• Confusing and unconventional design (19 legged interchange)
• Traffic congestion and circulation problems
– 5 legged Rollins/Broadway intersection (Level of Service of F)
• Doesn’t meet current seismic standards
• Does not accommodate Pedestrians and Bicyclist on the overcrossing
