NOVEMBER 2011 Community Update Bringelly Road upgrade Camden Valley Way, Leppington to The Northern Road, Bringelly Roads and Maritime Services (RMS) is planning for the future upgrade of Bringelly Road in conjunction with the development of the South West Growth Centre. The revised concept design for the widening of Bringelly Road from a two lane road to a four and six lane divided road, and a review of environmental factors for the proposed upgrade, are on display for community comment until Friday 2 December 2011. Bringelly Road upgradeCamden Valley Way, Leppington to The Northern Road, Bringelly

Roads and Maritime Services (RMS) is planning for the future

upgrade of Bringelly Road in conjunction with the development

of the South West Growth Centre.

The revised concept design for the widening of Bringelly Road

from a two lane road to a four and six lane divided road, and a

review of environmental factors for the proposed upgrade, are on

display for community comment until Friday 2 December 2011.

BackgroundBringelly Road is approximately 10 kilometres long and will be one of the principal road links within the South West Growth Centre.

There will be significant traffic growth on Bringelly Road in futureyears due to residential and commercial development in the SouthWest Growth Centre and nearby areas.

RMS is progressing planning for the upgrade of Bringelly Road which is expected to be undertaken in stages in conjunction with thedevelopment of precincts, to provide road capacity for the growingpopulation of Sydney’s south-west.

In December 2009 the former Roads and Traffic Authority (RTA)

displayed an access strategy for the upgrade of Bringelly Road betweenCamden Valley Way and The Northern Road.The former RTA displayedthe concept design for the upgrade in October and November 2010.

Community involvementRMS recognises the importance of involving the communityin developing the Bringelly Road upgrade.

The access strategy and concept design for the upgradehave been discussed with the community. Communitycomments and suggestions were provided in response totwo public exhibitions, and at four community informationsessions held in December 2009, and in October andNovember 2010.

Two reports on the issues raised in these consultations are available on the RMS website at www.rta.nsw.gov.au. All community comments have been carefully consideredby RMS in revising the upgrade design and preparing the review of environmental factors.

Changes to the designThe proposed concept design is now on display with thereview of environmental factors. Display locations are notedon the back page of this Community Update.

The following changes have been incorporated into theconcept design since it was displayed in late 2010:

• Bringelly Road is proposed to be widened to six lanes instead of four between the eastern side of Upper Canal Bridge and the western side of the Eastwood Road intersection, through the future Leppington Town Centre.

• Traffic lights are proposed at the intersection with KelvinPark Drive instead of a left in / left out arrangement.

Features of the project• An upgrade from a two lane to a six lane divided roadwith a central median between the eastern side ofUpper Canal Bridge and the western side of theEastwood Road intersection, through the futureLeppington Town Centre.

• The remainder of Bringelly Road will be upgraded from a two lane to a four lane divided road with a wide central median.

• The wide central median will allow for widening to six lanes, if required in the future.

• An intended posted vehicle speed limit of 80km/h.

• A three metre wide off-road shared pedestrian/cyclist path.

• Two metre wide shoulders.

• Adjustments to public utilities such as gas, electricity and telephone services along the route.

• Bicycle and pedestrian crossing provisions at traffic lights.

• Bus priority capability at traffic lights and indented busbays on both sides of Bringelly Road.

• Designated turning lanes at traffic lights.

• Temporary U-turn facilities located opposite traffic lightsat the upgraded intersections of North Avenue, JerseyRoad and Eastwood Road.

• Existing properties on Bringelly Road would continue to have direct left in/left out access, at least until precinctdevelopment takes place.

Benefits• Increased capacity for future traffic growth.

• Improved travel times in the future.

• Improved safety for motorists by:– Providing traffic lights at major intersections.– Constructing a central median to separate opposing – traffic flows.– Constructing turning lanes at intersections.

• Improved safety for cyclists and pedestrians by providing an off-road shared path.

• Improved access to the new Leppington railway station and the M5 and M7 motorways.

• Access to the future South West Growth Centreprecincts along Bringelly Road.

• Improved access and travel times for road freight in Sydney’s south-west.

• Bus priority capability at traffic lights.

• Landscaping consistent with other main road upgradessuch as Camden Valley Way.

The revised design includes 11 new intersections with traffic lights,

three of which include provision for temporary U-turn facilities

at North Avenue, Jersey Road and Eastwood Road.

The revised concept design now includes:

western side of the Eastwood Road intersection, through the future Leppington Town Centre.

• A signalised intersection at Kelvin Park Drive (previously left in / left out).

Bringelly Road will be a principal road link within the South WestGrowth Centre. The proposal provides access to futuredevelopment and ensures traffic flow capacity along Bringelly Road.
