The project consists of constructing a 10-foot wide 4,841-foot linear River Park Trail between a new 0.32 acre staging area at thesouthern corner of Bridge Road and Bridgevale Road and the recently constructed Apricot Park. A 10-foot wide pedestrian and bicycletrail will pass under the existing San Juan Hollister Bridge and connect to an existing unpaved levee maintenance road for theIndustrial Waste Water Treatment Plant (IWTP) where it will connect to the western end of Apricot Lane and the Apricot Lane Park. Thetrail will be constructed with base rock overlaid with decomposed granite mixed with beeswax. The beeswax will prevent erosion andreduce maintenance costs. An existing six-foot cyclone perimeter fence on the levees will be relocated to prevent pedestrian access tothe IWTP and replaced with an eight-foot wrought iron fence. The west side of the trail will be improved with four-foot high split railfencing. Existing debris on the southern perimeter of the IWTP includes rip-rap and cement debris that would be relocated to anunused area of the IWTP. Native trees will be planted along the trail to provide shade and enhance habitat. Benches will be installedalong the trail. The project would impact approximately 2 acres within the floodplain but does not propose to radically alter the gradesor fill to remove the area from the floodplain. There are no habitable structures proposed within the floodplain

There has never been a better time to become your own boss. Act now. Things are still humming at the Board, just at a lower ‘volume’. Another out of state contractor sees opportunity and gets my answer in a New York ‘minute’! Q: I’m sure you’ve been asked this a million times with the current COVID-19 times, but I’ve tried to call the CSLB several times and their message states they are not answering phone calls. Do you know what the current situation with the CSLB is? Are they continuing to issue licenses, or are they shut down? A: I know this is a continuing concern, but the CSLB is currently still working, many of the staff tele-working, but YES, licenses are still being issued. It’s difficult to get a hold of them right now, but definitely not impossible. Give me a call to discuss your situation and we can determine if it’s something we can assist with. Q: We are a Corporation based in New York. We last spoke in 2015 when it was determined our company didn’t need a Contractor’s license in CA. We now do need a General Building license. We have a General license in Nevada, will that help at all? A: Quite possibly quickly. It depends on how long your Qualifier has been licensed in Nevada and whether the classification is Reciprocal. Nevada has two “General Building” licenses, one which includes work on structures over three stories in height, and the other which doesn’t allow for that. California’s Reciprocal Agreement allows for your Qualifier to Waive the Trade exam if he/she has been actively licensed in AZ, NV, or UT for five out of the last seven years. Q: We have a current application in process to add the “A” (General Engineering) classification to our license. The application is somewhat “on hold” due to the fact the owner will need to take the Trade exam, and testing centers being shut down. I previously held an “A” license. Is it possible for me

to jump in and be the Qualifier in order to add the “A”? A: Yes, you can. I researched your previous license history and you are still qualified and no longer associated with any of your previous licenses, so you are good to go! You have cleared the testing and fingerprinting so that would absolutely be the quicker route. Let me know if you’d like our assistance. We are all adjusting our day-to-day routines, working from home, connecting virtually, etc., While we may not be able to visit family, our favorite restaurants, or operate businesses as we have in the past, it doesn’t change the fact that it pays to be a licensed contractor! To paraphrase Warren Buffett, ‘crisis is also opportunity’ and our state of affairs qualifies. As a Licensed Contractor, you are able to advertise as such, access greater bid opportunity and generate more business. I know from assisting contractors for decades how to help you get started now. You are required to have at least four years of full-time work experience (within the last ten years) in the trade you are applying for, at journeyman level or above. One of those years needs to be hands-on practical experience. Verifiable apprenticeship programs or education can also be used for experience credit. Who can work until stay-at-home rules are relaxed? You should refer to the state’s COVID-19 website: https://covid19.ca.gov/stay-home-except-foressential-needs/, which includes a “List of Critical Infrastructure Workers.” Be aware that the list can change as the situation dictates.”

Safety Tip of the WeekHEAVY EQUIPMENT BACKING

Operations involving heavy equipment should be planned to REDUCE BACKING OF EQUIPMENT. Heavy wheeled construction equipment should be equipped with special mirrors to help eliminate blind spots. Even with additional mirrors, there are still blind spots from the operator's control position. Some heavy construction equipment has no view to the rear from the operator's position and requires a spotter before moving backwards. Backup alarms are required on all heavy equipment and trucks used on the construction site. If an alarm is not working, bring it to the attention of your supervisor so that repairs can be made. Bi-directional alarms and horns are available for construction equipment. The advantage of the bi-directional alarm is that any person near the equipment is alerted to the movement of the machine. These devices have helped reduce the number of persons struck by heavy equipment. Equipment operators can work to prevent accidents. Each operator should develop a habit of walking around their equipment before operation. Check the equipment itself and the area where you will be operating the equipment. Are there any obstacles such as depressions or poles that might effect how you operate your machine. Heavy construction equipment operators are to be qualified and physically fit. The must know the limitations of the equipment they operate and their own limitations. They must be aware of blind spots. They should never back up until they are sure of what is behind them. Operators should have someone to guide them in congested areas when they are unable to see to the rear. If operators lose sight of their guide, they should stop the machine or vehicle immediately. Operators must never assume there are no obstacles to the machine's rearward path. They must check to make sure. EQUIPMENT OPERATORS CAN ELIMINATE EQUIPMENT BACKING ACCIDENTS BY FOLLOWING SAFE WORK PROCEDURES.

Algunas maquinas requieren de una persona atras dando señales porque es imposible para el operador mirar. Alarmas de sonido son requeridas en toda clase de maquinaria y trocas en la zona de construcción. Si tienes problemas con alguna alarma hacerle saber a tu mayordomo para que se reparen. Alarmas bi-direccionales y cornetas estan a tu disposicion para el equipo de construcción. La alarma bi-direccional teda a saber cuando la maquina se muebe asi el frente o asi atras. Estos articulos an reducido el numero de personas que son atropellados por maquinaria. Los operadores deben de trabajar en forma para prevenir accidentes. Cada uno debe de caminar alrededor de la maquina antes de comensar. Revisa el area y la maquina donde vas a trabajar, existen lugares bajos o postes de luz que puedan impedir tu trabajo. Operadores de equipo pesado deben de ser calificados y estar en buen fisico. Deben de saber los limites de ellos y los de la maquina, deben reconozer las areas que son dificiles para mirar. Nunca deben de reversiarse antes que esten seguros que estan libres. Operadores deben usar a alguien para que los ayude a salir de areas congestionadas y si por alguna razon pierden la vista de la persona que los esta guiando de parar de inmediato. No debe de asumir que el area esta libre, deben de revisar primero para estar seguros. Todos los operadores pueden eliminar accidentes con la maquinaria siguiendo procedimientos seguros.
