It’s time to talk.

City Councilmember Ritchie Torres and Yeshiva University’s Wurzweiler School of Social Work have announced a series of bilingual mental health events coming to the Belmont neighborhood, to help a community still reeling from the brutal stabbing murder of 15-year-old Lesandro “Junior” Guzmán-Feliz.

At a press conference on July 23, Torres and Yeshiva introduced a three-part series of “Care Cafés” that will bring trauma experts and social workers to the district to assist residents in coping with the mourning process.

The first event was held at Our Lady of Mount Carmel Church on Wed., July 25.

Torres said the Belmont neighborhood is still attempting to heal after Guzmán-Feliz’s murder outside a bodega on June 20.

“The stabbing of Junior was so shocking, that it’s traumatic for all of us, and it reminds us that gang violence is not only a physical attack on those who it directly affects,” said Torres. “It’s a psychological attack on a whole community.”

The Care Cafés will bring trauma experts and social workers to speak with local residents in a relaxed, café-like atmosphere.

One-on-one support is offered in both English and Spanish.

“Everybody mourns differently, and while

some mourning is done in private, mourning is also done in the company of our friends, our families, and our community, and it can be aided by experts,” said Danielle Wozniak, Dean of Yeshiva’s Wurzweiler School of Social Work, at a press conference in late June where Torres announced City Council funding to help combat gang violence.

“It helps to bring these services right to community members, in an environment they’re comfortable with,” she added.

Torres said the dates of the remaining Care Cafés were still to be determined. Though they will likely be held at Mt. Carmel Church, Torres said there was flexibility on the location based on community needs.

“If there’s community feedback indicating that they want these services elsewhere, we’re willing to accommodate them,” he said.

Torres said the Bronx has higher levels of gang violence than other areas of the city, and less access to mental health services.

“Residents in the Bronx face deeply entrenched barriers to accessing mental health,” Torres said. “The objective here is to improve the availability and mobility of mental health care.”

Anyone who was affected by the death of Guzmán-Feliz – or is feeling the need for assistance – is welcome.

The first installment of the Care Café was held at Our Lady of Mt. Carmel Church,

and his family, together with producer Jeff rey Seller, have announced the creation of the Flamboyán Arts Fund in partnership with the Flamboyán Foundation. The creation of the Fund, which coincides with Miranda’s return to the title role in Hamilton in January 2019 at the Río Piedras campus of the University of Puerto Rico (UPR), will be dedicated to supporting institutions and arts groups as well as independent artists and galleries to ensure that the country’s rebuilding includes the art and culture sectors.

Among the fi rst objectives of the Fund is to establish a new Actors’ Equity-approved

theatre at UPR to attract future professional touring productions. The repairs to the theatre, which was badly damaged by Hurricane María, are being supported by the Fund with additional support from inaugural grants by Warner Bros., Loretta and Victor Kaufman, and anonymous donors. Airbnb will be donating a portion of fees from trips to Puerto Rico for June – September 2018 to the Fund.

As explained at the press conference on July 22nd, since Hurricane María devastated the island on September 20, 2017, arts and cultural organizations have faced severe reductions in grants and government support, as well as signifi cantly lower attendance and revenue.

Some, such as the Andanza Dance School and Company and the Museo de Arte de Puerto Rico, have reduced staff signifi cantly. Other institutions have closed. As the island continues

to rebuild with the help of organizations like Hispanic Federation and the Acacia Network, the arts industry continues to struggle.

“As someone whose life has been transformed by the power of the arts, and who

has witnessed the incredible healing, growth, stability and wellbeing that cultural institutions can bring to local communities, I cannot stand idly by and watch Puerto Rico’s arts and culture scene suff er,” said Miranda. “And that is exactly why we have created the Flamboyán Arts Fund.”

The Flamboyán Foundation was chosen to house the Fund given its strong track record of strengthening education in Puerto Rico.

