All Change (or is it) They say you can’t have too much of a good thing. Living in country where democratic elections are the norm is very definitely good, but you can have too much of elections! Part of the problem is the con-stant international news coverage, we had the refer-endum, then America, followed by France and now we have two here.
And does anything really change for the better for the man or woman in the street? There is a lot of shouting and posturing but the rich carry on getting richer and the poor don’t appear to be any better off.
The things that do change quite often change for the worse. There is an interesting article on page 12 by Dr Anthony O’Brien about the changes to the health service and the move towards treating people in their own homes. The idea is a positive one, but research by the BBC shows that over nine hundred adult so-cial care workers leave their jobs every day and the industry has a staff turnover rate twice the average of other professions.
With community hospitals closing and the NHS short of money one can’t help but feel that this change is
not going to be a happy one. It may however be the biggest incentive to adopt a healthy lifestyle, when the fear of being reliant on care in the community becomes bigger than the desire to have a pint and a takeaway!
As for me I’m going to give up chips and start train-ing for the next marathon, just as soon as I’ve fin-ished digging the foundations for the nuclear bunker at the bottom of the garden!

Bradninch and Hele will soon have its own Memory Café. The Memory Café will provide a regular meet-ing place for people with dementia, memory prob-lems, feeling isolated or just lonely and want a chat. All are welcome to come along and talk, natter and have fun. We are preparing a calendar of events to add interest and involvement. We also wish to offer support and help to the carers who give so much without question or asking favour.
The Memory Café will run every Monday from 2.00 to 4.00 weekly in the Bradninch Baptist Church from the 5
th June. We are currently busy with setting up a
bank account, securing the necessary insurances and amassing games, puzzles and other items that make a Memory Café work and fun.
There are many ways you can help us make it a suc-cess and all such help will be most gratefully re-ceived and acknowledged. We need volunteers to come along and help, natter and make teas, cakes etc, some of the small plastic tubs that hold dish-washer or laundry pods – these can be made into Memory boxes, ideas and offers to entertain, make music, give talks, tell stories and more.
We also need funds to help cover costs, we have been fortunate in getting some start-up funds but need more to keep the café running and evolving. Bradninch resident David Kennedy has volunteered to do a cross channel relay swim in aid of Aspire, a national charity that provides practical help to people who have been paralysed by spinal cord injury. Eve-ry eight hours someone is paralysed by a spinal cord injury, it can happen to anyone at any time and no one is prepared for how it will change their life. Aspire exists because there is currently no cure.
It literally can happen to anyone through something as simple as a trip or a fall. Any one of us could be affected both as the victim of the injury or as the fam-ily/dependent of a victim The individual affected will lose muscle and sensory control and the vast majori-ty become full time wheelchair users for the rest of their lives.
David has volunteered to join five others who are going to swim the channel from Dover to France this year. They will swim, in rotation through the busiest shipping lane in the world at some points in the dark whilst being pushed away from their goal by the strong tidal flows. It is not unusual, due to the tide/currents to have to swim up to twice the distance. To make the task even more interesting, it has to be done without a wetsuit or the tubs of grease for insu-lation.
To be able to do the event, David needs to raise £1750 all of which goes to the Aspire charity. Every pound helps, David has to have the money in by the end of May. He has put a donation box in the Spar shop or you can donate on 'Just Giving' page.

th June.
There will be a similar medley of gardens, music, dancers, art, tea & cakes and artisans to previous years. Some gardens are open both days and this year we are joined by a brace opening in Hele.
All the gardens opening over the weekend will be listed on the ticket / map from the local Spar shop at £6 each or £10 a pair and follow the C-Daisies that will be springing up around town.
The Musical Gardens raises money for several local charities and especially the Bradninch Music Festival the weekend of 10-12
th June. We have gardens large
and gardens small – none are RHS league players - but all are the host’s little bit of joy and tranquility. Some local garden designers are proudly opening their showcase gardens so if you like something do please ask.
Amongst those opening we have a garden with a superb Lionel ‘O’ class Railway layout; any grown boys dream (Saturday), Manor Farm will again be playing host to local artisans crafts and on the Sun-day will also host the fabulous Bradninch Festival Choir. As a trip down memory lane for many who grew up in Bradninch the Old School House will open the Saturday as a once only opportunity to reminisce.
Also entertaining during the afternoon are the Bradninch Millers Morris troop on their “Town Walk”, maybe a belly dancer or two and our exceptional and award winning Bradninch Festival Choir. All gardens will be open from twelve noon until five. Tea, coffee and refreshments will be available in many gardens or from the Baptist church on the Sat-urday. Snackpack are running a café in the Guildhall both days. As always there will be a herd of ballad-eers wandering around the venues. Without the Gar-dens weekend Bradninch would not have its re-nowned Festival nor support exceptional young per-formers that Bradninch should be justly proud.

