OVERVIEW AND PROGRAM

INTRODUCTION Spurred by agreement in Rio+20 on The Future We Want, government water leaders in Asia and the Netherlands are searching for innovative solutions to secure their countries’ water futures and green their economies. How to mainstream R&D to boost water productivity, conservation and reuse across sectors, reduce water footprints, clean up waterways, and create multifunctional and green infrastructure? How much space do rivers need? What makes communities more resilient, and water agencies more adaptive in the face of rapid changes? How can the corporate sector help governments manage for results? To answer these and more questions, the 2nd Asia-Netherlands Water Learning Week will bring leaders together in dialogues and knowledge sharing on ´Building Cooperation for Green Cities in Secure River Basins´. Participants will contribute project case studies from Asia and learn from cases and experiences from the Netherlands in an intensive program focusing on how to leverage results from collaborative approaches in water investment projects for cities and river basins. The program will build on the successful experience of the 1st Asia-Netherlands Water Learning Week in October 2012 in which more than 30 Asian water leaders compared experiences with colleagues in the Netherlands in making smart choices for water security and green growth. TARGET Participation in the learning week is targeted to project teams from Asia that seek to build new ways of cooperation into new or ongoing urban and basin water projects. To successfully complete the week’s intensive program, the selected teams will work and learn in partnership with dedicated host organizations and experts from the Netherlands and UNESCO-IHE. PROJECT TEAM REQUIREMENTS Team leaders of projects supported by the Asian Development Bank’s Water Financing Program 2011-2020 have sent a proposal for their team to join the Learning Week. Participating project teams are expected to include five highly motivated members from different backgrounds to ensure optimal learning:

Two members from different government organizations

One from the corporate or private sector

One from the civil society

One from a development finance or partner agency. Team leaders from government organizations are expected at director level or above. Gender balance in team composition is encouraged. The team will be guided by an ADB Project Officer. The participating project teams will work together with dedicated 'mirror teams' from the Netherlands water sector mobilized by the organisers. By working together intensively, they will address the challenges posed by the project team, develop innovative solutions, and share experience from knowledge exchange. This learning week is organized under the water knowledge partnership between the Asian Development Bank (ADB) and UNESCO-IHE Institute for Water Education, supported by the Netherlands Ministry of Foreign Affairs through ADB’s Water Financing Partnership Facility.

To be able to formulate a framework of how to arrive at practical, pragmatic and sustainable solutions for the implementation of the new water law under the existing institutional environment.

Ad Doppenberg Dr. Marco Schouten The Dutch team should include experts working on actually performing the regulatory functions in the country, such as tariff setting and approval, and desirably having practical knowledge on economic regulations in a number of countries. An expert(s) with experience in an urban water utility is also requested.

People’s Republic of China (PRC)

We are expecting that we could learn and comprehend the technologies, methods and models of the foreign advanced integrated water environment treatment and water resource management through attending all the activities arranged by the learning week. Building the capacity of the comprehensive administration department of Chao Lake basin, namely the Chao Lake Management Authority (CLMA). Exploring and building a new model for the operation and management of the project. Also it is requested that we explore cooperation on technology development and science research to support the Chao Lake Environmental Rehabilitation Project.

Learning objectives, apart from the management model for lakes, will also be monitoring in shallow lakes and reduction of waste loads on lakes by improved waste water control in riparian cities and catchments.

ADB has been discussing with UNESCO-IHE on integrating this Green Cities Indonesia TA with the MARE-Indonesia concept. Especially the Learning and Action Alliances (LAAs) are of interest to ADB.

To provide information on the essentials of green cites and the complexity of urban planning. This will create a better understanding of the need for a multi-stakeholder based participatory approach for incorporating greening and climate proofing to urban development in medium and small cities.

2. Initiation of the active learning process. And although LAAs focus on cities themselves, it is essential that national and/or regional governments are involved in the preliminary stages to facilitate this planning process and the following investments.

management techniques and bio-engineering approaches to climate resilient water resource management. The team would also like to look at prioritizing critical infrastructure investments in the face of uncertainty.
