They responded by sinking one boat and disabling two oth- ers. A fourth boat apparently escaped. A U.S. patrol boat picked up six Iranians - two of whom died shortly afterward. There were no U.S. casualties or damage to U.S. helicopters in the confrontation. Defense Secretary Casper Weinberger said, "Our men are not required to be hit before they respond." He stated that U.S. forces in the Persian Gulf acted correctly when they attcked the Iranian boats after being fired on, in what the Penta- gon said was the first direct attack by Iran on American forces. Energy Week, Oct. 19-25 "Energy Security" is the theme of the Dept. of the Navy's 1987 Energy Aware- ness Week, Oct. 19-25. Energy Awareness Week, is held annually to encourage energy conservation throughout the Navy and Marine Corps by highlight- ing the national energy secu- rity problem and the Navy's research accomplishments. This year's theme, Energy Security, emphasizes how vulnerable our energy resources are to foreign influ- ences, and how energy affects our daily lives and national security. Currently, the U.S. produ- ces less crude oil than it consumes, and is forced to import more than 40 percent of the petroleum required for industry, transportation, defense, etc. Any major or prolonged disruption in the U.S.' oil supply would affect our lives dramatically, as the oil embargo in the 1970's did. In observance of Energy Awareness Week the Marine Corps Exchange here, and the Hawaiian Electric Com- pany, will be presenting an energy conservation display at the front entrance of the Exchange, Oct. 20, at 1:30 p.m. BSSG-1 'Mud' Marines train to defend, support 1st MAB Story by Sgt. Stephen Frank During his recent tour of the Air Station, Gen. A.M. Gray, 29th Commandant of the Marine Corps, talked about the changes in modern warfare. "There are no front lines and rear areas in warfare anymore," said Gen. Gray. "When you look at warfare today, with the guerilla war- fare capability, and the ter- rorist threat, it's ridiculous to think about front lines and rear areas (as being seper- ate)." Brigade Service Support Group-1, the unit that corn-. prises a major part of the rear echelon for the 1st MAB, took the Commandant's word to heart, and recently com- pleted three weeks of field training at Bellows Air Force Station. "Rear area security is an area that the Marine Corps, and the 1st MAB in partic- ular, has not dealt well with. That security would involve us, because we are the rear area. We can't rely on 3rd Marines, or any other infan- try unit, for rear area secu- rity," said Col. E.J. Turse, commanding officer, BSSG- 1. "We've got to be prepared to provide our own local security, as part of our over- all. mission. My Marines are extremely well trained in their MOSs, but they're of no use to the Brigade if they can't stay alive," he added. To that end, BSSG-1 per- sonnel deployed to Bellows for training that included individual field skills, defen- sive tactics, and company tactics. The training schedule for this evolution resembled a similar document from an infantry unit, as BSSG-1 Marines received training in such topics as field first aid, land navigation, patrolling, individual movement, call for fire, handling crew-served weapons, ambush tech- niques, and a variety of oth- ers. The first week was spent introducing the Marines to individual skills, while the second week was dedicated to company level training. The BSSG-1 Marines also conduc- ted two command post exer- cises. Small groups of BSSG-1 Marines also travelled to Schofield Barracks and the Kahuku Training Area for further training in defensive tactics and building defen- sive positions. "My people don't have the opportunity to get this train- ing usually, and I won't say that we achieved 100 percent of our objectives, but we built a nucleus of trained troops that we can use to train others in the future. The emphasis for this evolution was on teaching, not achiev- ing," said Col. Turse. The task of training was made somewhat easier when some of the BSSG-1's hidden resources - older Marines with prior infantry experi- ence - stepped forward to volunteer their hard-won skills. The training, according to Col. Turse, was handled in a detailed, slow-paced manner, so that everyone got as much as possible out of it. "I refer to it as 'talking story,' since we talked through every- thing we did, and evaluated it. We were determined to do the right things, in the right way," said Col. Turse. During the Group's three weeks in the field, it contin- ued to provide full "real world" support for the Bri- gade, according to Maj. A.L. Jackson, BSSG-1 plans and operations officer. The Group also conducted a "command post exercise" to support the Brigade in a combat scenerio. "The response from the troops was very enthusiastic, and I think they're all look- ing forward to doing it again," said Col. Turse. "We didn't turn out any refined infantry Marines, but we did produce Marines who are more knowledgeable now about protecting themselves. That's what counts." Editor's note: Next week, Hawaii Marine will begin a series focussing on BSSG-1 in the field. Cpl. Craft capsizes, boaters rescued by Air Station rescue team An Air Station lance cor- poral spashed into the black- ened, early morning waters five miles off Koko Head Sat- urday to help rescue three beaters from their capsized craft. A search for the boaters, conducted in cooperation with the Coast Guard, began at 1:15 a.m., following a request for assistance from the Joint Rescue Coordina- tion Center in Honolulu. Members of the SAR crew were Capt. Roy Kompier, pilot; Capt. Don Davies, co- pilot; Cpl. Adam Parsons, crew chief and LCp1 Ed Rowe, SAR swimmer. The search continued until first light when Cpl. Parsons spotted what appeared to be an oil slick on the surfaces of the water. The three boat- ers were spotted after the SAR crew returned to the area for a second slow pass. LCp1 Ed Rowe was then lowered into the water to assist the victims. All three boaters were sub- sequently picked up by the cutter Point Harris. None of the boaters reported any injuries. After the Coast Guard cutter returned them to shore, the boaters were transported to their homes, while the SAR Marines returned to duty. Designate the CFC agency of your choice With this year's Combined Federal Campaign in full swing, key persons continue to ensure all service persons and federal employees here get the opportunity to donate their "fair share." During the 1986 CFC, a total of $2,644,554 was con- tributed by the Federal corn- munity in Hawaii. Of the money collected last year, 58% went to the local agen- cies which come under the Aloha United Way Fund. One of their agencies which is the Armed Forces Depend- ent Youth Activities Agency. In 1986, the Armed Forces Dependent Youth Activities Agency, which includes the Army, Air Force, Navy and Marines received a total of $53,000 from the Aloha Uni- ted Way. When a contributor makes a donation to the CFC, he/she can designate an agency to receive the money. Therefore, if a person desig- nates that he/she would like their money to go to the Armed Forces Dependent Youth Activities Agency (Agency No. 121), the contri- bution will go to that agency. If no designation is made, the gift will be distributed by the Aloha United Way Fund based upon its best percep- tions of community, national, and international needs. Therefore, it's very impor- tant that each contributor designates the agency that he/she would like to see receive their monetary gifts. Legally speaking Consequences of violating