“At Flamboyán, we want all children to live fulfi lling lives. Access to the arts helps children thrive. We know that the arts provide immeasurable benefi ts to students, both socially and academically,” said Carlos J. Rodríguez Silvestre, Executive Director of the Flamboyán Foundation. “As a cornerstone of Puerto Rico’s vibrant culture, the arts community provides important

historical connection and creative expression that impacts education and spurs economic development.”

All profi ts from Hamilton’s engagement in Puerto Rico will be donated to the Flamboyán Arts Fund. In order to maintain accessibility to the arts for all, 9,600 tickets will be available for the Puerto Rico engagement of Hamilton via a digital lottery for $10 each. Everyone has the right to run for elected office.

If you think you have the best combination of ideas and experience, then throw your hat into the ring. But candidates don’t have the right to just make things up or distort the truth, which is exactly what gubernatorial candidate Cynthia Nixon has been doing when talking about the subway system.

Her sequel to Sex in the City appears to be Lies in the Subway.

Last Thursday, for example, Nixon held a press conference at a subway station and said to reporters: “Gov. Cuomo’s continuing

Union (TWU) Local 100 – which includes the 42,000 men and women who operate, fix and maintain the Metropolitan Transit Authority (MTA) bus and subway system – I’d like to set the record straight.

First, the subway is overwhelmingly safe for riders. Our members are in the tunnels and on the tracks working night and day. There’s an unprecedented amount of maintenance and repairs taking place - thanks in large part to the additional funding Gov. Andrew Cuomo secured.

I’ve spent my entire working adult life as a subway worker and elected official with TWU Local 100. I’ve seen more than a few governors come and go over the last four decades. From where I stand, none of them embraced the MTA - and took managerial ownership of its transit system - like Gov. Cuomo. None of them squared up to the daunting challenges and problems of the 114-year-old subway like Gov. Cuomo has done.

Previous governors deflected responsibility for the authority when things went badly. He has done the opposite.

Gov. Cuomo declared a state of emergency, appointed new leadership and provided critical funding.

He raised the state’s contribution to the MTA’s 2015-2019 capital plan by billions of dollars, up to $8.3 billion.

Finally, some good news.

A federal judge ordered the release of pizza deliveryman Pablo Villavicencio from immigration detention, and also stayed his deportation – a decision that had supporters and advocates cheering.

U.S. District Judge Paul Crotty ruled that Villavicencio has the right to stay in the U.S. while his green card application is pending.

Villavicencio was arrested by Immigration and Customs Enforcement (ICE) on June 1 as he attempted to deliver pizza to the Fort Hamilton Army Base in Brooklyn. He was being held in a detention facility in New Jersey.

“The rule of law, humanity and morality prevailed tonight with the Court’s order releasing Pablo back to his family and community,” said Adriene Holder, Attorney-In-Charge of the Civil Practice at The Legal Aid Society, in a statement. “This decision should serve as a rebuke against the Trump Administration and its merciless crusade to tear families apart.”

Crotty issued his ruling late on Tuesday, several hours after hearing arguments in the case.

City Council Speaker Corey Johnson, who led a City Hall rally on Monday calling for Villavicencio’s release, issued a statement praising the judge’s decision.

said. “I am so happy for his family, especially his wife Sandra and his daughters Luciana and Antonia. I know this has been beyond painful for all of them. Frankly, this has also been painful for all of us who care about justice and our status as a sanctuary city.”

“I’m truly gratified to see that the court has not only ordered Mr. Villavicencio released, but is also staying his deportation to allow him to exercise all legal options,” said Congresswoman Nydia M. Velázquez. “This is a hardworking family man who was needlessly detained when he was trying to do his job and support his family. We simply must put an end to this climate of fear and suspicion that is terrorizing immigrant communities. Enough is enough.”

“It is my hope that not only will he be allowed to stay in the U.S., but that also military personnel will think twice in the future before arbitrarily calling immigration enforcement,” she added.

