The World Water Council is an international multi-stakeholder platform organization, founder and co-organizer of the World Water Forum. The World Water Council's mission is to promote awareness, build political commitment and trigger action on critical water issues at all levels, including the highest decision-making level, to facilitate the efficient conservation, protection, development, planning, management and use of water in all its dimensions on an environmentally sustainable basis for the benefit of all life on earth. The World Water Council, headquartered in Marseille, France, was created in 1996. It brings together over 300 member organizations from more than 50 different countries.

I am pleased to present the 2014 Annual Report of the World Water Council. It has been another busy and successful year.

That water is important to human wellbeing is undeniable. That securing water for different uses provides socioeconomic development of countries is also undeniable. However, water resources development is still a challenge for governments around the world. Therefore, placing water at the heart of growth has been the priority of the World Water Council in 2014. During 2014 the World Water Council continued to grow its influence. We have been successful at this by ensuring that our members

are at the center of the process. This has been most evident this year through the efforts made for the inclusion of a standalone water goal among the Sustainable Development Goals and for the preparation of the 7th World Water Forum. The involvement of our members at every stage was a clear testimony of the spirit of the Council in building a common language on water challenges with decision-makers.

This strong foundation will serve the World Water Council well in 2015, which will be very significant for the water community. In April we will gather at the 7th World Water Forum in Korea, and we look forward to the adoption of Sustainable Development Goals in New York in September and a global climate agreement in Paris in December, in which water is to be recognized as a major factor to reach consensus.

Strengthening Relations with International Organizations

In concert with the international water community and its members, the World Water Council advocated throughout 2014 for a dedicated Sustainable Development Goal on water within the Post-2015 development framework by identifying water as a pre-requisite for all development. The zero draft proposal made by the UN’s Open Working Group on the Sustainable Development Goals on 19 July and adopted by the General Assembly in September, rewarded those many efforts through the inclusion of a goal to “Ensure availability and sustainable management of water and sanitation for all,” in addition to water references within other goals.

The World Water Council will continue to work with institutions and national governments in the coming years to determine how such water-related goals can be implemented in practice to attain concrete progress.

Continuing to Establish Partnerships with National Authorities

In the course of the year, the Council continued to expand and deepen its relationship with national governments. The World Water Council participated in the 2nd Mekong River Commission Summit held on 2-3 April in Ho Chi Minh City. This event, organized every four years, brought together heads of government of the Mekong region and a range of experts to address long-term impacts of climate change and the role of river basin organizations in ensuring cooperation for water, energy and food security at the transboundary level.

Held on the occasion of the Latin America Water Week, the 52nd Board of Governors meeting took place on 25-26 June in Mexico City. Board members had the honor of being hosted by the President of Mexico, Enrique Peña Nieto, in the Presidential residence of Los Pinos. President Peña Nieto presented the pillars of the Mexican National Water Policy and the importance of developing infrastructure for water supply and irrigation. He underlined the results expected from the Mexican Infrastructure Investment Plan in reaching water security and confirmed his determination in putting water at the heart of sustainable development.

Earlier that month, Charafat Afailal, Minister Delegate for Water of Morocco, met with President Braga at the Council’s headquarters in Marseille to discuss the participation of the Kingdom of Morocco in the 7th World Water Forum and the King Hassan II Great World Water Prize.

In June, President Braga, along with Angel Gurria, Secretary General of OECD and Chen Lei, Minister of Water Resources of China, also took part in the Water Leaders’ Summit roundtable at the Singapore International Water Week to stress the importance of finding solutions for efficient water use and integrated water management.

On 28 September, Chen Lei, Minister of Water Resources of China, received an official Council delegation in Beijing to renew the ongoing cooperation with the Chinese Government. The visit provided important insights into financing mechanisms for water and sanitation provision in China and concluded in signing an extension of the Memorandum of Understanding between the two organizations.

Under the auspices of Honorary President Abu-Zeid, Chair of the Arab Water Council and host of the 3rd Arab Water Forum held in Cairo on 9-11 December, President Braga met with Hossam Moghazy, Minister of Water Resources and Irrigation of Egypt and Prince Khalid Bin Sultan, Chairman of Prince Sultan Bin Abdulaziz International Water Prize. He thanked them in particular for contributing to the regional dialogue of the 7th World Water Forum and for their political engagement on water issues.

