FortisBC is claiming, In It 2016 Long Term Resource Plan, that the cost of Installing a KW of solar pv capacity is between $1.399 and $1.413.
Can you please calculate the cost of Installing your system per KW so I can compare as I have a chance to provide evidence to the Commission, but must give them notice of my intent to do so by April 13th. '
As an example I estimate our cost of installation per Installed KW, at 2.4 KW, $9,439.6 • but that includes building a shed to house the equipment, twelve batteries and m ovlng the entire system to the back of the lot.
I am sure your systems are much cheaper, espec lally If you are not including your own labour cos ts (if your built it yourself).
What I did was divide total paid costs by total Installed capacity, and thanks for your help on this.

In our phone conversation, I mentioned that my area of knowledge is limited to BC Hydro's Net Metering program.
Within this program, I have identified 6 customers with solar PV generation with total 60 kW in size who reside in Lardeau service area (Argenta, Howser, Johnsons Landing, Kaslo, Meadow Creek).
Assuming that in British Columbia each 1 kW is capable of generating on average 1100 kWh a year, 60 kW will account for 66,000 kWh, or 66 MWh of electricity. It might be close to what you shared about the 12 kWh daily reduction you experienced based on a 2-kW solar PV system you installed.
Please note that this is an estimate of the generation for these customers. Unfortunately I don't have the specific data you have requested. It's also important to keep in mind that our meters measure a net consumption and net generation, i.e. the customers use the electricity they generate for their consumption first
For consumption data in the area, I would defer t liaison with other groups at BC Hydro.

I would be happy to answer all your Net Metering questions.
As it was stated, all BC Hydro customer meters incl.Jding of those customers who are on Net Metering are remotely read. At certain rerrote sites, it is not possible; in this case, we download data from the meter when the meter reader visits the site.
110% nameplate capacity rule applies to al customers enrolled in Net M:ltering. In general, it means that the customer "shall not generate electricity at a rate greater than 110% of the nameplate rating". Theoretically, for 2.4 kW system, the customer should rot generate in excess of 23. 1264 MWh (on annual basis). For a sciar PV system, that number would be significantly lower.

I spoke with an operative at OC Hydro by phone this afternoon and I am not sure if he really understood my question.
FortisBC manually reads it's b~direclional Net Metering customers meters. The custoner rep at BC Hydro stated that all customer meters, except at remote sites <re remotely read. Can you please confirm that all NM bi-directional meters read automatedly.

In practice, we don't monitor the energy generated by our customers under Net Metering program. We establish the eligibility on the installed capacity basis (maximum 100 kW): and our tariff is a net of load. In tenms of solar PV, 100 kW would equate to approximately 400 panels (250 Weach).

Here are the folks who are net metering, that I know of, North of Shully Bench
We have 12 people who have inslalled solar and disconnected either completely from the grid or have disconnected some appliances from the grid Total solar in this group over 25KW
We have 29 folks that have chosen NOT lo connect lo BCH because of pole costs or other reasons They total 30.4KW The largest of these systems is 4KW
Please note that I only have figures for systems sold by Backwoods Solar. There are al least 2 systems (both off grid) Iha! were sold by other companies

Also I have now calculated that the 8 solar installations below are responsible, at least the empirical evidence would suggest so. for reducing FB C wholesale sales to BC Hydro by around 1.6% between 2014 and 2016. FBC reports a drop of .1 GWh, which roughly corresponds with 90 MWh that BCHydro and myself estimate the solar PV systems to be producing and transferring.
So when the Commission asks me if I think Net-Metering Is a long terms source of reliable power I can now point to what has been achieved in the Lardeau Service area of BC Hydro and say yes.A

Thanks you for reviewing the Application and taking an interest in the Net Metering Program. Prior to the establishment of the regulatory process by the Commission, I am able to respond to inquiries around the proposal that we have put forth. Other questions, that are related to, but not part of the Application, are more appropriately left to the regulatory process that may include formal Information Requests such that all interveners will have the benefit of the responses. With that in mind, I'm replying to your questions regarding how we envision the program to work should our Application be approved, and invite you to submit the balance of your questions during the formal process.
The basic charge is applied every billing period regardless of whether a customer is a net-generator or netconsumer of energy. The basic charge will then be added to any energy charges for the billing period prior to the GST being calculated. Energy charges will only occur if the amount of·energy recorded by your "Delivered" register exceeds the amount of energy recorded by your "Received" register unless there are enough kWhs in the Bank to offset them.
We are not proposing any updates to Net Metering that would change its focus as an electric-only program.

Corey, I have now read your application to BCUC and thank you for inviting me to ask questions, in your letter of April 26, 2016, before the hearings begin. Am I correct in understanding that FortisBC is proposing to bank all kWh in excess of sales before a customer has had a chance to pay off the Basic Charge and before a customer has had a chance to pay off any taxation charged for sale of electricity to the customer? Also what about customers who use both electricity and natural gas from FortisBC, and again, am I right in understanding that under your proposal a customer could only offset electrical costs and not natural gas costs as well, by generating additional electrical power?
Also you have not as yet stated how much electrical power the 86 net metering customers have sold you per billing period during the year and at what specific cost to the company.
I'd also like to know what tariff rates you are paying for all your power, in relation to the time of day when net metering customers are offsetting power purchases at those various rates you have as yet not specified, and not just FortisBC's chosen rate.
Finally while you talk about unfair costs to non-participating customers, I would like to know both the gross and net savings to FortisBC's non-participating customers, when in the instance of BC Hydro 2.65% of their residential customers offset 5% of their residential consumption. What's the gross and net reduction in infrastructure and transmission costs to non-participating customers? ·