WITH ‘DARTMOOR PAUL’
Bradninch Gardening Club have a fascinating speak-er on 17th May. Paul Rendell, known as ‘Dartmoor Paul’ is coming to talk about wild plants of the West Country. Paul has been a Dartmoor National Park Guide for 21 years and has a huge knowledge about its wildlife, history and archaeology. As a keen local historian, Paul has written many articles for newspa-pers and magazines and wrote his first book, called ‘Exploring the Lower Walkham Valley’. In 1991 he founded the ‘Dartmoor News’, a bi monthly magazine which he still edits today.
He has written three books about Dartmoor and is currently writing one on ghostly Dartmoor. We are looking forward to a really fascinating talk and do hope that as many members as possible can attend and look forward to welcoming other people who might be interested. Cost £1 to non-members.

The Hele Society
The last bi-monthly meeting of the Society took place on 21st March, kindly hosted by Stuart & Jo Hall. On the bright side, it was reported that the Guildhall Cof-fee Morning held on Saturday 25th February had been very successful raising around £150 and thanks were given to all those who had contributed. On the down side, it was noted that some of the flow-er baskets on the bridge had been vandalised, a bi-cycle had been stolen from the Blum’s garden in Hele Square and that a safety mirror had been re-moved from along Strathculm Road.
A joint Society/Twinning Association skittles social evening on Friday 31st March, held at the Bradninch Bowling Club, had been successful although the So-ciety turnout had been disappointing exacerbated by illness.
A working party to clear the verges along Strathculm Road took place on Saturday 8th April. Thanks are due to in particular to Roger Maynard who, with his tractor and bucket, made the exercise possible and to those who were able to participate with brooms and shovels. Another of Blanche Ashworth’s famed music eve-nings at 3 Jasmine Cottages will take place on Wednesday 3rd May at 7.30pm, which will be report-ed on in the next issue.
The next bi-monthly meeting of the Society will be held on Tuesday 30th May and will be hosted by Rick & Vicki Andrews at The Coach House, Strath-culm Road at 7.30pm. Finally and subject to confir-mation, it is planned to hold a trip to the National Trust at Castle Drogo on Saturday 1st July.

It is planned to hold a community based dig in Bradninch this year to raise awareness of the town’s history and to involve people in the community in-cluding the children of the Duchy school in actively getting involved in the uncovering, identification, re-cording and preservation of historical local sites. With this in mind, the first target was to identify the location of Bradninch’s fabled castle. This was done with the invaluable help of John Valantin of AC Ar-chaeology and local historians Mike Leonard and Warwick Knowles.
Bradninch has no physical trace of a castle or defensive position like an enclosure or a hill fort, but tradition has it that at some time in its history a castle did indeed exist here. The evidence for this is not in post holes or crumbling battle-ments but in clues from the past such as in field names like ‘Castle Hill’ above St Dis-ens, in the name of the local public house, the Castle and visually in the stained glass window at St Disen’s church hall.
Bradninch’s most famous chronicler Charles Cross-legh who was the vicar of St Disens in 1897 was un-able to shine any light on if Bradninch had a castle or not merely stating that it ‘should’ have had one either pre-Roman, Roman or Norman. There is a record on the Devon Historical Environment Record of a castle or enclosure on Castle Hill based on aerial photog-
raphy from the late 1960’s that showed a semi-circular bank contusive with a defensive posi-tion. This best fitted the informed belief that the ‘castle’ if it had existed was, almost certainly, a ditch and bank structure with a wooden palisade similar to the
image in the St Disens window. With a view to hav-ing a community dig on the site local archaeological company AC Archaeology carried out a geophysical survey of the site in March 2017 which, sadly, came back with no signs at all of any structure having been in the Castle Fields. The search continues!
We are currently exploring alternative sites including
a 18th century farmhouse that was knocked down in
the early 20th century and an enclosure that could
have Iron Age, Roman or post Roman origins. Once
a target has been confirmed and authorities in place
we will update everyone.