The World Water Council continued to participate in the OECD Water Governance Initiative meetings in 2014 held in Madrid and Paris to discuss support for the implementation of water governance principles. The initiative builds on the OECD-led Good Governance Core Group of the 6th World Water and seeks to bridge the gap between the 6th and the 7th Forum by discussing stakeholders’ engagement, performance and governance of water supply and sanitation, basin governance and integrity and transparency.

In the past year, the World Water Council has strived for greater inter-parliamentarian cooperation through the creation of a Parliamentarian Helpdesk. In March, the Council met with Richard Seeber, President of the European Parliament’s Inter-group on Water, to examine the needs and expectations of European parliamentarians. To further corroborate these needs, an on-line survey was sent to 1,400 parliamentarians worldwide. The results confirmed the identified objectives of the Parliamentarian Helpdesk and the need for online expert support.

In addition, the Council supported the Parliamentarian Process of the Africa Water Forum held on 12-14 June in Ouagadougou, Burkina-Faso, by hosting a discussion on site and sponsoring the attendance of several parliamentarians.

In August, the 1st Preparatory Meeting of the 7th World Water Forum Parliamentarian Process took place during the 17th General Assembly of the Asia-Pacific Parliamentarians Conference on Environment & Development in Tehran, Iran. Hosted by the Islamic Parliament of Iran, the conference was attended by 50 Parliamentarians from Bhutan, China, India, Indonesia, Iraq, Iran, Malaysia, Nepal, Pakistan, Republic of Korea, Russia, Syria, Thailand, and Tonga. The members of the Assembly adopted the Tehran Declaration acknowledging the role of parliamentarians in designing environmental policies and inviting lawmakers to participate in the 7th World Water Forum.

Engaging with Local and Regional Authorities

On 3 April, on the occasion of the 7th World Urban Forum, held in Medellin, Colombia, the Council co-organized with GWOPA/UN-Habitat, UCLG and ICLEI a dialogue for ’Water and Cities‘ to address best practices and achievements of cities in enabling integrated water management. The event marked the initiation of the Local and Regional Authorities Process leading up to the 7th World Water Forum in 2015, and beyond to the Habitat III UN Conference on Housing and Sustainable Urban Development in 2016.

The dialogue continued at the 3rd Istanbul International Water Forum on 27 May, in a plenary session on the Istanbul Water Consensus to launch the dedicated online platform. The event recognized the need for concerted efforts in urban water management and encouraged its signatories to take stepwise action. It concluded with the signature of an Act of Engagement for partners involved in the organization of the Local and Regional Authorities Process for the 7th World Water Forum.

On 28 October, this Act of Engagement was concretized by the signature of a Partnership Agreement between the World Water Council, UCLG, GWOPA/UN-Habitat, ICLEI, the Daegu Gyeongbuk Development Institute and the 7th Forum National Committee. The partners have continued work together to address the important role that local and regional authorities and operators play in managing and providing water and sanitation for their populations while safeguarding water resources and to support cities in rising to this challenge.

As a concrete example of this cooperation, the World Water Council participated in Mayoral dialogue sessions at the UCLG World Council held in Haikou, China in November. On this occasion, Council Alternate Governor Jin Hai represented the World Water Council and the Ministry of Water Resources of China, to introduce the 7th World Water Forum and the Local and Regional Authorities Process.

The Istanbul Water Consensus

IWC is a unique initiative that helps and challenges local decision makers to improve their water management strategies and services in the face of global changes. To date, more than 1100 signatories worldwide have adopted the Consensus. The IWC website showcases innovative and efficient solutions, actions and policies implemented worldwide by cities, such as Bordeaux (France), Brisbane (Australia), Buenos Aires (Argentina), Incheon (Republic of Korea), Léon (Mexico), Osaka (Japan).

Water and Green Growth

With the signature of the third phase of the Water and Green Growth program on 27 February, the World Water Council and the Korean Government agreed to further their cooperation through the detailed analysis of a series of case studies highlighting the role of water as a key element of Green Growth and through the further development of a policy framework to encourage political decision makers to follow this pathway.

The Water and Green Growth program participated in a number of international events to share their findings and dialogue with the international community. On the occasion of the 3rd Istanbul International Water Forum held on 27 May, a side event was organized to demonstrate how water can be used to foster Green Growth such as for infrastructure investments, technology and innovations, funding mechanisms for ecosystem services and water pricing. The following week, during the 6th Singapore International Water Week, a workshop was organized to explore the centrality of water in green growth, and to identify the potential for water and green growth in the Asia-Pacific region.

