    This guide is made to help the applicant getthrough the application process of the

    Bachelor´s Program in International Business

    (also called BScBA Program) offered at the

     Aalto School of Business, Mikkeli Campus.

    NEW: Students accepted to the BScBA

    Program (from 2015 onwards) have an

    automatic study right to continue their

    studies in the Master’s Programs at the

    Helsinki Campus after completing the

    Bachelor’s Degree at the Mikkeli Campus. In

    this admission guide, the BScBA admission

    refers to both Bachelor’s and Master’s study

    rights.

     NOTE. The Mikkeli Campus BScBA Program has its own admission process andcriteria. However, the applications to the Mikkeli BScBA Program are sent

    through the joint online application system of Finnish higher educationinstitutions  in January 2015. During the second application period in March- April, it is possible to apply only to programs taught in Finnish.

    (opintopolku.fi in Finnish) during the application period January 7 – 27, 2015 (by

    3:00 p.m.). Please note that the order of study options chosen by the applicant

    This Admission Guide contains an unofficial translation of the admission process and criteria of the

    Bachelor’s Program in International Business offered at the Aalto University School of Business, Mikkeli

    Campus. In the event that there is any inconsistency between this version and that written in Finnish, the

    official Finnish text version will prevail.

     All applicants to the Mikkeli Bachelor’s Program in International Business should carefully read this Admission Guide and the instructions on how to fill in the online application form. If you know Finnish,

    1.1 The Aalto University

    – Two Campuses 

    Established in 2010, Aalto University is a

    new university with centuries of

    experience. It has been created by merging

    the Helsinki School of Economics, the

    University of Art and Design Helsinki andthe Helsinki University of Technology.

    Merging the three universities provides

    possibilities for multidisciplinary and

    strong education and research. The goal for

    the new university is to be one of the

    leading institutions in the world in terms of

    research and education in its own

    specialized disciplines by 2020.

    The Aalto University School of Business

    (Aalto BIZ) is the new name of the Helsinki

    School of Economics (HSE), which was

    founded in 1911. The Aalto University

    School of Business is an innovative and

    lively community of about 3,800 students

    and over 600 researchers, teachers andservice personnel with two campuses in

    Helsinki and in Mikkeli.

    The Bachelor’s Program in International

    Business (also called the BScBA Program),

    located at the Mikkeli campus, is one of the

    leading academic programs in Finland,

    offering cutting-edge approaches to

    business education in a unique learning

    environment. The program leads to aBachelor of Science Degree in Economics

    and Business Administration, an officially

    accredited university degree in Finland. 

     NEW: Students accepted to the programwill get a study right to the Master of Science

    degree in Economics and Business

     Administration, so that

      the student first completes the

    Bachelor of Science in Economics

    and Business Administration

    degree at the Mikkeli Campus and

     

    after graduating from Mikkeli, thestudent has an automatic study

    right to continue their studies in

    one of the Master’s Programs at the

    Helsinki Campus.

    The students in the program all major in

    international business and the language of

    instruction is English. The BScBA Degree

    can be obtained in less than three years, due

    to the fast pace of the program. 

    Most courses are taught by visiting faculty 

    in the form of intensive three-week modules

    that run through the entire year. The

    academic year is comprised of fifteen

    modules. For each module, classes are

    scheduled for three hours a day, five days a

    week, for a total of 45 contact hours including

    examinations. All students are expected to

    attend courses on a full-time basis year-round. There are normally three short breaks

    during the academic year. International

    experience is ensured through a semester

    abroad in one of our many partner

    universities around the world.

    1) The joint online application system to

    Finnish higher education institutions 

    (universities and polytechnics) is used for

    studies starting in fall 2015. Also, the

    applications to the Mikkeli Bachelor’s

    Program in International Business are sent

    through this joint online applicationsystem. The online application form is

    available on the website:

    www . studyinfo .fi (opintopolku.fi in

    Finnish) during the application period:

    January 7 – 27, 2015 (by 3:00 p.m., GMT

    +2:00 hrs). 

    You can find the BScBA Program from the

    studyinfo.fi-portal by using “ Aalto

    University Mikkeli” as your search. Thereis a separate schedule for delivering the

    requested attachments to the admissions

    office of Aalto University. Please see

    section 1.2.3 How to apply for the BScBA

     Program in Mikkeli. 