City Councilmember Carlos Menchaca said the city rallied to Villavicencio’s defense in a rebuke to ICE.

“We won today, and proved the power of the people against the Trump Administration and the country’s senseless immigration policies,” Menchaca said. “Family separation is happening at the border and in our own backyard here. It will never gain a foothold here in New York City. ICE, we are watching you.”

The New York City Department of Sanitation (DSNY) and Van Alen Institute, in collaboration with the Industrial Designers Society of America and the American Institute of Architects New York, have announced the launch of BetterBin, a design competition to reimagine the iconic New York City litter basket.

New York City is home to more than 23,000 litter baskets that offer pedestrians a convenient way to dispose of refuse and recycling on the go. The most widespread design—the green, wire-mesh basket—is affordable, easy to service and has remained largely unchanged since the 1930’s.

While iconic to the streets of New York, the wire basket is in need of a redesign to better address the current and future waste needs of the city. The BetterBin competition seeks

entries to design a new litter basket that can improve the quality of life for New Yorkers and the sanitation workers who service them.

“While residents and visitors may be familiar with the iconic green city litter basket, we are tasked with keeping the city healthy, safe and clean every day, and the current baskets do pose some challenges to us,” said Sanitation Commissioner Kathryn García. “We are excited to announce this competition and look forward to seeing

what’s possible.”Multidisciplinary teams of designers, artists, architects,

engineers, landscape architects, planners, urban designers, manufacturers, and others are encouraged to submit proposals by September 20, 2018. Each of three design finalists will receive funding

to produce prototype baskets for testing on city streets. Interested parties can download

the Request for Proposals at http://www.betterbin.nyc.

The BetterBin competition will be held in two stages.

A judging panel will review all submissions and select up to three finalists to move on to the second stage. Each finalist

will receive $40,000, which includes an award and funding to produce prototype baskets for testing. After the testing period, the judging panel will select a first-place winner. The winner will be eligible to contract for further design development to ensure the ability to mass-produce the basket at a reasonable cost, as well as refine technical issues through an agreement with the city.

The competition is open to the public and submissions are welcome from international competitors, multidisciplinary teams, and students.

La ciudad de Nueva York es hogar de más de 23,000 canastas de basura que ofrecen a los peatones una forma conveniente de desechar y reciclar en el camino. Speed cameras near schools around New York City went

Despite pleas from city officials, traffic safety advocates and relatives of citizens killed by speeding drivers, the State Senate failed to extend the program, which expired July 25. As a result, Mayor Bill de Blasio announced that 120 of the 140 school zones with speed camera would stop issuing violations as of 5:30 p.m. Wednesday.

Legislation authorizing the initial pilot program to enact speed enforcement in 20 school zones expires on August 30, officials said. That means 20 mobile cameras will continue to be used and will issue violations until the end of August.

These cameras can be moved daily around the five boroughs, said de Blasio, who placed blame squarely on the State Senate for failing to extend the speed camera law.

“The State Senate has shown a complete disregard for the safety of our kids by not preserving and expanding speed cameras near schools. We still have the authority to use

“Tomorrow, 120 of 140 speed cameras in New York City schools zones will go dark as a result of Governor Cuomo and the Assembly’s unwillingness to engage senators with a larger vision for street safety to protect children,” said Flanagan. “Instead, these politicians shamelessly mug for the press as they blame others. They should look no further than within.”

After a decade of litigation, the New York State Nurses Association (NYSNA) has announced the settlement of gender discrimination claims against the city of New York.

The $20.8 million settlement is based on a sex discrimination complaint filed by NYSNA and four NYSNA-represented public sector nurses in 2008 after the city repeatedly failed to recognize nursing as an occupation deemed “Physically Taxing.”

New York City workers in positions considered “Physically Taxing” – such as exterminator or plumber – were eligible to retire after 25 years of service at age 50, and could start to collect full pensions.

NYSNA had petitioned the city to include nurses at city hospitals since 2004 – and had been refused three times.

