Appendix A: HVAC Assessment

Southwest Branch Brown County Library System

Forced Air Heating System Description The current forced air heating system consists of 2 Bryant Model 340MAV060100AHKA furnaces that have been “twinned” together to operate in parallel. The furnaces are each 100 MBH input capacity and are 90% efficient. These furnaces were installed in 2004 and are well maintained and appear to be in good working condition. Recommendations The furnaces are relatively new and will not need to be replaced for a number of years. There is a blank off panel missing on one of the furnace’s filter housing which needs to be replaced or air will bypass the filters.

DX Cooling System Description The 2 furnaces each have a direct expansion refrigeration coil piped to a 5 ton air-cooled condensing unit located on grade. The condition of the condensing units appear in good shape with minor condenser fin damage. These are 10 SEER which by today’s standards are not considered high efficient units. Recommendations The cooling capacities of the condensing units are of adequate size and need not be replaced for at least 10 years unless a higher efficient model is desired. Currently 14 SEER units are available but the financial payback for replacing the units now would not be favorable because of the limited run hours needed for the facility. There are some shrubs that need to be trimmed back or moved from the condensing units to allow for proper air flow and efficient operation. The damaged condenser fins should be combed out as well.

Exhaust System Description There is presently a single exhaust fan that serves the restrooms on the first level. The exhaust fan is located on the roof and is the original with the facility. Recommendation The exhaust fan is fairly old and may need to be replaced soon. The exhaust grilles in the restrooms are dirty and require cleaning to maintain proper air flow rates.

Appendix A: HVAC Assessment

Southwest Branch Brown County Library System

Humidifiers Description Each of the furnaces have a bypass air residential style April Aire evaporative humidifier. They are well maintained and functioning with no complaints of low humidity in the winter or high humidity in the summer. Recommendation As long as the humidifiers are well maintained a direct evaporative style humidifier is acceptable. If they are not well maintained they can cause problems with dust building up on the pads and invite the growth of mold. The humidifiers should last as long as the furnaces.

Duct Systems Description The ductwork is all internally lined with fiberglass insulation except for new ductwork in the mechanical room associated with the installation of the furnaces. The new ductwork is externally wrapped with foil faced fiberglass insulation. The return air is picked up along the perimeter of the building under the book cases and is a very good design. Recommendations All the ductwork should be professionally cleaned and where internally lined ductwork should eventually be replaced if possible. Internally lined ductwork is more difficult to clean and invites mold growth if moisture is ever introduced by condensation or humidifier malfunction. Some areas of the mechanical room need repair of the exterior insulation.

Temperature Controls Description The “twinned” furnaces are both operated in parallel from a single programmable thermostat. The thermostat appears to be programmed with setback temperatures for the unoccupied schedules and is placed properly within the space. The bathroom exhaust fan does run continuously. There are 2 position dampers that bring in outdoor air for ventilation when the building is occupied. The dampers motors are not ideally located for proper service. Recommendations While there are outdoor air intake dampers they are not sized for large enough to take advantage of economy cooling (using outdoor air for cooling the building in lieu of running the compressors when conditions allow). At some point consideration should be taken to enlarge the intake ductwork and

dampers to allow for economy cooling. The exhaust fan should also be interlocked into building occupancy schedule to turn off when no one is in the building.

Other Description Building air balance and commissioning Recommendations The building was air balanced at the time the new furnaces were installed so this should not need to be done again unless there is a change in the building layout or if the ductwork is cleaned and/or internal insulation removed.

Appendix B: Electrical Assessment

Brown County Library Southwest Branch – Building Assessment

Lighting Controls Description The current lighting control system consists of circuit breakers in the main branch panels for each floor. By turning on each noted breaker, banks of lights come on throughout the main floor space as well as provide power to the lighting in the offices. Currently, either maintenance or security personnel are responsible for turning on and off all lighting in the facility. The offices also have local light switches that turn on and off the lighting. In only a few locations do occupancy sensors exist that turn on and off the lighting. Recommendations The lighting control system as it exists today would not meet the current energy code. The energy code mandates that all lighting in a facility be automatically controlled such that lighting can be automatically turned off, either at a predetermined time or by a device such as an occupancy sensor. Emergency Lighting Description The current Emergency lighting system does not provide enough illumination to safely allow people to exit the building during a catastrophic event. The building code mandates that an average illumination of 1 foot-candle with a minimum of .1 foot-candle be present along all paths of egress. Through most of the building, a measurement of .1 foot-candle was registered. Recommendations Additional emergency lighting is required to safely allow library users to exit the building. This can be done by adding wall mounted emergency lights and recessed emergency lights in the ceiling of the circulation desk.