    2) Open University Track

    Five (5) students can be accepted to the

    program based on their studies completed

    in the Open University. There is a separate Aalto School of Business admission

    process for this Open University Track

    (both to Helsinki Campus and Mikkeli

    Campus) and the application period is

    March 17 – April 9, 2015. Please see section

    2.4 for more information on this

    admission.

    Please note that there are two separate

    application periods: 

      during January 7 - 27, 2015 for programs

    taught in languages other than Finnish,

    like the BScBA Program, and for the

     Academy of Fine Arts , and

      during March 17 – April 9, 2015 for

    programs taught in Finnish.

     Applicant can apply to a maximum of six (6)

    programs in order of the preference. Only the

    study place prioritized the highest to which the

    applicant’s points are enough for admission will

    be offered. The same application form is used

    for both of the application periods. For example,

    if you apply to study business in the BScBA

    Program at the Mikkeli Campus as well as to

    other Bachelor’s Programs taught in Finnish in

    Finland, remember to fill in the application forthe BScBA Program already in January after

    which you can reopen the form to fulfill it later.

    Please note that

      it is not possible to submit an application

    to the BScBA Program during the second

    application period March 17 – April 9,

    2015, and 

      the order of study options chosen by the

    applicant during the first application

    period in January cannot be altered

    during the second application period in

    March-April 2015. 

     An applicant may accept only one study place in

    a degree program in Finland leading to a higher

    education degree during one academic term.

    The purpose is to ensure admission to higher

    education institutions for as many students aspossible.

    1.2.1 Admission Groups 

    In the year 2015, 80 students will be formally

    admitted to the Bachelor’s Program 

    in International Business in Mikkeli in

    three separate admission groups.

    In addition, five (5) students can be

    accepted to the program based on their

    studies completed in the Open University.

    There is a separate Aalto School of Business

    admission process for this Open University

    Track (both to Helsinki Campus and

    Mikkeli Campus). See section 2.4 for more

    information on this admission.

    Below you can find information on the

    admission groups, and in section 2, the fulladmission criteria is described for each

    admission group. 

    Four types of high school diplomas earned

    in Finland or abroad are recognized in the

    admission process: 

    1. Finnish Matriculation Examination 

    Certificate 

    2. International Baccalaureate Diploma  

    (IB) 3. Reifeprüfung Diploma (RP) 

    4. European Baccalaureate Diploma (EB) 

    Students are accepted to the Mikkeli Bachelor’s

    Program in International Business through a

    highly selective process that consists of three

    admission groups.

    NOTE.  An applicant must apply via one and only

    one admission track:

     I   Applicants who have graduated with one of the

    types of high school diplomas listed above. The

    admission is based on points awarded for gradesobtained while earning one of the four types of

    diplomas. 

     II Applicants who have graduated with one of

    the types of high school diplomas listed above.

    The admission is based on test scores from the

    SAT Test .

     III Applicants without any of the types of high

    school diplomas listed above but who can

    demonstrate university eligibility. Theadmission is based on test scores from the SAT

    Test. 

    1.2.2 General Eligibility to Apply 

    Every applicant must fulfill the formal eligibility

    requirement for admission to the Bachelor’s

    studies defined in the Finnish University Law. An

    applicant can show this eligibility, for example,

    with such secondary education which gives anapplicant eligibility for university studies in an

    applicant´s own home country (e.g. Finnish

    Matriculation Examination Certificate, High

    School Diploma or its equivalent, International

    Baccalaureate Diploma, European Baccalaureate

    Diploma, Vocational College Diploma (minimum

    3 years), Reifeprüfung Diploma, Community

    College Diploma equivalent to an Associate of

     Arts Degree or a University or College Diploma

    equivalent to a Bachelor’s degree or higher).

    1.2.3 How to Apply for the BScBAProgram in Mikkeli 

    The Bachelor’s Program in International

    Business offered at the Aalto University

    School of Business, Mikkeli Campus has its

    own unique admission process and criteria.

    The information below concerns the

    admission process for admission groups I-

    III. Please see section 2.4 for information on

    the Open University Track admission. 

