PROJECT CHARTER• The charter should relate to and support the organisation’s values, vision, mission
and strategy.
• It has 9 parts:
• Project Information
• Background and Purpose of Project
• Project Objective
• Business Need/Business Strategy to be Addressed
• Proposed Business Benefits of Project
• Proposed Scope of Project
• Interdependencies with other Projects or Initiatives
• Project Costs
• Timing & Duration of Project.
• Most of this information will come from the Project Brief.

• Background and Purpose of the Project
• This should outline the “current situation”.
• This is where the need for the project, or some intervention
becomes clear.
• Here you will talk in terms of the problem, consequences, issues
and concerns.

• This must be written SMART.
• Should address the Business Need and Project Purpose

• This is where you specifically relate the project to the success of
the business such as
• Market demand
• Organisational need
• Customer request
• Technological advance
• Legal/regulatory requirement

• Ideally project benefits are tangible and can be measured
• Identify specific benefit’s to the business
• Identify ways of measuring the benefit

• Sets the boundaries for the project.
• Identify what the team is and is not responsible for and how far
the team can go in working towards its objectives.

• Interdependencies
• Projects don’t work in isolation, they work within a framework that
is likely to have other projects or initiatives in place.
• Clarify your project’s relationship to any other past or concurrent
projects in the organisation.
• Identify tasks, actions or activities that must happen before your
project can progress and the consequences if these activities do
not occur.
• Outline the parameters of the project.

• Every project costs money, even if it is only in labour
• Your project’s success will be measured in terms of budget
adherence, all projects are.
• Estimate project costs by examining resource requirements and
developing estimates in order to develop and have approved a
high-level budget and implement a cost management plan.

• Timing & Duration
• This can be defined in the Project Brief, or you may need to
estimate it yourself.
• If given to you, you must check the likelihood for success and
calculate the risk of failure of an unreasonable timeframe.
• When reviewing your timing, identify when key activities, actions
and tasks need to be completed.
