Since the summer edition of Broxbourne News the Council has achieved a great deal - we have been working hard to develop a strong local economy, maintain a green and safe environment and promote health and wellbeing for all.

Building a robust local economy is a key priority for us, with our efforts being guided by the Council’s economic development strategy, Ambition Broxbourne. I am pleased to announce that the delivery of this strategy is well underway. As part of the plans, the construction of a £3.9m Broxbourne Enterprise Centre in Hoddesdon to support start-up businesses is due to begin in 2015. It will be fully operational by 2016, providing 25,000 square foot of modern floor space, with easy-in, easy-out terms for small, medium and start-up businesses.

We are also working on a plan to improve the Rye Park area by pulling together proposals for improvement. A dedicated panel will consider projects aimed at enhancing community facilities, exploring more business opportunities and promoting the key gateways around the train station and Lee Valley Regional Park.

If you use the train for work or leisure, you’ll be pleased to learn we’re in

discussions with Network Rail and Transport for London to improve the area’s rail infrastructure. This could mean more trains and shorter journey times in the future.

Town centres have been and will continue to be a key priority. The gateway to Waltham Cross has been given a makeover and works to Hoddesdon have ensured it remains a bustling place to shop.

There has been a focus on the health and wellbeing of residents. We hope facilities including a state-of-the-art health suite at The Laura Trott Leisure Centre and a driving range at Cheshunt Park Golf Centre will help residents to lead healthier lifestyles.

Although we have achieved a lot over the past months, there is still work to be done and I look forward to addressing the challenges ahead with enthusiasm and drive. The fact that we’re on target to achieve a balanced budget for 2015/16 will stand us in good stead – in times of financial constraint, this is something I am particularly proud of.

Finally, I would like to wish you all a peaceful and happy Christmas with good fortune in 2015.

Not everyone will be looking forward to Christmas this year; there are some people in Broxbourne who will be struggling to buy even the essentials. For these the Broxbourne Food Bank offers help when it’s most needed.

It helps local people who are experiencing financial hardship by providing support and emergency food supplies. The charity relies on donations to help those in crisis and welcomes support from members of the community. To donate food and essential items such as toiletries, you can download a shopping list from www.broxbourne.foodbank.org.uk

The Council has donated one of its commercial units in Cheshunt to support the Broxbourne Food Bank. This is now the main collection point for food donations and is located at 18 Fairways, New River Trading Estate, Cheshunt, EN8 0NP (opposite Tesco, Brookfield Farm) on Wednesdays between 10am and 1pm. Your donations will stop local people going hungry.

Here’s what we’ve been up to….

Broxbourne Enterprise Centre moving forward

Team Rising Stars held a bake sale at the Council offices to raise money

The Council is moving forward with its plans to establish a Broxbourne Enterprise Centre in Hoddesdon. In October it was agreed that Basepoint be selected to design, develop and operate the facility. Basepoint will be responsible for overseeing the development which will include the design, build and fitting-out of the new Centre. The company will also be managing the Centre’s operations when it opens its doors to businesses in 2016.

The £3.9m project will provide 25,000 square foot of modern flexible

managed business space, focusing on the needs of small, medium and start-up businesses with easy-in, easy-out terms, from which they can operate and grow. Other benefits include on-site management, serviced meeting rooms, high speed internet access, free parking and business support. It will strengthen the local economy and encourage businesses to invest in the area.

Building work is set to commence in the summer of 2015 and will last approximately 12 months.

The Council won two awards at the ‘Celebration of Success’ ceremony, held at Hertford Regional College on Thursday 9 October 2014. It was hosted by the College to honour companies that work with apprentices and the apprentices themselves.

Council staff member, Charlie Holton, won the coveted title of ‘Apprentice of the Year’ within the Information Technology, Software, Web and Telecoms category. He said “I’ve really enjoyed my apprenticeship at Broxbourne Council; the on-the-job experience has been invaluable for my development. It’s a great way to learn whilst getting paid and I’d certainly encourage others to consider an apprenticeship, before they commit to a full-time study course.” The Council also won ‘Employer of the Year’ within the same category.

Students take on the Dragons’ Apprentice Challenge The Council is a proud supporter of the Dragons’ Apprentice Challenge, run by Community Voluntary Services for Broxbourne and East Herts to provide young people with key skills to enhance their career prospects.