    The applications to the Bachelor’s Program

    in International Business are sent through

    the joint online application system of

    Finnish higher education institutions. The

    application period is January 7 – 27, 2015

    at 3:00 p.m., GMT +2:00 hrs).  There is a

    separate schedule for delivering the

    requested attachments to Aalto University

    (see The requested attachments to the

    application later in this section). Please note

    that the application form will be available

    only after the application period begins

    (January 7, 2015).

     Applications which are submitted after the

    application deadline are not considered,

    thus, submit your application early enough.

    The applicant is solely responsible formeeting the application deadline. If the

    application does not contain the requested

    documents, the applicant may be removed

    from further consideration.

    You have the following options how to

    apply through the joint application system

    (please find also later in this section more

    information on the details for applying to

    the Bachelor’s Program in InternationalBusiness in Mikkeli): 

    Option

    1 The best and preferred option for theapplicant who knows Finnish is to log on to the

     Applicants’ Online Service on the website:

    www . studyinfo .fi (opintopolku.fi in Finnish)

    and fill out the application form in the joint online

    application system. This option requires the use of

    your personal Finnish Internet banking codes,

    Finnish electronic ID-card or Finnish mobile

    certificate. In addition, you also need to have a

    Finnish social security number and an email

    address. 

    By using the Applicants´ Online Service, you can: 

    • transfer your preferred application options to

    the shortlist 

    • fill in and submit the online application

    during the application period 

    • check and make corrections to your

    application during the application period 

    • check your admission results • accept a study place

    Option 2 You can also fill out the online

    application form in English or in Finnish through

    the joint online application system on

    www . studyinfo .fi (opintopolku.fi in Finnish)

    without logging onto the Applicants´ Online

    Service.

    Processing and sending the application form

     At www . studyinfo .fi (opintopolku.fi in

    Finnish), you can search for education programs

    and fill in the application form online. You can

    search for all degree-offering programs at Finnish

    higher education institutions (Search for study

    options ). When filling in the application form,

    please note that you can list a maximum of six (6)

    application options.

    Please note that  it is not possible to submit an application

    the first application period in

    January cannot be altered during the

    You can find the BScBA Program from the

    studyinfo.fi-portal by using “Aalto

    University Mikkeli” as your search.

    Students are formally admitted to the Mikkeli

    Bachelor’s Program in International Business

    in three separate admission groups (see

    sections Admission groups and Admissioncriteria 2015).  All applicants must choose the

    right admission group (I-III). Each applicant

    can apply via one and only one admission

    track.

     NOTE.  Applicants in admission groups II and

    III must provide the date of the SAT Test

    taken or to be taken. The test scores should be

    given per section (Writing, Mathematics,

    Critical Reading). If you give on the

    application form your user name and

    password to your College Board account, the

     Aalto University School of Business can try to

    print out your test report in case the official

    report has not reached the Aalto University

    School of Business by June 11, 2015.

    However, you must also request that the SAT

    Test score is submitted directly to the Aalto

    University School of Business by the testingauthority (please see section 3 for more

    information on the SAT Test). 

     After you have filled in the application form, you

    will be able to review it on the screen. You need

    to send the application form by pressing the

    application submission button no later than

    January 27, 2015 by 3:00 p.m. (GMT +2:00 hrs)

    in order to send the application form on time.

    You will receive a confirmation e-mail if the

    application has been submitted successfully.

    Please notice also that the joint online

    application system may not work properlyduring the last minutes if there are too many

    users.

    You should also print out your application form

    for later use. In the form, you can also see a list

    of the requested attachments you have to send to

     Aalto University and other universities and the

    correct delivery addresses.

    The requested attachments to the

    application 

    Please notice that you only need to send certain

    attachments to Aalto University depending on

    your admission group. Therefore, it is also

    important that you choose your admission group

    correctly. All relevant attachments should be

    sent to the admission office of Aalto University

    by the given deadline (address below). Please

    find here below the requirements and deadlines

    for requested attachments.

