Mobilisation of the European Union Solidarity Fund to provide assistance to Latvia

2018/2230(BUD) Rapporteur: Inese Vaidere (PPE) Consideration of draft report The European Commission proposes to mobilise the EU Solidarity Fund for Latvia for a total amount of EUR 17,7 million following the flooding disaster that took place in 2017. The rapporteur recommends going ahead with the mobilisation as proposed by the Commission. This proposal is not accompanied by a draft amending budget as the Commission proposes to use the EU Solidarity Fund appropriations still available in the EU budget 2018 for advances.

Interim report on the Multiannual Financial Framework 2021-2027 – Parliament's position with a view to an agreement

Consideration of draft report

The co-rapporteurs will present their draft interim report on the multiannual financial framework 2021-2027 and own resources. The draft interim report outlines Parliament’s priorities for the next MFF, including explicit figures for the MFF ceilings and for each of the sector-specific programmes for the period 2021-2027 as well as changes to the draft legal texts tabled by the Commission. It also sets out Parliament’s requests regarding a new system of own resources. The vote on the interim report is foreseen in the Committee on Budgets for 5 November and for the first plenary session in November 2018. At its meeting of 25-26 September, the BUDG Committee voted on amendments to the Council's position on the 2019 budget. The Committee will now vote on resolution prepared by the co- Rapporteurs with a view to reflect and accompany the outcome of the budgetary vote. 164 amendments were tabled. The resolution and the budgetary amendments will be adopted on 24 October in the European Parliament's plenary sitting in Strasbourg. The first conciliation meeting is scheduled for November 7. Establishing the Connecting Europe Facility

2018/0228(COD) Rapporteur: Inese Vaidere (PPE) Adoption of a draft opinion CEF supports investment in transport, energy and digital infrastructure through the development of the trans-European networks (TEN) and it is proposed that, in the period 2021-2027, it also promotes cross-border cooperation on renewable energy generation. The vision would be for Europe to move towards zero-fatalities, zero-emissions and zero-paper mobility, to become a world leader in renewable energy and to be a front-runner in the digital economy. The Commission proposes a financial envelope of EUR 37,5 billion in 2018 prices (EUR 42,3 billion in current prices) for the period 2021-2027. 39 amendments were tabled.

Establishing the space programme of the Union and the European Union Agency for the Space Programme

2018/0236(COD) Rapporteur: John Howarth (S&D)

Adoption of a draft opinion The proposal aims at simplifying and streamlining the existing Union space policy acquis by combining in a single text and harmonising almost all relevant rules, in line with the major role that the Union intends to play in future as a global player in space. The proposal provides the Union with a budget to carry out the various activities envisaged, in particular in respect of continuing and improving Galileo, EGNOS, Copernicus and SST, as well as launching the Govsatcom initiative. The Commission proposes a financial envelope of EUR 14,2 billion in 2018 prices (EUR 16 billion in current prices) for the period 2021-2027. 12 amendments were tabled.

Adoption of draft opinions Horizon Europe is the new EU framework programme for research and innovation, in the context of the 2021-2027 long-term Union budget and in line with the EU Agenda towards achieving the Sustainable Development Goals. Horizon Europe aims at delivering on citizens' priorities and boosting the Union's productivity and competitiveness, with an architecture designed for enhanced coherence and performance. It is designed around three pillars: Open Science, Global Challenges and Industrial Competitiveness, and Open Innovation, complemented by activities to strengthen the European Research Area. The Commission proposes a financial envelope for Horizon of EUR 94,1 billion in current prices for the period 2021-2027 (excluding the European Defence Fund), while the Parliament had called in March for an envelope of EUR 120 billion in 2018 prices. 27 amendments in total were tabled to the two draft opinions.

Mobilisation of the European Globalisation Adjustment Fund - EGF/2018/002 – PT/Norte – Centro – Lisboa wearing apparel

2018/2223(BUD) Rapporteur: José Manuel Fernandes (PPE) Adoption of draft report

An EGF contribution of EUR 4 655 883 is foreseen for the re-integration into the labour market of 730 targeted beneficiaries following redundancies in two enterprises, operating in the wearing apparel sector in Portugal, as well as 730 targeted young persons not in employment, education or training (NEETs). Portugal argues that the redundancies are linked to major structural changes in world trade patterns due to globalisation. The rapporteur agrees with the Commission that this application meets the intervention criteria of Article 4(1) of the EGF Regulation. 6 amendments were tabled to the draft report. The proposal to mobilise the EGF is accompanied by a transfer of appropriations (DEC 21/2018).

