Of course our success is realised
by committed employees, high
quality suppliers and supporting
customers. Those are essential el-
ements for being successful. How-
ever as CTS we also benefit from
being present in our home market
The Netherlands. Why does this
benefit us?
The port of Rotterdam (Botlek, Eu-
ropoort) has a great concentration
of storage tanks, and hosts 4 ma-
jor refineries. Also a large volume
of crude oil going to refineries in
Belgium and Germany is coming in
through Rotterdam based storage
tank terminals. As a result of this
the local authorities have amassed
great knowledge over the years
regarding atmospheric storage
tanks. Many of these terminals
are located very near to residential
areas, also given the densely pop-
ulated nature of The Netherlands.
Now those residents certainly ex-
pect the industry to minimize smell
and VOC (volatile organic com-
pounds) emissions.
So the local authorities are acting
on the behalf of the terminal neigh-
bours, and are doing all within
their control to ensure the storage
tanks are safe and have minimum
environmental impact.
They use multiple interesting
tools and methods to do so,
amongst others the following:
• Competent authorities are ac-
tively and frequently checking on
terminal safety and emissions
• Emissions are being monitored by
an extensive network of E-noses
(electronic noses) that are able
to report VOC concentrations on
a live basis
• These E-noses and their measure-
ment data are also on a real time
basis available for the general
public (see www.luchtmeetnet.nl),
so terminals have little leeway to
generate a negative impact on
the neighbouring residential areas
• Many systems such as fire detec-
tion and firefighting systems are
regularly checked in the presence
of the competent authorities
• The terminal industry and DCMR
(Rotterdam Port Environmental
Agency) have been developing
the NTA 8399, the first inter-
national protocol for OGI (Optical
Gas Imaging), allowing measuring
storage tank emissions
Now this does not makes life for
storage tank owners and support-
ing companies any easier, but at
the same time it certainly helped
the storage tank industry in Rotter-
dam and its supply partners to be-
come the benchmark in safety and
environmental impact.
As CTS we are convinced that be-
ing part of this industry will allow

and international presence, mini-
mizing storage tank emissions and
improving tank safety and integrity.

CTS is proud to announce that it
has recently successfully com-
pleted all quality reviews, and as
such has been the first tank seal
supplier to be awarded with the
Shell TAMAP status of fully accept-
ed manufacturer for tank seals.
Qualifying for this status requires
meeting a very stringent set of
quality requirements, as all prod-
ucts and systems involved had to
meet all international design and
construction standards, while also
a continuous product improvement
program is considered as vital.
The following CTS tank seals and
seal combinations for open top
(external floating roof) tanks have
been approved under TAMAP:
• CTS1 liquid mounted primary
shoe plate seal
• CTS30 liquid mounted primary
shoe plate seal
• CTS20 secondary rim mounted
and independently acting com-
pression plate seal
Over the past decades CTS has
developed itself to a global lead-

CTS BECOMES SHELL TAMAP ACCEPTED SUPPLIER
To ensure the best possi-ble suppliers and products are used with Shell facilities worldwide Shell is operating a vendor management pro-gram called TAMAP. TAMAP stands for Technically Accept-ed Manufacturers And Prod-ucts. Qualifying a product line for Shell requires undergoing detailed product quality re-views combined with a thor-ough screening of QA/QC procedures. The extensive involvement of senior staff from Shell ensures the high standard of the reviews con-ducted, challenging every as-pect of the supply chain.

ZENITH ENERGY AMSTERDAM DOME PROJECT COMPLETED
70M DOME LIFT IN PROGRESS
CTS was selected to support this
process, supplying and installing
aluminium domes for the follow-
ing tanks:
• FB-2107, Ø70m
• FB-2109, Ø70m
• FB-2110, Ø60.6m
These domes were designed for
storage of Diesel fuel, and there
will be no floating roof in these
tanks. That could result in prod-
uct condensation on the dome,
and this condensation could leak
out from the tank if this design
aspects is not properly addressed
in the design of the dome. CTS
has developed a peripheral con-
densate seal that is to date the
best in the market, and ensures
no product will leak out from the
dome structure.
In the third quarter of 2016 CTS was awarded an order for the supply and installation of 3 free-span aluminium domes for the Zenith Energy Terminal in Amsterdam (formerly BP Amsterdam). Zenith Energy has taken over this terminal per early 2016, and is in the process of getting all tanks renovat-ed, to ensure they will meet the highest possible safety and environmental standards.