    1. The r e q u i r e d a t t a c h m e n t s f o r

    applicants in all three a d m i s

    sion

    groups*: to be received at the latest by

    February 10, 2015, an official transcript

    or a copy of the diploma from upper

    secondary school, undergraduate,

    graduate and professional school

    attended**. Students presently enrolled

    in a secondary school or other

    institution should submit a transcript of

    work completed to date. The transcript

    should show grades received and the

    grade point average. If the school

    grading system is unusual, a

    memorandum of explanation is

    required. All documents in languages

    other than Finnish or English must be

    accompanied by a certified translation

    into English. * Those applicants who have

    received their Finnish Matriculation

    Examination Certificate after the

    year 1989 do not have to send a copy

    of their diploma as an attachment to

    the application form. The Aalto

    University School of Business gets

    this information from the

    universities’ applicant and

    enrolment register. ** Those applicants who have not

    received their final RP, IB or EB

    grades by February 10, 2015, must

    provide a copy of the diploma or an

    official final transcript showing the

    final grades as soon as they get them,

    but at the latest by July 10, 2015.

    and III: applicant must request that the

    test score report from the SAT Test be

    submitted directly to the Aalto University

    School of Business by the testing authority

    by June 11, 2015. To be eligible, an applicant

    must have achieved (from the same SAT

    Test) 

    • a score of at least 500 points from the

    test module Writing, and 

    • at least a total of 1050 points from the

    two test modules: Critical Reading and

    Mathematics.

    Please note that the test scores mentioned

    above are the minimum requirements to

    be eligible for the admission process, but

    they do not yet guarantee the acceptanceto the program.

    To be considered, an SAT Test score

    report must be submitted from a test taken

    after January 1, 2013. Aalto University

    School of Business must receive the test

    score reports directly from the test

    organizer no later than June 11, 2015. Aalto

    University School of Business code is

    1700. If you give on the application formyour user name and password to your

    College Board account, Aalto University

    School of Business can print out your test

    report in case the official report has not

    reached the Aalto University School of

    Business by June 11, 2015. Please see also

    section 3. SAT Test .

    misrepresentation of information during the

    application process will void any offer of

    admission. If such misrepresentation is

    discovered after admission, it will result in

    immediate termination from the Aalto

    University School of Business Bachelor’s

    Program in International Business in

    and Registration 

    The final decision on admission is made by the

    Dean of the Aalto University School of

    Business. The admission results will be

    published on July 1, 2015 (with the exception

    of the 2015 IB, EB and RP applicants, who will

    be notified later).

     Applicants will get instructions on how to

    accept the study place with the notification of

    acceptance. Students admitted to the Mikkeli

    BScBA Program on July 1, 2015 must confirm

    their enrolment by July 15, 2015 at15:00 hrs

    (3:00 pm, GMT + 2:00 hrs) at the latest. If the

    enrolment is not confirmed by the given time,

    the applicant loses his/her right to study at

    the Aalto University School of Business. Theconfirmation of acceptance is binding and

    irrevocable and it cannot be altered. 

    The mandatory orientation week for the new

    students will be organized during week 35

    (Aug 24-28, 2015). There will also be an

    unofficial program organized by the students

    during the weekend of Aug 29-Aug 30, 2015.

    The courses begin on Monday, August 31,

    2015.

    Dissatisfied applicants may appeal an admission

    decision within 14 days of the publication of the

    results by submitting a written appeal to the

    university to the given address by the deadline.

    Your appeal must specify the subject matter of

    the appeal as well as the grounds for it. The

    appeal should contain the applicant´s personal

    data and be signed either by the applicant or

    his/her authorized representative. 

     A study right already granted may be cancelled

    if the applicant has provided the Aalto

    University School of Business with, in any

    way, inaccurate, false or misleading

    information. 

    Note: Confirming enrolment in a university is

    binding and irrevocable and it cannot be

    altered. Do not confirm your enrolment untilyou are sure about your situation. However, do

    note that the confirmations arriving after the

    prescribed time limit cannot be considered

    and the applicant loses a study right already

    earned.

    2.1 Admission Group I 

    45 new students are admitted via this

    admission track. Applicants in this

    admission group must have one of the fourtypes of high school diplomas earned in

    Finland or abroad: 

    1. Finnish Matriculation Examination 

    Certificate 

    2. International Baccalaureate Diploma  

    (IB) 

    3. Reifeprüfung Diploma (RP) 

    4. European Baccalaureate Diploma (EB) 

    The admission is based on points awarded forgrades obtained while earning one of the four

    types of diplomas, Points will be given as

    specified in section Matriculation exams. 