During the World Water Week in Stockholm, a seminar with OECD, ADB, IUCN and the World Bank was organized on 3 September to identify and discuss policy instruments to effectively coordinate water and energy policies in the context of Green Growth, in addition to an experts meeting to prepare sessions related to this theme at the 7th World Water Forum. The final report will be presented during the 7th World Water Forum.

Water Infrastructure Financing

Based on discussions held over the course of 2014, the World Water Council with OECD created a High-Level Panel on Infrastructure Financing for a Water Secure World to set out clear objectives and encourage dialogue on the role of multi-purpose water infrastructure to ensure water security.

From May to October, to prepare the working basis of the Panel, an international Delphi survey was conducted and regional consultations were held in the United States, Mexico, Brazil, China and with the African Development Bank in Ivory Coast. The first meeting of the Panel took place on 26 November in Paris and was co-chaired by OECD Secretary General Angel Gurria and World Water Council President Benedito Braga. Members of the Panel include eminent officials from government, development banks, the private sector, and NGOs.

The panel will meet again at the 7th World Water Forum in April 2015 to present its report and deliver its messages.

Water and Food

Sharing the same views on the importance of water for agriculture, the Food and Agriculture Organization and the World Water Council signed a Memorandum of Understanding at the end of March for the constitution of a High-Level Panel to be held during the 7th World Water Forum on water and food security. The Council has been cooperating with FAO to develop a White Paper to address issues including irrigation techniques, water efficiency, water conservation and equitable access to water resources, which will serve as a basis for the Panel’s discussion during the 7th World Water Forum.

Water and Energy

As the central theme of both World Water Day and World Water Week in Stockholm. Water and Energy, was an important topic in 2014. On 22 March, the Council and the World Energy Council announced the signature of a Memorandum of Understanding designed to strengthen their cooperation. The two organizations committed to work together.

On 10-11 April Xavier Ursat represented the Council for the Lech Energy Forum in Austria to bring a “water perspective” on the water and energy nexus.

During the World Water Week in Stockholm, the World Water Council President delivered a keynote speech on 2 September on how hydropower can guarantee water security within diverse geopolitical situations and contribute to the development of multipurpose infrastructure to benefit local communities.

The World Bank-International Monetary Fund Annual Meeting, on 10 October in Washington DC, provided another opportunity for President Braga to address the role of hydropower in meeting rising renewable energy challenges. The panel discussion was opened by Jim Yong Kim, World Bank Group President, and included high-level panelists such as Ram Sharan Mahat, Finance Minister of Nepal.

Later that month, serving as a transitional step between the 6th and the 7th World Water Forum, the World Water Council and Electricté de France co-organized a conference entitled “Preserving the Flow of Life” with the Grand Lyon, the French Water Partnership, Water Agency Rhône-Méditerranée Corse, Société Hydrotechnique de France and the Groupe de Recherche Rhône-Alpes sur les Infrastructures et l’Eau, from 29 to 31 October in Lyon,

France. The conference brought together international representatives from the energy and water sectors and focused on topics articulated around water and energy governance, the energetic efficiency of water services, and related innovations.

Climate and Water-Related Disasters

On 5 September 2014, during the World Water Week in Stockholm, President Braga met with Laurence Tubiana, Special Representative for the 21st Conference of the Parties on Climate Change, to engage the international water community and further advance the water agenda within the climate debate.

The following month, Honorary President Fauchon represented the World Water Council during the 4th meeting of the High-Level Experts and Leaders Panel on Water and Disasters hosted by the United States Army Corps of Engineers in Washington DC. This meeting was an opportunity for the Council to expose its initiatives for better coordination of disaster prevention and response and to prepare activities for the 7th World Water Forum. In addition, the Council has been supporting the preparation of a special edition of the Water Policy Journal on Water and Disasters including case-studies from Japan, the Netherlands, Germany and Brazil, among others.

Implementing Solutions from the6th World Water Forum

The “Access to Water for All” initiative was launched by the International Forum Committee of the 6th World Water Forum, which took place in Marseille in March 2012. The initiative aimed to utilize the financial surplus remaining after the liquidation of the International Forum Committee to support projects on the ground promoting access to water and sanitation for all.

Sixteen projects were financed by this initiative benefiting nearly 100,000 people in 18 countries across the world. The monitoring and evaluation of their implementation has been carried out by the World Water Council since December 2012 and concluded in December 2014.

