The 63,000 that council candidates spent
On average, they could have spent more than twice as much as they did, in their ambition to be city councillors.
The 62,977.88 spent by the 162 council candidates from the three main parties is, of course, only a fraction of the 243,999 spent by the parties nine parliamentary candidates in the general election campaign (as revealed in last weeks Brighton & Hove Independent).
How much council candidates are allowed to spend depends on the size of the electorate in the wards in which they stand. In a populous three-councillor ward such as St Peters and North Laine, a partys trio can spend more than 3,000 between them. In a less-populous two-councillor ward, such as Central Hove, it can be as little as 1,737.
Often, the amount spent depends on the priority a particular party gives to a ward. Why spend a fortune on a no-hope ward? But why stint on a ward that is a must-win ward?
Complexity is added by election regulations that mean a citywide party can perfectly lawfully allocate notional expenditure to individual wards for specific purposes - for
example, leaflets devoted largely to a parliamentary candidate, but which gives a passing mention to three council candidates. Some of the cost counts against the parliamentary candidates allowance; some counts against the allowances for the council candidates.
So what do the figures tell us?Interestingly, Labour seems to
have spent the most in two of their safest wards: Moulsecoomb and Bevendean (2,483.96) and East Brighton (2,162.94), represented by Warren Morgan, the council leader, and Gill Mitchell, his deputy.
Meanwhile, the Greens secured their stronghold in St Peters and North Laine - in Caroline Lucass constituency, of course - with a table-topping investment of 3,024.51.
The Conservatives spent the most in Central Hove (1,299.38), Withdean (1,089.87), and Rottingdean Coastal (1,031.49) - where they won eight out of nine seats. Central Hove was a costly disappointment.
In total, Labour candidates spent 18,596.54, Conservatives spent 13,687.03, and Green candidates spent 30,694.31.

City College Brighton and Hoves Centre for Visual Arts End of Year Show is being held in the colleges York and Trafalgar buildings in Pelham Street for four days from today (Friday).
From a department graded outstanding by Ofsted, the final projects from more than 400 students who complete their courses this year will be exhibited.
They will include a range of different creative work, including photography, fine art, games development, fashion, textiles, graphics, illustration, and 3-D design.
The exhibition has already received an enthusiastic response from Peter Heslip, the Arts Councils director of visual arts and London.
Mr Heslip said: Im impressed not just by the standard of the work on display but also the quality of the ideas and the sense of the experimentation that comes across in the students working process. The essence of great art is an unfettered freedom for risk-taking.
The students here are given the opportunity to cover a lot of ground very quickly. The facilities
are also impressive in terms of the sheer scale and fit-out of the workshops not to mention access to other disciplines such as science labs. Its clear that the Art Foundation programme is absolutely whats needed in terms of launching our next generation of artists and creative industries professionals.
The End of Year Show is open to the public today (Friday) 10am-5pm; tomorrow (Saturday), 10am-2pm; Monday and Tuesday (June 22 and 23), 10am-8pm. Admission is free.
A Brighton University graduate has been chosen to be the new chief executive of City College Brighton and Hove.
Nick Juba joins City College on September 21 from the University of the Arts London, Europes biggest arts school. He is currently the director of the universitys awarding body, responsible for strategic direction and improving the quality of pre-degree education in the arts. Mr Juba has previously worked at the Qualifications and Curriculum Authority, an agency of the Department for Education, as a senior adviser and for the European Commission as a consultant and rapporteur. A City College spokesperson said: Nicks appointment marks the next phase of development for the college, which will start with a full refresh of the college strategy, ensuring strong curriculum pathways for all its learners.

