ofthe Pen-to-Post framework forthe air handling units. Pen·to-Post is a method of engineeringwhich is universally understoodand generally regarded as theway forward in this industrysector.

    NEW CATALOGUEAs if to endorse and indeed tocapitalise still further on thisdevelopment Redbro has justrecently introduced a mostcomprehensive air handlingunit catalogue. But it is alsomuch more besides. This full-colour brochure is almost like aready·rekoner which, inexperienced hands inparticular, makes unit selection

    specifications - which arepresented in an easy-to·understand, cross-referredmanner - cover everythingfrom the correct fans, coils,filters, dampers andattentuators needed dependingon the given air handlingrequirement

    However, Redbro's move intothe export market should notbe seen as a move away fromthe home scene. Farfrom it.The company's intention is tomaintain and indeedconsolidate its position here inIreland. Nonetheless, given its R& D, technical and productioncapabilities - and the sparecapacity of its Irishmanufacturing plants - a vastpotential awaits exploitation onthe intemational front.

    Given the company'sinsistance on quality - and itsbelief in gaining the mostcomprehensive approval sealspossible in respect of eachcountry it engages in - it'shighly likely that internationalsuccess is also on the cards.

    of points to consider beforeselecting the rainwater system.First of all there is the roof areato be drained - what capacitymust the gutter system be ableto take and how manydownpipes required? Therecommended methods of thedesign of roof drainage is givenin BS 6367: 1983 (formallyCP308). Section 3, Clause 7, ofthe Code gives verycomprehensive information onthe design of systems in a .variety of situations. The Codeshould be referred to wheneverlarge industrial type installationsare envisaged or wheneverparticularly severe weatherconditions are expected.

    In most domestic housingcircumstances, 110wever, it willnormally suffice to bear in mindthe following main criteria:

    (1 ) Effective Roof AreaRecent analysis shows thatmaximum fainfall intensities areusually associated with anangle of descent in the order of260• The result of this is that,while effective roof area in thecase of a flat roof - Le. a roofhaving a pitch less than 100 -can be considered equivalent tothe plan area of the roof, anextra allowance has to be madein the case of a pitched roof.

    Contrary to what we might feelthat at times it rains quite a lotin Ireland, in fact two out ofthree hourly observations willnot report any measurablerainfall. The average number ofwet days (days with more than1mm of rain) ranges fromabout 150 days along the Eastand South-East coasts, to about225 days a year in parts of theWest Average hourly rainfallammounts in Ireland are quitelow, ranging from 1 to 2mm.Short-term rates can of coursebe much higher: for example,an hourly total of 1Omm is notuncommon and totals of 15 to20 mm in an hour may beexpected to occur once in fiveyears. Hourly totals exceeding25 mm are'rare in this countryand when they occur they areusually associated with heavythunderstorms. (See Figure 1).

    DesignConsiderationCritical

    Disposing of rainwater frombUildings to the surface waterdrain efficiently might well bethought of as a very wellestablished area of the buildingproduct scene. However, overthe years many newdevelopments in products andmaterials have taken placewhich have resulted in greatereconomy and ease ofinstallation.

    The design of the building isthe major determining factor asto the method that therainwater will be dispersed. Apitched roof will by necessityrequire a gutter, whereas a flatroof may be drained using flat

    The choice of materials isvast and the cost of the differentmaterials vary enormously.Traditional materials in metalare expensive and needpainting. They have largelybeen replaced by through-coloured PVc. Plastic rainwatersystems were first introduced in1957 and development overthe past 30 years has led toimprovements in design and awider choice of profiles. PVC islight but durable and thereforevery easy to install. It willwithstand the weight of ladders,it is not easily damaged and willnever need painting. Should theneed arise, it is easy andeconomical to extend thesystem. The choice of profilesavailable ranges from half-round to the traditional ogeesection with circular and squaredownpipes. The choice ofcolours is good with systemsavailable in black, grey, whiteand brown.