Preparing the7th World Water Forum

The 7th World Water Forum will be held from 12-17 April 2015 in Daegu-Gyeongbuk, Republic of Korea. Over the course of 2014, continual efforts were made to prepare and extend the international reach of the Forum.

Over 720 stakeholders attended the 2nd Stakeholders Consultation Meeting held on 27-28 February in Gyeongju, Republic of Korea. The consultation meeting offered an opportunity to form working groups and activities for the various Forum processes.

To further guide the working groups in their coordination activities, 70 Forum coordinators met in Marseille on 24 October to create linkages between the Thematic, Regional, and Science and Technology processes and to begin to integrate the concept of developing impactful implementation roadmaps for each theme.

On 17-18 December, approximately 120 representatives from more than 50 country delegations and major groups’ representatives met at UNESCO headquarters in Paris for the First Ministerial Preparatory Committee meeting to lay the foundations for the Forum’s Ministerial Declaration. This process led by the host country of the World Water Forum and the World Water Council is considered to be one of the most important political efforts dedicated to water.

Throughout the year, the World Water Council and the 7th World Water Forum Secretariat promoted the 7th World Water Forum at events around the globe. This is in addition to all the preparatory consultation events organized by the Regional and sub-regional Coordinators in each continent.

Selecting the Host City and Country of the 8th World Water Forum

On 26 February, following a rigorous two-year bidding process, the Governors of the World Water Council voted to engage negotiations with Brasilia, Brazil, for the establishment of a Framework Agreement for the hosting of the 8th World Water Forum in 2018.

Under the theme of "Sharing Water", Brasilia and Brazil proposed to share common practices on the use of water to serve all stakeholders and sectors.

Our Members

The World Water Council is first and foremost a membership organization. The Council has made a great deal of effort in 2014 to extend its networks and raise interest among potential new partners.

In addition, members were offered the opportunity to meet and exchange during the World Water Week in Stockholm and the 53rd of the Board of Governors meeting on 27 and 28 October. Approximately 120 members participated in roundtable discussions.

As of 31 December 2014, the World Water Council was composed of 318 member organizations from 54 countries representing the water community across all sectors.

Communications

The Communications Task Force works towards developing the strategic communications goals by building and strengthening the brand of the Council and segmenting target groups to reach decision makers, the general public and the media.

Integrated Water Resources Management

The Integrated Water Resources Management Task Force works on the creation of a High-Level Panel and White paper to address general policy issues in the planning and implementation of Integrated Water Resources Management.

Post-2015 Sustainable Development Goals

The Post-2015 Sustainable Development Goals Task force works toward including water on the SDG agenda by reaching out and influencing UN member states.

Sanitation

The Sanitation Task Force intends to facilitate national multi-actor collaborative commitments for sanitation in order to attain the MDG sanitation targets and beyond.

World Water Heritage Systems

The World Water Heritage Systems Task Force works for the recognition of water heritage systems for knowledge sharing based on historical expertise for sustainable water management.

Our Board of Governors

The Board of Governors holds responsibility for major decisions in implementing the strategy of the World Water Council. Representing 36 member organizations from each of the Council’s five colleges, Governors serve three-year terms. In 2014, the Board of Governors held three meetings to review the Council’s operations in Gyeongju, Mexico City and Marseille.

Communications

At the beginning of the year, the World Water Council expanded and intensified its media relations, which served to increase the overall extent of coverage. The Council issued over 20 press releases and media alerts, and over 800 clippings have been registered for 2014 activities, including from major media outlets such as Bloomberg, BBC and CNBC. As part of its public relations, the Council’s social media efforts have also significantly increased the number of online followers.

Towards the end of the year, all Governors and members were invited to use and distribute newly developed branding tools within their organizations. New activities included launching a new version of the Council’s newsletter to increase its outreach potential.

In addition, the World Water Council ensured an international presence at booths during the 2nd Stakeholders Consultation Meeting, 3rd Istanbul International Water Forum and the World Water Week in Stockholm.

Ongoing support was also provided to the 7th World Water Forum secretariat for international media relations (joint press releases, planning, media partnerships) and communication tools (brochures, announcements, stand products, website and newsletters). Significant communications support for the World Water Prizes was also ensured.

Financial Statement

In 2014, expenditures represented 88% of the anticipated annual budget. This was due in part to a prudent budgetary policy, while awaiting the receipt of the 7th World Water Forum hosting fees, which were received in November. The 2014 budgetary year shows a positive result of 446,372 Euros, for overall revenue amounting to 2,828,393 Euros.