Hawaii, Federal laws By Captain G.W. Fischer

Almost every Marine is aware of the consequences of a violation of a punitive article of the Uniform Code of Military Justice. The indi- vidual involved in the mis- conduct may either receive nonjudicial punishment or go to a summary, special or general court-martial. What is less well known are the consequences to a Marine or civilian who is involved in a violation of either Hawaii or Federal law while on a mil- itary installation.

The purpose of this article is to describe consequences of violating these laws.

Traffic Offenses With one exception, traffic

offenses committed by both Marines and civilians are handled in Federal Magis- trates Court. The exception is drunk driving offenses by Marines, which are disposed of in the military justice system. The typical scenario will involve the issuance of a Federal District Court Cita- tion (DD Form 1805) to an individual for a traffic viola-

tion. Because there are no Federal or military traffic laws, the air station is autho- rized by Congress to use the law of the State of Hawaii under the Assimilative Crimes Act. In simpler terms, this act allows the military police aboard military instal- lations to issue traffic tickets for violating the State of Hawaii traffic code.

Usually the problem can be taken care of by mailing in the fine indicated on the ticket. However, many offenses require a court appearance. Some common examples are driving under the influence of alcohol, fail- ure to have a valid drivers license, failure to have no- fault insurance and fraudu- lent use of either vehicle plates or safety inspection stickers.

The court date indicated on the citation is the date for arraignment. Arraignment is a formal step in the trial process where the court, through the prosecutor, informs the defendant of the nature of the offense against the defendant and the date and place it was committed.

After the defendant is arraigned the judge will ask for the plea. If the defendant pleads guilty a sentence will be given usually in the form of a fine. If a plea of not guilty is entered a trial date is set where the prosecutor will present to the court the evi- dence it has, and the defen- dant is given the opportunity to present a defense.

Misdemeanors and Felonies

Other offenses commited by civilians aboard the Air Station (for example, theft by a dependent or an assault by a civilian employee) are referred to the Federal court system. Misdomeanors are prosecuted in Federal Magis- trates Court by a Marine lawyer from the Law Center who wears a "second hat" as a Special Assistant U.S. Attorney. Felonies are referred to the U.S. Attorney in Honolulu for prosecution. Marine Special Assistant U.S. Attorneys screen all investigative reports pre- pared by the Air Station's Criminal Investigation Divi- sion (CID) or the Naval

Investigative Service (NIS), and seek prosecution in every case warranted by the evi- dence. Occasionally, depen- dents have even been invol- untarily returned to Hawaii from the mainland to face trial for crimes committed on the Air Station.