    Flat roofs are more oftendrained using fulbora type roofoutlets. The pipework fromtHese is normally taken downthrough columns and must besealed to prevent spillage incase of blockage.     Quality is paramount at theBalbriggan plant where astringent control programme isemployed, ensuring qualityfrom the moment the rawmaterials enter the factory.

    Inspections are continuouslycarried out on pipes as they areextruded. Surface finish, bothinterior and exterior, is checked;wall thickness and outsidediameters are carefullymonitored to ensure that theycome within specific tolerancesand chamfers are checked tomake certain that the pipelengths will joint correctly andperform satisfactorily.

    The result of such rigoroustesting is the consistently highstandard of products whichWavin manufactures-products which their customerscan rely on. The majority ofbuilders,local authorities andcontractors around the countryuse Wavin pipe systems - atrue indication of their reliability.

    125mm (5") Gutter with 68mmor 81 mm Pipe; and 150mm(6") Industrial Gutter with11 Omm pipe. All three systemsare available in black and grey.

    The 1OOmm and 125mmsystems use the well provenMarley gutter joint with separatejointing strap located betweennotches on the spigot andsocket. The strap compressesthe gutter spigot down againstthe synthetic rubber seal Iwhich is secured in everysocket. When correctlyassembled the joint cannot pullapart and it will absorb theexpansion and contraction ofof the gutter while maintaininga watertight seal.

    The 150mm industrial halfround gutter is manufacturedto meet the demands andspecifically designed for thoselarger Industrial Roof areasrequiring a greater carryingcapacity gutter. This systememploys the notch techniquebut the jointing strap has been

    replaced by integral mouldedretaining nibs on the gutterfittings.Marley Deepf/ow - The MarleyDeepflow system is a 11 Omm x75mm deep semi-ellipticaluPVC gutter designed toproduce improved gutterjointing, better self.cleansingflow characteristics andincreased capacity.

    Deepflow gutters are joinedby the spigot, synthetic rubberseal and socket method andtwo systems of uPVCdownpipes and fittings areavailable: a circular 68mmrange and a 65mm squaredesign, both in white, grey,brown and black.

    The dimensions of theDeepflow gutter produce amaximum flow capacityequivalent to that of a 150mmnominal half round gutter.Martey F10wline - MarleyFlowline presents all the samepractical benefits as MarleyDeepflow in redUcing thenumber of rainwater pipesrequired on each installation,with consequent savings inthe cost of undergrounddrainage pipework.ln additionMarley Flowline incorporates a'nimproved jointing system.

    The well-proven notchtechnique is preserved tocontrol thermal movement ofassembled lengths of gutter,but separate gutter straps arereplaced by integral retainingnibs on injection mouldedfittings. A synthetic rubber sealis fitted in a deep mouldedrecess within the socket ofgutter fittings, and no adhesiveis required to secure the flexibleseal in position.

    The 116mm x 60mm deepbox-gutter shape of MarleyFlowline provides engineersand builders with a choice ofprofile and also produces amaximum flow capacity of 133

    Marley Flowline gutters,65mm square and 68mmcircular downpipes and fittingsare available in brown, blackand white.Martey Classic - By virtue of its120mm x 75mm deep basicbox section, the uPVC MarleyClassic gutter system iscomplementary to MarleyFlowline. However its moulded'Ogee' style front ~ffersanarchitectural effect that is muchin demand.

    The complex shape makesthe compression method ofjointing unsuitable andmoulded gutter fittingstherefore have short solventweld sockets which provideslots to receive spigot ends ofgutters.

    Special consideration mustbe given to accommodatethermal movement of thesolvent welded-gutter assembly.This is achieved by ensuringthat stopends are free to moveand by fitting the appropriatenumber of expansion unions.Provision for expansion andcontraction must be providedbetween all fixed points wherethe gutter length exceeds three~tres, and an expansionunion must always be locatedbetween two outlets irrespectiveof distance.~r1eyClassic gutters and