The borough is booming.

According to a new report from New York State Comptroller Thomas P. DiNapoli, ‎the Bronx is setting records for population, business and job growth.

DiNapoli released his latest economic snapshot on the borough during a press conference at the Arthur Avenue Retail Market on July 20.

The population of the Bronx increased 26 percent between 1980 and 2017, reaching almost 1.5 million people, the report said.

“Since 2010, it has been the fastest growing county in New York State,” said DiNapoli, who attributed the growth to the influx of immigrants, which now make up 37 percent of the total population.

Immigrants also make up nearly half of the Bronx’s workforce and 60 percent of its self-employed entrepreneurs, DiNapoli added.

An Economic Snapshot of the Bronx The Bronx is the northernmost of New York City’s five boroughs and home to nearly one-fifth of the City’s population. Since 2010, it has been the fastest-growing county in New York State, driven by immigration.

Immigrants are a growing presence in the Bronx, and now make up 37 percent of the total population (twice the share in 1980). Immigrants are also a large part of the borough’s economic success, making up nearly half of the work force and 60 percent of self-employed entrepreneurs.

After falling sharply during the 1960s and 1970s, the number of businesses in the Bronx has been growing steadily. In 2017, there were more businesses than at any time since at least 1975.

Public and private investments have helped create new businesses, which in turn have generated thousands of new jobs. The Bronx added 40,900 private sector jobs during a 10-year period ending in 2017, and was the only borough in New York City that did not lose jobs during the Great Recession.

Job growth was fastest in the Morris Heights area, where employment grew by 41 percent. Growth was also strong in the Hunts Point area, which was responsible for nearly one-quarter of the private sector job gains in the borough.

The Bronx has set employment records for 10 consecutive years, and the unemployment rate has fallen to a record low. Despite these positive trends, the Bronx still faces challenges. Many residents live in poverty, youth unemployment remains high and there is a shortage of affordable housing. Nonetheless, the Bronx has made great strides over the past four decades.

Major Findings The population of the Bronx increased by

26 percent between 1980 and 2017, reaching almost 1.5 million people, only slightly less than the record set in 1970.

Growth has been driven by an increase in the number of immigrants, which has more than doubled since 1980.

The number of businesses has grown by 17 percent over the past 10 years, reaching almost 18,000 in 2017.

Taxable business sales grew by 60 percent since the end of the recession in 2009, reaching a record of $4.7 billion in 2016.

Private sector employment increased by 21 percent over a 10-year period, reaching a record of 239,900 jobs in 2017.

The unemployment rate averaged 6.2 percent in 2017, the lowest on record but the seventh-highest of the 62 counties in the State.

Youth unemployment was 21.5 percent in 2016, nearly five percentage points higher than the citywide rate for this population.

Median household income was $37,500 in 2016, much lower than in any other borough.

The household poverty rate (28.4 percent) and the child poverty rate (40.1 percent) were much higher than the citywide rates (18.4 percent and 26.6 percent, respectively).

In 2016, 60 percent of the households in the Bronx devoted at least 30 percent of their incomes to rent, higher than in any other borough and six percentage points higher than the citywide share.

The number of households that devoted at least half of their incomes to rent increased by 19 percent between 2007 and 2016.

He immediately pledged more than $400 million for the Subway Action Plan when MTA Chairman Joe Lhota last summer outlined a wide-ranging list of initiatives to restore reliability.

Over 1,000 additional workers have been hired so far to do more inspections, maintenance and repairs on signals, subway train doors and other troublesome components in order to reduce breakdowns and delays.

Gov. Cuomo has repeatedly stepped up to the plate on behalf of the subway system, its riders and the workers – while Nixon’s buddy, Mayor Bill de Blasio, had to be dragged kicking and screaming off the bench.

For months, de Blasio refused to increase the city’s contribution to the 2015-2019 capital plan. He finally caved under intense political and public pressure.