    Should the total score of two or moreapplicants equal, the following criteria will

    be used.

      If there is more than one applicant

    with the same total score in place 45,

    the applicant who receives the best

    score from English exam will be

    admitted.

      If there is still more than one

    applicant in place 45, the applicantwho receives the best score from

    Mathematics exam will be admitted.

      If there is still more than one

    applicant in place 45, the applicant

    who receives the best score from a

    language exam other than English

    will be admitted.

    If there is still more than one applicant with

    the same score in place 45, all these applicantswill be admitted. If an applicant is offered a

    study place, but declines admission, the next

    applicant on the reserve list of this admission

    group is admitted. If an applicant registers as a

    non-attending student, the next applicant on

    the reserve list may be admitted.

    2.4 Open University Track

    Admission

    Five (5) new students can be admitted to the

    program on the basis of their studies completed

    in the Open University.

    There is a separate admission process for the

    Open University Track (both to Helsinki Campus

    and Mikkeli Campus) and the application period

    is March 17 – April 9, 2015. The application form

    will be available during the application period on

    the website of www . studyinfo .fi 

    (opintopolku.fi in Finnish).

    This admission track is for applicants who

    1) have earned 60 open university credits

    from the courses listed on the next page by

    June 5, 2015 with a cumulative GPAequivalent to at least 3,0 on the Aalto

    University School of Business grading scale.

    The courses are part of the required courses

    of the B.Sc. degree of the Aalto University

    School of Business;

    and

    2) have received passing grades for studies

    amounting to no less than 36 of the 60 Open

    University credits described above in which

    the language of instruction was English.

     All applicants in this admission are ranked

    according to their cumulative GPAs earned via

    Open University studies finished by June 5, 2015.

    The five study places available for these

    applicants at the Mikkeli Campus will be offered

    to applicants in the order of their ranking.

    NOTE. This admission quota is not an option

    for students who have already earned a higher

    education degree or who have a valid right to

    study towards a degree at a university, at the

    National Defence University or at a

    polytechnic.

    3.1 About theSAT

    Test  

    The SAT Test is given by an organization

    founded by universities and colleges for the

    purpose of assisting the admission officers in

    student selection: to help them compare 

    the academic achievements of students from

    different schools. 

    The following three SAT Test modules will be

    taken into consideration: Writing,

    Mathematics and Critical Reading. Please see

    The SAT Test is given all over the world on

    simultaneous test dates. Please check the 

    test dates with the test organizer nearest you.

    The test organizer in Finland is the League 

    of Finnish-American Societies (contact

    information below). The SAT Test is only ad-ministered on certain dates and to take it one

    must be registered by a certain date as well.

    The registration date is extremely important.

    There is a fee for the SAT Test ( 86 USD outside

    of the USA). The payment includes a basic

    registration and reporting fee and an

    international processing fee.

     A degree completed at Aalto University

    School of Business offers countless options

    but also as an entrepreneur or as a

    researcher. The graduates from the School of

    Business are employed well and placed in the

    specialist and management positions related

    Each year, 50-60 professors are recruited

    from all over the world to teach at the Aalto

    University School of Business, Mikkeli

     As part of the degree, students are required 

    to study one semester abroad. The

    Bachelor’s Program in International

    Business has more than 50 partner

    universities in many regions of the world.

    Every year also 60-80 international

    exchange students visit the Aalto University

    School of Business, Mikkeli Campus. 

    Most courses are taught in the form of

    intensive three-week modules that run

    through the entire year. The academic year

    is comprised of fifteen modules. For each

    module, classes are scheduled for three

    hours a day, five days a week, for a total of

    45 contact hours including examinations.

     All students are expected to attend courses

    on a full-time basis year-round. There are

    normally three short breaks during the

    academic year.

    Because English is the language of instruction,it is essential that all participants be prepared

    to understand rapid, idiomatic English as

    spoken in lectures and group discussions.

    Students also are expected to be able to read

    English with ease and to express their

    thoughts clearly in spoken and written

    English. 

