Justification for working assumptions

•Certain technical parameters are unavailable for assignments:

- Some were not required or mandatory in ST61- Some are not mandatory for the MIFR

•Certain planning criteria are unavailable in the plans and/or ITU-R recommendations:

- Some protection ratios for mutual interaction between broadcasting services- Some protection ratios for the interaction between broadcasting and other primary services

•Certain instructions in the RRC-04 Report are not clear:- Treatment of existing and planned assignments of other services when the administration gives no indication

Validity of working assumptions

•Proposals from the Planning exercise team, WP’s and Regional groups were used for the first planning exercise only based on IPG-STG endorsement

•Assumptions to be applied for the draft plan only on IPG endorsement

•Working assumptions for draft plan in IPG-1/51 Annex 1 – 10, Annex 19 and their appendices

•WPIPG also endorsed some working assumptions, as they were not considered during the IPG-1 meeting

•Correction in propagation model for mixed paths (general)•MRC may submit requirements in channel 5•Analogue TV assignments in the MIFR will be ignored if they have equivalent assignments in the a plan•MIFR assignments that have been suppressed since 1989/12/31 should be excluded•Use recommended and updated protection criteria from WP’s for those that are not available in recommendations or in the RRC-04 Report

•95% of locations should be used for digital broadcasting•Image channel interference is not taken into account•Compatibility of channels that are not directly adjacent is not taken into account•Specific information on channelisation arrangements (specifically Band III) – inform BR formally of changes•Indications of colour systems to be used where they are absent in MIFR, ST61•ERP values for Reference Networks should be scaled by frequency

•Low power assignments and small allotments can only be treated if they conform to § 1.6.16 and § 1.6.17.3•All existing analogue TV assignments are protected during the transition period•A reasonable number of requirements should be provided for non-participating administrations for the draft plan•Minimum median field strength for analogue television:

•For the fixed service:•If the calculated beam width is smaller by 10 degrees from the specified one then use the calculated value•If the calculated azimuth of maximum radiation differs by more than 3 degrees from the specified value, use the calculated azimuth•Antenna is considered to be non-directional if the gain is less than 3.7 dB•Unspecified polarization “U” is used if no polarization is given

•Use generic service type codes where none are given and specific codes cannot be associated with the assignment•Limit the service area to the national border of the administration responsible for the assignment