The domes were manufactured
parallel with the process of ob-
taining the building permit, where
CTS commits itself to absorb the
costs for any changes being re-
quired. Obtaining a building permit
can be complicated given the many
different design, safety, mainte-
nance and emission standards
being reviewed, such as API 650,
API 653, EN 1991, EN 1999, EN
14015, EEMUA 159, ATEX, API
2000, NFPA 11 and many oth-
ers. However as CTS has realised
a very significant number of proj-
ects in both Europe and in partic-
ular in The Netherlands we often
start manufacturing before having
obtained a building permit, as we
are extremely confident we will
obtain a building permit based on
our extensive engineering reviews
submitted.
Dome construction started per
the end of November 2016, and
though the winter weather did
none of the parties involved any
favours we were able to complete
all domes within the expected time-
line, without any incidents let alone
lost time incidents.
The Zenith Energy tanks are ready
for reliable service for decades
to come!

This order is covering the design
and supply of the following prod-
ucts and systems for 4 new 66m
diameter API 650 storage tanks:
• Aluminum dome roofs with
walkway
• Full Contact (HC) Internal
Floating Roofs and 24” Floating
Suction Line for four (4) Internal
floating roofs.
This is another important order for
the Middle East showing that tank
owners are committed to reduce
environmental impact to an abso-
lute minimum. CTS is convinced it
will help its customers in realizing
the lowest possible emissions and
as such realise the safest tanks.
All materials are expected to
be delivered by the 3rd quarter
of 2017.

CTS has been supplying its prod-
ucts to the Whitegate refinery for
some years now, and in 2016 an
order was executed for a CTS30
liquid mounted primary shoe plate
seal combined with a CTS20LP
low profile rim mounted and inde-
pendently acting secondary seal.
Using a low profile secondary seal
can reduce seal height with app.
500mm (20”), and this would re-
sult in the following extra capaci-

Over the past few years several
main refineries and independent
terminal owners have started us-
ing low profile secondary seals with
gastight primary seals as supplied
by CTS. The CTS30 primary seal
is a state of the art seal that has
no complex or wearing parts and
is only composed of stainless steel
and PTFE (Teflon®) components.
Being liquid mounted it is the most
effective primary seal available and
allows for extreme out of round-
ness tolerances, well beyond any
tank maintenance code limits.
As a bonus to that CTS is conduct-
ing OGI (Optical Gas Imaging) tank
inspections for all its customers,
to ensure minimum emissions and
maximum tank safety!
Irving Oil is a Canadian refining and distribution company. In 2016 it has acquired the Whitegate refinery located in Coun-ty Cork, Ireland. Whitegate is the country’s only refinery and processes light, low-sulfur crude oil, sourced from the North Sea and West Africa. The facility produces transportation and heating fuels such as gasoline, diesel and kerosene that are then distributed across Ireland and Europe.

BPGIC UAE PHASE 1 COMPLETED
BPGIC DOME ROF TANKS BASKING IN THE UAE SUN
CTS FE has been awarded the con-
tract for engineering and supply of
14 aluminium dome roofs and 10
aluminium full contact type IFR’s
(internal floating roofs).
These were installed on the fol-
lowing tank diameters:
• Ø42m (4 tanks)
• Ø36m (6 tanks)
• Ø23m (4 tanks)
All tanks were built 30m high, re-
sulting in more capacity per square
meter of land, and mimicking the
development in Western European
ports where scarce land availabili-
ty has resulted in tanks being built
much higher to allow greater effi-
ciency.
The aluminium dome roofs were
supplied with an internal tension
ring and sliding supports allowing
tank settlement and dome expan-
sion without stressing the upper
rings of the tank shell, for uncom-
promised tank integrity. They were
also made suitable to cable sus-
pend the IFR’s, allowing different
landing positions to be set without
entering the confined space of the
BPGIC (Brooge Petroleum and Gas Investment Company FZC) has been incorporated in 2013 in Fujairah’s Free Zone to de-velop terminal activities in the Fujairah area. Per early 2017 they are completing the 1st phase of their terminal construc-tion. This Phase 1 project has consisted of a grass roots terminal realisation next to the VTTI and VHFL terminals.

tank. As an extra option the cable
suspension settings also have a
setting to hang the IFR’s near the
top of the tank, to allow storing
products that would not require
an IFR or would be not compatible
with the IFR material.
Inside 10 of these tanks aluminium
full contact IFR’s were installed,
representing the most effective
approach with respect to reducing
emissions and minimizing environ-
mental impact. The full contact
type IFR’s are equipped with liquid
mounted primary shoe plate seals
and independent rim mounted sec-
ondary wiper seals. This will typi-
cally result in emission reductions
well beyond 99%, making these
kind of tanks also the safest in the
industry.
Both domes and full contact IFR’s
were installed by the contractor
under CTS supervision. Final in-
spections, third party reviews
and leak testing all showed great
results, resulting in all parties ex-
pressing their satisfaction on the
project realisation.