Legal Representation

Anyone who has received a traffic citation or criminal

complaint is free to consult with a civilian lawyer. If you cannot afford to hire a law- yer, and you have been charged with an offense that has a possible jail sentence, (such as driving under the influence of alcohol), the court will appoint a Federal Public Defender to represent you. Marine lawyers do not represent defendants in the Federal court system.

The Federal Magistrates Court is located at the Prince Kuhio Federal Building at 300 Ala Moana Boulevard in Honolulu. MCAS Housing circulation policy

The Hawaii Marine is a free publication delivered each week to all family housing units aboard the air station. Carriers are paid only by voluntary contributions from customers who are satisfied with the youngsters' delivery service.

Home delivery ensures that all military dependents get a chance to see each issue, and provides children of dependents an opportunity to earn some spending money and get some "business" experience.

A voluntary contribution is $1 a month may be solicited by a carrier: YOU DO NOT HAVE TO PAY THIS IF YOU ARE NOT PLEASED WITH THE CARRI- ER'S PERFORMANCES Carriers will continue deliv- ery service whether payment is made or not.

Those who choose to make the voluntary contribution will receive a receipt from the carrier. This receipt includes a half-price classified ad coupon on the reverse side, which can be used at any time during the dates shown on the front of the coupon.

Although there have been isolated instances where carriers have demanded payment, such demands are not authorized. Carriers have been instructed to ask only for voluntary contributions.

The Hawaii Marine will be delivered to each home on the air station unless the resident contacts the publisher stating home delivery is not wanted. An official "stop" list is provided to each carrier, which contains the addresses of residents who have requested no delivery.

Unclaimed items are at the Military Police Department waiting to be identified and picked up by the owners.

Currently there are 22 bicy- cles, one moped, four wallets, one boat, one golf bag, eleven sets of keys, one article of

410 clothing, one purse, two sets of tools, one tape cassette case, two drivers license, one credit card, one ring, one license plate, one patio umbrella, two check books, three pairs of sunglasses, one set of papers for a rental car and two ice coolers.

There are also several vehi- cles, of various types, that are considered abandoned.

Items in the lost and found and abandoned vehicles are held for 120 days, and then are turned over to the Defense Reutilization and Marketing Office for dis-

posal. If any of these items are yours, contact the Lost and Found NCO at 257-2103.

Propane gas available

Customers interested in purchasing propane gas for use in their autos, bar-b-ques, or camp stoves can now do so at the MCAS Automotive Center.

When purchasing propane an authorized gas cylinder, that is not rusty or more than 10 years old, must be used. Each gas cylinder is required to have a date stamped on it.

Camp H.M. Smith, Hawaii - After being closed down for almost a year, the Camp Smith Stables hosted its first horse show since reopening last May.

The show had 140 entries who competed in three divi- sions: children 9 and under; youths 10 to 15 and adults 16 and up. The entrants were all active duty military or mil- itary family members stat -

ioned in Hawaii, and many were competing in their first show.

Taking top honors in the 9 and under division was Danielle Ostovich, with the Reserve Championship going to Brooke Bater Strong. In the 10 to 15-year- old division, the champion was Michelle Carns, and the

Reserve Championships was a tie between Dagney Pitts and Lisa Schedler. Sharron Brown won the honors for the 16 and over division with Tamie Burge taking the Reserve Championship. The show was judged by use

Bater Taylor, an official American Horse Show Judge.

Putting together a show like this takes a lot of expe- rience and quite a few man hours. "We have more than 20 Marine volunteers who help run the place, and many put in as much as 30 hours a week of their own time," said stable manager Jerri Camarco, who runs the facil- ity with one part-time and two full-time staff members. "They have been preparing for the show since before sunrise. Without their dedica- tion, we would be hard pressed to run the place."

Many of the volunteers come from the Windward side of the island. "I really don't mind coming all the way over here," said LCpl. Ross Land, HMH-463. "It can be a chore when there's duty on a weekend,but if we let our work section know we're volunteering to work with children, they try to give us a break."

Prior to the stables closing down last year, the facility was run by a concessionaire.

When the cost of insurance becameltoo high , he sold his stock to the Camp Special Services, which now over- sees the facility.

"Most places don't have this kind of convenience and availability," said Major Susan Driggs, Assistant Ground Supply Officer, G-4, who started taking riding lessons last April. "The sta- bles are open quite often and they're right here on base. The people who run the sta- bles put in some very long hours but they really seem to care about the welfare of both the students and the horses."

Nikki Paisner, a volunteer groom here, has worked in five stables in Hawaii. "Horse care here is equal to, or better than, any stable that I've worked with on the island."