The Mayor then refused to split the cost of the Subway Action Plan with the state. As a result, there was an eight-month delay before the plan was fully funded and operational. The Mayor finally caved in after Gov. Cuomo and the state legislature passed legislation that forced his hand. If the Mayor didn’t provide the funding, the state was authorized to seize city revenues to cover the city’s fair share.

It’s clear that the person Nixon should be criticizing is the Mayor.

If anyone has refused to fund and fix the subway, it’s the Mayor, not the Governor.

Announced on Tues., July 18, the $20.8 million settlement will be shared by more than 1,600 nurses based on their particular age and years of service, according to NYSNA.

The case was handled by prosecutors from the U.S. Attorney’s office in the Eastern District of New York.

Job titles that are classified as “Physically Taxing” are allowed to retire early with no reduction in their pensions because their jobs are physically strenuous. Starting in 2004, NYSNA made repeated requests that those nursing job titles be added to the list of “physically taxing” occupation titles, but the city continually failed to add the registered nurse or midwife titles represented by NYSNA.

In July of 2008, Bové, three other nurses, and NYSNA filed a formal charge with the United States Equal Employment Opportunity Commission (EEOC) alleging the City of New York discriminated against

them on the basis of sex.The EEOC agreed, finding that the physical

requirements needed to care for patients in public hospitals across the city exposed nurses to rates of injury, illness and physical

strain that are among the highest of all job titles.

Under state law, only nurses who are in the Tier 4 55/25

and 57/5 pension plans are eligible for physically taxing pension rights. Employees who are in the Tier 4 62/5 or the Tier 6 pension plan that went into effect in April 2012 are excluded from

the “Physically Taxing” pension plan provisions by

state law, and thus cannot participate in the settlement.

“NYSNA thanks the city of New York for their settlement today

and for finally recognizing that nurses and midwives are among the hardest working residents of this city. Unfairly denying pension benefits to NYSNA nurses was wrong and fixing this wrong was long overdue,” said Judith Cutchin, RN,

NYSNA Board. “Regardless of our gender or occupation, nurses are as deserving as anyone of equal benefits and respect for the tireless work we do every single day.”

Opened in 1940, the market is in dire need of infrastructure upgrades, business owners there said.

“The bathrooms are in bad shape, the roof leaks, we need new plumbing. It’s an old building,” said Michael Rella, who runs Peter’s Meat Market and serves as the Arthur

Avenue facility’s president. “We’d like to keep the ambiance of the market the way it is now, but we’re thrilled for this funding to make important upgrades.”

Marlene Cintrón, President of the Bronx Overall Economic Development Corporation (BOEDC), called on the city to provide even more money to upgrade the market, pointing to a study indicating it would take $22 million to fully revamp the market.

“We’ve seen what the city of New York has done with markets in Manhattan and Brooklyn,” she said. “We deserve the same type of development.”

“The Senate Republicans are disgracefully using our children’s lives as a political ploy by failing to continue a simple speed camera program,” charged New York City Public Advocate Letitia James. “It is proven that the speed cameras have dramatically decreased speeds in school zones and have saved lives, but today our speed cameras will go dark. Our senators must get back to Albany immediately and continue this vital program - before any more of our children are put in harm’s way.”

Governor Andrew Cuomo has been critical of the Senate’s failure to pass the camera legislation, remarking that it “will literally put lives in danger.”

While many have called on Cuomo to order the Senate to return to Albany for a special session, or to issue an executive order authorizing the cameras, Cuomo has so

far declined to do so. “That is something that we are looking at,

but, the simplest way to do this, cleanest way to do this is a state law,” he said on Wednesday. “There’s no need for me to do anything but sign the bill once they pass it.”

The DOT issued a statement on social media late Wednesday afternoon: “Today, 120 of the 140 school zone speed cameras are going dark. 20 mobile cameras will remain in operation until August 30th. Should the Senate vote to renew the program, we stand ready to reactivate this life-saving program.”