PBF is an oil & gas company ded-
icated to the commercialization of
liquid fuels that has the backing
(support) of BP (British Petroleum)
as its main shareholder in Peru.
Over time the projects have been
conducted as follows:
• The first 3 IFR’s with double seal
were installed prior to 2016
• Another 2 IFR’ s were supplied
and installed during 2016
• Again 2 IFR’s were shipped in
per early 2017, and are cur-
rently awaiting installation
Apart from supplying and installing
the high-quality IFR’s CTS has also
been awarded to supply several
aluminum Floating Suction Lines
(FSL’s) for their tanks.
With an emission reduction of well
beyond 98% and given the excel-
lent quality and detailed design for
the IFR’s supplied PBF can also
rest assured of the long term sup-
port from CTS South America.
CTS Chile has been able to successfully complete several sig-nificant orders and projects for aluminum skin and pontoon type Internal Floating Roofs (IFR’s) to PBF in Peru, South America. The IFR’s have given excellent results for PBF, and as a result of this a total of 7 IFR’s were supplied and in-stalled by CTS in the last 3 years.

In order to ensure and maintain
the good relationship CTS will
be sending its representative on
site during the commissioning to
ensure the seals are properly in-
stalled.
The CTS1 shoe plate seals are ex-
tremely reliable tailor made shoe
plate seals meeting all internation-
al construction, safety and emis-
sions standards. Complemented
with an independent CTS20 sec-
ondary rim seal the seal combina-
tion ordered will realize maximum
emission reductions, resulting in
safer tanks. CTS is also regular-
ly measuring actual emissions on
the CTS designed and supplied
tank seals, to ensure minimum
emissions.
Apart from these BAPCO orders
also orders for similar CTS seal
combinations were received from
KNPC (Kuwait National Petroleum
Company, for tanks 124, 132 and
326), ARAMCO Saudi Arabia and
Qatar Petroleum, firmly position-
ing CTS ME as a market leader in
the Middle East region.
Over the years, Bahrain Petroleum Company has always set itself high standards on safety and quality. Since almost a decade CTS has been supporting BAPCO reducing tank emis-sions by supplying high quality tank seals for their open top tanks. Continuing the cooperation and being satisfied with the CTS performance BAPCO has recently ordered CTS1 liq-uid mounted primary shoe plate seals and CTS20 secondary rim mounted (and independently acting) tank seals for their tanks 139, 750, 900 and 946.

DOMES FOR NWCC (TGNW) AND RTCC (TGE) PROJECTS
In 2016 CTS has successfully
completed the TGNW project com-
prising of 6 tanks each having a di-
ameter of 107 meter. The domes
were supplied in time and installed
under the supervision of CTS ME,
using the CTS supplied tools for
assembling and lifting the domes.
The domes were supplied on fixed
supports utilizing a steel tension
ring on top of the tank, and CTS
took full responsibility to design the
domes and the steel tension ring
ensuring the dome and tank integ-
rity for the long term under all cir-
cumstances.
All domes were equipped with apex
platforms and elevated grip strut
access walkways to provide safe
and unhampered access to the
apex of the domes and the centre
of the tanks.
Given the successful in-time com-
pletion of this landmark project CTS
was awarded another order for 6
similarly designed 107 meter dome
roofs for the RTCC TGE project.
Delivery and installation of these
domes is scheduled for the first and
second quarter of 2017.
NWC (National Water Com-pany) Saudi Arabia has em-barked on an ambitious plan to improve the availability of water within the kingdom. Though by now it has com-pleted the first phase NWC continues to improve the wa-ter infrastructure.

