INTRODUCTIONIn May 2015, the Government unveiled the 11th Malaysia Plan covering the period of 2016 to 2020. The 11th Malaysia Plan is said to be the “final leap or round before entering the arena to achieve the status of the high income nation come 2020”. It has 2 very distinctive thrust ie being pro-growth & pro-people government. Hence, Budget 2016 will act as the trigger to the final 5 years of Malaysia’s progress to a high income advanced economy by 2020.

Budget 2016 is expected to demonstrate how these 2 broad strategic thrust can be translated into various fiscal measures in the form of direct taxes (income and RPGT) as well as the Goods & Services Tax (GST) treatment and rulings. This Budget is also the 1st Budget where the Royal Malaysian Customs will get to share the lime-light with their more conspicuous partner ie. The Inland Revenue Board on the stage.

We have lined up a panel of distinguished speakers with their respective expertise to present their critical analysis of the Budget announcement as well as a review of some of the latest developments with tips and suggestions (where relevant) for you to plan for the coming 2016 and to face a potentially tough economic conditions ahead.

PROFILEOF SPEAKERSLee Heng Guie had 30 years of professional experience as an economist, with almost 12 years in Bank Negara Malaysia and 18 years in financial services. Since 2002, he was the Head of Economics Research with CIMB Investment Bank Berhad before retiring in May 2014. He supervised a team of five economists covering global and regional economies, with particular emphasis on Malaysia, Indonesia, Singapore and Thailand. Mr. Lee served in the Economics Department of Bank Negara Malaysia (BNM) from 1984-1996. His responsibilities as Senior Economist and Assistant Manager included policy formulation in areas related to the balance of payments, manufacturing, construction and investment sectors. He also participated actively in BNM’s research policy work and co-authored the publication of discussion papers and BNM’s Annual Report articles.Mr. Lee then worked as an economist with M&A Research from 1996-1998 before moving on to be Chief Economist with HLG Securities until February 2002. He was Head of Economic Services Unit in Hong Leong Bank before joining CIMB Securities (Research) as the Head of Economics in October 2002.Mr. Lee is the recipient of many awards: He was voted “Best Economist” in The Edge Polls twice and ranked top 3 four times from 2000-2008; “Best Economist” by the Asset Magazine Hong Kong- Local Currency Bond Market of Malaysia in 2007. He also led CIMB Macroeconomic research to be ranked among top 3 for nine consecutive years (2005-13) in the Asiamoney Polls.Mr. Lee hold a BA (Hons) majoring in Economics from University of Malaya, Malaysia and a Master’s Degree in Development Economics from Williams College, USA.

Sivaram Nagappan currently heads the tax department of one of the public listed Malaysian companies that had recently been privatised and is a Chartered Accountant of the Malaysian Institute of Accountants (MIA), an Associate Member of the Chartered Tax Institute of Malaysia (CTIM) and a Fellow Member of the Association of Chartered Certified Accountants (FCCA).He has more than 20 years of tax experience and prior to leaving the tax practice, he served with PricewaterhouseCoopers, Arthur Anderson and Ernst & Young where he gained extensive experience from serving clients which included large local corporations and multinationals in a wide spectrum of industries covering manufacturing, transportation, services, construction, telecommunication and trading. His involvement in tax engagements with local and foreign companies encompassed various aspects of tax planning strategies / schemes, restructuring of investment incentives, remuneration packages, tax audit and tax investigation.He has presented in seminars, workshops and trainings for regulatory bodies and organizations both locally and overseas. His passion for knowledge sharing also extends to conducting lectures in taxation papers for professional examinations in various colleges, institutes and local universities.

Goh Kean Hoe is an approved company auditor and a licensed tax agent with past and present clients that include PLCs, MNCs, SMEs, and entrepreneurs. Previously an audit manager with a Big Four Accounting Firm and a company financial controller, he has wide exposure in many fields over the past 20 years including the property sector and international assignments. His biggest strength is his technical knowledge and analytical skill. He has published articles on deferred taxation and property development accounting in the national journal and newspapers.

Kean Hoe holds a Bachelor of Accounting from the University of Malaya. He is a member of MIA, MICPA and CTIM and was involved in working groups and task forces of both MIA and MICPA. He was the Honorary Treasurer of Malaysia Economic Association (MEA) and a trustee for its foundation for 6 years. He has conducted numerous seminars and workshops on financial and accounting related subjects.

In preparing for GST implementation in Malaysia, Kean Hoe has been working closely with GST Academy Singapore since 2010 to develop GST training programmes for Malaysia and to provide GST consulting services. He has successfully completed the 10 day course conducted by the Royal Customs of Malaysia for GST consultants and agents and is an approved GST tax agent licensed by MOF.