I am stepping down from the role of chief executive officer (CEO) of Brighton and Hove City Council. It has not been an easy decision. I dont think my work is finished; but I do think its for the best. We have a new Labour administration in the council. The council wants to appoint a new CEO. I leave a strong, competent, highly-motivated executive leadership team - and I hope that they can continue to deliver on the councils ambitious and tough agenda.
I am pleased that the administration recognises my huge contribution to the council and city over the past two-and-a-half years. I am certainly proud of our corporate plan and budget delivery and a number of key achievements besides.
Firstly, I leave an organisation with a culture underpinned by sound values and focused on high performance in the interests of all citizens and the city. It is a far happier, more open, empowered organisation than the one I joined in November 2012. Our recent silver award of Investors in People is testimony to that. I hope the council keeps going with the culture change and performance with consequence agenda that we have embarked upon. It is essential underpinning for a modernising, co-operative council facing huge financial challenges.
Secondly, I leave an organisation that wants the same thing as its partners: private, public and voluntary. This is a shared commitment to a vibrant economy benefiting everyone (housing and jobs being key ambitions); a good life (irrespective of age); a well- run city (safe, clean, and moving) and a modern council - all combining to keep Brighton and Hove a fantastic city in which to live, work and visit.
And there is evidence of progress. On top of our Greater Brighton City Deal last year, we won the Local Government Chronicle Growth Award for 2015 - being among the top-performing Key City regions with a developing
digital economy, a vibrant and renowned cultural offer, and falling numbers of unemployed. We have a number of exciting developments in the pipeline, among them the i360, King Alfred, and Waterfront developments. Of course, there remain challenges: the reducing budget; rising needs; and insufficient housing supply are just some of them. Over the next few years, however, the council will be associated with keeping the city changing and developing.
Thirdly, I am proud that we are prioritising fairness for our most vulnerable citizens. Equality is the theme of our energetic and creative director of public healths annual report this year. Under the leadership of our executive director of childrens services, we are properly attending to the experience of children at risk, children in care, children in education, and those with a disability.
The forthcoming Ofsted report
will provide evidence of a journey well underway...not finished. Our health and wellbeing partnership, between the council and health, is tackling the challenges of an ageing population and high numbers of citizens with significant mental health needs or managing the ravages of drugs and alcohol. I am pleased that we have developed a profound understanding of the seamlessness required between health and social care and between prevention, primary, secondary. and tertiary services. My role has been one of championing system leadership between the council and the health service and I do hope that this agenda continues to be prioritised and to flourish.
Fourthly, I personally led negotiations to resolve a long-standing equal pay issue for the council. Painful though those negotiations were, the resolution of this significant issue has enabled the council to undertake a forward-looking agenda of redesign and
renewal of our refuse recycling and parks services. These services in neighbourhoods are so visible and valued by citizens.
Finally, I have sought to ensure that the council pursues equality for all including those quieter voices. As equalities champion, I have modelled our values and pursued an approach which supports all protected groups to be heard and the development of the One Voice group stands as testimony to that.
I came into the role of chief executive clear that I would take up the post only if I were the first choice of all three leaders on the council. I have greatly relished the opportunity to work for those leaders and indeed for all 54 councillors. I am a longstanding and committed public servant who completes 40 years of public service this summer.
I will miss all the people I have worked with in the council, the city, and beyond. And I trust that they
will continue to do a great job for this fantastic city. I want to pay special tribute to my fellow senior managers in the city management board, and to my own executive leadership team, whose support and challenge I have always valued.
Let me end, sure in the certain knowledge that I leave behind an organisation in better shape than the one I joined. I have worked unstintingly during my time as chief executive of Brighton and Hove City Council to be an #openCEO, setting a learning culture, and modelling accountable managerial leadership.
I have appreciated the fellowship of so many who have signed up to our learning and improvement journey. I hope that many of those friendships will be sustained into whatever comes next.

Shortly after yesterdays 90-minute secret meeting , Brighton and Hove City Council issued a statement:
Warren Morgan, leader of the council said: Id like to thank Penny on behalf of the council for her significant contribution to Brighton & Hove over the past three years, and for steering the authority through a difficult period.
The backlash was swift. The Green Group of councillors condemned the removal of Ms Thompson, calling it a clumsy and costly mistake.
Councillor Phlim Mac Cafferty, convenor of the Green Group, said: The Leader of the Council was not able to give us a stronger reason than a spat with the Chief Executive to end their employment. If there were problems between the Chief Exec and the new Labour administration then surely any Leader worth their salt would resolve problems to avoid costly mistakes?
Councillor Geoffrey Theobald, leader of the Conservative Group said: It seems strange that the new incoming Labour Administration has decided so soon that they want a new Chief Executive.
Finally, Jason Kitcat, the former council leader, struck a personal note. He said: Pennys record of public service and delivery is impeccable. She has been totally apolitical and a huge talent for the citys greater good.

For legs that need a bit of TLC, A New You offers foam injections otherwise known as Sclerotherapy to treat small broken veins. Stretch marks can be improved by a needling technique and prescription based creams. These are just examples, there are other treatments available.
CHOOSING A CLINIC
The first part of choosing a treatment is choosing the right clinic to offer advice and to carry out any procedures. Look for a clinic that is registered with the Care Quality Commission as a must, and Save Face accreditation is preferable.
It is essential the practitioners have appropriate qualifications and experience. Take the time to find out what these are, wherever you go. Secondly it is imperative that plenty
of time is taken to understand your needs and what look or effect you are trying to achieve, Jackie advises.
It is your body and you know what you are aiming to achieve. Dont be pushed into something you dont want and make sure you feel confident youre getting the treatment and result you want. If you dont feel comfortable going ahead then dont proceed.
She also advises checking on the after-care offered and that you have full details of any potential side-effects.

She is a huge favourite with both staff and volunteers as shes such a sweetie.
Kerry is looking for a home with a confident and calm dog to help her settle in and allow owners to start working up to leaving her alone as this isnt something she is comfortable with at present.
New owners will need to continue her training as although she is very friendly with people including strangers, she does sometimes forget her manners.