CTS was selected to supply and
install the following products for
this expansion project:

For BTT the following were some
of the main considerations to se-
lect CTS as contract partner:
• The excellent emission reduction
realised by the full contact IFR’s
• The great reputation CTS has
at other independent terminal
companies such as VTTI (Vitol)
and Vopak
• Factory tested full contact IFR
modules abolish the need of a
floatation test of the IFR
• CTS has extensive experience
with designing IFR’s suitable for
full scale Nitrogen pigging, re-
leasing Nitrogen pigging vapours
over the main filling line without
damaging the full contact IFR’s
All products supplied by CTS on
this contract do meet all relevant
design, safety, maintenance and
emission standards such as API
650, API 653, EEMUA 159, ATEX,
API 2000, NFPA 11 and many oth-
ers. CTS is certainly proud to be
able to contribute to the impres-
sive development of BTT.
BTT (Botlek Tank Terminal) is a relatively young terminal company that has developed into a terminal with a good foothold in the Port of Rot-terdam. In 2016 it has em-barked on a serious expan-sion program, realising an expansion with amongst oth-ers 6 new fixed roof tanks in a diameter of 19m, requiring full contact internal floating roofs (IFR’s) under the strin-gent Rotterdam municipali-ty requirements. Unique for these fixed roof tanks is that they are built in an elevation of 36m, resulting in very ef-ficient tanks, creating the best possible capacity for the square land area available.

LBC HOSE TOWER COMPOSITE HOSE ORDER
All CTS Composite hoses are man-
ufactured and tested according to
international standards and cov-
ered by Type Approval certificates
by several International classi-
fication societies (DNV, Lloyd’s
Register of Shipping, Bureau
Veritas etc.). The hoses are PED
2014/68/EU Cat. III certified
and are fully in accordance with
all international requirements,
such as EN 13765:2010, EN
13766:2010, IMO IBC and IGC
Code ch.5.7.
Every CTS composite hose is as
a standard extensively inspected
and pressure tested according to
EN standards before it leaves the
factory. On this basis CTS has de-
veloped into a leading company in
manufacturing and supplying com-
posite hoses for the most demand-
ing industries.
Per early 2017 CTS received a large order for the supply of CTS Chemmaster and Vapourmaster composite hoses which will be used in two newly constructed hose towers locat-ed at the LBC Tank Terminal Rotterdam. Both types will be equipped with SS316 inner and outer wire. The Chemmaster hoses are specially designed for the use in hose towers by adding an elongation restrictor inside the hose wall to avoid elongation of the hoses. These hoses will be executed with Hostaflon lining to guarantee the best hose performance for the long term, as Hostaflon has considerable better mechan-ical properties as non-modified PTFE compounds often used by other manufacturers.

DIALOG-VOPAK PENGERANG PROJECT REPORT
In late 2016 CTS was awarded a
project to engineer, supply and in-
stall nine (9) aluminium dome roofs
for the Pengerang Deepwater Ter-
minal Phase 2.
This involved the following tank
diameters:
• Ø70.3m (3 tanks)
• Ø65.4m (3 tanks)
• Ø56.0m (3 tanks)
All aluminium dome roofs are de-
signed with internal tension ring
and sliding supports to allow tank
settlement without stressing the
dome roofs. Access to the dome
apex is given by an elevated grip
strut walkway and a dome central
platform in order to provide safe
an easy access for terminal oper-
ators during tank inspection and
product sampling. The tanks and
dome roofs are expected to be
completed within the 3rd quarter of
2017.
In December 2014, an agreement was signed between Petronas, Dialog Group and Royal Vopak to develop an in-dustrial terminal in Pengerang to serve the RAPID project. Pengerang Terminal Phase 2 Project is the second stage of the development of the Pengerang Deepwater Terminal. It involves the development, construction and operation of the facilities required for the handling, storage and distribution of the crude oil, petroleum, chemical and petrochemical feed-stock products together with its ancillary by products, to and from the RAPID complex at Pengerang. It involves the construction of tank storage capacity of approximately 2.1 million m³ of tank storage capacity and a deep-water jetty with twelve berths.

The IFR’s will be executed in two
different diameters, being 30.48m
(100’) and 37.8m (124’) and will
be completely installed in the first
half of 2017 for tanks storing gas-
oline and other volatile hydrocar-
bons. All IFR’s will be installed un-
der the supervision of experienced
CTS supervisors.
CTS will make sure for the IFR’s
to reduce emissions well beyond
98%, and for the IFR’s to meet
all relevant standards such as API
650, API 653, ATEX, NFPA 11,
API Chapter 19 and EPA amongst
others.
Recently CTS Panama has been awarded a contract to en-gineer, supply and to install four (4) aluminum skin and pon-toon type Internal Floating Roofs (IFR’s). This for the recent-ly acquired PUMA ENERGY Panama Marine Terminal, Colón Panama as acquired by Puma Energy Bahamas S.A. PUMA is in the process of expanding throughout the entire continent of South America.
