THE PRACTICE

1.0 The Practice

The practice is established since 1984, during which a varied range of projects have been successfully completed. Our practice has developed embryonically and is now represented nationally with offices in Johannesburg, Cape Town, Durban, and Port Elizabeth. Associated offices in Malawi, Malaysia, Bahrain, Jordan, India, Nigeria and London.

The Practice Profile outlines the projects we have been involved in and reflect the experience range in respect of complexity, scale, specialized services, market-driven projects and time/cost-constrained projects. Our practice has been involved in a range of developments in Kwazulu-Natal and Nationally (refer to Practice Profile).

The practice has a formidable and pro-active quantity surveying team. In addition to traditional skills, the practice has rendered services, which required strategic planning and contextual cost modeling solutions, “fast-track” documentation, tenant cost control, complex services and construction methods.

An important objective of the partnership is to draw on the various specialized skills and experiences of partners and staff from the various regions for the benefit of projects that require specialized attention.

3.0 Services

Bham, Tayob, Khan Matunda offers it’s Clients a wide range of professional Quantity Surveying services and have worked on a wide spectrum of project types, such as office buildings, shopping centres, residential accommodation, sports stadia, hotels, airport upgrade projects, railway station projects and other specialized and complex projects.

The practice provides specialized expertise in project viability evaluations, cost planning and control, cost advice, contractual advice, tender documentation, tender evaluation, cash flow forecasts, contract administration and ancillary specialized services.

The success of the practice is reflected by the growing market-share and penetration of the Quantity Surveying and Project Management services market in both the public and private sectors.

5.0 Computer Resources

Of equal importance in modern Quantity Surveying practice is the extent of computerization and cost modeling techniques developed. We believe that our practice, notwithstanding its size, ranks among the more computerized practices.

Our offices are supported by advanced computerized feasibility, programming, cost modeling, estimating, measurement, contract administration and final account systems.

7.0 Method Statement

Our “cost/time” sensitivity and commitment to sound financial management and control of projects involves close consultation and interaction with the Clients, Project Managers, Architects, Engineers, Specialist Consultants, Retail Letting Agents, Tenant representatives, etc. This inter-action and consultation demands constant reporting and occurs throughout the development from inception to design, design co-ordination, documentation, administration, and Final Account Stage.

METHOD STATEMENT

Our track record and recommendations from Clients and Consultants reflect our commitment to strive for "excellence in Quantity Surveying" and we plan all projects ensuring the allocation of adequate and appropriate resources to meet the specific requirements and program parameters of the projects that we undertake.

Our "cost/time" sensitivity and commitment to sound financial management and control of projects involves close consultation and interaction with Clients, Developers, Project Managers, Architects, Engineers and Specialist Consultants. This inter-action and consultation occurs throughout the development process from inception to design, design co-ordination, documentation, administration, commissioning and Final Account stages.

Approach to the Development Process:

DESIGN STAGE

o Client briefing and instructions.o Establish courses of action, procedures and contextual solutions to suit the particular

requirements of the project within the project parameters.o Attendance at Planning Meetings, Design Co-ordination Meetings, Client Meetings and other

meetings to suit the project including presenting updated financial reports apprising the Client of the cost implications of the project.

o Preparing initial broad estimates to establish cost parameters and provide cost options and advice on the design proposals.

o Prepare feasibility and cost models.o Tests cost parameters against the feasibility and execute sensitivity ("what if?") analysis and

report thereon.o Prepare detail cost plans and provide cost options and advice on the sketch plan proposals,

specification levels, structural solutions, services, shop fitting and specialized finishes, softs and furnishings.

o Cash flow forecastso Finalize Budgets and Feasibility.

DOCUMENTATION

o Prepare tender document strategy - contract type; fast-track/firm tenders; determine and list sub-contractors, specialist services and contracts, direct contracts, etc.

CONTRACT ADMINISTRATION

o Examining and reporting on Tenders and Tendererso Financial Adjudication and tender recommendations including comparisons with budgets.o Examining, verifying and preparing priced documents for contract signing in respect of the

Principal Contract, Sub-Contracts, Specialist Work & Services and Direct Contracts.o Updating Project Cost Analysis based on tenders received, test and report against the

Budget/Feasibility.o Update Cash-Flow Forecasts.o Attend progress meetings on site to ensure acquaintance with on-going matters affecting costs,

attend consultant co-ordination meetings including preparing confidential Q.S. Reports, reporting on variations, sub-contract tender status, claims, etc. and generally maintaining a running financial statement monitored against the approved budgets.

o Monitoring the Works against tender documents including on-going site measurements, variations update claims, etc. for Final Account purposes.

o Preparing valuations for the issue of payment certificates including evaluating or verifying fluctuations in costs applicable to the contract.

o Project Payment Status Reports outlining total expenditure and balance of expenditure (including fees and disbursements, direct costs, etc. i.e. Total Budget Control).

FINAL ACCOUNT

o Compiling the Final Accounts including fluctuations in costs (if applicable) for the Principal Contract, Sub-Contractors, Specialist Services and Direct Contractors.

o Negotiate and finalize the Accounts with the respective Contractors including presenting it to the Project Managers, Architects and Specialist Consultants for comment.

o Finalize information for the Reconciliation Statement and signing-off of the Final Account.o Prepare and present the Final Accounts to the Client, including any necessary reconciliation and

explanations against the Cost Budget.

AFFIRMATIVE ACTION: POLICY, PROGRAMME AND ACHIEVEMENTS

Policy

The tragic distortions and imbalances created by past policies require effective and responsibleintervention to empower the disadvantaged and disenfranchised communities by economic, skills and capacity development.

Our practice is committed to effective and constructive intervention to redress these imbalances. However, affirmative action must be viewed as a transitional and short-term measure to "level playing fields". We believe that the long-term agenda of policy makers must not loose sight of meritocracy, the quest for excellence, an entrepreneurial and competitive spirit and a culture of good moral and work ethic.

Programme and Achievements

As previously outlined, the shareholding of the practice is wholly owned by members of the disenfranchised and disadvantaged communities. Our staff profile represents our commitment to real and effective empowerment of the disadvantaged communities, in the profession.

Our Quantity Surveying practice is among the first in the country that was established by members of the disenfranchised communities, with formidable representation nationally.

The practice has played a significant role in generating interest in the Quantity Surveying profession among the disenfranchised communities. Financial and training support is considered a duty and policy of the partners.

We have trained and continue to train graduates from universities and technikons with special emphasis on specialized skills and professional development.

Many of our professional staff has risen to key positions in our practice in a very short space of time and some of our previous staff members have also established their own practices or formed contracting companies.

Initiatives of substantial scale and large projects present a rare opportunity to employ and train additional staff from the affected communities. Projects of scale also offer the opportunity to further sponsor and offer peer support to students previously denied such opportunities. Our practice is committed to the latter.

Our practice has also previously consulted on projects that specifically embraced policies of empowerment, capacity building and wealth creating opportunities, which were applied to the construction process. We would be happy to share in our experiences and would be pleased to further participate in this debate in conjunction with the Client body and members of the consulting team.
