Economy and employment: Promote the economic reactivation and employment creation of the agrarian, food, forestry sectors in the rural areas.
Youth: Establish specific policies for rural youth which promote
their settlement and socioeconomic development. Climate change: Promote actions towards climate change
adaptation and mitigation, and natural resource protection.
Innovation: Encourage innovation and knowledge transfer in the agro-food sector.

Develop the technical, economic, and social basis of Rural Smart projects Implement Rural Smart in Catalonia as a tool to apply circular economy in rural areas. Inculcate the importance of shifting to electric vehicles
GAL as a promoter of the electric vehicle in rural areas
Elaborate 2 pilot projects on the viability in shifting from current fleet of vehicles, of a certain public agency, to electric vehicles. • Selection and comparison of different vehicles. • Selection and comparison of charging stations. • Access to funds on electric vehicle purchase. • Scenario simulation according to different implementation plans. • Estimate the costs and benefits of implementing electric vehicles.

Elaborate a guidance document in order to train local social actors of each territory.

Establish a transition path from the current productive Spanish sector to a low carbon model.
Purchase verified CO2 credits from emission reduction.
To join Clima project implies receiving 9,7 euros per ton of CO2 that is not emitted compared to the former fossil fuel boiler emission.

Country house with biomass boiler (Ripollès), 35kW: annual woodchip consumption, 20,58 tons. Saved emissions= 14,62 tCO2 implying the reception of 103,80 €
Farm with biomass boiler (Pla de l’Estany), 130kW: annual pellet consumption, 92,91 tons. Saved emissions = 126,25 tCO2 implying the reception of 896,38 €
Hotel with biomass boiler (Berguedà), 580kW: annual woodchip consumption, 253,88 tons. Saved emissions = 251,88 tCO2 implying the reception of 1.788,35 €
Camping site with biomass boiler (Berguedà), 950kW: annual woodchip (2015) consumption, 503,23 tones. Saved emissions = 493,14 tCO2 implying the reception of 3.501,29 €

New CLIMA project on a Catalonia scale
BM-CAT program has recently included 55 biomass boilers which will allow saving up to 70.364 tCO2.

Transference of experiences in biomass installations in public
buildings
Conference “Biomass & Administration” including the assistance of the 4 councils (“diputacions”) of Catalonia.
Foster the use of biomass for the different administrations. Expose the experience of successful cases on public biomass installations. Visit the heating network in an industrial zone in Berga.

Transference of the LIDAR methodology for forest
inventories
Promote the use of LIDAR to implement more precise and cheaper forest inventories.
Organization of a course for forest
engineers and technicians (21h).
Silvopasture
During 2016: Elaboration of 3 viability plans for silvopasture exploitations: 2 public in “Ripollès”, and 1 private in “la Vall del Ges, Orís i Bisaura”.
Prevision for 2017: transfer of the methodology to the project “Parc Natural dels Ports”.

Action Plans for Sustainable Energy and the Climate (PAESC)
Climate change mitigation is not enough anymore. It is necessary to implement adaptation actions against climate
change. Elaboration of the “county” PAESC based on the methodology
proposed by the Catalan Office of Climate Change (OCCC): • Emissions evaluation. • Diagnosis and strategy of the Action Plan • Participation Plan • Monitoring Plan • Synthesis document
Transference of the methodology to other interested GALs.
3rd PILLAR . CLIMATE CHANGE
Promote the “Voluntary Agreement program” aiming
for new incorporations
Calculation of the carbon footprint for the headquarters of each Local Action Group using ENEGEST tool.
Foster the incorporation to the program of GALs headquarters and companies distributed along the territory.
Carbon footprint calculation of actions and conferences
Protocol to calculate the carbon footprint of actions and conferences based on the current normative.
Each GAL calculates the carbon footprint of each conference that organizes in order to create awareness between the assistants.

Carbon footprint tool on agro-food products
Calculate the carbon footprint through an EURENER3 tool created fot Teder GAL.
During 2016, there has been conducted the carbon footprint calculation for 6 products of the rural territories: kg of matured cheese (Mas el Lladré) 1 liter of olive oil (Rius d’Or) 1 kg of beans “fesols” (D.O. Fesols de Santa Pau).
During 2017, there will be calculated two more products of the rural
territories.