    The Aalto University School of Business uses

    the ECTS-based credit system (EuropeanCredit Transfer System). The main principle

    of the ECTS-based credit system is that one

    academic year of studies comprises 1600

    hours of work by an average student and

    gives 60 credits (ECTS). The Bachelor’s

    degree (180 credits) is normally completed in 

    three years. The number of student workload

    hours expected for a course worth 6 credits is

    160 hours (to include class hours and all

    other requirements as stipulated by the

    professor).

    Of the 180 credits needed to graduate from

    the Bachelor’s Program in International

    Business in Mikkeli, 

    •  60 are obtained through required core

    courses, 

    • 

    12 through required methodological

    studies, •  42 through courses in international

    business major, 

    •  18 through required language and

    communication courses, 

    • 

    30 through minor subject studies (study

    abroad), and 

    •  18 through elective courses. 

    Students can apply to transfer 18 credits at amaximum from studies completed in another

    language than English outside of the Bachelor’s

    Program in International Business (not

    including the study abroad credits).

    BScBA

     Degree 

    The main goal of the Aalto University School ofBusiness, Bachelor’s Program in International

    Business in Mikkeli is to produce graduates

    who are successful in international business. 

    In particular, by graduation our students will

    demonstrate:

    very good knowledge of the area ofspecialization, and good knowledge of

    the minor subject or corresponding

    study entities included in the degree,

    5.1 University  Deg ree s 

    Finnish university degrees correspond to

    Bachelor’s, Master’s and Doctor’s degrees. In

    most fields students can also take a voluntary

    Licentiate’s degree before going on to a

    doctorate. 

    5.2 C  os t of Study 

    Because higher education is funded by the

    state through the Ministry of Education,

    students enrolled in the regular Bachelor’s

    degree programs in Finland do not pay any

    tuition fees. However, students have to pay

    for their books and other materials as well

    as housing and living expenses. The

    minimum budget for a student for one

    month is 600–700 euros (including rent,

    food and transportation). 

    Student associations in Finland charge an

    annual membership fee (103 euros in

    2014-2015), which is compulsory for

    university students who are studying

    towards Bachelor’s or Master’s degrees. It

    includes a health care contribution that

    entitles the students to inexpensive health

    care services (the Finnish Student HealthService). In addition, some student

    discounts are available. 

     All degree-seeking students are members of

    student associations. All the Aalto

    University School of Business students

    belong to the Student Union of Aalto

    University, which arranges cultural, sports

    and social affairs. There are a number of

    clubs for various hobbies, sports andcultural interests. 

    The Aalto University School of Business

    does not have any funds available to sup-

    port students in need of financial assistance.

    However, foreign citizens can apply for

    financial help for their studies from the

    Finnish government if they have lived in 

    Finland at least two years for purposes other

    than studies, and their residence in Finland

    is considered to be permanent. 

    5.3 Accommodation 

    It is recommended that foreign students look

    for housing through one of the established

    student housing foundations ( MOAS in

    Mikkeli: www.moas.fi ). Admission to a

    university is a prerequisite for starting the

    search for student residences. 

    Most student apartments consist of single

    rooms and shared apartments within easy

    walking distance to the campus. A lot of

    students in Finland live in these shared

    apartments, which are cheaper and usually

    easier to get than private housing. A shared

    apartment is basically a big apartment where

    every student has his/her own room and a

    shared kitchen and bathroom.

    5.4 Student Health Services 

    University students in Finland have their

    own health care service, which provides

    students with health care and dental health

    care. The services include free medical

    examinations and consultations, free

    vaccinations, maternity care and general

    medical treatment. For specialists’

    appointments and dental treatment a small

    nominal fee is charged. To receive these

    services you must have a valid student ID

    card, which you get after paying the student

    association membership fee. 

    Because the Finnish student health service

    system does not cover all the medical costs

    of students, foreign students are strongly

    recommended to have medical insurance of  their own while staying in Finland. For some

    foreign students it is mandatory to have the

    medical insurance in order to get a residence

    permit in Finland (please see section 5.5). 

    5.5 Visa and Residence Permit 

    Depending on your nationality and the 

    length of your stay in Finland, you will need a

    visa or a residence permit. Visas are permits

    to enter a country. In Finland’s case they 

    are valid for temporary residence that does

    not exceed three months. Stays of this kind

    include holidays, business and conference

    travel. 