At the launch event in September, over 100 students from schools across Broxbourne and East Hertfordshire travelled to Hertford Regional College to pledge their commitment.

Over the next few months, 16 teams of 16 and 17 year olds will attempt to turn £100 into £1,000 or more for their nominated charities, with the help of local business ‘Dragons’. They will work hard to generate income through various fundraising activities, gaining valuable practical experience of planning, time management, teamwork, budgeting, communications, sales and marketing.

The project ends in March 2015 with a presentation and awards event at Hertford Theatre.

Hundreds attend Broxbourne Business Showcase

Hoddesdon given the ‘Run Around’On Sunday 28 September, Hoddesdon hosted ‘Give Your Town The Run Around’, a community event to promote and support health and fitness in the area and raise community spirits. It was an overwhelming success with over 300 residents taking part, choosing to run 1km, 5km or 8km. The day also involved a Scootathon for children, a climbing wall, musical performances from The Voice finalists, Sean Rumsey and Luciee Marie Closter and an energetic dance performance from Got To Dance finalists, IMD Dance Crew.

Local businesses and charities were given the chance to promote their work with stalls along the High Street. Due to the success of the day and the positive feedback that was received, the team behind ‘Give Your Town The Run Around’ will be hosting the event again next year in Hoddesdon.

Investing in the futureIn an innovative move, the Council has set up a wholly owned subsidiary company called Badger BC Investments Ltd that will purchase or build homes for rent.

Given the backdrop of continued cuts in government grants to the Council and the resultant need to find savings

of £2.5million over the next five years, the Council has had to find new sources of funding. The rental income will help keep key services running such as street cleansing, refuse collection, parks and playgrounds and our state-of-the-art leisure centres.

Broxbourne Civic Hall hosted the first ever Broxbourne Business Showcase in October.

Local businesses, from printers and insurance brokers to magicians and caterers, were invited to showcase and promote their services and products. It was a fantastic networking event that attracted hundreds of people.

The Council had a stall at the event, organised by the economic development team who spent the day

engaging with local businesses and offering advice.

Visitors were also invited to attend free workshops and seminars including a session hosted by the Council focusing on its economic development strategy and the progress that has already been made.

2014 a great year for Broxbourne

New for Bury GreenA new play facility for children and some outdoor exercise equipment has been installed at the Stuart Way open space in Cheshunt.

There is an enclosed space for toddlers with a swing, rotator, multi-play unit with slide and seating and a separate area for older children with basket and rotating swings and multi-play unit. To complement the play facilities, an outdoor gym designed for adults was also installed so they can keep fit for free – perfect for shedding those Christmas pounds!

This new community facility caters for both adults and children and we hope it will bring people out so they can interact, be active and have fun in a safe and pleasant environment.

This year local retailers, with the support of the Council, established the ‘Love Hoddesdon’ initiative to increase awareness about Hoddesdon town centre as a shopping destination. The group launched a dedicated website and Facebook page which provide information about local businesses, as well as the town centre events programme and details about local attractions and facilities.

The group has also helped organise extra town centre events, such as funfairs, specialist markets and fun runs. So far, the results of the Hoddesdon retailers’ hard work have been very positive.

Visitors approaching Waltham Cross are now greeted by a contemporary sculpture reflecting the town’s involvement in the 2012 Olympic Games.

The newly refurbished roundabout at the junction of Winston Churchill Way, the High Street and Monarch’s Way is now home to a metal sculpture depicting a white water wave. It will act as a lasting reminder of the London 2012 canoe slalom events that took place at the nearby Lee Valley White Water Centre. The Wave is the creation of award-winning Hertfordshire artist, Rick Kirby, who is pleased to have created a lasting memory for the local community. The sculpture was funded by the Government Olympic Executive.

£50k makeover for

Pound Close Play Area

The aim is to enhance the current facilities to ensure that young people take full advantage of the space, using it to socialise and keep active. The money will go towards replacing the current laminate skate park ramps with concrete ones to improve the overall experience for skaters, scooters and bikers. Concrete ramps are also less prone to vandalism – this will help to keep the area green, clean and pleasant for everyone. Money will also be spent on the addition of two new play apparatus; a ‘springy skateboard’ and swing.

