    Brimbank council has been implored to oer a one-o lifeline to help a much-loved childcare centre out of nancial strife. e 42 families who have children enrolled at the not-for-prot Keilor Downs Childcare Centre (KDCC) were told last week the centre faces immediate closure, with debts of $70,000.

    Parents and the centres 11 sta have vowed to ght for the centre, which has been in operation for 30 years, and are lobbying Brimbank council to keep it aoat.

    KDCC co-ordinator Anne Maglicic said the ornhill Drive centre was no longer viable because of the rising costs involved in keeping to the federal governments educator-to-child ratio.

    We started struggling in 2011 when the laws changed and now its really started to hit us. With the one-to-11 ratio next year, it will only get worse, Ms Maglicic said.

    Our location doesnt do us any favours either as were in quite a hidden spot, so if we dont advertise, which is also costly, people dont know we exist.

    Ms Maglicic said sta are very disappointed. One member has worked at the centre for 18 years.

    Considering the turnover rate in childcare is two years, this is very telling, Ms Maglicic said. ey give their heart and soul to this place.

    Weve got families who come here from Doreen and Caroline Springs because they know the level of service we provide.

    Some parents have said they plan to resign from work as theyre not comfortable leaving their children in another environment.

    Josie Taylor, whose two-year-old daughter attends KDCC, was one of more than a dozen concerned parents who joined sta at a Brimbank council meeting last Tuesday.

    For Brimbank council to tell us to go elsewhere, that parents should access one of the 43 other centres is stupid and arrogant, she said.

    e council is trying to pass the buck; they dont care. We know they have the power to give this centre a nancial lifeline.

    Brimbank council administrative chair John Watson said the council was concerned, and he hoped the centres present diculties could be resolved.

    Brimbank is providing ongoing advice to assist the not-for-prot parent committee continue to operate, Mr Watson said.

    Brimbank supports the delivery of a range of early years services, however, council is not a childcare provider and does not nancially support childcare services. [ese] are provided by both not-for-prot and commercial businesses and operate in a private market, he said.

    Childcare is subsidised under the federal governments childcare rebate, with early years education standards managed by the state government.

    A unied approach to education has been a way of life for the De Losa family for six years.

    In that time, the four De Losa children have all attended Overnewton Anglican Community College, where their mother Helen works.

    Siblings Dimitra, 17, Grace, 16, Joseph, 13 and Sam, 10, have spent the past six years making the daily commute from their Taylors Lakes home to school together.

    Dimitra graduates at the end of the year, marking an end to the family tradition. She plans to study science at university.

    Were all used to seeing each other at home all the time and all the time at school, Dimitra said. Next year itll be a bit sad to not be around everyone but its another adventure and part of life.

    Helen works at the school, running the prep to year 8 laboratory.

    It gives us a great life and family balance. she said.

    Every morning I come to school with the kids theres myself and four little ducklings in tow.

    e De Losa childrens cousins from the Hatzopoulos, Papafotiou and Luppino families are also students of the college.

    Volunteers are worth their weight in gold but it seems there are not enough carats to go around in Brimbank.

    e city has the worst volunteering rate in Victoria with less than 10 per cent of residents oering some time to their community.

    Brimbank is also the city most in need of voluntary services, with 5.8 per cent of residents needing core activity assistance compared to the state average of 4.5 per cent, reports reveal.

    As National Volunteer Week drew to a close last weekend, Volunteer West chief

    executive Ken Phillips urged locals to step up and join more than 1600 residents already volunteering to help neighbours in need.

    Brimbanks local council is really not in a position to provide all the services the community needs, so people need to step in and volunteer to provide those services, Mr Phillips said.

    He said volunteering could be particularly useful for the 8.3 per cent of Brimbank residents who are unemployed.

    Almost 39 per cent of people who volunteer use it as a stepping stone to get back into work. In an area like Brimbank, where so many are looking for work, we really encourage them

    He said a lack of transport and concerns about safety are some of the reasons people do not volunteer. is is why its important we provide opportunities for volunteering in peoples own neighbourhoods, he said. ey dont have to travel far and can see the impact in their own community.

    St Albans volunteer Karen Browne, a resident of the area for 31 years, said volunteering provided an opportunity to give back and build friendships.

    I retired and found I needed an outlet to meet people.

    I loved it from the very rst. We build friendships and its nice to give back to the less fortunate, she said.

    Volunteer West has an information ocer at the Sydenham neighbourhood house every Friday to assist people wanting to volunteer.

    It is estimated volunteers will contribute between $30.3 billion and $42.1 billion to the Victorian economy by 2021.

    A helping hand is being extended across the west thanks to the Western Emergency Relief Network (WERN).

    e non-prot organisation aims to change the lives of societys most marginalised and victims of events such as res and oods.

    e initiative brings together the Rotary clubs of Melton Valley, Bacchus Marsh, Sunshine, Wyndham and Yarraville, with assistance from the Lord Mayors Charitable Trust.