El martes, el líder de la mayoría del Senado Estatal, John Flanagan, emitió una declaración responsabilizando a la Asamblea Estatal y al gobernador.

“Mañana, 120 de las 140 cámaras de velocidad en las escuelas de la ciudad de Nueva York se apagarán como resultado la falta de voluntad del gobernador Cuomo y de la Asamblea de involucrar a senadores con una visión más amplia de seguridad vial para proteger a los niños”, dijo Flanagan. “En cambio, estos políticos descaradamente se aprovechan de la prensa mientras culpan a los demás. Ellos deben mirar más allá“.

La legislación (S6046/A7798-C) restablecería las actuales 140 ubicaciones de cámara, mientras autoriza 150 ubicaciones adicionales, hasta el 2022. El proyecto de ley también modernizaría la definición de zona escolar para incluir las calles que están cerca de una escuela, en lugar de solo la calle en la que se encuentra la escuela.

De acuerdo con el Departamento de Transporte de la ciudad (DOT, por sus siglas en inglés), las cámaras han demostrado ser efectivas, llevando a una disminución del 63 por ciento en las infracciones por exceso de velocidad en las zonas escolares.

Entre 2014 y 2016, el 81 por ciento de los propietarios de vehículos que recibieron una infracción por exceso de velocidad dentro de zonas escolares no recibió una violación adicional, dijo un informe emitido por el DOT.

Las lesiones de peatones, automovilistas y ciclistas en accidentes de tránsito han disminuido en un promedio de 17 por ciento anual en las ubicaciones de las cámaras, y las muertes en el tránsito se han reducido en un 55 por ciento, según el informe.

“Después de estar junto a los defensores que fueron innumerables veces a Albany para

luchar incansablemente por los radares, conmemoramos esta ocasión hoy con verdadera tristeza”, dijo la comisionada del DOT, Polly Trottenberg. “Después de cuatro años y medio de Vision Zero, la ciudad de Nueva York ha visto disminuir drásticamente las muertes en las vías, contrarrestando la tendencia nacional de un aumento de muertes. Sabemos que los radares salvan vidas; de hecho, el asombroso equipo de Operaciones de Tráfico del DOT, que merece el agradecimiento de la Ciudad por supervisar tan expertamente el programa de radares, quiere volver a su trabajo de salvar vidas. Para hacer

eso, el Senado del Estado necesita volver al trabajo”.

Los funcionarios electos han pedido al Senado estatal que regrese a Albany para aprobar la S6046/A7798-C.

“Los republicanos del Senado están usando vergonzosamente las vidas de nuestros hijos como una estratagema política al no continuar con un simple programa de radares”, dijo la defensora pública de la

ciudad de Nueva York, Letitia James. “Está demostrado que los radares han disminuido drásticamente las velocidades en las zonas escolares y han salvado vidas, pero hoy se apagarán. Nuestros senadores deben regresar a Albany inmediatamente y continúe con este programa vital, antes de que más niños sean puestos en peligro”.

El gobernador Andrew Cuomo ha sido crítico con el hecho de que el Senado no haya aprobado la legislación sobre los radares, y señaló que “literalmente pondrá vidas en peligro”.

Si bien muchos han pedido a Cuomo que ordene al Senado que regrese a Albany para una sesión especial, o para emitir una orden ejecutiva que autorice las cámaras, Cuomo hasta ahora se ha negado a hacerlo.

“Eso es algo que estamos viendo, pero, la forma más simple de hacerlo, la forma más limpia de hacer esto es una ley estatal”, dijo el miércoles. “No hay necesidad de que haga nada más que firmar el proyecto de ley una vez que lo aprueben”.

“Señalamos esta ocasión hoy con verdadera tristeza”, dijo la comisionada del DOT, Polly Trottenberg.

La legislación, de ser aprobada, restablecería las 140 ubicaciones actuales de los radares.