The stables also offer pic- nic rides and dinner rides. Both present the rider with breathtaking views of the mountains behind Camp Smith as well as the coastline from Diamond Head to

Barbers Point. There is a minimum of 10 persons per group,with no maximum.

Stable hours are Wednes- day through Sunday, 9 a.m. to 6 p.m., and Monday and

Tuesday by appointment only. The stables are open to Hawaii's military and their guests.

Costs differ with $12 an hour for group lessons to military and family members

to $15 an hour for civilian guests. Private lessons and trail rides are $15 a half-hour.

The Military Police De- partment here is bringing significant cases to your attention to prevent these types of incidents hap- pening to you or your fam- ily. ,Alcohol related problems continue to be the largest portion of the MCAS Military Police Department workload.

A LCpl. was apprehended for operating a government vehicle after consuming an alcoholic beverage. The LCpl. was driving an M923 5-ton vehicle to Fort Hase beach to try to pull a Datsun out of the sand. When the MPs arrived, an odor of alco-

hol was detected on the LCpl.'s breath.

Two Marines were appre- hended for DWI at the main gate.

The first was a LCpl. who had the odor of alcohol on him when the MPs asked to see his ID card. The LCpl. refused all tests and will have his driving privileges revoked. The decal was scraped from the LCpl.'s car to ensure that he will not drive on the air station.

The second DWI apprehen- sion came about the same way as the first one. A Cpl. had the odor of alcohol on his breath when he showed his ID card to the MP. The Cpl. chose to have a sample of his breath tested. This resulted in a .18% blood alcohol level. The Cpl. will have his driving privileges revoked, and the decal was scraped from his car.

Inside the Air Station, a LCpI. was apprehended for DWI after he was seen speed- ing on Mokapu Rd. When the MP approached the LCpl. to give him the traffic citation, the odor of alcohol was detected on the LCp1's breath. The LCpl. agreed to take a breath test, which resulted in a .13% blood alco- hol level. Consequently, he was given a military traffic citation for speeding, and will have his driving privi- leges suspended for one year. The decal was removed from the LCpl.'s car. Five Marines were detained by the Enlisted Club manager because they were being disorderly and breaking glasses. The MP arrived, and began to iden- tify the Marines. During the identification process, it was discovered that a PFC was under the legal age to drink alcohol. The same PFC had a stilleto knife in his posses- sion. The knife was confis- cated by the MP, and all the

Marines were processed, and turned over to their unit representative.

In another alcohol-related incident, a LCpI. was detained by the Honolulu Police Department in Kailua after it was discovered that he was using a fradulent ID card to get into a nightclub. The LCp1's real ID card was glued on top of another ID. The information on the back of the card then made the LCpl. 21 years old. The Mil- itary Police Department was called by HPD, and the LCpl. was apprehended for fraud- ulent use of an ID card. A traffic accident occured on Mokapu Blvd. A govern- ment vehicle, being operated by a LCp1., failed to maintain proper clearance when mak- ing a left turn on to Mokapu Blvd. As a result, the LCpl. struck a 1976 Ford that was being driven by a Sgt. The LCpI. was issued a traffic citation for failure to main- tain proper clearance. A Sgt. was arrested in

Honolulu for assault after he was seen arguing with a civilian woman. The Sgt. began choking the woman, and the two had to be phys- ically restrained. The Sgt. was released on $50 bail.

Three Cpls. were appre- hended for an assault against a LCpl. One of the Cpls. alleged that the LCpl. had followed him on to the Air Station with his high beam headlights on. An argument started and the LCpl. produced a claw hammer. The Cpl. struck the LCpl. and the hammer fell to the ground. A second Cpl. picked up the hammer and threatened to hit the LCpl.in the head with it. All three Cpls. then left the scene; however; two of them later turned themselves in to the Military Police. The LCp1. suffered minor abrasions, but did not need medical attention.

A Sgt. reported the theft of his maroon, 10-speed bike. The bike was not locked up,

and was in front of the Sges quarters.

A civilian employee aboard the Air Station was detained for disorderly conduct after he had an argument with the gas station attendant at the MCX Service Station. The man pulled in to the gas station in an erratic manner, and began to argue with a Marine at the gas pumps. The attendant, a woman employee of the MCX, asked the man to leave the gas station. The man argued, and used profanity towards her, and later returned to argue with her again.

A SgtMaj. requested that the MPs give a traffic cita- tion to one of the Marines in his unit. The SgtMaj. saw the Marine, a LCpI. driving a dick-up truck that was owned by another Marine in the unit, and knew that the LCpl:s driving privileges were suspended. The LCpl. was given a military traffic citation.