    Founded by Melton Valley Rotarian Ross Butterworth, the network is working with support agencies to help those in need such as the homeless, refugees, newly arrived migrants and women and children eeing family violence.

    Mr Butterworth said WERN had ocially opened its doors aer nding a home near West

    Footscray train station and collecting almost 2000 items of furniture and other goods.

    We are here to help support agencies and welfare agencies who do the hard work on the ground, he said. Our job is to support what they do by being a resource to them.

    WERN collects donated furniture, whitegoods, appliances and other household items and relies upon volunteers for help in roles such as deliveries, sorting and repairs.

    e network is based in a former rail maintenance shed at 3 Cross Street, Footscray, which has be donated by VicTrack for the next year.

    West crew lends a hand

    Brimbanks small businesses have been dealt a sweet hand in this years federal budget with incentives including tax breaks, concessions and red-tape reductions.

    e generous package is expected to be welcome news to the 12,530-plus small businesses that actively trade in Brimbank, and has been praised by Victorian Employers Chamber of Commerce and Industry chief executive Mark Stone.

    [It] includes a reduction in the corporate tax rate, a tax discount for unincorporated businesses, asset right-o relief and support for start-ups, Mr Stone said. ese measures will lower costs, improve cash ow and help stimulate new investment and jobs growth.

    Mr Stone said the 1.5 per cent tax cut for incorporated small businesses with an annual turnover of less than $2 million would help Brimbanks businesses remain competitive.

    Unincorporated small businesses will be eligible for tax discounts of up to $1000 a year and red-tape will be slashed as all work-related portable electronic devices become tax-free.

    It will also become easier to start a business, with the streamlining of registration processes and an immediate reduction in start-up costs.

    Preschoolers and their parents were also winners in this years budget, with the Abbott government committing $843 million for universal access to kindergartens until 2017.

    e federal government funds 4.25 hours of kindergarten a week per child, as part of an arrangement in which 15 hours of kindergarten each week are provided in the year before children start school. e state government funds the other 10.75 hours.

    Keilor mum Kylie Cliord said she was relieved that her three-year-old son Baxter could continue to attend Keilor Gatehouse Preschool next year.

    at 15 hours is essential for every child it should be the minimum to prepare them for primary school, Ms Cliord said.

    Western Health has missed out in the 2015-16 federal budget, with the government not reversing cuts contained in last years budget.

    Sunshine and Footscray hospitals face losing $794 million in projected funding in the next decade.

    Treasurer Joe Hockey said states must nd their own funding for hospitals.

    Western Health operations executive director Russell Harrison said the cuts would place a heavy burden on the wests hospitals.

    A seven-storey complex which Brimbank council says will be an iconic, high-quality addition to the Sunshine Activity Centre has been given the go-ahead.

    Sunshine-based applicant Boran Real Estate (BRE) was last week granted a planning permit to construct a seven-storey building that will include 63 homes, ve shops and 66 car spaces.

    However, a council report states the developer still requires a building permit for work to start on the Sun Crescent site.

    e granting of a planning permit is a long-awaited victory for BRE, which has been working on plans for the 1595-square metre site since 2012.

    In 2013, BRE was granted permission for a two-lot subdivision and boundary realignment of the vacant land.

    Last year, an application for a planning permit had to be advertised twice aer it was originally described as having 55 dwellings instead of 63.

    ere were 49 objections to the application, mostly concerned with the height, size and density of the development, its potentially poor architectural quality, visual impact, trac generation and insucient parking.

    A council report submitted to the council on May 12 stated: e proposed height of the development is considered to be consistent with the direction of the Sunshine Structure Plan. Whilst the overall height [is] higher than the preferred height, [it is] considered to be justied.

    e design sought will deliver a high-quality architectural and urban design outcome for the site and a visually appealing landmark.

    e report acknowledged the on-site provision of carparking does not meet the rate specied in the Brimbank Planning Scheme, but stated the excellent access to public transport and services made it the exact scenario where a reduction in parking should be allowed.

    Some objectors had concerns the building would be used for student housing and set a precedent for similar development as well as add to too-many ats and hostels in the area already.

    e report acknowledged the possibility the building could be used for student accommodation but allayed concerns it would set a precedent for more high-level developments.

    Whilst there may be many ats in the surrounding area, the type of development proposed is new to Sunshine and oers a product that is not commonly available at present.

    A new learning hub modelled on the medieval concept of a village green is proving that hi-tech schooling does not need a hey price tag.

    Sydenham Catholic Regional Colleges new $4 million Learning Commons opened in December and was built using modular formwork assembled onsite, the largest such school building in Australia.

    It is set alongside a revamped St Josephs Centre, the schools former library, and includes the latest technology for sound and visual recordings and electronic white-boards. School principal Brendon Watson said the new hub was paving the way for equal and inclusive access to the best learning environment available.

    We live in an area where many people are doing it tough, Mr Watson said. But every

    student deserves the very best facilities. A familys ability to pay fees and fund projects shouldnt determine the education their children get.

    He said both buildings in the new hub are open plan, giving students ready access to teachers, technology, tools and each other.