The Cabinet Member for Community Development, Councillor Seeby and the Council’s Chief Executive recently met with The Guide Dogs for the Blind Association to discuss certain concerns that blind and partially sighted residents have when out and about.

Often blind people are faced with obstacles such as A-boards and shop displays on pavements that make their daily life even harder. Parking on pavements, street furniture and maintenance works can also cause problems. The Council will be reflecting on the issues raised and working to make positive changes for the benefit of this group.

The Rye Park area in Hoddesdon will be the subject of an ambitious programme of improvement projects, driven forward by a dedicated panel of Councillors.

The Rye Park Panel will be chaired by Councillor Ayling, Ward Member for Hoddesdon Town and Rye Park and made up of a further five Councillors including Malcolm Aitken, Jim Metcalf, Susie Macleod, Keith Brown and Tim Hutchings.

The Panel will further develop ideas for revamping the area and oversee the improvements to ensure the area is enhanced for the benefit of residents, businesses and visitors.

Projects are to include a new community centre, improvements to Old Highway Recreation Ground and the construction of a state-of-the-art enterprise centre for start-up businesses.

Rye Park revamp

The second edition of the Friends Life Women’s Tour will take place next June 2015.

After the success of this May’s inaugural event that we hope you all enjoyed, we are currently working with the organisers to try and bring the race back to Broxbourne – we will keep you posted!

Mausoleum to open at Cheshunt Cemetery

A new mausoleum will soon be opening at Cheshunt Cemetery, where residents can be laid to rest in a peaceful and dignified location. For more information contact the Council’s Cemetery Manager on 01992 785507.

The Council is investing in excess of £50,000 into making improvements to the Pound Close recreational ground, for the benefit of our young residents.

Commemorating the Centenary

This year a new display opened in the Museum’s Braham Gallery exploring our earliest history up to the 1600s. This incredible period of history has shaped the land we see today and covers some of the most dramatic events to have happened locally.

The displays take the visitor from Broxbourne during prehistoric times through the Roman and Norman period with items on display including a Gold Aureus of Trajan found in Wormley and later the 14th century

Baselard Dagger found in Cheshunt, which has recently returned to the Museum after a long-term loan with the Royal Armouries Museum.

Lastly, the gallery explores the Tudor age, one of the grandest periods of British history, which saw the creation of fine manors and estates including William Cecil’s Palace at Theobalds.

for the fallenOver 400 people attended ‘For The Fallen’, a community performance written especially for the Borough of Broxbourne. ‘For The Fallen’ tells the story through song, dance, music and spoken word, of Jack and Annie, two young lovers, separated by the war. Many community partners, groups, schools, local businesses and Councillors contributed to the show, performed at Broxbourne Civic Hall. Thanks must also be given to those County Councillors who part-financed the show with grants from their locality budgets and to those organisations who advertised in the souvenir programme.

At the start of the show, two Chelsea Pensioners received the insignia of honorary knights of the Order of St George. The Royal British Legion also recruited volunteers for their annual Poppy Appeal.

An exciting new facility has recently opened at Cheshunt Park Golf Centre.

The nine bay, floodlit driving range is now open seven days a week from early until late. It is the perfect place for warming up before your round, practising or a lesson with resident PGA Golf Professional Adrian Shearn.

Also new at Cheshunt Park Golf Centre, the Halfway House at the driving range offers hot and cold drinks and snacks at the ninth hole.

Visiting golfers pay just £2.50 for a

bucket of 25 balls, £4 for 50 balls or £6 for a bucket of 100 balls. Members enjoy a 10% discount off a bucket of balls if purchased with their membership card.

Levels of anti-social behaviour continue to fall and are currently down by 10.6%. However, significant work has gone into ensuring a comprehensive diversionary programme of activities to reduce anti-social behaviour even more. Where appropriate, the Police will utilise the new dispersal and confiscation powers that came into force in late October to tackle any issues.

We are also pleased to report that over Halloween, we had the lowest ever number of crimes reported for that period.

By 30 September 2014, overall crime levels in the Borough of Broxbourne, however, were up slightly by 1.7% compared to the previous year, although the Hertfordshire Constabulary average is up 12.8%. Part of this increase is linked to changes in National Crime Reporting standards, which are likely to see increased levels in certain reported crimes compared to the previous year.

