    HIGHLIGHTS OF DPC PROCEDURE

    1. Composition of DPC:- Members of DPC should be officers who areatleast one step the post in which promotion is to be made.

    2. When UPSC is associated with a DPC, the chairman or a memberof the commission will preside at the meeting of DPC.

    3. DPC should be convened at regular annual intervals to draw panels

    every on a fixed date (unless the is no vacancy in a particular year)

    4. Proposal should be sent to UPSC foe placing before the DPC in theproforma, with a request to nominate one member to preside themeeting of DPC. ACR complete in all respect should be sent toUPSC along with proposal (model calendar for DPC shall befollowed).

    6. While promotions will be made in the order of the consolidatedselect list, such promotions will have only prospectus effect even incases where the vacancies relate to the earlier years.

    7. Recommendation of the DPC is advisory in nature and should beapproved by the appointing authority for Railways in case ofpromotion from group B to Group A).

    8. A clearance from vigilance deptt. should also be obtained beforemaking actual promotion of the officers approved by DPC to ensurethat no disciplinary proceedings are pending against the officerconcern.

    9. The date of (UPSC) commission letter forwarding fair copies of theminute duly signed by the chairman of the DPC should be reckoned

    as the date of promotion of the officers.

    10. Proceedings of any may be reviewed. DPCs only in the DPC has nottaken all material facts into consideration or if material facts have notbeen brought to the notice of the DPC or if thus have been graveerrors in the procedure followed by the DPC. Thus, if may benecessary to convene Review DPC to rectify certain unintentionalmistake.

    The Seniority of officer is reviewed to revision of seniority test fromretrospective effect resulting vacancies of seniority list placedbefore the DPC.

    Where some procedural irregularity was committed by a DPC.

    Where adverse remarks in the CRs were turned down orexpunged after the DPC need considered the case of the officer.

    Note:1. For DPC from Group B to Group A (Junior Scale ) the above Time

    Schedule prescribed for Non-ACC cases shall apply.2. This time schedule has been suggested to do away with the delay

    in holding the DPCs causing frustration among official ,therebyadversely affecting their morale and productivity.

    3. Administrative action could be initiated at least eight months beforecommencement of the vacancy year.

    4. DPC could be held at least two months before the commencement

    of the vacancy year.