2018 Budget: Section III - Commission

Rapporteur: Siegfried Mureşan (PPE) Consideration and adoption of transfers DEC 21/2018 aims at providing the contribution of EUR 4 655 883 in commitment appropriations to the application for the European Globalisation Adjustment Fund EGF/2018/002 PT/Norte – Centro – Lisboa wearing apparel-Portugal, which is put to the vote on the same day. DEC 22/2018 is the so-called "Global Transfer", which usually arrives at this time of the year in order to rebalance payment appropriations in the light of actual and expected implementation. It amounts to EUR 952,7 million (payments only) and concerns 133 budget lines (27 for reinforcement and 106 for reductions) throughout all headings.

DEC 23/2018 aims at reinforcing the EU contribution to the European Banking Authority (EBA) by EUR 1 million in commitment and payment appropriations in order to finance the relocation of the Authority to Paris. The source of reinforcement is the EU balancing contribution to the European Chemicals Agency - Chemicals legislation budget line. DEC 24/2018 aims at transferring EUR 20 million (in commitment appropriations only) from several underexecuted lines to line 22 04 01 04 Support to the peace process and financial assistance to Palestine and to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) as additional EU contribution following the reduction of the US contribution to UNRWA.

DECs 25/2018, 26/2018 and 27/2018 aim at transferring EUR 110 million in commitment appropriations and EUR 73 million in payment appropriations and from the Emergency Aid Reserve and other underexecuted lines (including pilot projects and preparatory actions) for humanitarian crises:

in Yemen (DEC 25): EUR 50 million in CA, EUR 32,5 million in PA

in the Sahel region (DEC 26): EUR 50 million in CA, EUR 32,5 million in PA

in the Gaza strip (DEC 27): EUR 10 million in CA, EUR 8 million in PA

2018 Budget: Other Sections

Rapporteur: Richard Ashworth (PPE) Consideration and adoption of transfers

- EP: C5/2018

This transfer intends to reinforce budget Item 2022 “Building maintenance, upkeep, operation and cleaning” with EUR 4.200.000. The purpose of this transfer proposal is to provide the means for higher than expected expenses relating to maintenance of buildings in Brussels by transferring savings from items relating to technical equipment and installations, restaurants and canteens, transport and removals.

- EP: C6/2018

This transfer intends to reinforce budget Item 1220 “Allowances for staff retired or placed on leave in the interests of the service” with EUR 130.000. The purpose of this transfer proposal is to allow for the payment of an allowance under Article 50 of the Staff Regulations (Retirement in the interests of the service), following the Bureau decision of 2 July 2018, by transferring savings from the item relating to remunerations and allowances.

- EP: C7/2018

This transfer intends to reinforce budget Item 1420 “External translation services” with EUR 3.000.000. The purpose of this transfer proposal is to provide the means for higher than expected expenses relating to external translation services, by transferring surplus appropriations available on the budget line “Fitting-out of promises" and the pension lines that would not be used. - EP: C8/2018

This transfer intends to reinforce budget Item 1400 “Other staff - Secretariat and Political groups” with EUR 700.000 and budget Item 1401 “Other staff - Security” with EUR 2.862.000. The purpose of this transfer proposal is to provide the means for higher than expected expenses relating to the remuneration of the contract staff assigned to the Political Groups, as well as to the contract staff assigned to security for the year-end by transferring savings from the item relating to remuneration and allowances. - ECA: Establishment plan

The purpose of this transfer is to transform one AD permanent post into one AD temporary post. This transformation will allow the Court to offer an indeterminate contract to a qualified temporary agent who has demonstrated a high degree of competencies and acquired specific knowledge of the ECA’s functioning and working practices. - CoR: INF 3/2018 This transfer intends to reinforce budget item 2542 "Organization of events" in order to finance the CoR 8th European Summit of Regions and Cities in early 2019 (estimated cost € 100,000), and budget item 2602 "Information supports" to finance 6 different communication related projects, namely: - social media campaigns with an emphasis on video material (estimated cost € 20,000); - revamp of the "Europe in my Region" section of the CoR website (estimated cost € 22,000); - Website content – Monitoring dashboard (estimated cost € 20,000); - branding support for all media channels (estimated cost € 10,000); - Digital Media Lab (estimated cost € 20,000), and - Social media audience analysis (estimated cost € 20,000). The total amount of the transfer is € 212,000.