    Because of agreements signed by Finland, not

     A visa is granted for a maximum of three

    months. Students who intend to stay in Fin-

    land for more than three months must obtain

    a residence permit through the Finnish

    embassy or legation in their home country

    before their arrival in Finland. 

     No t e: 

    1. Nordic citizens do not need to apply for

    visas or residence or work permits. 

    2. Citizens of the EU member countriesor Liechtenstein and Switzerland do 

    not need to apply for a residence permit

    until after arriving in Finland. 

    The application for a residence permit

    requires a letter of admission to an institution

    of higher education and proof that the foreign

    national has valid insurance with a solvent

    and reliable company or institution covering

    medical treatment. Because foreign studentsdo not qualify for the Finnish health

    insurance system or for municipal health 

    care services, the foreign nationals entering

    Finland for the purposes of studies are

    required to have some other comprehensive

    health insurance.

     Any student who submits a residence permit

    application must attach details of their

    comprehensive health insurance cover to

    their application. Comprehensive insurance

    cover means insurance which includes the

    types of treatment and costs that are covered

    by municipal health care services and the

    health insurance system. 

    • For studies of less than two years in

    duration, a student must have private

    insurance which primarily covers 

    the costs of medical treatment up to 

    100,000 euros (cost level in 2007). 

    • Where the duration of the studies is two

    years or more, a student will usually

    have a home municipality in Finland 

    and is therefore entitled to municipalhealth care services. In such cases, it is

    sufficient for the insurance to primarily

    cover the cost of medicines (in practice

    the cover extends to doctor’s fees and

    costs of treatment and examination), up

    to 30,000 euros (cost level in 2007). 

     A student must have insurance cover when

    applying for a residence permit as without it

    a residence permit cannot be granted. Aresidence permit cannot be issued for a

    period exceeding the period of the insurance

    cover.

    Foreign nationals may now apply for a

    Finnish personal identity code at the same

    time as they apply for their first resident

    permit. Previously, a foreign national had to

    specifically ask for registration at a local

    register office after they had obtained their

    first residence permit issued by the Finnish

    Immigration Service or the police.

     When a personal identity code is obtained

    together with the residence permit,

    conducting one’s affairs in Finland becomes

    easier. From an authority’s perspective, a

    personal identity code facilitates the

    handling of a certain person’s matters. A

    personal identity code makes it easier to find

    a person in the register; it does not matter if a

    person’s name changes or its spelling varies.

    You may ask to be registered in the

    Population Information System when you

    apply for a residence permit or residence

    card. A personal identity code is issued only

    to those who receive a positive decision. The

    legislative amendment also applies to asylum

    seekers who are issued with a residence

    permit and to EU citizens whose right ofresidence is registered.

    The student residence permit is issued

    for one year at a time and has to be

    extended at the beginning of each

    academic year. Before a residence permit

    can be granted, a student must make a

    bank deposit in his/her own name and

    this must be renewed each academic

    year. Student is also required to still beenrolled in the educational institution, to

    be involved in full-time study and to have

    completed the study units required by the

    educational institution in question. If the

    completed study units are too few, an

    extension may be denied. 

     A charge is made for the processing of a

    residence permit application. The charge

    must be paid on submitting the application.

    It is a processing charge, which will not be

    repaid should the permit be denied.

    Biometric Residence Permit Cards 

    Finland introduced biometric residence

    permit cards at the beginning of 2012. In

    practice the reform means that all residence

    permit applicants and asylum seekers over 

    6 years of age will have prints taken of each 

    of their fingers and thumbs. These will be re-

    corded in the Register of Aliens. Fingerprints

    will be retaken when applying for permit ex-tensions and permanent residence permits,

    and a new card issued each time.

    Incorporating biometric identifiers in the

    residence permit will help to prevent

    malpractice by creating a more reliable

    connection between the residence permit

    holder and the permit itself. The changes are

    based on an EU Regulation issued in 2008. 

    Changes to the Aliens Act mean that from the

    beginning of 2012 residence permit

    applications must be submitted in person. A

    family member resident in Finland (sponsor)

    or an employer will no longer be able to

    submit an application on behalf of the

    applicant. 

     As before, the first residence permit should

    primarily be collected from the Finnishembassy abroad. A residence permit card

    should be collected from the same place the

    application was submitted.
