Design approval
Operating MOUs and Floating Production,
Storage and Ofoading units (FPSOs)
requires subscribing to a policy o zero toler-
ance o ailure. However, there is a danger
o wasting resources by over-speciying
requirements. While we normally issue clas-
sication-based assurance independent o
location, our classication can also be
linked to particular locations and environ-
mental conditions, to meet the clients
specic operational needs.

Fabrication survey and coissioning
Prior to start o abrication, DNV assesses the
set-up and control at the yard and major sub-
contractors acilities. We also carry out sur-
veys and audits. This ensures that approved
drawings and plans are being ollowed and
that the yard is ollowing its own systems and
producing the required quality. Ultimately,
the abrication survey and commissioning

Construction o MOUs involves a growing

and regulatory requirements beore delivery to

This required the establish-ment o a unied integrity managementplan, risk prioritisation o activities, and orall integrity activities to be closely controlledthrough a Maximo database.
DNV created a unied plan, by merginginspection and maintenance plans, based onconditions-or-work. We used Risk-BasedInspection (RBI) to develop a written inspec-tion scheme, with risk reported, per tag, into
Maximo. This plan covers the hull, topsides,cranes, process systems, moorings, ofoad-ing lines, and buoys. We also developed arisk-based inspection plan or the entireinstallation, loaded into the inspection man-agement database with relevant documen-tation and drawings read or execution.

The MPQA is a generic rating tool, a pack-

How is mPQA dierent ro other
QA audits?
When assessing a manuacturer, it is not su-
cient to concentrate on the product relatedissues only. It is also necessary to check that
these elements are part o an implemented
quality system which assures that the manu-
acturer is able to consistently make and
deliver products to the quality level required,
irrespective o whether the system is certi-
ed to ISO 9001.
While the scop e or ISO is to veri y compli-
ance with the elements o ISO 9001, the
scope o MPQA is fexible depending on
needs. For example an MPQA scope could
be compliance with Class Rules and MSA
agreement. Although some o the generic
questions are similar to ISO 9001, the inter-
pretation and emphasis will be changed due
to the scope. Guideline synopsis or the audi-
tor instructions and special editions will
assist the auditor to ocus in the right area.
The fexibility oered with MPQA by selecting
5 dierent levels is not possible in ISO. The
lower levels or MPQA are product controlrelated while the higher level questions are
linked more towards management control.
