We applaud the government’s vision and commit-ment towards Digital India and the Digital econ-omy. The Hon. Finance Ministry Shri Arun Jaitley has recognised the importance of a resilient cyber-space and doubled the allocation for Centres of Excellence across the country to be championed by the DST. We are also enthused to see that NITI Aayog, will now be spearheading a national pro-gram to direct efforts in Artificial Intelligence, Quantum Computing, Blockchain, Robotics, and Digital as a way of life. The industry welcomes these timely initiatives. The support extended to IIT Chennai for an indigenous 5G test bed is also a welcome move. We are also happy to see that the

We reiterate our four key asks, reduction extremely high and unsustainable levies & taxes, reduction in BCD on 4G LTE Equipment, clarity on Right of Way related taxation at the state level, & clarification on low-ering the tax rate to 1% on discounts extended to small dealers. While, the FM has emphasized the importance of moving to a digital economy, the actual digital highway, which is telecom has found no mention in terms of substantive support, unlike road, railway, highways, electricity, which have received substantial mention. We are saddened to see that telecom which is the bedrock for moving the Digital economy forward, continues to remain an Orphan.

The reduced corporate tax rates to the MSME sector is welcome, but I hope it is in the books to extend this benefit to all companies soon. The continued focus on digital growth by the Government includ-ing a special focus on Cyber Security with the launch of Centers of Excellence is a huge necessity for India and I am happy to see it in this Budget. Finance Minister has tried to keep the fiscal deficit within the target limits. Overall it is a prudent and growth-oriented budget.

“Post GST, the budget has lost a lot of its importance as a large part of the expectations from the budget were related to Indirect taxes, we think that the government will go for a modest / populist budget to ensure a balanced / positive sentiment before the elections. The budget needs to make it easier for companies to shift their manufacturing into india, right now we see a lot of companies scrambling to shift their base without the infrastructure in place or 100% clarity in the rules. The Union budget 2018 reinforces Govern-ment’s intention to improve the rural economy by boosting credit and investment in the farming sector. Since the measures taken are mostly struc-tural in nature, right implementation will even-tually grow the rural economy and benefit both real economy as well as the Street. The return of Long Term Capital Gain Tax (LCGT), which was not entirely unexpected, but may not be seen as a welcome move particularly by the high value investors. There is a fear that this might vitiate the investment environment in the short term.

“Being the last full fledged Budget by the current Gov-ernment before the next General Elections, Union Bud-get 2018 did not deliver big bang reforms that many were anticipating. The Government, however, did roll out some promising programs which will support long term welfare and development. One of the key highlights of this budget is the launch of the flagship National Health Protection Scheme to cover 10 crore poor and vulnerable families and provide them up to INR 5 lakh per family per year in secondary and ter-tiary care institutions. While this is a welcome devel-opment, the Government will have to plan the imple-mentation well as it may cripple the existing limited medical infrastructure in the country. For this initiative to thrive, it is imperative for the Government to rapidly augment high quality medical facilities in the country. Two positive developments that will bolster the health of direct taxes in the long term are reducing corporate tax rate to 25% for companies with turnover upto Rs. 250 cr and rolling out of E-assessments across country. This would build on the FM’s promise to make taxes simpler and easier to comply with, and tax processes to be automated and technology driven. The Budget however, is a dampener for the much expected relief to the salaried class as the standard deduction of 40, 000 has been given by taking away the existing benefits on medical and transport. The benefit to senior citizen by exempting interest income up to INR 50,000 is a well thought of initiative. The introduction of Long term capital gain of 10% on stock market transactions will also create significant impact in the long term.”

Among the positive steps for the education sector, Revitalising Infrastructure and Sys-tems in Education (RISE) by 2022 with a total investment of Rs 1,00,000 crore in next four years stood out. The fact that the Higher Edu-cation Financing Agency (HEFA) would be suit-ably structured for funding this initiative is a much appreciated provision. Increase in digi-tal intensity in education and envisaging move from ‘‘black board’’ to ‘‘digital board’’; using technology to upgrade the skills of teachers through a digital portal “Diksha”; national pro-gram on artificial intelligence under the aegis of Niti Aayog; mission on Cyber Physical Sys-tems and a test bed for 5G technology at IIT Chennai were among the other encouraging initiatives”, added Mr Thadani.