A particular challenge remains domestic burglary and all residents are reminded to ensure they double lock UPVC doors and windows on their property and that they have robust security measures on sheds and garages to prevent theft.

Safe parking at schools Many schools are receiving complaints about unsafe parking by parents dropping their children off or picking them up after school. We are working with schools to reduce the problem, but we ask all parents to remember to park carefully to protect the safety of children.

One Stop Shop moveThe One Stop Shop in Cheshunt has relocated from Wolsey Hall to The Laura Trott Leisure Centre, just a few minutes’ walk away.

Residents will be able to enjoy the same range of services within the leisure centre and have access to two new self-service desks in the main reception area. Customer services assistants will be on reception from 9am to 5pm, Monday to Friday and 9am to 1pm on Saturdays. The self-service desks will be available during the Leisure Centre opening times.

Extra income for older and vulnerable residentsFor a number of years Broxbourne Council has successfully run a service called ‘Take up Together’. The scheme assists residents who are over 60 years of age or vulnerable in maximising their income by giving free benefit advice.

Our advisors will carry out a full benefit check to determine needs, offer help with completing application forms and follow the process through until payment is received.

Financial help for struggling residents If you are having difficulty paying your rent, you can apply for help through the Discretionary Housing Payments fund.

Buying a shared ownership home is another way to start on the property ladder. Under ‘part rent, part buy’, you buy a share in the home and pay a subsidised rent on the remaining share. Residents of the Holdbrook Estate in Waltham Cross will be able to access a range of services on their doorstep with the opening of a new community hub. The Hub will act as a centre for a wide range of support, training and social activities to help transform the lives of residents.

B3Living has led on this project and converted a shop on the estate to provide meeting, training and internet facilities, and a crèche for young children whose parents are using the services.

Broxbourne Council, Greenfield Children’s Centre, Hertford Regional College, Next Step, WENTA, the Prince’s Trust and other agencies are lined up to provide services from The Hub.

The Holdbrook Residents Association will use it as a meeting space. An employability worker from B3Living will assist residents in seeking employment and further education or training. Future services may include homework clubs, school uniform exchanges, parenting classes and healthy eating advice.

Why not visit the park and get transported back to the days of the Stuarts?

Cedars Park now has on display three new resin 3D models of Theobalds Palace, one of the favourite residences of James I which once stood on the site of the Park. Two more are going to be installed in the New Year.

The new resin models are distributed across the park and illustrate different parts of the Palace the visitor would have seen around the site in 1607. These include models of the whole Palace, the great garden and fountain court.

Another recent addition to the park, a timber dovecote, also originates from the glorious past of Theobalds Palace. One of the courtyards was called Dovehouse Court and it was here, it is thought, that 30 dozen pigeons mentioned in the inventory of 1609 were kept for His Majesty’s hawks. All of these new attractions are part of the £1.89m Heritage and Big Lottery Fund Restoration Project to protect and improve Cedars Park, and conserve and promote its heritage.

Broxbourne Youth Week is a new initiative that celebrates young people and seeks to provide practical assistance to help them make the transition successfully into adulthood.

The week will begin with a formal launch at the Lee Valley White Water Centre, where Councillors will compete in the rapids against local youngsters. There will also be a jobs fair, volunteering opportunities and guest speakers will be visiting local schools to give careers advice and offer inspiration. The week will conclude with an awards ceremony at Broxbourne Civic Hall on Saturday 28 February.

Broxbourne’s own Legacy Programme was launched in November at the Laura Trott Leisure Centre.

Satellite Club success in BroxbourneFunded by Sport England, the Satellite Sport Club programme helps local sports clubs extend their existing offer to create fun, recreational sessions on secondary school sites for young people aged between 11 and 25 years.

Broxbourne Council will receive £24,000 over three years to establish satellites in each secondary school. That means there will be new clubs that young people can join and enjoy.

Young people have their sayIn November, as part of its aim to give young people in the local area a voice, Broxbourne Youth Council came before a group of County and Borough Councillors and local Police representatives at the Council Offices to present the results of an important consultation. The extensive consultation, which hundreds of young people took part in, focused on public transport. The Youth Council members expressed concerns regarding the cost of using public transport in Broxbourne, with an aim to change the pricing structure, and make it more reliable and safe to use.