    He said more than 1500 students are now accessing the state-of-the-art facilities every week, including students from o-site college campuses and other schools, both public and private.

    We are seeing more students with free periods coming in to study, while normally theyd head o to part-time jobs or sport practice, Mr Watson said.

    Composer Ludwig Beethoven taught himself special techniques to build his masterpieces once he lost his hearing.

    ese same techniques are being used at Furlong Park School for Deaf Children to make music accessible to its 72 students, who have diverse hearing impairments.

    Musica Viva teachers Karen Kyriakou and Jason Day are working with the students, who have a huge advantage over the famous composer improvements in cochlear implants and FM receivers have opened up a new range of sensory experience for deaf children.

    School principal Anne-Marie Crivelli said introducing music seemed the next logical step for teachers who already use a number of innovative methods to help students.

    Most of the musical experience is tactile; they feel the music through the instrument itself or through the oor, she said.

    Some children also have a level of hearing where they can hear above a certain decibel, so some are able to be guided by the sound.

    Music is that missing link; as children get older they appreciate it for its calming eect.

    Ms Crivelli said Musica Vivas teachers are part of an In Schools program and are experienced in teaching children with disabilities. Classes are held at the Furlong Park school every Friday, with a variety of instruments learned. A school concert is planned for November.

    Cyclist charged with dealingA Keilor Park man has been charged with dealing drugs from his pushbike. Brimbank detectives arrested 22-year-old Benjamin Kennedy at a Biak Court house on May 14 after cash, cannabis, and allegedly stolen goods, including a motorcycle, two roadracing bikes and several electronic devices, were found at the property. Kennedy was charged with trafcking and possessing cannabis, dealing with proceeds of crime, handling stolen goods and various bail offences.     A man who shot his girlfriend in the head and killed her has been found not guilty of murder but guilty of her manslaughter.

    Family members of Rekiah ODonnell grimaced and bowed their heads on Wednesday when a Supreme Court jury found Nelson Lai not guilty of murdering the 22-year-old in his parents Sunshine North home on October 11, 2013.

    But the jury found Lai, 35, guilty of one count of manslaughter.

    Ms ODonnells family le the court soon aer the jury was dismissed as the court was determining a pre-sentence date for Lai.

    e trial was told Lai subjected Ms ODonnell to constant abuse, violence and threatening and controlling behaviour throughout their relationship, showing mistrust and suspicion towards her from their rst date in 2012.

    Lai told the jury that, on the day of the shooting, he and Ms ODonnell, both ice users, were kicking back in my room when he reached behind the bedhead and grabbed a gun he was minding for drug dealers.

    He told the court he did not know the gun was loaded and began pulling the trigger while his girlfriend was next to him.

    I wasnt really looking, I was just putting it in front of me, he told the jury.

    Lai said Ms ODonnell had been playing poker on her mobile phone and that he was looking at his own phone as well as playing with the gun.

    I was sitting on the bed just randomly pulling the trigger, he said. I mean, Im not sure how many times because I wasnt counting it. We were both sitting on the bed at that time, and then she got up to do something.

    en the gun went o and I heard a thump on the ground, so I crawled over to the edge of my bed and saw her laying there on the oor.

    I saw her holding her head and I yelled out, f--k really loud and probably some other things. Next thing I know was my parents standing at my door with the door open.

    Lai said he called triple-0 and began performing CPR. Paramedics arrived soon aer 9am to nd Ms ODonnell had died from a gunshot wound to the head.

    Lai told the jury he loved his girlfriend but admitted he used to punch and threaten to kill her and suspected she was being unfaithful, claiming this happened only when he was coming down from drugs.

    What do you do for a living?Im now retired but I was a beverage engineer.

    How long have you lived in Keilor?Close to 45 years.

    Whats your connection to Brimbank?Im a charter member of the Brimbank Central Rotary Club and have been involved for the past 40 years. My main role was to run the art show, which I did for 21 years.

    I also started up the Probus Club of Taylors Lakes in 2013, which is a Rotary project for active retirees. ere are 92 paid members now and we do many dierent things throughout the month, such as dinners, walks and helping other elderly people. We have a general meeting on the forth Monday of every month, at 10am at Taylors Lakes Hotel. Everyone is welcome to come along.

    How did you and your wife meet?Melva and I lived in North Sydney in our youth, and we were part of a church group. Someone who fancied themselves a matchmaker in the group thought wed go well together and told me so. I was 15 years old, and it was her 16th birthday.

    Shes an identical twin and I saw her crossing the road with her sister. I dont know why I chose her but I did and I dashed over to say hello. Weve now been married for 62 years.

    How many children do you have?We have three children one daughter, who is 57 years old, and two sons, who are 55 and 53. We also have six grandchildren.

    I wasnt a very good student but I was awarded top of the class in year ve, when I was 10 years old. It encouraged me greatly and helped me perform better. Science went on to play a huge part in my life and I topped our school of 1000 in science, which shows recognition of anything in life is a very important thing.