Exit/Emergency lighting in Basement Description The basement should have an emergency light and exit light located at the doorway to the steps. There is no illumination in this space during a power outage. Recommendations Add a combination exit sign/emergency light at the exit to this room.

Overhead Utility Power Line Description Overhead Utility Power line runs through existing trees on the library property. This may be an unsafe installation. Recommendations Utility lines should be rerouted either underground, or the tree needs to be pruned such that the utility lines are not compromised. This is a maintenance issue that may be required multiple times a year depending on growth.

Appendix B: Electrical Assessment

Brown County Library Southwest Branch – Building Assessment

Data / Communications IDF Description The Intermediate Distribution Frame (IDF) is currently located in the basement which is an environmentally uncontrolled space. Recommendations The IDF should be located to a room that is an environmentally controlled space. Flash Protection Description Flash Protection ratings are not identified on panels. This is a more recent addition to the National Electric Code (NEC) in 1999 and is now being enforced by Local Authorities Having Jurisdiction. Recommendations An Arc Flash Study involving all branch panels including the main service switchboard should be completed such that Arc Flash Hazard identification may be placed on each piece of electrical equipment. This identification will help any qualified or maintenance personnel review the potential hazards prior to working on these pieces of electrical equipment. These pieces of identification provide assistance in determining severity of potential exposure, planning safe work practices, and selecting personal protective equipment.

Exit Lighting Description There is currently no exit light at the front door. Recommendations Install exit light at the front door.

Exterior Emergency Lighting Description There is currently no exterior emergency lighting at any of the required exits. Recommendations Provide exterior emergency lighting at each of the required exit doors.

Circuit Breakers Description Due to the age of the equipment, the circuit breakers should be exercised yearly to insure that they are in proper working order. Recommendations Exercise and test circuit breakers to insure proper operation throughout the life span of the panel board and circuit breaker.

Southwest Branch Brown County Library System

Facility Inspection Notes & Comments:

1. Constructed: 1975, Single Story structure, w/ partial basement storage- mechanical room in basement.

2. Poured concrete foundation walls- good condition. 3. Masonry block w/ brick veneer. Multi-wyth exterior walls-

with minimal or no insulation. 4. Steel bar joist structural system with flat metal deck roof

beneath built up flat roof. 5. Rigid roof insulation, below conventional elastomeric

sheeting roofing, fully adhered. 6. New roof installed in 2004, w/ 20 year warranty. 7. Batt insulation sections above ceiling tiles 8. Replacement of all exterior windows (Marvin), in 2004. 9. Original aluminum entrance door framing, showing age –

not energy efficient, significant heat transfer through glass and aluminum framing.

10. Exterior wall crack at NE wing. Not a structural issue, but joint should be grout tuck pointed & caulk sealed to help prevent water penetration and freeze deterioration.

11. Basement window wells have metal screen covers. Basement windows really serve no functional purpose. Security through the basement windows has not been a problem. Window wells require frequent cleaning & maintenance.

12. Caulking is required at exterior brick & window sill mortar joint.

13. Sidewalk cracks- should be repaired in numerous areas. 14. Handicap sidewalk access from parking lot is very limited,

and non-ADA compliant. Consideration should be given to extend sidewalk access with a ramp.

15. Tree branches should be trimmed at the NE corner of site and at the South entrance.

16. Men’s restroom ceiling vent grill is very dirty and could use a good cleaning.

17. There appears to be no exterior dumpster trash area.

the condensing units.

Insulation around plumbing piping is required

Condensate drains from furnace and air conditioning units should be hard piped to

drains.

Outdoor air intake should be regularly cleaned. Dirty / blocked exhaust grilles

should be kept clean and free of dust.
