• Email, fax and phone call distribution lists were the standard, and the problem• We were not going to get

all stakeholders to use a common application

• A common operating picture was needed

• We had to connect existing applications

• We had to provide a simple application for those without their own application

• Regular spring conditions, with some localized flooding

• 2nd ambulance arrived 55 minutes after parents first call to 911

• Boy died that could have been saved• Inquiry findings included: “A lack of

data available …to indicate roads and areas where … there will be response time issues.”

• Inquiry recommendations included: “… mapping resources to reflect real time mapping and access changes that may occur.”

Spring 2017Observations Conclusions

• The shared situational awareness initiative appealed to hundreds of stakeholders, in hundreds of organizations; but not a critical mass

• The exchange had connected many; but not regional communities of users that would be responding to incidents

• The story line was much the same, “A lack of situational awareness …”

• We cannot expect to have situational awareness during major incidents when we don’t have it every call, every day

• Success will require an everyday solution, that improves every call / everyday metrics for many

• There is one (and it appears only one) situational awareness challenge that is negatively impacting the every day metrics of many – road obstructions

• Mapping road obstructions for emergency responders is connecting regional communities with a common operating picture

• Public works will participate, providing the solution is more efficient and more effective than their current practices, and it addresses escalating public pressure to share better with the public

• The road to a common regional operating picture is to address the every call, every day, every event, and every incident challenges associated with road obstructions impacting response times

“… the County of Renfrew in coordination with Local Municipalities have launched a web based map tool that allows the public to view where road closures are and where flooding is problematic for travel… The mapping tool is called “Muncipal511”, and can be found online at www.municipal511.ca.

“It is a real challenge tracking road closures, especially during construction and winterstorms,” said Linda Rockwood, the county’s paramedic services chief, in a mediarelease. “The Municipal 511 system will be a great tool for paramedic services.”

Perth County, along with its lower tiers – North Perth, Perth East, Perth South and WestPerth – and partner municipality St. Marys, is set to begin a one-year trial of aninnovative new road-closure notification system. This interactive map-based approachwill provide the county’s first responders with a real-time display of closures and delayson area roads, helping reduce response times to collisions, fires and other life threateningincidents.