A licensing scheme has been extended to thousands more shared houses and flats across Brighton and Hove.
Councillors have agreed to extend the scheme from five of the 21 wards in Brighton and Hove to seven more.
The scheme will cover Brunswick and Adelaide, Central Hove, East Brighton, Goldsmid, Preston Park, Regency and Westbourne from Monday 2 November.
It already covers Hanover and Elm Grove, Hollingdean and Stanmer, Moulsecoomb and Bevendean, Queens Park and St Peters and North Laine.
A report to members of the Brighton and Hove City Council Housing and New Homes Committee said: There are an estimated 6,460 houses in multiple occupation (HMOs) in the city, nine times the national average for this type of housing.
Some, larger HMOs, already have to be licensed under national rules. The law applies if they are three or more storeys high and home to five or more people who are not related to each other.
The report to councillors said: The mandatory licensing scheme has been in operation in Brighton and Hove since 2006.
The council currently license, or have licence applications for, 1,030 larger houses in multiple occupation across the city.
The committee also agreed to put up the licence fees for the first time in five years.The rises take effect from Saturday, August 1. Charities will remain exempt.

The Albion Roar
With the first day of the football league season usually held on the same weekend as Brightons Gay Pride celebrations, Albion fans have become accustomed to finding themselves on the road for the start of the new campaign.
However, with the festivities not clashing this time around, Chris Hughtons side will get their 2015/16 Championship campaign underway at the
Amex for the first time in four years, with Dougie Freedmans Nottingham Forest the visitors on August 8th.
The Albions second league game the following weekend sees a trip to Fulham, with a midweek trip to Southend in the League Cup falling in between.
October has been a period of the season to forget for a number of years, with Albions last win coming in 2010. Games against recently promoted Bristol City and Preston North End, along with Cardiff City, Leeds United
and Reading offer a number of chances to end the run of bad form.
The Christmas period of games will provide a tough
test for Hughtons men, with matches against Derby, QPR, Middlesbrough, a Boxing Day clash with Brentford and Ipswich, followed by the first game of 2016 against Wolves.
Fans hoping for a nice end to the campaign will have been left disappointed, as for the second season in a row, Albion will make their longest trip of the season, Middlesbrough away, for the final league game.
Whilst many fixtures are subject to change, at a first glance its fair to say that the Championship is shaping up to be as tough as its ever been.
Where Brighton will fit in terms of the league table is hard to call at this point, with the squad yet to truly take shape. Come August 8th, well start to get a better idea of how the season will look.
Last week David Bellotti passed away, aged 71. In Sussex, he will always be remembered as the man who presided over the systematic destruction of our football club in the mid-1990s.
As chief executive of Brighton & Hove Albion, he was the mouthpiece of despised chairman, Bill Archer, who lived over 200 miles from the Goldstone Ground. The former owner of Focus DIY never ventured anywhere near his football club and, with a little help from Greg Stanley, sold Albions home of 97 years without building or even securing a site a new stadium.
An outsider looking in may suggest that as Bill Archer owned the club, he could do what he liked. But, the Albions articles of association prohibited anyone
from profiteering from the sale of the Goldstone. Fortunately, our club has many passionate supporters and when one such fan, accountant Paul Samrah, discovered this information all
hell broke loose.As Archer probably didnt even
know where Brighton is, general day-to-day fire fighting and downright lying was left to the meek, mild and bespectacled David
Bellotti. The former Lib Dem MP, utilising the skills he undoubtedly honed as a politician, i.e. the ability to tell whopping great porkies, dealt with a level of abuse unprecedented in modern football. It was justified. He was supposed to be one of us, an Albion fan since the early 1970s.
From 1995 to 1997, frustration
regularly boiled over as thousands of fans sung their disapproval every game, invading the pitch and occasionally storming the directors box to chase the unwanted Bellotti away. Such was the potential threat to his safety, a bodyguard was hired but he still unbelievably attended games. The hide of rhinoceros doesnt come close.
In his death, its important to remember he was a puppet, carrying out Archers orders. Yes, he wasnt particularly pleasant, and he very nearly helped destroy the club we all love. But, we survived. We survived because we all stuck together to root out the evil. We survived because Dick Knight a true Albion fan took over, ousting the hated Bellotti and Archer.
It is hard to say anything nice about Bellotti but he is no longer with us, and he was a human being, with family and friends. His passing, to me, simply serves as a reminder of our traumatic past.
And that should never be forgotten.

As I write this, on Sussex Day (June 16), Sussex County Cricket Club is being as generous and hospitable to its visitors on and off the pitch as any South Saxon is ever famed for.
Meanwhile, our best wishes go to Surreys Rory Burns and Moises Henriques, injured in a sickening collision in the T20 match at Arundel last Sunday. The medical staff were on pitch
for 45 minutes for the two players knocked unconscious on the boundary while going for a catch. Thankfully, both waved to the crowd when being lifted into the ambulance and the prognosis is good. For a full report, see Marks column opposite.