MDDC Budget Mid Devon is a complex organisation with a £40-45 million budget, employing more than 400 staff. De-spite reduction in government grant funding for the last six years, with costs rising, essential services have been protected with fewer staff and Council Tax was frozen between 2011-2016. It has proved necessary to increase Council Tax this year, in order to continue delivering services.
Special Responsibility Allowances for Portfolio holders and Chairmen are recommend-ed by an Independent Remuneration Panel, and re-flect the time and responsibility involved, amounting in some cases to a full time job. Self- employed members lose income, or have to pay others, while devoting time to Council business. A motion to re-duce special allowances by 10% would have made insignificant savings within the budget. Without spe-cial allowances maybe only those who are well off, retired or with time on their hands, would be able to take on extra responsibilities.

Unless you are buried deep in a science fiction novel or engrossed in a Dr Who episode it is a given fact that time and space cannot be altered to our wishes. However in the health service these are the two things we try to manipulate the most. We all want shorter waits for treatments in nice modern buildings. Having a limited budget and aiming to treat the sick-est the quickest means decisions about priorities have to happen; one person’s wait will therefore be another’s quick appointment, one person’s trip to hospital will be another’s visit at home. There is only so much time and space that can be divided up fairly between everyone.
Currently the NHS is reducing its space with the clo-sure of community hospitals in some areas of Devon. Fortunately for us Tiverton Hospital is relatively new and we will be able to continue to use its fantastic services without any foreseeable future threats. However other areas are not so lucky. The plan is for their community services to be bolstered by in-creasing the number of carers available to look after patients at home. This change will occur across Devon so in theory we should also benefit from this restructuring and enhancement of community care teams. A Rapid Response at Home service has been in existence for several years but has recently raised its target to try and assess patients within 2 hours of receiving a referral from a GP or the hospi-tal. They then co-ordinate services such as physio-therapy, occupational therapy, additional nursing or social care that will enable the patient to stay at home or leave hospital earlier. This is a bold time target but if successful it will offset the reduction of hospital space from the care equation.
The problem with the community hospital closure plan is that it is wholly dependent on a third variable: health care workers. The unspoken truth is that this is the most limited resource the NHS has. We need a sufficient number of doctors, nurses, therapists and, most importantly, community carers to enable the plan to work. Job specifications need enhancing to attract workers into the NHS, training programs redesigned to speed them up and incentives intro-duced to ensure employees stay working within the healthcare sector. Wyndham House has a long his-tory of being involved in teaching of both medical students and GPs and our current building work is designed to enable us to be ready to help with this essential new training that is going to be required.
A lot of healthcare progress is about innovation and adaptability. Patients, clinicians and carers can adapt to environments and time constraints however it is not entirely clear whether we are going to have the resources to solve the workforce problem. Maybe a science fiction solution will be required but I hope not.

Silverton Street Market is held on the first Saturday of August the 5th this year. Along with a wide assort-ment of stalls lining the village’s narrow main street, there is entertainment and fun for all the family, rang-ing from bouncy castles and child-friendly activities on the Little Rec, to a BBQ and pop-up bar for the adults! It has been called: “The best value day-out in Devon”. The thousands of pounds raised is shared between various village organisations.
The theme for 2017 will be Music. The exact title might vary a bit to something like: “Silverton Rocks” but it is basically Music!
We’re having lots of ideas including Bands, Choirs, a “Big Sing”, a Songwriting Contest and of course lots of dressing-up as David Bowie, Mozart and Pavarot-ti! Let’s make music great again! (Trumpets, any-one?)
Exe Valley brewery are again brewing a special beer for the event called ‘Top of the Hops’, if it is half as good as last year’s special, it will be very good in-deed. Don’t forget to sample it.
